as the first time woman elected to represent district one the greatest call for us to reannuity for all of us to believe in humanity the promise of public education as a great equalize and human right for freedom and national way for the minimum wage workers a woman's right to choose this is the moment and this is it i thank the unit and looking forward to working with everyone on the board and will say with the mayor and the city departments to table those big issues that impact also any district affordability and liveability in san francisco in my district we have an increasing amount even if seniors and hope to focus on their needs and the programming and the services they'll need in the next 4 years and hope to set

(laughter) >> (clapping.) >> but seriously 2016 was a rough year for a lot of reasons in 2015 i ran a commitment to tackle the foolth head on i hope not disappeared you and now critical with a radical right wing congress for a lose canyon in our white house for the to be one percent of one percent none of the commitments have changed we must stay the cowards to make sure that small businesses and seniors are protected from the outside special interests and rampant gentrification people are off the affordability cliff you demanded change we brought forth great britain policy that

has once again made san francisco a national leader last year commissioner kim and i proposed the maximum feasible amount of affordable housing in new development and created a requirement for marching housing if we want to keep our families in 2, 3, 4 town and keep our families in san francisco we must house them if we want to get the homeless off the street we must house them if we want diverse neighborhood house the 60 percent of san francisco that qualifies more affordable housing and, yes this is going to be mean a little bit less profit for developers i'm sure they'll get by looking over the past year i'm proud of what we accomplished together he pledge to take on the short-term rentals with the industry and have passed common sense regulations that the cities are

looking at in order to protect ourville housing stock and with the mayor vote and a legislature from airbnb we still have work to do the unprecedented coalition of hotel workers and owners and tenants and landlords and neighborhood leaders have made it clear they'll not let people be over stood out by profit and greedy received a in my note with a person living with hiv that dpftd any patterns on the campaign trail he reminded me not to give up the fight thank you robert fewer friendship and encouragement i place a moratorium on converting the valuable single-room occupancies hotels the only housing for the

neighborhood living on fixed incomes and passed the adu legislation thank you commissioner farrell for creating thirty thousand rental unit we've taken on incorporation like airbnb the academy of art university and challenged government assess i passed finance reform to eliminate the elected officials - with the past support of 76 percent we passed a 200 and 61 million dollars available prevention bond indeed prop c was the only measure on our november ballot that addresses our affordable housing crisis and the only measure rigging third street majority vote that passed

and supervisor president london breed supervisor sandra fewer was short i'm using her time and we rei cannot the disgraceful attempts by the board of realtors by voting down proposition 2 and u by a margin and did all of that together i want to thank you san francisco for not buying the height that deep pockets can afford and not giving up housing prevention have taken on a greater urgency in the i'll not say risking one constituent reminding us the federal government attacking our community across the city r across the country people don't feel safe outside of san francisco to be displaced is to lose a safety net and can mean the diversities literally between life and death for some

people obviously we we've got a lot more work to do and housing is only a part of it many of you know i'm a proud environment squatting of san francisco as senator mark leno with well aware we'll be in water in our lifetime and we must plan for how we occupy our place along did bay now i've been honored together with supervisor kim to represent san francisco interests on the bay conservatism commission it is fascist work i know that many communities are looking to lead on sea level rise and we must structured our urban 1ri789 everyone with a blog is a housing expert some will argue no such thing as neighborhood character cha character but supervisor sandra fewer stashgd to nicely at her inaugural speak

everyone that whacks the streets of san francisco historic neighborhoods knows different no other place like san francisco and her neighborhood make they are tick whether preferring the third flower mart in the criticize or one last vibrant chinatown or the water shed every stick adds up to one of the even vices of the world on the minds of my constituents i'll be rim not to mention our police department and any sincere hopes for the future i'm lucky colleagues all 11 district are treated equal but district number 3 is absent equal i'm lucky to have one of the best captains in the country david

lazzaro. >> (clapping.) >> supervisor avalos wanted him back so bad captain lazarus is truly a model of the community policing if nob hill to chinese-american have him and the working men and women on speed dial it captain is everywhere and has a plan i want to acknowledge our hard working and the reforms that william scott burglary be leading in 2015 speaking the challenges in the year ahead i want to be on the record that responsibility governors means taking our budget process seriously and making the hard choices even when they don't fit in that vein i'm really saying this to the four new members of the board i note that i was the only member of this body to vote definition the budget last year the first time i ever voted against a budget and 9 times

