program appealing to artist? these are some of the bays s ways we measure success and hope qulou will have thoughts we can add to that list. i think that is probably it. is that it? happy to answer your questions and would love to hear your comments. thank you. >> thank you so much. let me begin and then have the other directors comment. i think this is the first presentation i have seen of the arts master plan so it is all that i had hoped and expected that it would be. it is excellent job that you have done and it touches on many aspects where makes it is very comprehensive master plan. i think treasure island is such a

incredible opportunity to create a destination here. it is incredible place and think we are wide of other places that have this opportunity and i cant think of any that are quite as special as treasure island. the arts program is particularly important because it can actually make treasure island a destination for art in the public realm. hat is the differences. this isn't art to be housed in a museum, it is art out in the open and in the open space in the park lands that we invest so much money into creating. we are really at the cutting edge on many different things, on the way we are treating the island in the issues of sea level rise, on the environmental aspects of the island and here we have a chance to make a impact and

maybe even a world wide impact on how we handle the public art aspect. i'm very appreciative 06 the time you put into this to make it comprehensive. i would agree with you that it is so important for us to think big because we have the setting, a incredible setting to have it be big. i can think how the future if we were able to establish a vibrant art program in the public realm, we will have visors that will come from all over the world. i think of the storm king outside of new york. people will travel two hours outside new york just to visit that center and sculpture but it is private and have to pay a fee to see this wonderful park that is a

repository for many of the greatest sculptures that we have in the world, but you have to pay a fee. here at treasure islands we have the opportunity to create something that is accessible to everybody's and it be in the open and people can come to treasure island and just be able to be delighted by what is there if we can put together a great collection of local and international artists. i'm thinking of the venice art [inaudible] which happens twice a year with a island there. not quite a island but a former military base also from the medieval ages, it was a naval base that is transformed every two years as a art destination and people from all over the wurmd world go to see the [inaudible] in venice. i think

we have the opportunity to create something in treasure island which is as equal a platform and it will be done i think as you put into the master plan with not just outside artists but also giving a chance to emerging and local artists as well so really appreciate the fact you got the artists and residents program in addition to a vision for the bigger art that might occur in the open places. i also think that there is the opportunity and the initial years are particularly important because the impact of what this will be and the vision needs to be established early on, otherwise it has the potential of dribbling into something which is not as visionary as it can be. but i

do think there is the opportunity to partner and get private donations to add to this incredible amount of money that we are getting through the 1 percent art program. i think that we should explore that opportunity as to how we might even increase that budget through private donations from individuals and foundation, but the vision has to be there in order to attract that type of money. i think i'll rest here for a while and ask my other directors to make comments as well. >> thank you again. just wanted to echo commissioner fei tsen comment. i basically wanted to commend you in particular. i have known about your work for quite some time now and just wanted to congratulate the arts

commission for taking on this endeavor. it is a irony the day after we lost the lucas museum you brought this presentation and i basically want to make sure that this presentation and the vision and what we have even at this stage is shared with the public san francisco and that you were talking all these ideas coming to my head. i like to go to a theater and before we have something like this. we are at the point now that treasure island promotion, the work we are doing, we need to get out into the public arena all over the world. i think that discussion is taking place right now and you are going to be

centered athround activities. i'm sure the master plan was not included in san francisco application for the lucas museum and i think that museum will be scared when they actually look what we have here. we are now also closing the door. i think one of the goals and objections is reach out to museums all over the world. we reach out to museums all over the world and reach out to lucas museum. the vision is to get the exhibits back to treasure island and also want to explore what the rest the world. what we have here is the [inaudible] to treasure island. this is a big deal about arts and master there is nofe other development in the world that is thinking big and thinking in the terms of innovation and creativity we have. art is

part of major economic development and this area is blessed with artists. the diversity i like to see african american artists here and mexican and jewish and asians. this area will need to showcase what we have that we have in the bay area. one of the things that happened with the lucas museum is the mayor actually reached out to all the bay area cities and i think it was a great idea and now that we are talking about the master plan, i am going to advise you and encourage you that we not only look within san francisco but all thoferb world and reach out to all the bay area cities and let them be part of this since treasure island is a destination place that is strategically located in the bay. it isn't just for san

francisco alone as we are now finding people will be coming from all over the world just to see the kind of work you are having here. i like the idea of having the lecture series and that will be part of the type of work that could be educational where we invite all the elementary schools and colleges. they can also have a partnership with the school of the arts all over the places that can also use the lecture to showcase this place. the sky is there limit here and have all these ideas. what i would like for us to have dialogue on and the spiff specific thing is the governance. i think this being a deliverable of tida, this is art we like to review and revise some suggestion you have here. maybe streamline this a bit because

