their proactive approach to regulation. we want to be regulated. i have a role to craft safety and to protect the public and make sure those safety requirements are enforced throughout the company. as an operator, i'm with the robot on the streets. i walk the sidewalks. i interact with the public and i educate them about what we are doing. i'm excited about the civic applications that marble has to the city of san francisco. we are interested in data sharing, working with non-profits and improving accessibility throughout the city. marble is committed to being a san francisco company. i both live and work in san francisco and i hope that can continue. i want to also say that i appreciate the frameworks we are setting up and i hope that we can continue to move forward and find a solution that works everyone and protects public safety. thank you.

>> public: my name is fran taylor. i'm co-chair and retired member of the typographical union which i mention. i want to remind you that the people will be attacking are also workers. i support the original total ban. i have long suggested folk who is lack a home should get a tent in the shape of a car and no one would blame them for blocking the sidewalk. i have never heard an elected official complain when a car forces a pedestrian to walk in the street. we can never get by. nobody cared. similarly, if you are tired with nowhere to go but the sidewalk, officials aiming for higher office have an answer for you. let machines run amuck in the same space and watch those same officials fawn over them. new technology, innovation. my second suggestion is the

tired humans should dress themselves as robots if they want to be left alone. what does this say about san francisco? if you are a human in public space, you are swept away, ticketed or even in the case of luis pat, shot to death by police. if you are a machine obstructing our sidewalks, we will praise you to the sky and find excuses for the harm you do. if you are elected officials supporting machines over people, giving priority to robots over pedestrians, i have one final suggestion. let's just cut out the human element all together and go straight to robot supervisors. >> not a bad idea. francisco. one in marina district. i work a lot with delivery and deliveries is really important to my business. i want to tell you why i support this real quick and first of all, i am the president of merchant association. i'm also on the board of the merchant association. i'm active for business and measure chants and i really -- merchants and i really support any business and especially a beautiful new idea like this in the city of san francisco. i recently in my place in the marina, replaced at least ten delivery drivers in the last year and it is all because i can't compete with what they make with uber and lift. i ended up not delivering anymore. i'm just relying on the delivery companies to take my food to the

people. this innovation or this new invention will help a business like mine big time. and it will help me stay in business because i cannot afford anymore to hire people to deliver the food. i cannot compete with what's going on in the city. [bell]. >> public: when they first brought the idea to me, from my daughter, i just jumped. i am like one of those people drowning and someone -- like a boat came over to help me. it is really helpful and i would really like to support it and hopefully it will go on. all they are asking for right now is just to test it.

thank you. >> thank you. julie. 170599, jim, david. >> public: good afternoon chair ronen and supervisors. my name is josie and i'm is senior community organizer and walk san francisco. as you will recall from the previous meeting on this item, the community had great concerns about the impact of autonomous delivery vehicles on the safety and mobility of pedestrians. we would like to thank supervisor yee for starting this important conversation and forgetting -- forgetting ahead of the problem. we ask you to support this legislation today.

at the same time, we ask you to ensure that those limits are robust and truly ensure that pedestrian use of the sidewalk takes precedence above all other consideration. once we let these vehicles on the sidewalks, it will be hard to get them off. getting this right and being cautious is imperative. we will be asking you to very seriously consider the following things in your discussion today. one, how this will pilot program be enforced? if we allow some vehicles on the sidewalks who will enforce the location of the vehicle as being ahered to. and the maximum number of vehicles will be nine. we ask you to be consecutive in the number of -- conservative on the number of vehicles allowed. thank you to providers for your thoughtful consideration on this topic. >> thank you.