1r0e79 for a budget i don't feel we were balancing it responsibly and i believe in prioritizing the critical needs and planning for the future i believe in identifying the progressive revenue that will not disproportionately impact the most vulnerable i don't believe in burdening the taxpayers with regressive takes when we've not balanced our load in the chambers i don't believe building in labeling the business molding quote/unquote showing when their raking in major profit and hoping that problem will not community-based away and tax breaks for corporations are good public policies taxpayers deserve their tax before they decide on funding for emerging needs,

however, preying that need may be i've learned none trusts a government that designed a budget that places all the budget skadz on the public as i said voters elected us to do a tough job i pledge even when easier to punt i will continue to work for the progressive and democratic principles of petitions and justice the rule of law yes checks and balances and power and respect for all people and groups holding different views with the gift of some years i pledge to work with humor a sense of love for the city i'm truly looking forward to another 4 years one of the greatest jobs anyone can have i know my staff is as well i want to this thing my city hall team

tail end of my first four years into very productive years and they will continue to be the ones that will support me and make that happen and also their wonderful in working with other staff members of the supervisors and they are - where are they behind me jen low, and erica. >> (clapping.) >> the biggest reason i'm here today to start any second term as supervisor because of the support i always seem to get and receive from my family it was my brother nelson that said to me yesterday when we asked his band to 2k5ek9 a song to his family and it is a song by the sly and

the family stones no it is not but the name is we are family but thank you nelson i want to acknowledge that my two sisters are here today vicky and more and more remand they made 2 possible to make me a good adult as a kid i never got into too much trouble they didn't were successful but i was - got me through my childhood thank you very much and i also not last but certainly my immediate family are the most important to me at this point of my life they've given me permission to seek office this is my fourth time i've been

successful in running and twice on the school board and twice as a supervisor it is only made possible because they gave and said to me go for it and serve the community as most of my adult life this was four years ago and same thing those are my wonderful, wonderful two daughters of me and. >> (clapping.) >> my wife of many decades kathy. >> (clapping.) >> well something new four years ago i couldn't say that will you for years later i have two doubled our size of the family now two sons james and dan and

oh, my goodness now i have two new grandchildren from the end of the last year and one of them is here he was asleep through everybody's speech when we heard any voice he woke up this jamison. >> i want to make sure my granddaughter you kouth couldn't come she's a little bit more you know she were able to speak she'll tell supervisor peskin hurry up but prove i have two grandkids. >> (clapping.) >> since the beginning of the first term my family as grown

i've said that already and basically, the - when i been what i focused on four years ago it about family and children that's the lens i've always looked through when i have to consider policies and legislation in this chamber. >> so it is not any surprises that by the way, one thing that people didn't point out here is that this is a majority majority parents member board. >> we have more parents here than we've seen on the board ever so congratulations we'll drive it; right? parents family thing so it's not my surprise to anyone i'll fight to welcome families in san francisco we

need to do better, we keep on seeing the families are children leave the city we need to reverse that trend we did that in the first four years we looked at our children and formed the mayor and superintendent being the co-chair of our family and city council to look at how we want our children to be treated and highway to make our families successful in san francisco we need to continue that some of the things oozed mentioned that is really important for me is as we talk about affordable housing for people we need to inner fuss the discussion how we have affordable housing for families with children that is something that is beginning we need to do better on that we have no policies around that issue we need to create policy so that we actually make it real and

improve the services so for the public schools to make sure i'm not talking about k through 12 only but pre k we need in support of education of our residents to make sure that we have a workforce that will continue to make our city successful we also one of the things that is really missing we're beginning to address this is the issue about early education we are doing well when it comes to preschool around 3 to 5 but getting an f mark for those that are zero to 3 we really don't have much in the city for them we need to support that we need to support the families can't afford to not only pay the rent but $25,000 for childcare i'm