this is a area of part of the development that we know we have to be hands on and so what can a partnership with you and those particular sections trying to [inaudible] that it is my internt and sure the other commissioners that will give guidance to review the governance secz. the comp phrigz of that is a big deal because i don't think we just want to yield. we have to have that hands on to make sure the outcome of what we are having here is basically the vision that we have. those are the only things but i like your ideas and like this presentation and working with our director i think at this initial stage there are things that we could do to let the public know that this type of activities are ongoing and ideas how to get information out there. that we will work very closely with

you, so thank you again for the efforts and for this wonderful presentation. >> thank you so much. >> i just want to follow up. i think this is amazing and so much i can't go through it all because it is so wide ranging and so comprehensive and i have a couple of questions and a couple comments about that i think this is truly a unique opportunity because so very rarely are able to create a new community, new city so to speak. this is something that is going to make a lot of news and i think the arts is definitely something that treasure islands is known for back in the date of the golden gate

international exposition and i think we already have a great name. treasure island is a fabulous name and i do agree, it is great opportunity for public access to public art. i think we have so much open space but i do also think that it is ironic that the day after the decision by the lucas museum not to be here, we get a presentation as to how much we can be here even with them not being here. but i do also believe a part of the overall plan and you do mention this in your master plan, is the effort to attract another museum perhaps the art institutions that could draw funds, funding and name to the island in combination with the

public arts sector. i think that would be very very strong and i-so i aflaud for all you have done and looking forward to the process here and having tida be a part of this conversation. one ort question i did have, which is, i know you mentioned the art work from the golden gate international exhibition. where is this art? >> some of the art is displayed outside of building one and some of the other sculptures are safely stored. bob can tell the name of the building. we viewed them and sthr a conservation report. they all need level of repair, so hopefully we'll be able to restore them and place them so the public can enjoy them and we are honoring the history of the island in that

way and really the genesis of the islands and origin. >> are these interior or exterior sculptures? >> these were designed to be displayed around one of the fountains in the original exbgz so exterior skulltures and not necessarily designed to last 80 years but some do have condition issues as jill pointed out, but the majority are being stored in one of our buildings on the island. there are four of them that are in front of building one that had a level of restoration so they are not deteriorateing where they are currently displayed. >> we have had burning mans artwork displayed on the island and that had brought around news and a nice

that was the community art programming and the education and hands on activities for youth to do on the island because one thing that we noted as we have done youth programming and planning on the island, there is a plot of great transportation once you get to the island you want to bhee on the islands so to the extent there is youth arts programming that is on the island, i think our youth will definitely benefit more if it is actually situated on the island. and think community participation and programming in particular for the arts program would also make a much richer experience for those who are living there opposed to other people who are comeic and showing their art which is also very wonderful but there could be a component that is baked in. in terms of the

measuring successes, how much bid the community community participate or what education was offered to youth on the islands i think those will make it a very robust arts plan. certainly as visionary and will add tremendous bft to the island as written but think if there could be a little more on the community side and youth education and participation side, i think it will make it that much more robust. thank you. >> thank you very much for that comment. did you want to- >> just getting my glasses. i will say i want to thank you for your comment and we will incorporate a youth component into the arts master plan. we already have been talking about it so i think that would

[inaudible] i just wanted to convey to you all what a pleasure it has been to work with jill and the rest of the arts commission staff on this and we agree that we are really impressed with the results and really excited about the opportunity the arts master plan is creating for the island. i don't know if this is true but the rumor i heard is george lucas interest in the island was spawned by a article he read about the announcement of the arts master plan for the island. we are all disaponted about the outcome but it shows the kind of opportunities that this program will create for the island so we are thrilled. thanks. >> thank you. hearing no other

comment? hearing none, can i have a pleasure of the board, all in favor say aye. opposed? the ayes have it. >> item 9, resolution authorizing the treasure island director to execute a grant acceptance and permit to enter agreement bedween the tr treasure island development authority and playworld systems? corporated, a pennsylvania corporation for purpose of constructing a new playground facility on treasure island. >> thank you director tsen and membersment my apologies i didn't bring my clicker so will present down here today. just wanted to give you a update. we have been approached by a company, playworld and they design and manufacture playground equipment and

