11:30 pm
mayor, of course, as presidentth board and someone that grew up up in the city i had a lot to say what i wanted to see in a police chief we have a lot of challenges in san francisco it is not necessarily just about rebuilding trust about establishing trust in the first place we have an amazing team of officers we've worked with it in past in the community and dedicated to the city their dedicated to reform and now time to lead san francisco in the in the right direction and we can this leader can help us move the team forward i'm looking forward to a new day in san francisco and looking forward to changes in the department in san francisco i'm looking forward to make sureing we're doing everything we can to make sure that people
11:31 pm
who are not deserving of wearing this uniform are weeded out of the department at the end of the day at the end of the day, we have work to do work to do in bringing groups together in bringing the police departments an important and i'm very excited he'll be the leader of department we'll support him and i'm asking the members of the public and community to doing everything we can to work with us and be optimistic about the future of this department time for a new day thank you, mr. mayor for your service and the staff and welcome to the scott family and the commission for all the hours of work and coming up with what i believe is a good decision for the city thank you all. >> (clapping.) >> so this concludes our
11:32 pm
announcements we're open to a few questions a few. >> all right. >> to call on people if you want to raise your hand my question will be. >> chief welcome to san francisco glad you got here. >> thank you. >> my career as chief one in the room george gascon and sfpd is needed for its homophobic and tightened police force all 3 outdoor ciders are difficulty (inaudible) of the rank and file of the police what do you plan
11:33 pm
to do to overcome that obstacle. >> well, a couple of things first of all, i was - so i know what many feels like if the street officers level one thing i have to understand about police officers when you're out through trying to do our job and protect the service you, you - are you getting the support you need to do your job and for the most part that's my job to make sure the officers get support and everything they need to do their jobs and coming in from the outdoor i know that some people that is a shock to the system here's something i saw from the chief come in from the outside the are a different view and fresh look than those who do that well, are able to come in
11:34 pm
with new fresh idea and work with the talent within the organization this is a talented organization my the fact of the matter to work with the talent within the organization and come in with fresh eyes and see things differently i wasn't raised in the organization this is doable our last chief that came from the outside chief bratton was a great role model he appointed me to captain i saw what worked for me as a new chief what worked was a chief that made me building that he was supportive of me getting the job done giving me the tools and people will know who i am i'm not going to change i'm the same
11:35 pm
person the person that i am a can resonate with those and most of my years of lapd have been in operations so my job to make sure i i get it. >> support we still have a lot more work to do and the mayor sets high standards i plan fully plan to be as successful to get doctor i want you to know what they are and what they're going through. >> so from what you know about san francisco and san francisco police department you you know from issues of issues of supports that arrest numbers (inaudible). >> what do you see as is bigger challenge for the police department. >> i'll start this is a more absorbable issue across the
11:36 pm
country we have a challenges in the profession it's a organization like many others are has recognized what those challenges are the thing that effected me this job it opportunity is that the organization did recognize that are challenges and saying we have things to work on throughout the leadership and the change is a challenge in profession and some things have to change what i see that there is an organization that recognizes that as well as be open so those challenges are over come can be overcome like i said, we have good people in the organization so change is difficult for everybody but whether your law enforcement are not the exchanges we can do it.
