code to recognize transbay rooftop park as a city park for certain purposes, amendmenting the ordinance to prohibit smoking on the rooftop pack and affirming the planning department's determination under ceqa. so tjpa is a joint powers authority made up from different representatives from the city. we have primary jurisdiction over the financing, design, development and construction of the new transit center. we're nearing completion of the new transit center construction threwing a 4.5 acre public park on the rooftop of the center, and the 200 foot elevated linear park will include a variety of amenities including an open amphitheater, dining places, as well as children's play areas. tjpa has four goals for the

park. we want to create an exceptional visitor experience where the park will be a destination where the public comes to enjoy the park during the operating hours seven days a week. the park's waters come from an innovative gray water circulation system. we want to fully active vate the park for the public to enjoy activities and events on the park through the opening hours, and we want to have a safe and secure park filled with people and activities which will full the other three programatic goals. >> most of the parks in san francisco are owned by the city, managed by rec and park and subject to the san francisco municipal code. the municipal code is a well developed body of rules and regulations amicable

regulations applicable to city owned parks. since this park is tjpa, municipal management of city parks do not apply here. so tjpa issue wishes to manage the rooftop park with rules consistent to the municipal code. we request the board of supervisors adopt the planning municipal code to make the rooftop park a park subject to specific rules and regulations while tjpa maintains control and jurisdiction of the park. due to the commonalities between our park and yerba buena's representation for being a well managed park, tjpa has used it as a benchmark. with this legislation, the provisions of the park code that are generally applicable to city parks will apply to the rooftop park. for example, no camping, no removal of flowers and no

feeding of animals in parks. parallel to the municipal code's treatment of yerba buena gardens, a handful of rules would be more tailored. for example, certain activities are prohibited in the park. certain sports will be prohibited. these activities also create an hazard to people on the ground if an item accidently goes over the fence to streets and people below. the gray water system can't properly process the waist of pets. the same prediction is enforced at yerba buena gardens. please note that ocii plans for under ramp park, a 2.5 acre under ramp park that is a pet

friendly alternative. amending the san francisco health code will prohibit smoking in the rooftop park. smoking is already prohibited in any unenclosed area of any property in the city and county of san francisco open to the public and under the jurisdiction of rec and park or any other city department. if the property is a park or other property used for recreational purposes. in this case, the city department will include tjpa with respect to rooftop park. also parallel with the approach applied at yerba buena gardens, the tjpa would retain ownership, jurisdiction and control of the park, so tjpa has established park hours. winter hours are 6:00 a.m. to 8:00 p.m., and summer hours are

6:00 a.m. to 8:00 p.m. tjpa would designate persons to perform functions for the rooftop park which are otherwise performed by the general manager of san francisco recreation and park department for any other park in the city. we anticipate that the best way to maintain an inviting and safe atmosphere in the park and to ensure compliance with rules and regulations is through a layered security program that includes jishs u includes use of ambassadors and security. they'll have the power to cite and arrest and refer people to appropriate social services. ambassadors will act in a combined safety and hospitality role, providing a friendly and helpful resource to the public, giving directions and informing park users of rules and regulations, difusing potential

conflicts, and connecting those in need with appropriate social services. tjpa will also inform the public of the rooftop park rules by placing signage at each entrance to the park. in closing, tjpa staff requests that the public safety and neighborhood services committee recommend to the san francisco board of supervisors amend the park code to treat the rooftop park as a city park for certain purposes, amend the health code to prohibit smoking on the rooftop park, and to affirm the planning department's

children's games. the park is intensively planning -- it's 1400 feet long but very narrow. it's also 70 feet above the surface, so the streets around it and the sidewalks, anything goes over, it could seriously injure somebody, so the athletic activities are going to be small children's games only. >> supervisor ronen: and then what did you say about wheels, conveyance? i didn't understand that. >> we are banning wheeled conveyances from the park because of the structure. if you saw the park, it's very intensively plant does, ed, sos really no room for anything wheeled. wheelchairs and strollers are allowed. we've taken ada into account with both service animals and anything else needed.

way, fighting for social justice or advocating for the environment, our city serves as the example and leader many times over. and this year, it leads the nation again, but for a new reason. being the most supportive city of nursing mothers in the work place. >> i was inspired to work on legislation to help moms return to work, one of my legislative aids had a baby while working in the office and when she returned we had luckily just converted a bathroom at city hall into a lactation room. she was pumping a couple times a day and had it not been for the room around the hallway, i don't know if she could have continued to provide breast milk for her baby. not all returning mothers have the same access, even though there's existing state laws on the issues. >> these moms usually work in low paying jobs and returning to

work sooner and they don't feel well-supported at work. >> we started out by having legislation to mandate that all city offices and departments have accommodations for mothers to return to work and lactate. but this year we passed legislation for private companies to have lactation policies for all new moms returning to work. >> with the newcome -- accommodations, moms should have those to return back to work. >> what are legislation? >> we wanted to make it applicable to all, we created a set of standards that can be achievable by everyone. >> do you have a few minutes today to give us a quick tour. >> i would love to. let's go. >> this is such an inviting space. what makes this a lactation

room? >> as legislation requires it has the minimum standards, a seat, a surface to place your breast on, a clean space that doesn't have toxic chemicals or storage or anything like that. and we have electricity, we have plenty of outlets for pumps, for fridge. the things that make it a little extra, the fridge is in the room. and the sink is in the room. our legislation does require a fridge and sink nearby but it's all right in here. you can wash your pump and put your milk away and you don't have to put it in a fridge that you share with co-workers. >> the new standards will be applied to all businesses and places of employment in san francisco. but are they achievable for the smaller employers in the city? >> i think small businesses rightfully have some concerns about providing lactation accommodations for employees, however we left a lot of leeway in the legislation to account

for small businesses that may have small footprints. for example, we don't mandate that you have a lactation room, but rather lactation space. in city hall we have a lactation pod here open to the public. ♪ ♪ >> so the more we can change, especially in government offices, the more we can support women. >> i think for the work place to really offer support and encouragement for pumping and breast feeding mothers is necessary. >> what is most important about the legislation is that number one, we require that an employer have a lactation policy in place and then have a conversation with a new hire as well as an employee who requests parental leave. otherwise a lot of times moms

don't feel comfortable asking their boss for lactation accommodations. really it's hard to go back to the office after you have become a mom, you're leaving your heart outside of your body. when you can provide your child food from your body and know you're connecting with them in that way, i know it means a lot to a mommy motionlely and physically to be able to do that. and businesses and employers can just provide a space. if they don't have a room, they can provide a small space that is private and free from intrusion to help moms pump and that will attract moms to working in san francisco. >> if you want more information visit sfdph.org/breastfeedingatwork. ♪ ♪ .

knew nothing about auditing >> in my mind it was purely financial. with people that audited the pain no one wants to deal with it >> now i see a lot of time explaining auditing is not just about taxes. >> oftentimes most students believe that auditing is only financial whereas when they come into a government environment we do much more than financial audits. we do operational audits that were looking at the operations of the department for economy and efficiency and effectiveness. >> when i hire an intern some of the things that i am looking for first of all is is this individual agile and flexible because i am our environment is so fast-paced and where are switching from project to project depending on what's going on in the government at any given time. >> primarily i didn't with audits on utilities management