they were speaking with the rec and park department about doing a temporary installation in the civic center and approached tida about a permanent installation on the ilond. will show the location that we have been looking at. this is 9th and avenue of the palms the dog park we created last fall. adjacent to it there is somewhat dilapidated-not dilapidated but a old piece of playground equipment and we are looking at replacing that with the equipment that playworld proposed to donate to us. it would be much larger layout than the existing playground and these images show you some of the nature of the equipment that they have designed. this is a prototype

installation they did at their location in pennsylvania where they design and play test their new products and then bring kids in to use the equipment and then further tweak the design from there. it consists of these net type climbing structures that then connect to landing locations that would have conventional slides and other playground equipment. these are some additional renderings how the climbing structures may be interconnected with other sliding poles, slides, and play equipment. so, we have been as i said working with them and we would

propose to draft a gift agreement and a right to enter for them to come and install this equipment at the play grounds at 9th and b and seek authorization to take to the board of supervisors a resolution authrising the acceptance of the gift. thank you. >> the matters before the board, are there comments or questions from the board? >> yes. >> thanks. couple questions. number 1, i think it is a good idea but just a few questions. normally when the city puts in a new park, park and rec is doing that or subing it out.

treasure island will do this on our own, is that part of land isn't turned over to the city yet? >> yeah, this location is not turned over to the city yet but it is also on our property-even in the future the parks and open space on treasure island will be madgeaged by tida, they won't become rec i parks department parks but managed by the treasure island development authority. >> so park and rec won't see anything on the islands? >> we anticipate we'll coordinate with them particularly making sure the recreation neelds on the islands are ent grated with recreation programs throughout the city for soccer and little league and city wide programs, but the park squz open space won't be under the management of-will be under the management of tida.

>> who will tear down the existing structure there now and get it prepared-the site ready? >> tidy will get the site ready and probably work with our property manager john steward company, perhaps a external contractor or department of public works . we still need to work on the strategy for doing that. the thought is the play surface itself will be a rubberized infill material and so that's something we need to contract out. so, the site prep would be provided by tida and the actual installation of the equipment would be by the manufacturer and we advised them of prevailing wage and other requirements we would include in the permit to enter.

>> so, with that being said, they are bringing people out from pennsylvania? >> they indicated they will probably contract with a local contract for the installation that their engineering department would provide oversight but they want -they don't want to bring crews from pennsylvania for the installation. >> who oversees workers get prevailing wage? >> office of labor standard enforcement with the city of san francisco. >> okay. i just want to make sure someone is checking when work is going out there. >> yeah, we have gone through the process of getting the contractors all of the property managers up and running so when they do work that is going through ose and they provide

oversight on our property as they do all city properties. >> thank you. >> quick comment and again it is great idea. this project is good actually for this site. it is more like temporary because we get to the development of that area it will be removed or reconstituted i presume? >> yeah, this area will be redeveloped in the city side park area, but we'll adjust grade elevations and doing other work in the area. this is part of site 12, which is not scheduled to transfer to us from the navy until the 2022 timeframe so we'll have a good 5 years of use minimum out of the facilities. >> thank you. lastly, i know

where they could have a installed facility to take photographs and introduce materials for their new line of products. >> given this is a new product for them, do we know the safety aspect of it? are we like the testing ground for the new playground stefthey will build? >> they have done quite a bit of testing internally and we are also reviewing the gift agreement with the city's risk management office and then the also design we'll review with the city's access coordinator to make sure from a disabled access perspective it provides opportunity for abled bodies youngsters as well as those with disabilitiess. >> when you say it is tested, is there public becauseies that test those for

public safety purposes? they are operating as a gift to treasure island, which is a nice gesture, but also want to make sure taking on the gift a new product where our kids are playing on these structures that we actually want to make sure they are safe. >> yeah, there are guidelines for design and safety provisions. there is 23409 likeu l laboratory type of review that play quilt undergoes but there are guidelines weal and we'll make sure they provide documentation of that review. >> okay. >> mr. beck, i wanted to clarify, this is-it is a temporary playground? after 5 years what are the plans for the- >> we'll review after the 5 years whether we want to relocate the

equipment to another location or temporarily remove and reinstall in the city side park. as i mentioned, there will be a lot of site improvements and soil import to this area so at its currents installed elevation it won't be able to remain there within the park at that location, so right now it's a temporary installation for a minimum of 5 years but perhaps for longer. >> well, i think given the fact that it is a donation and that it is somewhat temporary in nature i think it is really good to have a gift to the city of playground structures just as long as it has been vetted as far as the safety. >> so moved. >> is this a action item?