hoping any colleagues that are parents will be very supportive of that issue that is a very important issue that will make-or-break san francisco when it comes to children and families the other issue that is really important for all of us is that we want to make our streets safe pedestrians, for bicyclists, and for drivers we need to pass more policies that will support our goals of vision zero to get is by 2024 to no fatalities. >> we need to do better we're trying but haven't done real well that is something that i'm hoping all of us will join hands and pass policies around that the other thing that i want to

pension mention that san francisco should support the tech developments we must not let technology and tech companies control san francisco technology should make the lives of san franciscans better not worse. >> we must tackle the problem of short-term rental economy that is ruining our housing stock and we must also look at how we control those cars that are - what do you call those things self-driving cars and those uber's and lyft companies taking over the streets one of the things i'm looking forward so there's a lot of

things differences in opinion i know we'll will work together as our president-elect trump gets into office we must stand together and push back and make sure our values and cultures of san francisco is for ever maintained thank you very much. >> (clapping.) >> thank you supervisor yee and again congratulations on your re-election. >> now i will recognize the supervisor from district 8 our new colleagues supervisor jeff. >> (clapping.) >> still trying to figure out how to work the mike. >> thank you supervisor president london breed. >> so i'd like to introduce my husband phil berry.

>> (clapping.) >> he's the - i'm getting hints from the audience for you to stand up so when i was appointed i'm going to sit down sorry still working this out when i was appointed i told the mayor that he had appointed a family my husband and daughter were a unit we're all in that together and i want to echo supervisor yee's comments about the importance of parents and families supervisors finite have kids in the san francisco public schools and former board members and this is important to all of us thank you, mayor ed lee for his confidence in me for the

appointment and i'm honored and humbled by that i want to deeply thing supervisor scott wiener for his outstanding service i know we'll be working with him as your senator in sacramento i want to acknowledge before i forgot things about my husband truly i wouldn't be here today, if not for him you know we've lost so many people in the community and the willingness of my husband to marry an hiv person and raise a family i never thought i'd see 40 my generation has been. >> late and never thought i'll be married and never thought i'd have a child i'm going to be 50

and a have a husband and child and owe this to the city for all the work and also owe to all of us to our lesbian sisters that take care of us and walked with us in those dark, dark days and still holding united states together and acknowledge two of the finest people in my life and two beyond jones you know know them historic historic figures. >> (clapping.) >> so 0 o one of the reasons i stepped back ♪ political around raising my kid is san francisco is under a

threat from donald trump and people in washington our immigrant community has already been targeted so many of the people that we worked with over the years reduced the health disparticipant through the implementations of the affordable health care act through mel 200 and 50 thousand san franciscans receive care with the affordable health care 90 thousand on medi-cal samth this president threatens to roll back lgbt rights right we take for granted as a 11th hour e lieutenant governor's noouchl we'll need the fierceness to respond to the

attacks all our communities will be understand i'm not going to speak much longer but i do want to leave with a thought i was kind of alluding to this you know when aids first struck 36 years ago a lot of community responded with hate with fear there were kwaurn tennis and this was god's will not san francisco san francisco came together mayor brown became the first funding for aids research in the country >> (clapping.) >> and, of course, mayor

feinstein but the entire community were not marginalized cared for i think as we think about moving forward and really what are likely to be very, very, very dark times i just ask that may we not fight amongst ourselves but together against our common threats and looking forward to working with everyone thank you. >> (clapping.) >> thank you jeff and welcome to the board of supervisors. >> and with that, i'd like to recognize supervisor hillary ronan from district 5. >> so i want to start out by thanking any 4-year-old daughter and nephew and divine chu who

reaction oh, my goodness this job i've been running for i'll completely change as i've been thinking about 3 over the past two months and thinking and planning for the proprietors of my office i realize the jobs has not changed at all so civilians i congratulated law school working as an attorney or an organize in the program or as a legislative aide for supervisor campos the work that i've been engaged in over the past 15 years fundamentally was to shift power and wealth from the rich and corporate elicit from the country to four people and immigrants and polar the lgbt community women that's the project i've been engaged in that is still the project before me now that i'm an elected

