how many people might show up. i know that we know with the attendance was for the 40th. >> well, what we talked about it's really a big challenge with free events. we are so fortunate that we have the hardly strictly bluegrass, that are free events, three days and really been developed. over the years. and so when we have free events we talked about ways to limit it. making sure that performers are not going to draw a huge crowd not publicizing it nationwide and just bring as many people we spend over a year trying to work with the power of peace event to try to keep that event in the park and talk about different methods to try to limit attendance including the free tickets so that you couldn't show up if you didn't have one so we know how many people were going to be there.

here. he said we will be there. if that's not enough for anybody with some we can offer you anything more. we've got a letter from rock med they said they will be there but you got to believe this has to be a trusting relationship between these two parties could you cannot have a concert with the city and promoter are at each other's throats. it doesn't make sense. it's not workable. what i want to do is keep what happened at the generally 13th meeting a lot. i want to be able to sit down with these folks and say, look, what is he wants to do. we will do it. here's the schedule. but this in the eye and say this what you want to do and we will do it. these other companies they have staff their people. they can spend hours doing this stuff. we are all volunteered. we are trying our best good we want to try our best and were willing to be as open and agreeable as possible but you can't just keep taking shots at us like if it doesn't help help anybody. in terms of the emergency medical services plan

anderson's question, could you speak to average lead time it takes to create an event like this so that we have an understanding of what we're up against? >> well, it generally takes about nine months at least to plan an event of this magnitude this many people. there is just a lot of pieces to be put in place. i think one of our challenges here was that these things were not coming together. other than verbal commitments. and so that's why we didn't favor announcing the date but it does take a lot of planning. >> commissioner bonilla >> the longer i sit here listening to all these wonderful speakers the more passionate that i become about this venue truly. but i think as commissioners we would be

remiss if we approved the plan that is presented. so my concern is how can we-i mean with a short amount of time -talk about now and june, how do we put a process in place that would reduce the type of planning scheduling coordination of all the city departments-how do we do that? it seems almost an impossibility >> >> well, that's why january talked about in the meeting on the list of to-do's was to find an independent more recently experienced event organizer to step in. and that was a

fundamental on his attorneys list because we've been working for nine months and hadn't been moving forward. things that were our website we pointed to very beginning. people talk about they could not figure out who to contact at mta get the contact is on the website. the permit of emergency medical requirements all on her website. so we felt that if because we were close to dying in december and we really-we also wanted this event to happen. so we gave that one more chance and then when we got the misrepresentation but the event organizer and then we got the public announcement and saw the crowd anticipated we really were kind of had no choice but to make us really hard decision. >> could it be coproduced so that we don't lose the feel, the art >> we have in trying. earlier

deny the enthusiasm of the council of light but it sounds like some detail work is needed. would you be able to put together a team and would you be able to afford it if you had to take on an organizer that wanted to get paid a little something? >> well, what i can say is boots has a staff of 20 having 30 people. who are around full-time. we if the city wants to meet every day we will meet everyday. if they want to meet once a week only once a week. if they chose to jump through a hoop we will jump through a hoop. the problem hasn't been that we are willing to the problem the people are talking past each other. it doesn't make sense to start again. does make sense to go work in a resubmit all paperwork and what is the difference? the paperwork is there. the people are there. the person he wants to produce this event is here.

all we are asking for an open line of communication with a can say, here's what you have to do here is the day you have to do. here's what you have to do it in here's the date you have to do. is that what we've got and that's on a website. you go to it. you know-i mean it may be a process that's laid out through practical experience that's brand-new to us but if we don't know we can do it. you've got to explain it to us and if ms. catch most of them sit down with us and actually look across the table and say, this is what we need from you by the state and it'll get done. i don't think it's possible to start over. i mean whatever starting over news. >> well, i guess i was thinking maybe we could save this event by hitting the reset button but you wouldn't be reinventing the wheel. you know what th rec and

report. executive director. >> good afternoon commissioners. i'm going to keep my report very brief today because we have a lot of items on the agenda. one of the things that is happening this is the time of year when we start doing some of the lobbying at the state and federal levels so next week is the california association of air agency on aging capital day next thursday and tom nolan from daas and i be attending together and hoping to meet with some of the representatives in the state. i am going to washington, d.c. in april for the national association of aging public policy briefing which we have been able to attend every year. it's usually really helpful information that we get there and i have been visiting our representatives on the hill along with the rest of the california contingent so that should be interesting and i will come back and report back. i
