it's been removed at the request of staff item 6 unfinished business by board members. directors. >> anything under new and unfinished director ramos. >> i have a quick show-and-tell we have a light agenda this was one of the noticed i found on one the transit lines i was on in now time away in melbourne they hung those there the rails you'll hold on in my capability i thought that was a wonderful way to communicate service changes and information to the public where we're kind of like in our face not no one of the tax one, if you be inclined and care about the box in the corner that is a service notice for new years eve i thought that was an
12:02 am
interesting way to communicate i'll leave this with you ed, i was going to send that is a postcard but you know. >> thank you director ramos it is helpful to see what is going on in other cities nephew. >> the director's report director. >> good afternoon director brinkman and members and staff i'm distracted with the sign here and because you do have a short agenda i having a long report to treat you to today. >> fine. >> like to start off by asking our director of finance and information technology come forward to recognize one of our outstanding employees. >> good afternoon decorations cfo it is a pleasure we're honoring henry today, i want to speak to a little bit about henry. >> want to speak to the team
12:03 am
that in the hearing section they have one of the harder jobs, jobs communicate a lot of disjumbled folks they work to work with a variety of issues so the team is lessor to celebrate as herman and joanne so see how he's loved been with us since 2002 and had complicated cases he was incredible district and as a manner you can imagine the hearing functions requires that when we complicated case scenario he has been instrumental in developing a policy and procedures around the adu and key in the taxi commission and adjudicated the taxis he's also the primary

think that is all thank you very much. >> thank you and behalf on the agency from the city and our coworkers thank you for your years of service. >> (clapping.) >> thank you so, now just a number of kind of miscellaneous topics regards to the maintaining our transit system and making sure that we are making the investment to keep it safe and reliable in ways that is not a woo to do this work with 24/7 without implications so first remind you that the tunnel that the subway tunnel to connects the portal is one hundred years old next year that is hard to imagine is it of
12:07 am
those built one hundred years ago given that age it needs attention that needs repairs to keep to running for another one hundred some of the impacts for the infrastructure for the recent unusual winter we've had here a reminder of the importance of the investing in the upkeep of infrastructure we have an extensive go rehabilitation that will be replacing all of the rails inside the tunneled and seismically sturdying the tomb with a fire suppression system and fixing the drainage with the recent weather with rail cross officers that provide the flexibility into the rails if we have a problem in one part of
12:08 am
tunneled most o move trains to the other side this is the good news that result in much better service we'll eliminate the restrictions we have for the condition of rail should be a faster smooth and more reliable trip when the project is done in order to that work we'll need to shut down the tunnel which is the k and m line for 5 times over the course of the next year two or three weeks along with an extensive service plan and have working a lot with the directly impacts of the neighborhoods that started thousand to the ridership we'll be back soon with the details of the schedule that didn't want to start that on the radar but when we do the work understand that is significant we have a robust
12:09 am
service plan for the people big deal to get to where they're going and want to as soon as as soon as we have it nailed down we'll get the information to you and the public to plan our minded and know what needs to be done different for the corridor that is one the second one is the cable car system and as some of us remember the there was a ambitions overhaul of the cable car system in 1984 with the administration also i guess the ronald reagan administration it's been awhile and the boxes are the gears it do the pulleys that pull the cars were last overhauled not more than 35 years old and we have are on the heels of getting a contract to replace all the
12:10 am
gearboxs all the work and again like the twin peaks tunnel over the years the system provides entirely on the machinery that moves the cables in the street the work will start this coming summer takes place over the span of 3 years with the boxes but we'll at the end of that improve the safety and reliability of the system four of 5 gearboxs are financing inside the cable carbarn and there is a spare that we have in the storage room that is basically a back up if one of them fails we have a spare and get it refurnished this summer and not a public impact and follow with the california line with the powell next string and
12:11 am
the mason in the following fall and in 16th street 2019 working with the stockholders to show the demand is different donna's the time of year with the touft and other can understand to but 10 days for the box and to make sure it is working properly so we will have bus shuttles to continue to provide service for for san francisco and work even the high line we'll shut down the entire system we'll continue to do our best to minimize the disruption of planning and outreach to make sure that folks know what the alternatives will
12:12 am
be but the work will be starting soon so we have street projects but at the intersection of transit and the street we have issues that may have been heard about on 17th street we have a rail line and bus route important and we've been hearing concerns about cyclists interactions with the rail specific with the bike tires stuck in the rail causing collisions or causing you to fall so we did participate in an open how's that was held out by 7th street a furio few weeks ag share some of the things over recent years there the intersection and curb paint making sure the radio roadway is
12:13 am
in good condition and trying to use signage and other clues to better direct folks to not get themselves into a situation we've been working closely with the residents and supervisor jeff sheehy and the suppose and had 60 people with feedback and basically, we're piling all that feedback to see what we can do with the rail line for the muni service but we will take that feedback and see what further improvements unfortunately for the transit and bike network part of 17th street is needed for both we can't push on one or the other but work with the supervisors and the community outreach for the folks to figure out how to make that area easy
12:14 am
