>> supplemental request want to add to some of the things that supervisor kim talked about and one in particular when we talk about having a means test for something like that people that are often left out the most are the people working families overtime that fluctuates in terms of the cost of living and i know that governor cuomo proposed a threshold of one and 25 thousand making up for that and in many cases a teacher a nurse and their partner that's a working family member if you go go a little above that when in san francisco we're talking about continuing access for thefsh an important aspect i believe we should make that free for everyone and i commend

supervisor kim and others. >> thank you supervisor safai and supervisor fewer. >> i'm also am a college graduate any father passed away when i was 14 years old and this is my only resource i know how expensive college is and leaving any position as commissioner of the board of education i know that is between the san francisco unified school district that every one of our seniors will graduate with college credits as they enter a 4-year institution and community college we transition 4 hundred plus students the students we serve 90 percent of color the majority are eligible for free and reduced lunch this is a a federal poverty line giles in their barely barely making it in san francisco we have the

vigorous graduation requirement and one of the history graduation rates so our students are prepared to go to college sometimes city college is the only option i agree with sxim that is a solution one of the solutions to our wealth gap and one for homeless i also think that city college ask an institution that served many, many generations of san franciscans myself included and my husband included also and as gone on to live vibrant and health and safety families in san francisco and cage gave us that foundation for all the students and so for the san francisco unified school district that depend on city college i agree with supervisor kim that city college should be free and this should be something that we see as an extension of public education that is a human right and a 12

grade diploma is not enough a a two year free two year college education is part of a promise of public education so thank you supervisor kim for bringing this forward i look forward to supporting it. >> thank you supervisor fewer and supervisor ronen. >> thank you. i too supervisor kim am in support of 124 the supplemental and i would like to say what strikes me during a time when we there is legislation after legislation at the federal government moving us back with regard or ward this is one piece of legislation we have the power to move forward and to make a more equitable society we want to say the type of legislation that will make a difference in people's lives but

timing on this is absent tough because as you may know the general plan amendments are deemed to become law in the board didn't act within 90 days and that will we're running up against the 90 days there's no board meeting the section on the 25th there are some provisions in here that cause concerns for my constituents obviously the high language of the vision zero element to the general plan make abundant senseless in as far as it only called out the requirement for the development of streetscape and public realm plans and one residential neighborhood that it is chinatown and not for any other residential neighborhood that caused concerns if constituents who are not - claim they're not

consulted by the planning department organization like chinatown trip this is around for decades so - i think what we were interested in was some assurance from the planning department that they would be engaged in meaningful public participation and that will be done collaboratively unfortunately, because the late general plan work we couldn't put the language like that in i was hoping that someone from the planning department would be here to address this and there is excellent the uneasy conclusion we came to yesterday because our options are pretty limited that is as far as we want amend we can either vote it down and have them put in the language that the community is looking for or

the uneasy piece we come to yesterday the planning department seemed to indicate they might be willing to come up with trailing legislation that will address the communities needs maybe we'll hear from planning what you guys are thinking about that. >> okay we have someone from planning department please identify yourselves. >> a planning department staff we're happy to develop the language that will be sufficient. i'll clarify that is policy is saying for areas we have high concentrations of pedestrians we want to develop the streetscape plan it is implied as part of the process and other projects we've been doing throughout the city >> supervisor peskin. >> i my office will endeavor to work with the planning department and the effective stakeholders to achieve that

language. >> okay. >> supervisor yee. >> yeah. so i guess i'm a little bit hesitant to vote so for it at this point the general language for the vision zero seems fine but there's when i went through it quibble i realized it seems to be missing pieces for me. >> of course, we want to support improving those high incident corridors such as possible what we - i'm finding fault with that logic is that for you going to the intersection a thousand people crossing and two people might be involved with collisions in the crossing and then i have streets

in my district and i think other people other supervisors have similar situations where in an intersection i've seen two people one killed badly injured for a street corner in which maybe 5 people cross a day and when you look at it you might say oh, that's not a high injury intersection or corridor when you consider when you look at it from different point of view not just that you recall numbers but looking at the percentage of people that users intersections it becomes a different be perspective i'm beginning to have discussions with ta and mta staff around that thinking and what this document didn't do