>> public: good afternoon. san francisco chamber of commissioners. supervisor yee, thank you for taking a second look at this and working out what i think we were seeking from day one, and that is reasonable regulation in a test stage. i know what is pending is a broader civic working group on technology as a whole. and i think the chamber small business resident civic organizations are more than willing to sit down with the supervisors and city departments on looking at about appropriate regulation across the technology spectrum as new industries get nurtured in san francisco. but we appreciate you recognizing supervisors and your colleagues that have co-sponsored the legislation that there's a role for a limited amount of testing, properly regulated by the department of public works to allow this industry to continue to model as it has to on sidewalks to assure that we are part of the development of this.

whether it is rolled out in the future, how it is rolled out, that's an issue for residents, businesses, elected officials to deal with in to coming years. but thank you very much for the direction you are going today. >> public: thank you. my name is david and i represent star ship technologies. i was here last month and i want to once again thank the board and the staff for their willingness to engage us on this matter. as i mention before, starship technologies are an international robotics company. we are operating in five countries. we have had about 11 million human interactions. about 66 thousand miles operations and we deliver thousands and nows of projects. supervisor yee, i want to extend a personal thanks on behalf of the company. when we came to you and asked to come up with a framework that

would work for the city of san francisco and for the company. we were delighted with the reception we received. by way of background, starship is active in five states here in the u.s. and we have never once operated without having obtained local permission and authority. in fact, i have been personally involved in the legislation that has moved through these states and we have insisted that the state actually permit local governments to make exceptions and to have local control. even when we were offered to have that exempted, we insist on that because we believe each jurisdiction is different. what we have here is a process of reasoning. elected officials of san francisco believe that this is the best framework to allow this new technology to be introduced and we support it. i will say that as a former elected official, i spent five terms as at large member of the city council in washington, d.c. i appreciate the challenges of wrestling with constituent concerns and embracing new.

i chaired the committee on health and saw firsthand how this technology i believe will be helpful to our underserved by lowering the cost of delivery of necessary items that help people, especially low-income people stay in their ohm and produce a better quality of life. this is new and we very much appreciate the ability to reason with one another and come up with a framework. we are supportive of this framework and want to thank you for your time today. thank you. >> thank you. >> public: members of the board, thank you for taking the time. i'm with the company post mates. i actually just moved to san francisco recently last working in the obama administration and i didn't anticipate spending this much of my life talking about robotics but we are here. if we walk away with this with nothing everything, i discovered

supervisor yee and i share a mutual admiration for sofa. we are not a robotics company. we are small business enabling company. we help local retail like the gentleman that was speaking earlier distribute their goods around town. in the city of san francisco, as the town has seen a 35% decline in retail sales, merchants on post mates have seen an increase in revenue. we appreciate the strides in progress that supervisor yee has offered us. you run a multi-stakeholder process. we are not asking to move this in a transformational direction, but all we are asking for is to have an additional dialog about what is the right way way to

balance to help businesses distribute goods. your staffer, jennifer was kind enough to e-mail that this morning to get our views. we look forward to that continuing dialog and conversation. and at the end of the day to some individuals speaking previously, we are not asking to be inoculated as another company. how does local retail compete and we think we can help in a meaningful way. >> thank you. are there any other public comments for this item? >> supervisor ronen: public comment is closed. supervisor fewer. >> supervisor fewer: thank you. i just want to state for the record that quite frankly, i don't see the need for robots on

our sidewalks. i'm just going to say that i just think that we have delivery service. we have those services to deliver medications. this is the most ridiculous reason that people say we need robots to deliver medication when quite frankly i can get my medication delivered any time from kaiser and they actually walk it up my stairs. as most seniors or people who have just been released from a hospital would want. also, i'm 60 years old. maybe i'm biassed. i like to have a sidewalk that is actually cleared and that is free for people with apparatus such as walkers, but also strollers that would have access to our sidewalks. i think when we start blaming strollers, we are in trouble. we have food delivery, we have door dash. we have grub hub.

we have eat 24. we have a lot of food delivery in san francisco. i don't see how this curtail as small business's able to deliver food when we have all these companies that do food delivery and many do it on scooters that have zero emissions. so, i'm just going to say personally on the record i don't see the reason for robots. however, i'm seeing that actually many colleagues on my board actually do see a purpose for delivery and i just want to thank supervisor yee for taking a broader look at this, first bringing this to my attention. and also for working so hard to come to an agreement i think strivers to pro-- strives to tro -- protect the sidewalks. the suggestion for taillight