for people on bicycles. >> speaking of bikes our first raised parking let the record reflect bike lane was last week on a short stretch of van ness on caesar chavez and what this does the design flips the traditional set up you have the cars against the curbs and then we flipped that and now the parks cars are out in the street and they're providing protection for the bike lanes so as i'm sure you saw a bit of a learning curve all the cars continued to park in the reserve that blocked the entire bike lane for the defeating the purpose but we sent the ambassadors signage and our
12:15 am
doing more pro-active ac act police station for the street designs once that got out it got positive feedback from folks and continue to make adjustments as making it more clear but it is great to see that go in and in terms of launching something like that once it is completed but happy to have that done in the meantime in sustainable streets that is a pedestrian swamp bell the scramble bell red lights in all directions and the pedestrians get precede signals in all directions including a diagonal so we have the confusion without the diagonal
12:16 am
signals and finally we're able to place that in a celebration with the community and been happy for supervisor peskin and other key stakeholders to celebrate but raise awareness for all the yours for that intersection we've seen a lot of illegal turns and that put people in risk seen people die there and the last year and the year before a huge improvement for a heavily traveled areas for pedestrian addresses motorists for the muni and coming from kearny and clay so that completes the work we did a year ago with the scramble with a happier place as a result there is a set of projects we're preparing to launch this is a

new residential neighborhood project called the neighbor way initiate it a attractive residential streets that interconnects people in their community and beyond neighbor way could include the engineering with the cost for the traffic diverter and recognizing the street and blocking we'll be working closely with a grand last year level to develop the proposals that work best for their specific situation working in the richmond and page street and hayes valley and the western edition to the possible projects and get the community ferry building and open houses that will be happening in the next week that saturday, march 11 be at the richmond go public library if 1 to 3:00 p.m. for
12:18 am
the richmond project and necessary wednesday march 15 at john elementary from 6:30 p.m. to the hayes valley street it is an exciting way to address the specific needs and looking forward to that and speaking of streets and neighborhoods in 2017 it kicked off on march 12 starting in the mission march 12 that will be in the mission from 11 to 4 between de bois and 26 and know you know this particular our chair an annual event that stretches the streets throughout the city and into space for people on foot and bikes and my that he any other way they want to travel with entertainment it is giving the

streets back to the people and something that happens every year if march through october typically this is somewhat a local event 85 percent of participants from the city about half that come from the neighborhood in which the events took place this one active hubs at the 24th street and 26 and a lot of free activities offered by local murdered and others that organize the work with the local businesses to help the owners benefit economically and we want folk see to be on the streets but patronize the businesses after the mission next month will be the dog patch and sunset in june and mission in july and western edition in september and closing out with
12:20 am
the excelsior in october exciting to be kicking off some of the streets for daytime savings time and then next, i building we talked about before we started with the planning department and the office of economic workforce development and transportation authority with a long term transportation process called connect sf and the process that detains a 50-year vision for the transportation system i know we spent a lot of time talking about yesterday or today or next week but we do need to plan forward and this is will be the first i'll say real thoughtful transportation long term plan we've had in the city in quite a few of the so part of the progress we're calling connect sf hosting an open house at the

southeast facility 18 hundred oakdale next monday evening started at the 6:45 p.m. we currently people to come out the next 3 years of this effort will be advancing the subway sophomore ground transit updating the transportation plan for two having looking at the different modes of transportation the light that pads the streets and developing the conception to help with the investments and updating the transportation element of the san francisco general plan so a lot of pieces that are under the umbrella and very much want this it be a community driven bottom-up process go monday at the southeast community facility
12:22 am
go to see folks there and then finally since we're here about 3 a lot public comment can be sometimes frustrating given we don't have the regulatory authority want to give you an update of the activities that he public utilities commission as it reports to the companies that most poem know we've been participating in the rule making processes with the jurisdiction and put it in the hands of the imp to develop rules for how they'll regulate this new form of transportation which is the same time prevented us to do that locally they've been in the formal rule making process for coming up on 4 years we've been participating from the start of the official party this the preceding
12:23 am
during that time we submitted 27 sets of formal comments. >> - through the world cup had a background check and the responsibility we see for the taxi industry in terms of protecting public safety that includes the review sheriff's station able to look at the rules and allow for more
12:24 am
communication communication for the customer service and explained how our checks are in alignment and mindful of concerns raised for the criminal justice and the impacts on the community this is something the to the call of the chair didn't want to do for the background checks yet documented we can do in those ordinances she was able to share our taxi drive qualification were part of the driver applicant no prior convictions at risk of the public safety and this is such as assaults and felony and fraud and recklessness in disregard for public safety and explaining
12:25 am
our approach to insure the due process is in place for hearing before the bodies if they dispute the determination based background checks we don't believe they have a place they emphasis the background check will help with the 1289 on january one pass as state law to expensive background checks and have this drivers that are re7b8g9d sex offenders with felons and convicted of battery and d u i this is new starting john january 1st the checks at the as a result of there are
12:26 am
lobbying not based on fingertips and therefore we believe it is less vulnerable to fraud we've consisting over the years with the ruled making commenting on prevention i know strongly in support of bio metric background checks for any of the folks acting as professional drivers even though their not professional drivers so the takeaways from this working group that appeared with the tdm background check a systematically information regarding the crimes or arrests and convictions our process is simply going on for a taxi driver or employee once we've done the initial background check with the tdms don't do that nor is there much the way