11:37 pm
>> specifically what changed. >> you know use of force policies that the police commission and is poa and the communities have been weighing in on that's a huge thing in our profession in law enforcement whether or not those changes call for progress that is the fact they change can be une uncomfortable my 27 years seen a lot of challenges that's a hot issue but when i see is progress i see bodies working to get a policy down on paper that worked and that process has been a difficult one that is one example officers when you take something away from an officer they're used to this is a shock i is with in my 27 years we
11:38 pm
adapt and comes to foregone conclusion that's one and many others but the big one so when i talk about change and the exchanges that is good things that attracts me to the position and chief chaplin recognizes they're working and the police officers i read about at the recognize it and willing to move forward yeah, that will give and take. >> this question is for the mayor. >> you've having had qualified candidates and town to 3 what was the deciding factor in choosing william scott. >> well, you know, i have and demonstrated over any 5 years a deep appreciation for the men and women of the san francisco
11:39 pm
police department and what i had to discipline myself my national inclination to look within and what distinguished and made a difference was that i had to discipline myself how we can be better as a department and the city and in that i had to search for the qualities and skill sets that that implement effectively and immediately as possible those changes that many, many people throughout the city internal and external to the police department and the commission had more than requested of our city and so i look at this as being the skill set and the ability and the leadership and the proven qualities to lead this department in that change that bill talks about we are changing
11:40 pm
as a city we're changing on the standards of what we expect the officers to do and i believe that in looking at this and really focused on those recommendations and those disciplines and successes we mayor ed lee led me to look at all the candidates and determine it was not an outside versus inside ultimate who has the skill sets and the proven ability to bring this department forward. >> one last question jena. >> hi given the attack in berlin where do you stand on shooting at moving vehicles. >> let me start my comments by saying it is a tragedy frill for
11:41 pm
the most part people lost their lives our hearts go out to the folks to those folks, and, secondly, all i know right now is a couple of paragraphs in the newspaper not there for the process to make assessments on who happened in a berlin and how to represents to pending sfpd policy but i'll say this and craw on any experiences as lapd in 2005 we went through this process dividing a strong organization and bodies of the issue and move forward with a pop policy that is restrictive only moving vehicles i saw that in proclamations at a lower levels of proclamations i understand this is back to what i said change is a shock to the system but at the end of the day
11:42 pm
everyone wants a policy that is representative of the community they're calling for in terms of support and that policy and the process goes i'll fully in support of the restrictions, however, i'm also very happy to see the progress made and we're not there yet but we have progressively move forward toward a fair process and policy confusing has led that charge and fully supportive of what is happening in terms of the process and we'll get there. >> (inaudible). >> congratulations and welcome one of the blue ribbon panel reports that the police officer association is running the department and pushing for intern chief chaplin do you have a strategy in mind for breaking
11:43 pm
through to the - >> as is chief of police of san francisco i i get it kind of unions i deserve that's simple what i mean by that i'm who i am in i'm firmer or stand alone the policies of that organization and the citizens for the most part because we're all here to serve the citizens in a fair and ultimately a way that people feel like they're treated with respect and fairness restore justices i get the union i deserve like i said, i. who i am your management of lapd i've not had an issue with the unions we've had sdaurlts but about fairness and honest but on top
11:44 pm
of it gets to take first swing we have to live with that but the process is really important to our question my plans are to be the type of chief that deserves a poa that will work with me by the way i work with them. >> (inaudible). >> thank you. >>
11:45 pm
(shouting.). >> more and more city's high san francisco is committing to dislocate to end all traffic death that means improving safety for people walking and driving and safety on our streets is everyone's responsibility people can make mistakes but not result in injury or death all traffic collisions are preventable as drivers you play a large role that will give you the tools to drive safely on streets a recent survey asks hundreds of drivers about save city introduce

driving what did they say watch for distracted behavior and slow down and be patient and check for people before you turn the facts about city driving shows how important to be alert most collisions happen in good weather allowance even at 25 mile-per-hour it takes a vehicle 85 feet to stop this is almost 7 car lengths slowing down makes collisions less savior when a person is hit by a passerby vehicle 25 minor the chance of death is 25 percent 40 percent that increases inform 85 percent slowing down didn't cost much time driving behind a person takes 9 extra semiautomatic and
11:47 pm
stopping at the yellow light takes only 30 seconds by hitting someone costs you hours and weeks of our time and maybe a life take a deep breath and take you're time cities cross america are being safely for walking and driving some streets are confusing here's what you need to know all intersection kroukz of novelist marked some are marked to make them more visible other crosswalks and intersections are raised to the level of sidewalk to actress as speed bump and people are maybe crossing be cautious and watch for people when you approach any intersection advanced limit lines and pedestrian yield signs
11:48 pm
show drivers where people walk and stop behind the lines at stop signs and for people crossing bulb outs where the sidewalks extends into the street make that tease easy to see pedestrians and remember to slow down whether making reasons and watch for people on sidewalk estimations extensions that maybe closer than you expect and bicyclists may motive to the left to get around bulb outs this gives people a head start allowing pedestrians to enter the crosswalk before transfer starts moving makes them more visible pedestrian scrimmage and stop the vehicles in all directions allow people to cross
11:49 pm
including department of building inspection scrambles are paired with no light restriction and rapid beacons you turn bright whether the pedestrians are there or the center is activated precede slowly as you approach the beacons especially, if their activated a pedestrian crossing light turns yellow before turning sold red back to flash red procedure after making a full stop as long as the sidewalk is empty and, of course, stop whenever the light is red traffic circles reduce conflicts you must stop at the strewn and precede around the raise your right hand of the circle watch for people in crosswalks and people in bikes
11:50 pm
coming around the circle arrows indicate where people with bikes share the intersections and people have ride to people on bikes have the right to use the lane whether or not in the sharing bike lanes are for people protected by parks e.r. parked cars and stay out of separated bike lanes unless an emergency dashed bike lanes are a shared zone four for vehicles to change lanes slow bike lanes allow the circles their unusually sprayed before me from other traffic some bike lanes are built to the level higher than the street but lower than the sidewalk they provide a
11:51 pm
safe separated space sponsor cyclists are around vehicles the box areas are marked with the stencil at intersections act as advanced limit lines for people to garter at a red light this increases the 1r0ir7b9 to drivers people will ride past stopped vehicles at the fronltd of the intersection give them room and stop short of limit line behind the bike without objection and cross only after the green light and people cleared the bike box bicycle traffic lights allow people on bikes to proceed while vehicles are stopped be unaware aware of those bike san francisco general hospital but stay alert and only skrans when the vehicle is cleared the intersection let's
11:52 pm
take a quiz to see what all of learned here we go number one when do month collisions happen did you say in daytime you're correct question two if an intersection is not marched is it still a crosswalk yes did you get it right great job one more before we go on what's one of the best things to do to avoid collisions? you can it take a breath pay attention and slow down city streets are crowded and chaotic so seeing everyone every single everything is difficult here's a test how many times did the white team pass the ball?