social security a good one if they are going to be operating all hours of the day and night. i think taillights are reasonable to ask on a robot. i'm sure whoever is designing the robot can put some taillights on there. and also i think that 70% of my -- of golden gate park is my district. and i haven't run this by our general manager of the park. so, i would like to exempt golden gate park from robot use just until we can actually have a conversation the general manager of the parks to see whether or not this is something conducive that we would want in our parks. i hope that is something reasonable. also, i have a question now that someone just brought it up about large events. are we allowing robots during

large events? i have large events in my district. is there language in here, supervisor yee, that actually addresses when we have large events, whether or not robots will be -- for example, rallies, parades, those type of things. >> so, the legislation states that that he could actually do the -- they could actually do testing for research and developments and not for deliveries in pdr zones. so, those zones generally aren't the places where they have large events. >> supervisor fewer: okay. >> for instance, the park is not a pdr zone. you don't have to really talk to the general manager because they are not allowed. >> supervisor fewer: they are not allowed. okay. that's great. because i'm just looking at this when it says permitees shall

only test devices on sidewalks -- so, they must meet a, b and c. it is not either one -- i mean, if they -- not just a or not just b. but it must meet sidewalks that are a, b and c. is that correct? >> right. >> supervisor fewer: okay. thank you for the clarification and i just want to say thank you for taking the lead on this and actually having the forsight and standing up also for all the people that use our sidewalks to permit this. but also have some is regulation which i think is really needed when we have new technology coming into the city and county of san francisco. thanks, supervisor yee. >> supervisor ronen: yes. i want to echo supervisor fewer's comments. supervisor yee has been very bold and visionary in this

legislation and i was prepared to support the complete ban on the sidewalks. but i appreciate the permit scheme that you have developed together with the companies. i think it is limited and reasonable. and i think that this is a real difficult issue. hearing some of the public testimony today, it was incredibly compelling and i appreciate it. and perhaps at some point the public will want to go to the ballot, depending on how this all plays out on the streets. but in the meantime, i do think that this compromised measure that you negotiated, supervisor yee, it is a good one. and i'm prepared to support it today. so, thank you. >> thank you. first of all, i want to

reemphasize that the amendments aren't in a direction where we are saying -- we are giving up our sidewalks for just delivery purpos purposes. maybe these devices will end up doing that, but what the amendment does is allow for companies to do some research so that if whatever they develop, it is something that is attractive to other locations. they are able to have something that can be manufactured in san francisco. and it might be something at the end of the day where these devices will fill proper infrastructure and the development right work in san francisco. i don't think currently that's the case. i feel like the -- somebody mentioned about data collection. that's why we built in, in terms

of the testing itself that the companies that test need to give us the data they collected and see whether it makes sense or not. so, we are getting ahead with things like uber and lift basically fighting tooth and nail just to get information to us. so, i'm happy i was able to work with some of the companies to limit what we are going to go in san francisco. and i'm also happy that we have some legislation to look at those guiding principles and setting up a task force for future types of technologies. and really, i do appreciate supervisor ronen in all this as sort of a thought partner and really heavily having her staff

be involved with thinking out some of the issues. even the idea of having these principles was really a great partnership to have supervisor ronen and her staff to say, well, maybe it shouldn't be just about one thing and absolutely correct. this is really the tip of the iceberg. i'm just seeing future developments in technology that may -- that will eventually impact the quality of life for residents in san francisco. i'm not alone. we don't know what they are right now, but we need to be prepared for them. so, those are the amendments. i don't know why or if we need to continue -- have an extra meeting on the amendments that are suggested. can you explain that? >> sure. deputy city attorney.

given the breath of the amendment and will require an opportunity for public comment. >> can we have that continue at the next meeting? >> supervisor ronen: should we take a motion to adopt the amendments? >> yes. before we adopt the amendments, i promise will i never require robots to do salsa dancing. >> all right, good afternoon, what a beautiful day it is in our city and every year around this time, we see more visitors who are coming to san francisco to shop. we are a destination shopping place for people and while everyone is shopping we want to make sure that you have a really great and enjoyable experience so today we'll talk go all the additional resources and things the city is doing to make sure that experience is the greatest one can you have and do your shopping for your family and all the people you shop for and just last week, we actually had the lighting ceremony for the snow flakes and as we go in to the holiday seasons, there's several