12:27 am
forever applicant under the tdm process for all the purported concerns about the impacts of the different ways of doing the background checking for populations if you get i think to their process you're out of luck two levels with a review and independent hearing from the permitted is denied and we will provide the discretion to the staff in that process so we don't get to talk about that i want to give a window into what we're seeing with the or lack of regulation for the i'm going home to my city by the bay and how we are activity participating in writing and trying to educate the dooeksing with the state legislators what
12:28 am
we think needs to change with the regulation with the tmc for being safe in san francisco. >> so that concluded my lengthy report. >> thank you ed reiskin i know anyone on the streets can see the tmc has to report out of new york are 5 miles to the city streets and unfortunately a lot of the miles include stopping independent so they're not woufl in the crosswalk and the bike lanes and double parking willy-nilly in other words, to drop off passengers so i'm pleased to see we have pedestrian safety projects and also still in the works i think that it is good to point out that 7th street community
12:29 am
meeting a lot of the reasons the bicyclists are not seeing the parking because of double park cars i believe the traffic lane on top of the tmc or double parked cars they have no choice but to go across the traffic i've seen that in this area and i'm glad we're addressing that you can tell the public appetite for the public safety is strong and on that note if you could give us just a brief response to the correspondence we've received regarding the upper market i believe that octavia and de bois bike way project we've seen a delay you've recently. >> let me ask our sustainable streets car director we're civil
12:30 am
grand jury working to keep many moving again, thank you. >> mr. ma divider. >> an update with the upper market pedestrian safety and advisory project a variety of piece of to the project we held a public hearings we heard some of the part of the package buy outs and wider crosswalks there is another part of proximately that includes the legislation of a parking protected bike lane between de bois and that is called outburst our purpose to work anti details with some of the agencies and hoping to grinning a single page to the legislation both the pedestrian safety and the bike lane a

single package in the upper market project that is the procedural update on that. >> excellent. thank you directors excellent any other questions for the directors. >> all right. seeing none, thank you very much move on. >> madam chair a mbe that has asked to address you on a topic that is address by ed reiskin. >> public comment. >> (calling names). >> good afternoon directors. >> there are two parts i want to talk about one is your work going on the streets closed between mission and howard especially the one who was standing at the street. >> mr. sir, that is general public comment not on matters
12:32 am
on. >> i can go to that one. >> the second thing about the tmc and we're talking about why they don't have background checks do we clook inside of our house and so we clean our house first and the taxi industry how are the background checks done before you show up with a slip to the police department and they look at a local file and tell you you're clear you might have a crime in oakland but san francisco is exemplar you're working for san francisco you are clear the people that are working here for thirty and two and 15 years now no backward on them yet except that single slip only the people that brought the medallions are the people that
12:33 am
have to go through simplify of dealing on a different scale they're done fingertip in after the mta proposal we have almost 51 percent previous ones in 2008, they're still without a background check i remember there was a yellow cab that had private checks but by themselves and found some choice guys with dui but all that was left gone one person i know personally driving with a dui and still there so background checks the way we describe it we have to start inside the house first before we - the background check is necessary i'm in support no criminal of our daughters or sisters mothers, other family
12:34 am
members but everybody's safety backward background is a good one but should we do this and don't blame the others that dbi just to show up there and have a receipt and keep the tmc tmc tmc the taxi entry was horrible, horrible for the public is failed to serve the public and the needs the puc came the tmc people came thank you. >> thank you. >> next speaker, please. >> good afternoon. directors howard i wanted to talk about a couple of issues one our twin peaks tunnel the people back over one hundred years see this happened in less than two years and the people voted for it they voted to tax themselves on both sides of the tunnel on the lot size and all that and built in
12:35 am
two years no eir we're happy they put in the tracks it worked nile but how things were one hundred years ago and look at we're using the cars to protect the bike lanes and that's really great last december we were in marc benioff on the upper east side with the protected bike lanes east and first second and had a planter box with a crosswalk and sign and you'll that stuff and all a member of your sykes on safety first and we voted last month to say in the park we have those accidents last year and collisions last year they built boxes because to
12:36 am
block the parking lane sometimes there is none in the parking line and stuff like that to the box is easier narrow down the roadway and slow down people and protect the pedestrians too so those two items thank you very much. >> thank you any more public comment? okay. seeing none now let's move on >> madam chair to item 8 the seeking report i don't see sheryl here per item 9 public comment at this time, members of the public may address the commission on items of interest to the public that are within the subject matter jurisdiction madam chair, i have several people that wish to address you on this matter starting with (calling names). >> good afternoon director brinkman and board members
12:37 am
my name is natasha a organizer at walk sf and here to talk about the safety improvement last wednesday a 50-year-old was hit and later died a day later crossing at the might this morning at the 8:30 a middle schooler was hit and incredibly injured on her way to school in in addition a head-on vehicle crashed happened earlier this week mission street is a high injury corridor we need to act now to insure that no more lives are impacted we have been working with the sfmta and the community parent on muni forward with the excelsior with the robust pedestrian safety plan and improved transportation and chrysler we're currently