11:53 pm
if you answered 11 you're correct but did you notice anything else also be aware ever you're surrounded and remember that is easy 0 miss something if you're not looking for it here's some basic principles driving near peep e people from you're driver's seat it is difficult address our mirrors to reduce blind spots people on bicycles maybe be in our blind spot give yourselves plenty of time to react look out stay on the road from building to building not just curve to curve
11:54 pm
check driveways and behind parked vehicles for people that enter our path turning vehicles are especially dangerous important people walking and collisions often occur when vehicles are making tunnels when you turn remember check for people using the crosswalk before starting you're turn watch for people on bikes traveling in the ongoing direction always check our mirrors and blind spots patience pays off take a moment to make sure you're clear while it might feel you'll save time by driving fast or turning without checking you won't save driving only adds a few semiautomatic to our trip a collision can cost you, your job or someone's live here's important things to remember all
11:55 pm
crosswalks are legal and pedestrian have the right-of-way people cross the street anywhere children and seniors and people with disabilities are the most vulnerable think city strits give buses and streetcars a lot of the space or people returning to catch a train don't block the box this creates dangerous situation for people walking how are forced into moving traffic and people bicycling out of the bike lane and people on bikes most city streets are legal for bicyclists even without signs people biking can fall in front of you provide a safe amount of space when passing someone on a bike a minimum of 3 feet is required by law in california and people on
11:56 pm
bikes prefer to be in the bike lane in for the this is often to avoid accidents give them room people on bikes will stay away from the traffic or watch out for open doors whoops that was a close one expect people to go to the front of the light and pass on the right a tap of the horn maybe useful to make you're preservation known but avoid using the horn it may saturday night be someone vehicles anybody right turns are especially dangerous important biking always approach right turns properly signal early and wait for people biking through the intersection move as far to the right to people on bikes can
11:57 pm
pass on the left let's try a few more questions who are the most vulnerable people on city streets? children? seniors, and people with disabilities why do people on bikes ride close to travel there to avoid car doors what is one of the most dangerous situations for people walking and riding bikes? turning vehicles and what can you do to make sure that everyone is safe in any situation? thartsz stay patient and alert and, of course, slow down parking and loading a vehicle on
11:58 pm
accredit city streets is a challenge weather parking and unloading always check for people in our mirrors and blind spots and on the driver's side with our right turn right hand this causes you to look 40 on your left for bicyclists when passersby exiting the vehicle make sure about opening the door know where loading zones are if not loading zones available use side streets never stop in bike lanes or traffic lanes. >> bad weathering and visible rain and fog or low lighting make it hard to see you're vehicle is likely to slide or loss control in eye i didn't
11:59 pm
controls and create issues for people walking and biking they tried try to avoid pulled and umbrellas and construction get slippery for people the safety thing to do in conditions whether wet or icy or dark slow down and drive more carefully remember going fast may on this save you a few semiautomatic but speeding may cause you a life or you're job people walking and biking are vulnerable people can be distracted or make unsafe decisions as a driver the responsibility for safety lies with you a collision could mean the loss of our life or you're job and dealing with the legal implementations could take years
12:00 am
or an emotional toll if someone is killed in a crash help us achieve vision zero and everyone can use the streets safely. >> thank you for watch and following the important driving tests your remember we're counting on you