it reflects that type of thinking and and i feel like if we let it go today it will continue to only focus on one way of thinking and that makes me very uncomfortable especially for my district i don't know if you have a response for that. >> sure i can is the general plan is the intent of the supervisors broad policy for different tops that is a transportation element and other documents and policies that the mta uses and follows in the implementation of their measures and things like that i think the reason that we are proposing to update the general plan previously no language and when we reviewed that an application we always referred the general plan the most important it acknowledges vision zero we're doing tremendous work around the policy i think that you know

this ordinance is not going to address everything related to vision zero and the corridor it is supposed to reference the broader policies the city has and other documents that - and programs that the city can use to help to implement those ideas. >> as much as it is broad in thinking i still to me it is broad and narrow at the same time one percent document it is broad thinking and we don't say to focus on the other neighborhoods so it seems we need to have language that's one piece the other piece is mta has adapted having a lens on equalities and that should be included in vision zero piece of it and no mention of that at all any reason why we don't have

that. >> so i think under 18 a new policy achieving street safety for all that's trying to he'd the inclusiveness in terms of how we deliver and design our streets and then in regards to the timing of this what will happen if you have to bring it back if we vote it down and need to come back including those language i just - >> if this is voted down it goes back to the planning commission and to the board. >> what impact does it have. >> it is just a timing delay i think we've been working on this to quite a few of the pro-active thing the planning department and the mta took on other cities

across the country have adapted this and the planning department thought that was appropriate to look at the general plan and make sure the draft larger city policy it is really a timing question the other thing i'll note the planning department is updating the transportation element that is along the process but the idea there to reenvision how the transportation element looks at transportation and lavatories community engagement everything. >> thank you as a chair of the vision zero committee on the ta board i really appreciate then this is pro-active i just wish maybe we had sat down with my office just so we could have had a discussion earlier. >> thank you supervisor yee supervisor tang. >> i thank you very much to

the planning department staff for their work one of the things i want to point out is policy 23.10 starts on the bottom of page 7 it states we'll maintain a presumption against the use of signals i know that is supposed to be a broad document and general in nature one of the concerns is the fact there are some major arteries for example, for my own 19 avenue or great who highway we want to have cars slowing along those corridors and have act waited signals but when pedestrians are not 4r0u9d free flowing traffic that is important otherwise we'll have cars to the local streets and causing other issues i think that if for some reason the contradiction direction of the

board to make amendments to the policy i'll say this one i don't know if it is a way to amend it for the general presumption for the signals. >> and did you need clarity on that supervisor tang. >> because my understanding that unfortunately and this is been a presumption. if i think of many members of this body we can't necessarily make any amendments to this plan on this level i'm - there have been back and forth confident with the staff with my staff in particular about certain concerns i believe from the board had serious concerns you know that this is a general plan plan but general concerns in terms of getting to zero and make it safer for pedestrians if there is real concerns we should consider whether or not we want to move this general plan out of this body and make sure that the

appropriate amendments are made to our satisfaction ultimately we have to deal you know with the impacts on the district because of our only experiences with what we know happens on the ground level so wanted to know if you're interested in getting - any additional clarity as it relates to our concerns. >> sure so perhaps if planning department staff will talk about how we would work with mta when we do install some of the traffic signals for their consideration that they make to decide whether their pedestrian signals that was written with the traffic engineers i am guessing. >> we - the idea of goal of the vision zero to make the

streets safer for everyone in many cases with the actuated signals they have priority so the idea we're trying to emphasis around the notion of street safety and mta has standards in place they required concern engineering plans in practical i'll be happy to provide that. >> i want to make sure we are case by case certain arteries that require things and others that don't i want to make sure that this blanket statement didn't impact us. >> thank you commissioner tang. >> supervisor kim. >> thank you i scanned through the general plan amendment i was looking at to see if you included the new review protocol for the

pedestrian safety within the general plan amendments. >> that's not referenced here specifically but that procedure is now in place at the planning department and that was the updated general plan as well as our review the streets plans for the implementation action that came from the planning commission in response to the vision zero policy. >> so i know that supervisor peskin and i represent the two district for the pedestrian vehicular collisions and supervisor yee chairs our vision zero committee i'm surprised that the planning department doesn't contact any of the offices before coming to the full board and seeing the number of questions that different supervisors have and ultimately you get support of members of the board i don't feel comfortable supporting this today i'm not sure why they

didn't approach us this is one of the major photos in that a general plan amendment it not necessarily - self-we pass something and board pass something with all our input especially this board raise one of my concerns around the review we worked with the particular around the blind project where we knew we were putting in open space to not include that in the general plan amendment is a big gap we are increasing the development particularly in the districts that i represent along with the southeast corridor i would like to see some greater e in your possession in terms of how the planning department will approach that systematically so we're not doing ad hoc this is

