continuan continuance. >> good afternoon my name is paul wormer i'm here on behalf of the coalition torts neighborhoods i'm a delegate to the orientation for the telegraph hill and here 0 request on inclusionary affordable housing fee and requirements proposed for continuance to march 23, 2017. it be extended for a longer than period of time the reason is that the materials at least what we're final have been out for a short period of time and the amount of review necessary given the fact two competing proposals is going to be necessary longer than what is proposed awhile much of the matter have been considered by the controller and by other confirmation analysts there are policy considerations

church a building where the already failed to tell you about someone in the unit and you continued to june 1st mr. jensen was found dead in his apartment on monday i'm not a doctor but having spoken to him and tried to work with him to stop any evictions of this man that is my belief the stress of a possible displacement from his unit is what killed him he was extremely terrified of leaving his units the last time i spoke to him i was shaking and practical in tears. >> talking about no circumstances under which he'll leave the part time been there since 1954 again 93-year-old you don't take someone of that ample and move them from the place

they've been for a chunk of their lives his death is a huge tragedy in the city but i think it pertains to the fact it we need protection for the seniors elaine turner died being evicted and others iris a one hundred was in critical condition inform icu one days of the eviction it is clear to me that seniors ouch don't survive evictions we need more protection for seniors one way will be by exempting the rent-controlled units from being demolished because seniors live in the rerlgz they live there for a long time so i think that is one thing that commission can do to try to help us stop this what i see as a beginning of the

not a birthday to creating housing the capital maeshthd and the lack of skilled labors and second i don't recall the source this week i read the 25 percent of san franciscans are going to be older than 62 so 25 percent of the population seniors thank you. >> phoenix's your regular calendar item 10 has been continued which places us on item 11 southern bayfront strategy update. >> good afternoon josh with the planning department staff last may wisp here with the colleagues from the office of economic workforce development to introduce you to the southern bay front an interagency coordination effort and negotiated for the collection of major sites stretching from mission creek stretching to candle stick point and the county line in those projects

will transform our waterfront with new open space and public amenities and housing and jobs and others investment in the intern i've had a couple of presentations on those projects with pier 70 and mission creek and than be that in the efforts this presentation this item today is a quick update on the status of the various plans on the southern bays front what we're heard from the commission and public and an update on the framework guiding the sites with that, i'm going to turn it over to rich from oewd. >> good afternoon, commissioners if i got the screen we're happy screen the back in front of you as josh said to provide an update to the commission on a lot of work in the thinking that is going on the southern bay framework between last may and now how to

negotiate those on affordable housing and transportation, and a host of other topic we'll go over relinquishment is an important process we expect you approvals on 3 major development providing 4 thousand units of housing and two to three million square footage the mission creek and mission rock on the calendar is a frorpgs on the basin which we're excited is ready for a district attorney but i want to make a point before i more often those large go negotiated projects several in this part of town as well will be providing the bulk of new housing units and be generally able to provide affordable housing more passion or prejudice and working with the staff and other city staff

to keep those on schedule and through the process in the shortest possible time without skipping on the outreach and vetting this is a reminder of our housing goals and we are in fact, well along the way you can see on the slide since meeting the goals with more than 17 thousand units approved, of course, our thirty thousand goals i will point out that these projects you're part of southern bay are a major source of affordable housing in particular in this case, the built to do workforce housing and so you've seen this slide those are the geographic airs and the one in yellow the southern bay and front we need to focus on planning and the

acceptance of the transmitter of some not all of the industrial character of the waterfront to new mixed use projects this is just a close-up making the point not a blank slate but people work in the planning and thinking bans being sensitive and adding to the neighbors and the community as we go again, just a larger view of all the change that we will see along the southern bay front at least 20 thousand new household are pledges to get 1/3rd affordable the 6 seven hundred number comes from and 38 thousand jobs estimate and more than 5 hundred acres of new open space that the city will see in

opportunities for other things including the public space last but not least is the formal hunters point power plant owned by pg&e in the bayview neighborhood and those land uses include up to 12 houses housing units at this point i'm going to turn it over to my colleague mike martin and carli and take you through mainly what are the topic areas we want to negotiate on public benefits and the framework what are we hoping to get from transportation and all the other topics i'll give it over to mike. >> good afternoon, commissioners mike martin in the office of economic workforce development so as mention and outset this is the second time in front of the commission last year, we did presentations

informational and feedback from a number of agencies that are part of the interagency working group that was described that started this may and went through rec and park and sfmta board and the ocii commission we followed that up with a number of the community presentations from interested groups both in terms of tops and locations of those projects that extend though the end of last year into early this year and saw a lot of feedback that helped in drafting the strategy and packing speaking with the project sponsors what we want to see from the agreement this side presents a summary of frequently heard comments affordable housing should be prioritized for the residents and the projects should be contribute to advanced workforce training and target specific employment opportunity at the

project we needed to make that linkage especially, when projects are doing forward thinking not only approaches to construction by end use an opportunity to build out the streetscape improvements should occur ahead of the implementation limit the number of car trips and find a way to get people out of their cars in the impacted areas new open spaces should be public even though their built by public and should feel this is part of their amenity and not new projects obviously the plan for sea level rise and should be designed with forward-looking sustainability we do looter ambitious policymaker and this is the time to implement those ambitious policies