official i enronly i think as the board of supervisors we can advance this agenda more than in the past? why first of all, the staff that we live under a rigsd system that is circling unjust not more obvious than this moment so staircase and impossible to design that will be easier for us to fight that injustice and rigged system and politicians are going to have to take a side and it is going to be easier for us to educate people what is really going on it will be hard that's number one and number 2 people want to be engaged in levels i have never seen in my lifetime i was at a conference late last week 200 young women saying i want to run for office

and run now i don't like the way the world is i want to take responsibility to change it that's the type of engagement we'll need if we're going to fight back and make the change we want to make and number 3 let's face it the democratic part has lots of mind and hearts of people there needs to be a shift if we regain power i'm proud here in san francisco both in the june election we won an election but yesterday we are progressives took the majority of seats in ab 17 and 19 representing us at the state level we're headed in the right direction and when we have leaders like bernie sanders and elizabeth warning that are popular as at the federal level

we'll see that change happen at the deckingic level as well this will make our work much easier here in san francisco to advance any fundamental i'm and goal in life so i will end there is a ohio they would say. >> (speaking foreign language.) >> there is nothing bad that canned be turned into good that's truly how i feel i'm optimistic not only ♪ moment in history to maintain the status quo but advance the cause of our people i'm looking forward to working with every

knows her, she braces a trail o gay. >> local 27 and vice president the janitors brought me into the labor union 8 years ago and taught me so many things and guided me and took me under their wing we've marched together i was asked to come through they said they'll meet you at 10 no, they said 10:00 p.m. >> i was like what that was their lunch break that was an eye opening experience when most people are at home in bed or winding down for the day our members on the front lines a couple of hundred of decks and taking out the trash that was

the thinners that olga asked me to work on the campos legislation no mention in that legislation that the supervisor put forward and the mayor newsom i'll never forgot all the work i appreciate that olga my god mother my mentor, the woman that i turn to four or five time a day for advice lo resident i was a lowly better than in bill clinton white house i worked with her for a year i call her my god mother her great grandchildren i meet in the white house they were 5 and 6 at

the time stand up. >> (clapping.) >> my childhood friends who followed me to san francisco i don't know if he is here he probably had to go back to work and my friend (calling names) and two people in spectacular that helped to elect me and guide me from the neighborhood alex and steve please stand up friends wonderful constituents. >> (clapping.) >> so i'm going to be i brief like i said, i want to recognize someone that was not able to may i make any swearing in yesterday under his guidance i started any career in san francisco i worked at the san francisco housing authority and staffed the open door day in willie brown, jr. i

got to sit under and watch him from 7:00 a.m. to 1 o'clock in the afternoon 7 or 8 people will be housing authority people with complaint eyesight there and someone i feel one of the greatest politicians of the last sitter in san francisco, california not only a straighttion or savvy and smart and has the memory i don't describe the man didn't write down anything but reprimands everything i appreciate that and one other person i want to recognize any forbid david and the members of the chinatown who guideed me and a majority part of any program and without the chinese-american i would not be elected i'll end everything i do and be will be about fighting

for working families echo who supervisor yee and supervisor fewer said and others fighting for families will be my main agenda and fighting for working people and my brothers and sisters in the labor union and particularly when it comes to housing we need to think about that and drive that home 100 percent i want to work with a supervisor yee for the after all pre k and lastly i'll see this mayor ed lee said this yesterday a vibe in district 11 were treated as the forgotten part of san francisco i'm commented 100 percent to make sure that the residents get the respect and resources and just they deserve thank you very much.