12:38 am
developing a framework in a corridor and look forward to reilly the future goals and the benefits to the excelsior awhile we are work own the plan for the fuven were asking the mta board to assure that the staff can move forward with the improvement of deadly intersection we must work together with the excelsior and the community for the programs to have a swift pedestrian safety so no one else it killed along the high injury corridor thank you >> next speaker, please. >> (calling names.) >> mr. wiener. >> herbert wiener last name is w e i n e r. >> i'm concerned when you are you going to separately out the
12:39 am
business of travel at the bus stops first, i see two clemente buses going 24 that minutes, of course, i'm upset and anger and 3 minutes later it comes and i'm fortunate to double back and take the bus that's going on going on for a very, very long term and building the problem is two years old and it is really a pain in the neck so when are you going to straighten out this house you know it is certainly this should say a priority this is a greater priority than establishing new bike lanes and i can predicted when you'll straighten out the problem with weapons of mass destruction i'm pretty much that will heap i'm
12:40 am
dead southern certain of that and comment on these whole thing about muni forward and the rest of it i finally arrived at the definition of personnel that designed those projects the very well educated people they come from universities on the east coast but they become mad scientists thank you. >> thank you. >> next speaker, please. >> (calling names.) >> good afternoon one of the things was yesterday when there was a street closed and mission and howard it caused traffic jam problems but the gentleman please you're standing other market and beef covered with his kind of jacket and hat and had a sticker
12:41 am
handmade sticker put his hat down and the traffic comes all the crosswalk is blocked and who ever he started writing ticket and traffic is between the cars and the light changes and he - we don't see the stop physically put up the hands no, i on the gentleman tom maguire can look at this create for budget and people and some other people i don't want to talk about this moment just stand there at the corners need to move their hands and interact with the traffic regarding this taxi task force i mentioned again that the taxi drivers have 6 feet but given to the medallion holder i've asked
12:42 am
them to move from the seat the driver's seat should be empty october 13th - 10 13 sent an e-mail for the 4 pointed $7 million she'll make a panelist to decide what to do with that vp 13 members but with - underground games one morning we wake up with 27 list numbers and 24 medallion holder and he got nothing to do with the fund and that direct flooerl has nothing to do with with the fund and those are the people who are proposing and going and she keeps on pushing them from with an state total next several
12:43 am
other members the medallion holdings sent her e-mails we can't attend the morning sections but she didn't change that that was rushed to you this one million dollars for every one is a wrong idea this is driver money none should spend on - for the renewal and 3000 works we shouldn't do this, please stop this in our meeting instead of comes here in front of you, you. >> thank you. >> next speaker, please. >> (calling names.) >> the last person that filed auto a speaker card to address you on matters not on today's agenda. >> well, we built the new bay bridge they should put the upper level railroad on the top to
12:44 am
people can have a nicely view because of traffic happening they don't have oversight because of people need to drive in their cars across the bridge for their job but they want to take a - no public for them and now not too late they had an upper level where a line on the top not good fast but 45 mile-per-hour and they can go around like disneyland it is efficient but we only love beautiful beautiful like women all the bike lanes are the parting for the uber sorry the tmc because i drive sometimes uber yeah becoming for - but taxi my cousin got a ticket he was occupying one lane as a last
12:45 am
cappa bike lane not only for entirely bike lane he got a ticket the ticket was - you have to stop at the prices i was lucky i told the driveway if we unlike they losing for me didn't matter i entered mta and started.com to strike i, do that i don't want to do that now none listens i can sign up and make it big time you occupying the traffic and bullying you're off over and over the same thing that is money they still do not want to give up they want to have a benefit not for the
12:46 am
driver the taxi driver should get the money oh, 5 thousand drivers everyone gets a check and happy only a few guys get the money 8 hundred thousand 5 hundred thousand must be some corruption america corruption that's why trump won we make this happen democrats covering democrats in the city all corrupt you are democrat this is my tongue look at san francisco today not for the people now the rich people or whoever the power is i'm a i leave the city very soon thank you very much. >> thank you, mr. lee any more pdrs. >> public comment on the >> madam chair our calendar, are considered to be
12:47 am
routine and may be acted upon by a single roll call vote of the commission. there will be no separate discussion of these items unless a member of the commission, the public, or staff so requests directors a reminder that 10 point one g has been removed from the staff and q r and f regarding a bus sworn an folsom has been severed by a member of the public and i've not received. >> do i have a motion except those these mentioned. >> all in favor, say i. >> i. >> opposed? nope hearing none, can we please. like to hear from the public about. >> howard, sir. >> good afternoon. again, this is the main reason i came this afternoon and don't oppose this this has to do with with
12:48 am
moving the folsom stop from the well-being side from the in bound stop and never could go make the light i used that i heard come to you talking about this but i had to and move to the far side that is much better when you have the transit priorities that works and so i come to you not to oppose it i went through the process to introduce it e-mailing julie and malia cohen with one of her staff and whether you zones had to be complexity but telling you and muni you really should find more of these things near side stops that are adjacent - that have same intersections and
12:49 am
should be they take attitude study to understand that the near side of 28 is the 28 south bay is near side that's fine none lives in the park and not too many people come to the park and you moved i think nearly the right thing to do on the 28 you took it from let's see lincoln and that may work we near side because of traffic light and it helps the bus so i'm here to say find the near side and see when a which ones could be far side it is worth millions of time now you can prove that, please. >> thank you for your input on this one do i have a motion to approve have.