what we're doing around vision zero but in the district i represent and so i would feel itch more comfortable bringing this back to the planning department and having our staff brief our offices on this issue getting our feedback and bringing this back i'll not be supporting this today. >> thank you, supervisor kim can i get clarity on who i think i want to make sure from our deputy city attorney mr. gibner if we don't act on this i understand it goes into effect in terms of our ability to have input i'm not 100 percent certain we'll be able to address some of the issues that supervisor kim and myself and supervisor tang are mentioning here and supervisor yee are menls today and john gibner, deputy city attorney. you're right the board as supervisor peskin said at the

outset has 90 no power to amend the general plan their initiated with the planning commission and come to the board for an up and down vote the board votes up and down within 90 days of the general plan amendment moindz that 90 period expires on january 25th the day after the next board meeting you have generally two options one is to voted it down today by 6 no votes in which case the planning commission could come back with a new proposed general plan amendment reflecting some of our concerns you can vote up and down the other option to pass it on fdr to giver yourselves for future general plan amendments and then decide on the 24 where

you want to pass it on second reading or vote it down have the effect of being more or less a stuns give yourselves time to talk over the issues i don't know if it solves anything and okay. thank you. >> supervisor safai. >> oh, i'm sorry supervisor kim were you done. >> he would clarify on that point in turning this down today, the planning department will come back to the board of supervisors after the feedback from the general plan amendment. >> okay thanks. >> supervisor safai. >> sorry about that just wanted to add to some of the comments that were made i know in our district some pedestrian fatalities there's been a lot of conversation about the mission geneva and alameda corridor significant areas of

planning department which has to be i think more - i too am actually yesterday actually over the weekend when i read the document was a little bit taken auerbach there had been i see a member of the land use committee no affirm outreach when 24 was initiated or when that was transmitted to the board the department comes in on specific projects in as far as that is a hostile button issue that were expressed by me and organization and chinatown i think we should send a message to the commission and staff that we can improve this process as it relates to all general plan amendments and that we take it seriously so i'll be joining those of you in voting no and look forward to

between 2011 and 2015 the pipeline in 2016 as i've discussed at previously here at the board of supervisors and my main focus is for the potrero hill and the portion of eastern neighborhoods and also understand the eastern neighborhoods cac has issued a report i like to hear from the cca about their feedback and progress and the plan on the report. >> the next item is a roll call for introduction i'm introducing a resolution urging the city and county of san francisco to join the depreciate up initiative that has a simple role to reduce the number of people with mentally illness it

is an issue that touches everyone, everyone has - patients seeking mental health services intersecond across care that has a market-rate in the form of homelessness hospitals in the criminal justice system just by way of antidote my michelle obama mother is a child consistency was conditioned to be sensitive to the mental health state of our citizens here in san francisco and san francisco approximately 10 percent of the department of health 25 thousand bafrlt health clients had a health contact in the jail 2, 3, 4 fiscal year so 20 percent of those clients before having history of criminal justice contact between 7 and 14 percent of our jail

population that is 13 thousand plus in the year of 2015 of this population many of them have serious mental health this is schizophrenia it includes bipolar and includes manic depression and san francisco is known for the generosity of our social services this led other cities to send their folks a one-way ticket to san francisco this is not a substantial position in the country's especially for a system of care is not as effective as it could be. >> so what are we're going to do as we've discussed we can't solely focus on funding for more jails it small business our goal

to give people in the humane jails are simply not substantial and no a place to treat people with mentally illness not only are they unproven to improve the health of individuals with mentally illness they also cost - a cost effective expense on taxpayers that does not necessarily improve public safety so we can't simply lock people up and think their conditions will improve we noted compassion and appropriate care to accurately address those serious illnesses they're experiencing that ultimately can lead to crime rather than

exacerbating we should be helping three hundred counties have passed resolution simple to say one i'm asking for today that will - i'd like to before traveling to miami day county to get a better understanding of the way this program is a unrolling out and on the ground and highway how it is working and how the county will significantly reduce their incarcerated population i hope you'll join me and next board of supervisors meeting in approving this resolution i want to take a moment and thank commissioner borden and supervisor kim are supervisor sheehy supervisor farrell supervisor safai for their co-sponsorship on this critical measure and finally a brief in memoriam i want to reduce mr. todd louis passed away on