i'm honored to serve with each of the 10 of you whether that is chief suhr on transit quality or public safety or supervisor farrell on good solutions for the homeless challenges on supervisor peskin as he fights for good government a good government that our people here in the city deserves and being a physique convert and supervisor tang for moms and protecting the furry friends and supervisor kim so for bringing city college for those that deserve an opportunity and supervisor yee and his decades effort to improve the services and support for our children especially preschool for all and supervisor i know will bravely defend our health care and vital

health care services and supervisor ron in an and commissioner coppel on orange our police department and balancing our budget during challenging times and supervisor as he fights for somebody's and workforce housing in the city all of you are talented and amazing public sernlts i'm privileged to work beside you and so honored to serve as the president of that amazing group of talented people our city faces daunting challenges worrying times thousand of people struggling to afford the homes they have we have immigrants and transgender men and women that feel unsafe in their own communities we all of us in the city we have a responsibility to help we can provide a hand up i know

because it has been done before we've done that with me i'm not supposed to be here this is not for the girl born into public housing with a grandmother raising 3 kids an $900 a month san francisco had other plans i climbed overseeing marble stairs and the two steps to this place because a community loved me and because public sins looked out for me, i climb those stairs because san francisco lived in me and because i believed in hope and 11 days we all fail sail through an american president who thaentdz to deport our neighbors and cut our funding and want to put our friends on a

of the finest things that i think we've done as a commission and speaks for all the commissioners and consortium commissioner president loftus when he say welcome to meet and greet the public in the first police commission meeting and i'm going to turn it over to you for your report welcome chief bill scott. >> (clapping.) >> thank you, commissioners commissioner president turman and thank you for police commissioners. >> good evening i want to introduce myself first of all, gives me great pleasure to be here as the chief of police of the city and county of san francisco this is really a dream come true to be living in this great city and appointed as the chief of police of that great police commission we have a lot of

champs ahead as part of any research in the city i've studied. >> licensed to a lot of the police commission hearings that have taken place in the past and heard the public's voice in terms of what the public wants of me as your chief of police i'll do any best to take those ideals that the public wants and help this department continue to move forward in a 21st century policing agency techld and i'll begin the report. >> i'll - do you want me to read that. >> chief i want to make a quick announcements during public comment i'm finding given the length of the agenda the number of citizens who will be

making public comment will be limited to two minutes. >> please proceed. >> do you want me to read the item into the record. >> okay sorry item one report to the commission discussion one a chief report on recent police activities with the current trends and announcement presentation with the department work with the task force presentation of the fourth quarter 2016 finding and recommendations and ois investigative summary. >> thank you. >> i'll start with the recent activities that was a very busy weekend we had a number of things around the country and the city of san francisco to be which have order that was signed at the san francisco international airport on

saturday, january 28th approximately 1 hundred protesters at the airport protesting they were arrived via bart and personal vehicles around 2:00 p.m. and congregated on the lower radio roadway and blocked customs a and d exits customs and board patrol used the section area b.c. to manage that crowd between the midnight shift of officers from the san francisco police department arrived to help with the crowd management our basic goal to of fascists the people 40 who voiced their concerns and fwrugsz called for a mutual aid because of number of people that that protesting

and approximately 11 o'clock the protesters plaintiff's next in order the international checkpoint and left at the 2 o'clock in the morning no arrests and on january sunday between 6:00 p.m. and actually around 8 o'clock there were 18 hundred to 25 hundred protesters it actually started at the succession in the morning with protesters at the international checkpoint as they arrived other protesters arrived they moved through checkpoint a the crowd grew if 5 hundred by 8 o'clock e 10 o'clock the crowd was nine hundred and the protesters went to the federal parking level in front of customs exit d one in the federal section and the second by the parking lot checkpoint our san francisco

police department pd unit arrived to manage the protest again was peaceful for the most part they lined in the investigation area at the 2:30 the protesters began to push the barricades but our posture to keep it as safe as possible while allowing the individuals to exercise their first amendment no injuries and no arrests 1 the terminal was closed by the was closed by tsa and the officers were deployed in international terminal 3 in order to move prevent the crowd from moving into terminal 3 by the wanted to make sure we had the operations continue and people were allowed to get on the flight tomorrow from the

airport the crowd left at the 2 o'clock and no injuries and arrests associated with the protests move on to the crime in terms of our crime this year we've had 6 homicides year to date as compared to one year the date wooekdz to stem that there are 58 total homicides in 2016 compared to 52 our fatality and non-fatality to date are 12 and fatality 2016 were 11 so we're one above where we were this time last year the fatality negative declaration 2016 were one and 89 we see 70 fire alarms year to