12:50 am
>> is there a second. all in favor, say i. >> i. >> opposed? none these are move forward. >> madam chair on the regular agenda and item 11 makes a request you find a stash an intersection of palou for the various transportation localities for the general plan and request for the variance parking traffic and modifications as part of palou streetscape improvement process and i've reviewed every single parking citation. >> good afternoon members of the board i'm the transportation
12:51 am
planner on this project i like to shout out to my project manager in puc in the audience and at this point i want or will start my presentation aha an oscars joke but my friend henry stole that joke early in the outreach process we heard from the community that there were several things to focus on as part of project and wanted us to focus on trying to make it lgbt better blue can feel wide at times it provide sacrifice for cars to drive fast and also sometimes provides space for cars to do doughnuts and exhibition driving people want to add trees where interest were gaps in the trees or otherwise
12:52 am
add some kind of landscaping to the neighborhood is where we have a couple of policies that are helping to drive this project muni forward we have the 23 and 24 and the 44 bus lines on the street and want to improve the safety and reliability of those lines and, of course, vision zero which we can see on the map the entire length of the blue is on the highway injury network how we got to the this point we had hosted by puc with our agency also and essentially how it went the first couple of meetings we develop this project and came up with a scope and did present the scope i think this photo from the third public
12:53 am
hearings we had planned views and holes and think medians and laid them out and breakdown into small groups and talked about when holes looked community-based and means and which ones have issues and which one community members are the experts the ones that live out this and getting the feedback was important at the point of the outreach we brought back the feedback to the office and looked at the project budget and refined the scope and adjusted the priority locations of the medians and came up with the scope we're bringing to you today there is a lot of information in the will package a lot on the screen right now and trying to get to a couple of examples of the intersections instead of going through all of them we're proposing 10 corners
12:54 am
along the corridor with a mile and a half stretch with 15 means with paving new fully assessable curb ramps and improvements and also an updated biking facilities that runs east west through the neighborhoods so again quickly this is what blue looks like right now i took this picture from the snoipd of a 24 bus and again, this photo shows the streets through one lane in both directions it feels face for traffic not the great street to be crowing and again, the stop sign along the intersections the corridor is always stopped controlled and parking on both sides of the street and this is a planned view drawing a of a
12:55 am
typical proposal for the blue most intersections receive an accommodation of bold or means or both this picture is blue in part and we'll see at the bottom left and top right corners a new corner that shortened the crossing to make that easier to cross the street and have a center mean proposed in blue down the street to kaupg the traffic and have a new proposed striping configuration that is patched lines on the street we hope will narrow the street for people driving and encourage people to slow down and want to point out that all of the corner bulbouts are at bus stops they'll be long enough to serve the front of bus and just a couple of bulk means
12:56 am
those are existing examples the that photos on 24th street and church and the noah vally neighborhood we'll see the corner bulb out this provides space for a bus so shelter and trash can and has annoyed landing areas for a wheelchair for the whore ramps depending on when you get on and off the bus the right photo a center mean another california this again goes to the intersection in slowing down the cars that make the turns so a little bit of what we have heard about the bulbouts and the mean we've heard mixed feedback from residents that express that findings parking along the blue corridor is not easy that sometimes parking our cars two blocks away is not an option and i do want to pointed out this is earlier version of scope
12:57 am
has the means pretty much up and down the corridor we tried to match compared to our input from the neighborhood our collision data in the budget to prioritize the bulbouts and means and we did hear that again, people want to make that easier to cross the street a little bit more pollutant to walk down the corridor you know that is a trade off it might be worth it more specifically about parking we did receive a petition from a number of people in the neighborhood requesting angleing parking on the streets we did look at this we looked at pretty much the entire length of the blue and you can see in the early photo i showed earlier a lot of single-family units on blue that means there is a lot
12:58 am
of driveway in order to gain a lot of that concludes my remarks we need to stretch one hundred to convert the parking spaces and increase the amount of parking with angled spacing along blue palou not many parts of curve to do that there are in front of church at palou in front of the palou mini park but so foe spaces with the net gain is little if we a long time the muni reliability trade off with the aged parking presents for business on overhead wire lines we don't recommend the parking on palou we looked at the side streets for angled parking but every street that intersection palou is to narrow to install the parking
12:59 am
i don't want to also hostility the intersection of palou silver and quint this is was it look like right now and highlights the things we've heard at the intersection that feels like a wide intersection a 5 leg intersection always stopped controlled and heard from a lot of people that driving through there is not as easy there is kind of stopping and starting hard to tell when our going and this photo is the southern crossing is a long two stage crossing and across quint so quite a few tightening up the intersection and making that simple where some of the goals we've talked about in the outreach process so this is plan view shows the proposal for the intersection that cross the bottom of palou that is the concrete ear
1:00 am