in many cases children under the age of 5 without access to affordable childcare and overtime you can't go to work i can speak from personal externals our childcare was adopted from district 11 and relocated into the mission we were fortunate to help to find a home for them we through the archdiocese but good quality childcare and the diversity of childcare in our instance is the spanish immersion program not many of them that are affordable in san francisco and all types of childcare working families for families and so i introduce this today in regards to so many different families in need to assess for accountable childcare

so many efforts to set a crime policy a ballot measure we've yet to find a consistent policy we need to fight against crime that is thoughtful and compassionate so today, i'm calling for a hearing to begin to scope the crime fighting strategy for the city i understand this is an issue that supervisor yee also cares about i'll be happy to work with you in this effort this is a problem that effects owl san francisco. >> i mentioned previously i've dedicated my life for mostly hiv people the trump lead human services worries me the affordable health care is immediately threatened and the impact of the policy will effect us dramatically so today, i'm introducing a

resolution to encourage congress to maintain the affordable health care act and it's entirety to provide health care to the 39 million people and for the 200 and 50 thousand people in san francisco who's lives have been enhanced by having health care coverage and finally to this end calling for a hearing on the tax we expected that will come on health care that will effect undocumented and lgbtq the homeless and programs that helped other people in the city in the case they're built by the trump administration i'm aware that mayor ed lee has been at the forefront and removed out to a number of mayors and held strategic round tables with the city department heads to make sure that the san francisco residents are taken care of in the case of the repeal of the

affordable health care act this hearing will be an opportunity to talk about this 2, 3, 4 open forum i look forward to working with the mayor and all board members to identify the strategy so for those disaster cuts and finally supervisors have supported transgender san franciscans i continue that work with the inquires to the sheriff's department the treatment of transgender people in the custody of the sheriff's department is a subject i've heard much about transgender people last year more ways to sure proper treatment someone says this subject is complicate but your values are simple san francisco must treat every individual into custody with dignity and respect regardless of their transgender er sexual orientation this is crucial to know that is the sheriff's duty

make contract awarding more transparent and consistent, how to monitor contracts more consistently, how to improve the evaluations of case management providers and also ways to reduce the wait list for nutrition programs for businesses the purpose of this hearing to make sure our city resources will be used wisely to maximize the quality and deliver the services to our seniors. >> i will call on many agencies that provide senior services including the department of aging & adult services, the mayor's office of housing and community development, the department of health, the san francisco mta, and also the rec and park department to report their services what kind of services their providing for seniors.

tang. >> supervisor tang i'm here on behalf of of my aids (laughter) that's okay. >> good evening, commissioners and thank you. i'm proud to say that and thank you for approving district 4 business for its first one to receive fund from the legacy business prevention fund thank you for that and today one of the two pieces of legislation that i have pending before the board the first one has to do with with the sale of public opinion i didn't see and kittens you might wonder why we're bringing for the this kind of legislation that essentially will require a couple of things one that it will prohibit pet stores in san francisco is from selling puppies and kittens that are from breeders and the reason we're trying to encourage adoption more than 200 and 50 thousand dogs and cats are euthanized in animal shelters

annually that's an alarming number a lot of time when people are buying where puppy or cats or kittens they may not be aware of t of the inhuman in san francisco we don't have any pet stores that sell kittens or puppies from breeders, however, we did before and come in the future i believe that seeing how overcrowded our shelters are even institutions like the spaca i want to thank spaca they brought this for the to us if that is it is important we try to instill in people how we should try adaptation first and my family adopted a dog from spaca so we understand the juice of adopting the other requirement for small business they have to display something

in their cage or wherever the animal is and indicate which shelter settler from san francisco or another rescue orientation organization and that's the jest of it and lastly it to prohibit the sale of those puppies and kittens under 8 weeks old because apparently mel unsound to separate a puppy or kitten that's in a nut shell what we're trying to do and thanks for the animal control and spaca. >> so i'll be happy to answer any questions you may have. >> on this one. >> commissioner dooley i just - i have a question but i think that is really a good idea to be doing this even though we don't have that the puppy and kitty

legitimate breeder will they be allowed to sell their animals individually in the city. >> as you may know we can't interfere with interstate commerce we can't prohibit the sale if you want to look on the internet and decided to have an arrangement we don't have the ability to regulate that we can say in the stores this is what we're breeding. >> isn't there a legitimate animal sounds like your vilifying again look online still and most of them are probably not in the city look online and find a so-called legitimate breeder and deal with them directly.