date and 2016 the total number of fire alarms was one thousand plus as opposed to to one thousand 85 in 2013 i'll discuss about the major crimes we had homicide with a curtains at 4 hundred of mission 4501 in the ingleside no arrests and the summary on january 29, 2015, at about 713 in the evening officers respond to the area of mission and excelsior regarding a report avenue stabbing on arrival the found a male victim and immediately rendered aid the paramedics transported the victim but the victim was deceased at the hospital we

interviewed witnesses and cameras that were located near and the video was retrieved no oars were made but the homicide unit is investigating we have to work on that case and the second homicide was 638 armstrong no arrests at that location and the summary on january approximately 1238 they went to armstrong avenue on arrival the officers located a male victim in the seat suffering from a gunshot wound the medics arrived and transported the victim to the san francisco general, however, the victim was pronounced deceased several witnesses were interviewed and surveillance

camera was gotten and the video has been reviewed no arrests have been made on that case as well but we have evidence and hope to make an arrest on that case our response to the homicides has been and will be as follows: the district captains reached out to the community to get information and basically keep the community aware avenue what is guilty or not guilty in their community the beat officers will engage with the communities we've increased the patrols where the homicides have occurred and have also support from a special motorbike and have the bureau task force that will support the officers they're the police officers unit the other major incident a

shooting in the mission district not made an arrest it occurred an january 26, 2017, at tenseness p.m. officers romanced to the area regarding a shooting locked one male victim with 3 shshdz and summoned an ambulance and transported the person to the san francisco general and the person walked into san francisco general and the preliminary investigation interviewed revealed both victims were in the aersz of 26 street when an unknown suspect shot at p them, no arrests have been made the task force is investigating the next shooting at the 250 leavenworth in the tenderloin no arrests have been made it

occurred an january 29, 2017, at 348 in the morning a.m. officers responded to the area of las vegas worthy regarding a victim poonl arrival a male had a shotgun wound and medics transported the victim to san francisco general and he is listed in stable condition the victim was shot by two suspects unknown but provided descriptions we had several surveillance cameras and that is being investigated and video retrieved and the initial investigation is going on the last shooting i'll talk about occurred on fulsome street in the mission district this was

resulted in an arrest warrant of a jewel the circumstances on 2016 at 9:22 p.m. the officers responded to the area of 3050 fulsome regarding a shotgun they were met by the witnesses that had a description of the suspect based on the witness statement 3 superintendents were contained they were in caesar chavez when the suspect shot at them, no injuries the officers located eves bullet casings a reported check one the suspect had an active warrant robbery the s i team are investigating two other incidents i'll share with you

one in the mission district where we made an arrest that occurred friday january 27th at the 16th street and mission the suspect and victim got syndrome a altercation and the victim was stabbed in the chest the mission station observed the transmissions and took the suspect into custody he was in critical but stable condition and the second stabbing the central district an january 28th in geary our victim was standing in front of a bar waiting on his girlfriend he was stabbed and the officers took the suspect into custody and is in stable condition last thing to report in the mission district we had a recent spike of gang violence in the

shooting in and around the housing development and captain is meeting with the residence to some of the things i've mentioned the gang support task and the tactical unit we have leads on the suspect responsible we are working to solve 80s crimes and working with the crime task force the traffic summary a collision at the 7, 5:10 p.m. on january 28th on treasure island for fourth street ran a stop sign one passenger in one of the vehicles sustained injuries and the other had chest injuries remains in stable condition that's it for the crime report

for force. >> i'm head of the- i'm here to introduce the officer and give a brief summary of the 2016 annual report and include his supervision over the joint terrorism and the officers and day to day operations i will follow-up with some remarks they end in regards to the press release and how the department will move forward with the joint task force and i'll ask connor to come up. >> chief o'connor. >> good evening