proposing to build a cul-de-sack at the southern place of quint that reaches or reforms that and simplifies it from 5 to 4 legs making it easier to drive through and the really tightening up the intersection making it shorter to across from the south side of the street we've heard before that from all and feedback is mixed on this one many residents use gwyneth as a north-south own the intersection we've heard that people like to use it as a north-south to avoid palou and get to points out farther northwest for the 101 at bayshore this was a shortcut that people used that's one of
1:01 am
the concerns we've heard and we've also heard that people have a traffic signal would rather see that getting back to the original goals to tighten up the intersection and make that easier to walk through we feel that the cul-de-sack design that achieves those project goals and other retained have been supportive of those goals as well so after the 5 community meeting and refining the scope we brought this page to a public hearing in november we did do some notifications trying to get people to the public hearings and the feedback was mixed leading up to the hearing he heard a good booefrt hearing the project team received e-mails and reports some e-mails not in support and of about the thirty people that showed up most of them showed up to express concerns about
1:02 am
parking and angled parking having said that, we do think a number of safety benefits asized as i mentioned palou is the corridor we will be as a matter of law means to calm the traffic and address a lot of the the collisions we've seen i didn't specifically mention 3 but third and palou is a high collision for the buses we have a striping proposal to address that as well i briefly touched on that before the east west biking facility is own palou and our project proposes to remove things and construct the dedicated badges from the south which helps to remove a lot of the bike friction we see out there and the project is also compatible with a lot of the future growth
1:03 am
and old candle stick point areas so this is our project schedule that is pretty ambitious if we have the next two milestones in the next few months ideally start construction in october of this year my e-mail and marcies e-mails have there if you need to follow up with us that's all. >> thank you directors any questions before public comment. >> yes. >> on the medians you showed examples is that back that the design you'll use or i'm asking mostly from the assessable from the wheelchairs and it is going to block - if it will impede the access. >> we don't plan to have the medians extent into the crosswalks. >> so some of the concerns around the parking situation you
1:04 am
guys have traffic counts or look at the clathsdz going on in the area. >> yeah. we did do traffic counts especially around the silver after the afternoon traffic is low around 5 thousand cars a day and looked at it did parking invent there is 4 hundred and 33 - 4 hundred and thirty that concludes my remarks on the entire mile and a half stretch 95 percent of parking will be retained. >> thank you move on to public comment. >> ms. bloomer about 11 or 12. >> go ahead and do two minutes so when you have thirty seconds you'll hear a soft tone and when your time is up you'll hear a
1:05 am
louder chimney then i'll cut you off first speaker. >> madam chair the first person (calling names). >> hi i live on palou and new hall been attending those neighbors since 2015 at present diagonal parking on pa lose at - >> there we go this is what we have i parked my van we gained 2 1/2 places it works well and narrows the road and acts as a traffic calming measure we like it the
1:06 am
neighborhood likes it i submitted a petition with 5 hundred signatures to the board or to sfmta and we would like to have and keep our diagonal parking we requested we know that we will although it will be nice to add diagonal parking with the legislated of palou we're not asking for that we're asking for the diagonal parking in four locations an pa lose west of third street that is phelps park, here where they'll eliminate the parking for a bus bulb out withhold to have a diagonal parking that is over three hundred feet and then have the area that with the caltrans
1:07 am
250u78 that also can be diagonal parking we can improve our living situation there when we have another area here at the end of between iran kin and gwyneth no selby a lot of parking there we can add diagonal parking and again like i said a traffic calming. >> thank you, ma'am. >> next speaker, please. >> (calling names). >> good afternoon, everybody my name is johnny i live on decreeing done by palou i and in my neighbors we oppose to close
1:08 am
the street i live 36 years over there and no improvement of the area but right now you know that 51 to improve at least they can improve it and make the sidewalk you know leave place for pedestrian and with the traffic light it is very good for us and very safety improves the safety for everybody and then we need parking space over there close to the street we lost a lot of the parking space and hope the city about do this for us we really you know the city can help us to improve our area you know this for petition you
1:09 am
know confusion is very important to solve the problem but not close the streets but us to use is a street is for use not for closing you know that is role the city can help us to improve it >> thank you. >> next speaker, please. >> (calling names). >> are you here. >> allen. >> doesn't look like he's here. >> wait there he is. >> sir. >> i live on the street two
1:10 am
years. >> 20 me and my family oppose the gwyneth street close because we need the space in front of my home of the parking it is really short of parking space in our area we want to require other options instead of the closing of kwi7b9 street with the as a matter of law of the traffic lights of
1:11 am
cars and crosswalk signal light and petition shop the confusion the problem we urge you to seriously to consider it thank you. >> thank you. >> next speaker, please. >> (calling names.) >> i have to say i work with. >> start again, sir. >> go ahead. >> i said in the stop people seeing in san francisco does brain damage bulbs don't do that but people can get off it is
1:12 am
effective in the downtown area plan i've spent $1,600 to beautify the area and it looks the same another waste of taxpayer money; right? not going to solve nothing and allowing multiple aspires didn't makes sense it takes up parking before i leave the cross over is going to be x 3w5i9 for other ways for the city and county of san francisco i seen it change cars inside so thank you. >> thank you. >> next speaker, please. >> (calling names). >> so i get two minutes. >> all right.