moving there the negotiation a number of topics that those red circles are key clusters of issues we're seeing in the community feedback sections as well as communications that the project manager the rest of the presentation will go 0 through those one at a time we'll start off with the housing affordability not far from people's minds what we've been able to build with the project sponsors the goal and commitment to reach 33 percent of affordability across the projects individual projects may come into above or blow as publish go mentioned those are opportunities we're directing in the wrong direction with the projects things like larger unit sizes for example, and things like more opportunities to find ways to find more income

projects into excuse me - units into those projects because of limited tools for the motor to middle-income families never mind of subsidies the mixed use approaches with the redeploying to find the subsidies in a way to grow that middle to moderate housing and obviously the important thing to fully max maximum the below-market rate to the resident through the neighborhood preference to the approaches through the negotiations with the federal housing urban developments to maximize that and do a really sort of affirm active assert job to market those opportunities for the people that can afford them i'll hand off to carlie to talk about the transportation

aspect of the strategies. >> good afternoon, commissioners carlie sfmta the southern bay front are the beneficiaries of a number of really major transportation projects that have been long in the making and on the verge of being delivered talking about the subway to the t third there in frequencies the transbay terminal the building out of green and the 16 street rapid bus in addition to a number of very locally focused improvements that make those neighborhoods that exist in the areas around the projects safer and more efficient and better for walking and biking and that's the basin most of those projects will be delivered before the majority of the new

development that is coming forward we're really seeing some transformative transportation changes in the area those projects will benefiting from but the transportation obligation each project we're looking how we take now the system that we've been spent a lot of timeing putting in place and making sure that works well and these projects contribute in a positive way so that the people who already live there and who are moving there will be working and visiting the sites are really support north america in their mobility and assess some of the areas wear focused on in the negotiations are combranz core of this area

growth is predicted on the t line working and having capacity those are the kinds of things we'll be looking for from developments will support additional railcars or the signaling to reduce the delays or maintenance and repair facilities and a number of sites will be relying on existing and new bus routes to contribution to the bus routes to make transit reliable are critical we'll be looking for contributions to fill key gaps in the transportation be network there are key gaps in the east west and north-south bike connections and key safety gaps in the industry those are the kind of apps we will work toward and looking for the projects to contribute to the next

generation of transportation investments things like the 16th street ferry landing or other transit are some of the examples what this is what we're looking at in terms of dollars and asking the projects to do things at their own sites to support mobility and assess we've altogether had a long communicates about the important of transportation demand management and will be, of course, acting those projects having robust tdm and working in the spirit of tdm orientals but the size of those projects and the mix of 4ru8dz we'll be looking for opportunity to community-based above and beyond what the tdm has in performance and metrics and potentially more options to be explored additionally we're looking sites

design to support walking, biking, and transit use focusing on near the transit creating or recreating historic grids and also asking the projects to construction their portion of the bay trail through the sites those are the areas of transportation negotiations that we're really looking towards and already working on handing it back to mike martin to talk you, you through other sectors of negotiations thank you. >> commissioners i'll try to move through the rest of the slides briefly and efficiently i guess first to start with open space this area on the projects we're proposing over 5 hundred acres of renovated open space frankly the largest sector of potential open space the city will see half the size of golden

gate park we want to balance the access of the existing neighborhood looking at neighborhood amenities the land and water recreation the location of the waterfronts looking for space for a large recreational area for somewhat that is underserved and designing the spaces their public to all and assessable to the residents and having hopefully despite the fact that each the projects that is different in terms of ownership of the land and what agency is organizing one single stovt for reserving picnic tables and things we're looking that cooperation as part of framework. >> in addition on stability i alluded to earlier those are promotions we're looking forward thinking i think one great example of this is the recent

amendment to the water ordinance looking at large projects to consolidate and more efficient systems looking to comply with the orientals doing so in a different way we're excited about the challenges to learn to try to think about ways to sort of promulgate those more than fully master projects taken together all the sustainability for the southern bay front what achieve exciting outcomes looking at 35 percent reduction of green house gas emissions as compared to existing buildings 42 mill gallons of portable water in the existing buildings and 25 percent of their developed areas dedicated to

open space these may achieve that in a different manner as i mentioned sea level rise it is obviously a key issue each the projects sort of first have not capacity have designs we've been looking with the infrastructure agency to make sure they can withstand the projected 21 sea level rise and related storm and run off they need to have additionally adaptive for the shoreline open spaces not to lose the open space without understanding hopefully to maintain the integrity of the area and follow the lead of the port of san francisco for mission rock and pier 70 included financing mechanisms for future adoption so sea level rise is faster the system will protect the development we'll allergy to have resources available to protect those elements but the areas next to them without existing protection plans a.

more than 40 years in san francisco partnership with rec and park community groups recently, we completed the hilltop but engaged and brought more than $8 million to this to renovation and partnered with the playground that break ground in the plaza earlier last month that will be a renovation of more than $2 million we've partnered with the community and city to understand what the park spaces the park is the need of that community both the existing community and the community that will be coming there and for the india basin we've partnered with apr i and several other community groups to do a robust community engagement to help us identify the priorities for the parks spaces and to the ideas composition we brought if designers and let the community

issues with water we have an incredible opportunity to build a muni district to all the forward-looking things we'll have a state of the art stone water a treatment system and by the way, part of sea level rise strategy it it their inundated new block of saltwater will take the place of wetland and replace it formed by the stormwater this is a that whole piece that is interesting around habitat and habitat restoration we're investigating 100 percent black water how to harvest and reuse onsite with the current california regulations and perhaps be an importer of water for the vast mop up amount of irrigation that requires water