commissioner president turman commissioners, chief scott and director joyce hicks i'm the officer in charge the special investigations i receive the folks assigned to the task force i'll talk about the calendar year 2016 thank you for your time in regards to staffing equipment and salary as of january 1st, 2016, one sfpd officer was assigned to the task force on or about january 25, 2016, one additional officer was detailed to the task force excuse me. for the remainder of 2016 the two officers were signed assigned to the j.t. cf they paid the salaries for the officers in 2016 a full-time sf employee worked 2000 plus hours

a year the officers issued safety and communication equipment the federal bureau of investigation provided the vehicles as well as office workspace and provided overtime expenses in regards to training the sfpd members assigned to the task force are transcribed a and aware of the policies that regard the j.t. operations the sfpd officers assigned are trained regarding all general orders but doj guidelines for the first amendment and the policy pro bono biasness and as part of j.t. t f they've been trained with the sfpd video there are also trained on the bureau order 2011 danish 5 to

bureau order regarding the terrorism task force additionally the officers assigned to the j f t t f with the civil rights ordinance the training records are maintained with the special investigations division and recently audit by the occ as part of their audit the fbi is aware of the requirements mandated at jc t t f standards by those policies supervision or supervision maintenance the inclines with the programs and policies in regards to command structure the j.t. t f officers work in the sfpd their immediate supervisor is me the officer in charge of the special investigations division i report to the commander of

investigations who reports to the doorstep chief the operations who reports to the deputy chief this is for this year one additional chain in the command while assigned the officers report to an fbi supervisor agent of ss a they report to the specialized agent in charge that reports to the special agent in charge the sfpd members assigned to the j.t. cf are assigned to the bureau order in the save civil rights ordinance as reviews are are conducted regularly the y t t f members review those with the supervisors me the over - the officers also have weekly daily contracontact with me

the occ in regards to the officer responsibility in 2016 the primary role of the officers to establish a liaison and fatality the federal, state, and local agencies involved in the j.t. t f the sharing of the information which has a potential impact on public safety sfpd officers assigned to the j.t. t f work on missions it identify terror plots and prevent the attacks and investigate the violent crime possibly related to terrorism the sfpd officers have conducted assessments and provided security for special evident event in san francisco including by the time to breakers and

outlands, san francisco marathons and bluegrass and fleet week and pride events and halloween and new years eve and in addition the sfpd members were an integral part if security planning and verifying threats with superbowl 50 and the nfl experience superbowl 50 drew many people to the gathering and activities including superbowl city a large portion of densely population on market street with the plaza the financial district and the embarcadero the significant portion of soma, south of market was impacted by the nfl venue at the moscone center and the crowds they drew

those events kr5e9d public safety concerns due to the large crowds and the international notoriety and attention they attracted narsdz to the number of cases the sfpd members detailed were assigned to 54 cases in addition to those cases the j.t. f f were assigned 60 duty one or more cases those cases involved individuals who were considered by the fbi to be in danger based on information indicating those persons had been named and target by terrorist organizations the j.t. t f officers don't have the names of people involved in those cases the sfpd is not able to release the members names as this will compromise the security and safety of the members

no member of the sfpd assigned to the j.t. t f was used to perform undercover work in 2016 nor were 31 this year any questions made sfpd j.t. t f officers don't manage performance more conduct casework the department is briefed on the cases dmvpt and on a constant base to make sure they're with side programs and policies and statements of law as required by the ordinance in 2016 there were no investigations that fell under this reporting requirement the status of doj requests was submitted to this commission on a monthly basis that the document was reviewed and signed

by a police commissioner with the police commission commissioners looking at the general log general order 810 was reviewed in january of 2015 by the occ as part of their annual 2016 d go audit 810 audit the document is retained by me in the special investigation division in regards to suspicious activity reporting sfpd submitted suspicious reports or stars as they're known to the northern california regional center those reports consist of suspicious activities based on preindicators with a nexus to krinltz it is a recipient as other law enforcement agencies sfpd officers have investigated cases

consistently of bomb threats, polk material involving weapons of mass destruction suspicious activities of landmark and other criminal activity with essential terrorist those are provided from sfpd and other law enforcement agencies the private sector and members of the public private sector partners involve local businesses and empower and health care and mass transit technically their familiar and comply with the go for suspicious activity is not recorded as religion profiles they have handled the information from citizens and