more events that will be taking place and most importantly, is to make sure while you are down here that you feel safe and that you really enjoy what you are down here for and so at public works department, we are going to be adding a lot more addition al resources here downtown especially from the hours from 11:00 to 9:00 you will see more street cleaners around here to make sure that you know when you walk around everybody is clean and your trash cannes are clean and we'll add some additional steam cleaning and night crews will be here making sure that the city is presentable for the next morning and so we're going to do everything we can to make sure the downtown area is nice and presentable and you will hear from our police chief he is going to talk a little bit about safety and the man who heads this and the man who started this program 17 years ago when we started with nordstrom there was a small group started this

during the holidays is no one other than our mayor ed lee, please welcome here. [applause] thank you, muhammad, mr. clean. you know the theme of course every year in association with our union square association our chamber of commerce were here today is that we want people to experience safe and clean holidays and so yes, we'll invite and union square attracts millions of visitors every year and they're not going to ever get less because this is just a center piece for our city and so we expect hundreds of thousands of people to be here over the next four weeks and it adds over $6 million just in the next four weeks to our economy and it works because our police department is very alert and of course they're going to give a lot of hints out but people just have to be smart when they're bringing their families and their friends in from town down

here just be alert and listen to every piece of advice that the chief, his commanders, his captains and staff because they're walking this beat along with all of our wonderful, beautiful, red embassadors that are behind us. [applause] and they're a delight to have and they've been growing over the years to accommodate all the families and people that are down here with information guides about where to stop and where to get the best bargains right and also, just being here at this winter wonder land i know karen is excited because this wonder land grew out of the need to have a place that was outside of the construction immediate zone or to change that zone for the holidays so john is glad to do this more tor yum and we'll talk about extended construction later on and during the central subway construction, i think we used our innovation to really work together to

invite people down here and hose up that construction for a period of time which starts now and won't end until after the new year but this is calm and quiet and you will hear less about construction and more about the voices of our family and kids and people just excited to run through here with all the activities on winter wonder land we're here to make sure it's not only safe but clean, welcoming environment, helpful environment and there were be hundreds of thousands of people down here thankful a wonderful fund and we're encouraging everybody to take advantage of this winter wonder land and all the excitement that happens and also shop locally and make sure you spend time and all your merchant

[applause] >> good morning, thank you. so i'm going to repeat a couple things that have been said and first of all, this is my favorite of time of year because the mol day season is it about tradition and family and community and none of this can happen without us as a community i'm talking about city partners, the department of public works and the public-private partnership we have with the bids and the embassadors it has to work together so i want to talk about a couple things about our traditions and one of our traditions that we want in this city and we must have is that when people come here from where they come from and they come here from all over the world, we want them to have a safe

experience and a safe and clean experience and i was out here on saturday night with my family i had a great time and i got here too late for the beer garden but i was off duty. i was off duty and i missed the beer garden but he had a great time with my daughter and she brought a friend from out of town and it was a great time but more importantly, what made me so happy is that i saw the city working like it should be working. we had officers everywhere they were engage and we had people cleaning the streets and it worked like it was supposed to work so that's what we want to promote. we want to promote a tradition of safety, cleanliness so people enjoy their time when they come to san francisco and they enjoy the experience so they bring their families and their friends and couple of things of safety tips and some of this is basic and you will hear this repeated, we don't want anybody's holiday season to be torn apart by being victimized of crime, so a couple of things, first of all, when

you are doing what you do shopping or just enjoying the city, take a break from the cellphone if you are going to use it use it responsibly and pay attention to your surroundings i know this is a life line but pay attention to your surroundings i can't emphasize that enough. also, when you are shopping, when you carry around your package and when you are using the a.t.m., again, pay attention to your surroundings, if you are using your a.t.m. and putting your pin number in make sure you shield it so people can't steal your pin number and make sure if you are going to your car, that you don't leave your valuables open where people can see them and get to them and break in your car and steal what you worked so hard to buy and that is a basic thing but you would be surprised just how many people forget to do that if you return to your car, get some thought to move your car to another location and sometimes people that are out to do harm