1:13 am
just a minute i have to open my notes, please >> can i start over get my full two minutes thank you very much thank you all right. two things living in the bay area local love it there almost all the time with no place of park say what don't want to bark but what you saying that ain't good we need angle parking is what we need we get the best the stuff you want we got the bay and not clean air we got art in our open town say what no place to park what do you mean no place to park give angled parking please thank you
1:14 am
my second minute i'd like to point out that as joann said the aged parking will add a lot you need to do widened the street up and down palou put in angled parking other than my block will increase 2028 that is a huge incentive for nice hard working and oriented people that want to more often i have a lot of long term neighborhoods and the biggest exclaim we have is that it is hard to find a place to park especially the neighborhoods that come home late i hope you'll reevacuate that but i think that all up and down palou will be nice and should come out and check out the murals we have at opera house occurring so may not want
1:15 am
to come back and sing there we have the best sunshine a nice place to live >> thank you. >> next speaker, please. >> (calling names.) >> the last person to turn in a speaker card. >> good afternoon board of directors i'm coming on behalf of the residents at the gwyneth street i'm coming because we have spoken in opposition to the proposals we suggested they put speed bumps that will slow down the traffic or put a stop sign by gwyneth that many of the residents have lived on the street over thirty years have requested but it has failed on death areas i'm concerned when we spoke to sfmta put a stop
1:16 am
sign that avoids all of this and other suggestion you cul-de-sack that area let me what will will happen people will abandon cars and r vs we often see in our community that is a concern for us now this meeting was held today something you guys may know they sent out notices on february 28th last tuesday that room would be filed with people that oppose this proposal like it was on november 18th you have over thirty people from the community come out i'd speak their opposition this is a a part of the the issue with the community we're often not properly noticed with that many it closing don't approve this proposal thank you. >> thank
1:17 am
>> (clapping.) >> next speaker, please. >> (calling names) >> herbert wiener i think as an outsider i don't reside in the area of concern but have concerns one thing where is the police fingering in and the traffic bureau you can consultant with the traffic bureau at all i think they have valuable input and secondly, i noticed there is an absence of the people that are concerned directly concerned with the race speaker hit the nail on the head and also ones this project is implemented which i hope it is not will there be a chance for public comment for the modification i don't want to see this and the fourth concern you're concerned about traffic death you implemented similar projects throughout the city have the traffic deaths declined
1:18 am
have the traffic injuries declined significantly we have no sales tax to the environmental epidemic and i don't know that things are improved the psychiatrist behind it from you can't solve the problem make that worse and it has happened therefore you know mta fills it's title and more train wrecks ahead. >> thank you, mr. wiener. >> the last person to turn in a speaker card. >> hello, everybody construction of it all condo and homes adding extra rooms and in-law units accommodate two to four families yes our families may have 2 to 5 cars for work medical needs and seniors and schools and other needs crowded
1:19 am
parking has resulted in sidewalk parking and double parking people in my neighborhood work from 2 to 3 jobs and a children needing job care arrangement we need our parking the sfmta appears to be beyond a hostile effort to fool us with the beautification to rob us of our parking it is expensive to work in the city people worked two or three jobs and taking children to school and caregiver to come home and find no parking transit is no the visible method of transportation we need our parking sfmta please stop taking taking away our parking while the sfmta wants to the fatality people get stabbed and shot and beat up and robbed on the buses
1:20 am
all the time par what did that don't the driver keeps on driving and people get killed by muni and nobody topped get rid of of muni will it didn't make sense to block the access he noticed that beautification end up with trash and planets dying new come street looks terrible we do don't need to lose the parking replaced by cul-de-sack and a mass of weeds thank you thank you, ms. gale any more public comment seeing none, public comment is closed. directors i assume we have questions i'll ask mr. ross even
1:21 am
to come back up. >> embed director borden and talk about the cul-de-sacks i don't see we talk about that in the community like an intervention. >> where else do we do cul-de-sacks. >> it is one the few i've seen in my experience with the sfmta we did look at a number of ways to tighten up the intersection or otherwise redirect the approachs palou comes in at the 45 degrees but really it is the 5 legs it presents the problem that's what gets back to the original question when again, after drawing up the configurations evacuating a traffic signal for feasibility that led to us the cul-de-sack that simplifies the intersection best. >> maybe we can try i mean it sounds like the community what
1:22 am
was the why didn't that happen he know the process by which that happened. >> the intersection of palou and silver is so stop controlled and the stop sign is for gwyneth and i'm not what the history behind that one i can definitely check. >> an intern spreejs we can try i think the issue is around something is a problem in the neighborhood and happens a lot as dead end streets in other neighborhoods is there some sort of intern we try both. >> we can civil grand jury check into that i can't say for the landscaping it comes with an be agreement between public works and the project area that is something that is on the project teams radar as the
1:23 am
existing problems that of dumping and nobtz making it worse. >> and sound the landscape will have a problematic. >> i'm not familiar. >> and on the question of diagonal parking artists there places not saying the whole corridor we can do diagonal parking but other finally and i mean near the caltrans tunnels it is industrial or parks not a lot of driveways do we look at adding diagonal based on those corridors. >> that is on the finally muni park another initial project goal we heard about it people in the neighborhood where if we can do anything to improve the street crossing and tie-in shaping on the new head bottles
1:24 am
to make it a gateway before i into the park that was something that the people wanted us to do in that place we have a project proposal that directly conflict that the installation with regards in front of the community garden we identified those spots but if you spaces along the corridor to add the diagonal parking with a net gain the parking not much compared to the pedestrian safety we didn't recognize putting it in. >> at least in the areas that makes sense this area didn't have the best transit yes, they have other buses we've identified but takes the longest to get to any part of city i know an organization for a number of years and know that is really difficult to get around for a lot of people and there are a lot of people with cars because of that i really like us
1:25 am
to not sowing the desire corridor but to put in diagonal parking on taraval street and have a consideration for the neighborhood. >> yes. we can certainly check those two locates that were pointed out. >> director. >> i think that i guess i wanted to hear more about the cul-de-sack versus but it sounds like the neighbors are looking at those options and maybe along with the like the speed humps it was the forks weighed begins in slouks. >> a couple of things as part of analysis one being a typical traffic signal warrant which it is basically a 9 forms we fill out with the traffic data and he did pedestrian counts as i mentioned before the traffic flow the traffic volumes