they will watch you put your packages in the car and you resume your shopping and come back and your things are gone so make sure you do that and the mayor mentioned that we want people to have a safe experience when you walk across the street and a simple thing, obey the law , obey the traffic signals, don't cross against the red light, don't cross against the red hen this is a simple thing but you would be surprised how many people don't take that simple advice one of our goals here in the city is to reduce pedestrian and fatalities and that is a simple thing that will help in that regard and also if you are driving the mayor mentioned it, this is a season of festivities and there's a lot of spirits and a lot of good spirits around but you don't want to do that and get behind the wheel of your car because that's not going to help anybody and it's probably going to hurt more than it helps so if you are going to drive, drink don't

drive and be responsibility with your use of alcohol in terms of your shopping habits, it's always good to have someone with but, also with your packages if you happened to have packages mailed to you from where you are maleing them from make sure that you understand there are people that will steal your packages so i was at may see's so coming is delivered this week but i want to make sure i take precautions to let me neighbors know that things are coming or whatever so people will look at for each other. look out for your friends, neighbors and watch out far each other and again this is a community season so it's all about caring about and looking out for others and being

responsible in whatever you decide to do this holiday season so thank you. [applause] >> thank you so much and welcome everyone inform union square and our second annual winter walk we're so delighted to have you here and i'm executive director of the union square business improvement district and we strive to create a positive experience for all the visitors who come down here and clean and safe is our montra during the holidays. i would like to thank the mayor ed lee for your leadership on clean and safe issues all year around and muhammad may have mentioned i had the pleasure of working for mr. lee at the maintenance yard so we were cleaning up the streets then and we're still cleaning up, right mayor? and i had the opportunity to work with muhammad at the yard and still today and muhammad, thank you for your partnership year around and this area has

never looked better and we thank you so much for sending the fix- it team down here we've been working with sandra and paint the polls and remove unwanted furniture from sidewalks and paint crosswalks and it should look really great for the holidays down here so thank you and of course, we have beautiful hanging baskets now thanks to muhammad and the gateway here to union square which is never looked better with the holiday lights so thank you and last but not least, i can't forget our partnership with the san francisco police chief chief scott has been an incredible partner this year giving us additional beat officers we're up to eight officers that walk the beat every day work very closely with all of our embassadors here in red to create a strong public-private partnership together so we believe we may have some funding coming through my staff has worked hard on filling out paper work to also allow for police officers, if i say that and

everyone collectively cross your fingers on that one so, good news to come and it is my pleasure to lead the staff here of our public safety hospitality and cleaning embassador standing right behind me in red so look out for them during the holidays and they're here to answer questions and point the direction to tourists to shops and restaurants and let them know where they're going and they help with quality of life issues and they wipe off from gee tee and they sweep and paint and hmm the city comes through and additional resources on the cleaning side on the safety side it's just amplifying our effect even that much month sore we can make union square shine so come on down for the holidays here in union square, shop, enjoy the restaurants and the winter walk will be opened every day from now until new years from 8:00 a.m. to 9:00 p.m. we have two beer gardens this year we've got food trucks as you can see behind me and reindeer scooters bring the family down and, shops

[applause] >> thank you are, karen. and outside of the shopping season, there's a lot of projects on the drawing board and if you have gone down to holiday plaza you might see plantings down the rail and there's decorations that we will put up and they're getting ready to do work on the tunnel so it's a project the public works department is in and the better market street the improvement for market street we hope will break ground on but there's a lot of opportunities and lots of designs and lots of work that the whole city family is doing and in closing i want to thank mayor lee for all his leadership that he brought to san francisco you know, i have worked for mayor lee for 17 years but what mayor lee has brought to our city is really all the city departments talking to each

other, working with each other and doing team work together we make a lot of progress so mayor lee i want to continue to thank you for your leadership and bringing us all together and really you know no lines all of us in one place and trying to make the city a better place for everyone. so that will conclude our press conference and enjoy your shopping and this is the season and come down here and there's the winter gardens, there's union square, there's all these beautiful shops here and spend some money and enjoy the holiday season. thank you very much. >> this is maybe our 10th year hosting an annual turkey giveaway. but it has been so wonderful to partner with the pay your's office and the rest of the city departments to really expand our capacity across the city. once upon a time, we were only able to serve maybe 500 to 600 families and now we're talking about 3,000 across the city. [cheering] >> a lot of people need our help. so we'll help them. and we're positive about that. and we have all of these great volunteers from mission housing and i want to say thank you to them and the housinging authority for their staff today. all coming out and giving that personal touch to redents of valencia gardens. look, it is happening on every one of our sites that have public housing residents throughout the next 24, 48 hours. so, thises all about us giving back to the people that we care

the city of san francisco to help manufacturers start, grow, and stay right here in san francisco. sf made really provides wraparound resources for manufacturers that sets us apart from other small business support organizations who provide more generalized support. everything we do has really been developed over time by listening and thinking about what manufacturer needs grow. for example, it would be traditional things like helping them find capital, provide assistance loans, help to provide small business owners with education. we have had some great experience doing what you might call pop ups or temporary selling events, and maybe the most recent example was one that we did as part of sf made week in partnership with the

city seas partnership with small business, creating a 100 company selling day right here at city hall, in partnership with mayor lee and the board of supervisors, and it was just a wonderful opportunity for many of our smaller manufacturers who may be one or two-person shop, and who don't have the wherewithal to have their own dedicated retail store to show their products and it comes back to how do we help companies set more money into arthur businesses and develop more customers and their relationships, so that they can continue to grow and continue to stay here in san francisco. i'm amy kascel, and i'm the owner of amy kaschel san francisco. we started our line with wedding gowns, and about a

year ago, we launched a ready to wear collection. san francisco's a great place to do business in terms of clientele. we have wonderful brides from all walks of life and doing really interesting things: architects, doctors, lawyers, teachers, artists, other like minded entrepreneurs, so really fantastic women to work with. i think it's important for them to know where their clothes are made and how they're made. >> my name is jefferson mccarly, and i'm the general manager of the mission bicycle company. we sell bikes made here for people that ride here. essentially, we sell city bikes made for riding in urban environments. our core business really is to build bikes specifically for each individual. we care a lot about craftsmanship, we care a lot about quality, we care

been more technical. it's a great place to be, but you know, you have to concentrate and focus on where things are going and what the right decisions are as a small business owner. >> sometimes it's appropriate to bring in an expert to offer suggestions and guidance in coaching and counseling, and other times, we just need to talk to each other. we need to talk to other manufacturers that are facing similar problems, other people that are in the trenches, just like us, so that i can share with them a solution that we came up with to manage our inventory, and they can share with me an idea that they had about how to overcome another problem. >> moving forward, where we see ourselves down the road, maybe five and ten years, is really looking at a business from a little bit more of a ready to

wear perspective and making things that are really thoughtful and mindful, mindful of the end user, how they're going to use it, whether it's the end piece or a he hwedding gown, are they going to use it again, and incorporating that into the end collection, and so that's the direction i hear at this point. >> the reason we are so enamored with the work we do is we really do see it as a platform for changing and making the city something that it has always been and making sure that we're sharing the opportunities that we've been blessed with economically and socially as possible, broadening thattoday.

if you make that brick-and-mortar it is really about making you feel special and feel like a kid again everything we've done to celebrate that. >> so nonprofit monday is a program that straw runs to make sure that no matter is going on with our business giving back is treated just the is that you as paying any other bill in addition to the money we impose their cause to the greater bayview it is a great way for straw to sort of build communicated and to introduce people who might not normally get to be exposed to one nonprofit or another

involved one the wonderful members reached out to straw and saw a headline about, about their nonprofit mondays and she applied for a grant back in january of 2016 and we were notified late in the spring we would be the recipient of straw if you have any questions, we'll be happy to answer thems in the month of genuine we were able to organize with straw for the monday and at the end of the month we were the recipient of 10 percent of precedes on mondays the contribution from nonprofit monday from stray went into our post group if you have any questions, we'll be happy to answer theming fund with our arts coaching for chinese and classes and we have a really great vibrate arts program. >> we we say thank you to the customers like always but say 0 one more thing just so you know