1:26 am
everyday on palou are although this is one the main factors to not recommending that and the goals to tighten up the intersection and make that easier inform cross for people walking especially along the south side of the streets we felt that really building the cul-de-sack and adding the median on the approach of palou will calm the traffic as opposed to to installing something. >> i want to make a safer but it is hard when you have the members of the public here to speak i mean no way so there you go. >> thank you. i think the biggest issue is safety in my mind the project advancing addresses that very well i know the number one, issue it the
1:27 am
parking around the city but in my mind safety is always first. >> director. >> i hear the concerns and deeply appreciate everyone it came out i do enjoyed the rap i wish we would have more of that at the same time the situation that that community is experiencing weren't to the problem of having too many cars and not enough spaces the transit is the not as effective as it could and should be the mode copy peels people to feel like they have to drive not a viable choice as of yet and the only way to provide a viable choice to apart if 3 to 5 cars for a residentcy to create a mode that is competitive with
1:28 am
cars that actually lows allows for people to be clients to take cars and that means trade offs the pitfalls at the speed up the bus loading overall they make everything safer for everyone by slowing down traffic if you will, and allowing for more level boarding and more alleged boarding so many benefits to it that actually result in better transit overall making it more of a viable competitive option for folks the parking needs i think are not something we can ignore we're - the transition to more ridership away from all the cars is not going to happen overnight or a few bulb outs or modifications of the streets
1:29 am
i think that is also requires better parking management that we have there of the parking that is available so if you would mr. rob let me see talk about the management systems for the stereotyping if there are any and what options might be explored in addition to the vetting out of parking in the future works this project might allow for it but any other parking management strategies that community can look at with respect to making that limited parking that is available available for folks that needs it most when they need it most as opposed to to a play scare for vehicles stored or dumping happens or whatever might happen that is limiting the best use of that parking. >> yeah. i think you adopted on a few of the facility issues out
1:30 am
there the storage of vehicles and not no one r pd area that can be looked at but we can certainly double back that the parking team and look at it more comprehensive to better manage of the parking. >> i've said this before and really feel it is absolutely impest as we prop to finalize the challenges that have been vetted we approach the communities reilly and offering alternatives to the conundrum we're putting it parking is a challenge i know that and you how frustrating when our driving that's why i gave up cars; right? we couldn't find spaces to park in the city that is really challenging so when we guess to a community we talk about taking aware away the
1:31 am
parking and not provide more management we were shortchanging the community we need to come with a strategy addressing the concerns be they - their valid and need to approach those much more comprehensively how can they begin to understand what parking options are available if we're not presenting them as part of the page and defer to what 33 might know and defer to the woman that came with the 5 hundred petitions i think that though we need to make sure that every is informed to the true alternatives and not communicate we're just sing a song full of the hope that the present has brought us; a petition against it hey the mta is presenting alternatives like parking permit and limiting that concludes my remarks with specific housing with or whatever it might be so the parking is better managed for people that need it when they
1:32 am
most need it i'll support this as a goes forward with the caveat you follow-up and make sure we put the whoever is managing that parking in touch that the community members to have something to fall back on as opposed to to being on their own and findings for diagonal parking it from it is viable i feel i like the cul-de-sack option because dumping and loitering and all those negative association that we have with cul-de-sacks happen in a dead i understand not dead end to an intersection with people traffic vs. that with traffic through through everyday it is a different go situation in the traditional cul-de-sack that folk are starting to think that
1:33 am
might happen here so the perspective of not closing it off but opening up to pedestrians and people that are riding bicycles in a way that they don't feel safe doing so, now without the system they're proposing so i like the fact it is going forward we really feel we don't like it go back on the future but like the districts we are headed and support it but i feel that we need to do a better job of presenting the community with solutions for the problem i think eventually we'll cause for some people before they make the transition not to a better functioning situation than they have. >> director hsu. >> thank you i'm also sympathetic to the concerns with the families that have to get kids to school and
1:34 am
come home late at night i'll director bordens thought grandchildren one hundred feet keeping in mind that safety is the priority to add to locations to satisfy parking i support a lot of the aspects i like of this overall. >> thank you very much director hsu. >> i just want to again reiterate this project does come down to the safety improvement and as director nolan noted we're really going to consider safety and as we feel people are safer walking, biking, and transit we'll not be able to get a handle open the conversation in the city from all the statistics it is our children and seniors who are most
1:35 am
negatively impacting seriously injured and killed until we calm the corridor and make people feel comfortable i don't mean the washington school this project will repair and repave it as well that will help with safety issues and the sidewalks and the curb boubldz and curb ramps i'm in support i'm hearing from the board if we can look at the parking management this is a at home with this board for the last 6 to 8 months we like the project and want to look at at parking management options to see if there is anything that can be deposit to help manage the parking i think we've seen like we've never provided enough
1:36 am
parking the demand will increase for the spaces we need to look at what we can manage it sounds like that is possible do i is a motion to approve. >> a second. >> oh, director. >> i'm not going to support the motion i'm not in support of the safety we've not done due diligence around the 3w0ub89 be r bulb out i'd like to see us get a report on the investigation of the diagonal that concludes my remarks and other interns related to the bulb out related to the cul-de-sack if something else can be done i'll not vote for the motion. >> but before i put this to a vote can we agree with further parking management and a follow-up on this project in an
1:37 am
appropriate in the amount of. >> and can we feel clofbt o comfortable there will be some kind of outreach to help the community better manage they're parking this is reasonable and can we be assured that will happen all right. ms. bloomer a roll call vote. >> director borden no. >> director brinkman director hsu director nolan director ramos director rubke that's 5 votes in the future active and one in the negative that item passes. >> thank you director. >> madam chair directors that concludes the business for today. >> thank you for those who
