us to work with barbara, to work with the city, the county, and to continue on our quest here at st. mary's to impact and change health care in this city in a way that allows us to serve the most needy and the most vulnerable. as has been said, all of you know, mental illness is one of the most vexing, complicated and critical challenges, not just facing us here, but facing our nation. but we, together, here are doing something about it. i will never forget the call, because i got so many of those calls, from the late mayor ed

lee. and when he calls, you take his call. and he said, lloyd, and i said yes and he said i need your help. when he says that, it's not just i want to have a consultation with you. but he explained what he wanted to do and he said, i need partners and you have been there before, and i need you to step up now. so this collaboration is a significant health capability that through partnerships we are together about to present to this city. and i just want to recognize and thank the incredible work of the hospital council and the city's emergency department physicians for helping us identify, not

just the need, but the specifics of the issues and for pulling us all together to stand here today to do something that i think history will show was one of the significant events in the journey of this great city. thank you. >> it was one of the saints, thank you. st. francis, medical center, it all comes together. but i think the point of this is this is not just talking about doing something about mental health, this is doing it. and i am so proud of our affiliation at ucsf with the city, mayor lee, who was a special man, mayor farrell, potentially future mayor breed, all the people in the city who have really helped us move forward and make something important happen. but i do want to spend a moment talking about dignity health, what an amazing organization it is under lloyd's leadership, the team at dignity health is spectacular. always focused on doing what is best for the community. and at ucsf, we believe that's our calling, putting the needs of the community first and trying to address those in every

possible way. as barbara garcia said, we've enjoyed a fantastic 150 and we weren't there in the beginning -- >> no, we were not. >> close. 150 year membership that is the envy of the medical centers across this nation and we want to build on. i want to acknowledge one special person, so many special people, dr. jackson, who is our doctor for behavioral health services. when she came to ucsf she asked a lot of questions. what are we doing in the community? and the answers were not enough. with the partnership with dignity and crestwood and the city, we feel like we're really on the cusp of doing something important. i want to say thank you to everyone who worked on this.

[applause] >> thank you. i'm patty blum, i'm not the c.e.o. just saying. i also -- [laughter] -- i have been with crestwood for 37 years. as a provider of health care services and psychologist i came to this field because my heart drew me here because i'm a family member. and i live each and every day looking to do what we do better and looking to serve more people. and looking to fully engage in every single way that we can to increase hope and love and gratitude. each one of us, each employee we have and each person we serve, each community member we run into. so we have a saying that we

stole from the consumer movement, nothing about us without us. so i'm speaking up, i'm going to grab our newest director of education. come on up, deanne. deanne robinson. [applause] we as an organization put the people who we serve first and foremost every single day as every good health provider does and we could not have found better partners in ucsf. and we've been partnering with san francisco since 1976, providing services for san franciscan s. and we're here today. this is a long hard-fought battle. without a doubt, barbara garcia, our late mayor, this would not have happened and with the

tenaciousness of mauja, rita, john alan, this is a partnership that took every person. as recently as saturday morning, 7:30 a.m., conference call with the c.e.o. of st. marys. i'm going to let deanne talk. >> hi, i'm deanne robinson, i want to say thank you everyone for being here today. this is really important and special to me because i am a person who has received services for substance abuse and mental health. i just want to tell crestwood thank you quickly recognize and

gratitude some of the leadership who have brought this forward for most of you, the eight months, literally, several of us, mauja and i, had not walked on the campus before march 10th of last year. and we moved mountains with an

incredible organization, who serves the state of california very well. with rigidity. >> nice to put it that way. [laughter]. >> so we have honored them as well and have plaques that are going to them. but i've asked our local administrator -- the first one is for mauja and each one of these is for your fearless commitment and compassion to the people of san francisco. environment and we have been recognizing the environment twice in the past six years by samsa for therapeutic environment that is trauma informed. so to janet. [applause] and this is for the late mayor, this would never have happened without his commitment, belief and tenacity, to the people of san francisco. [applause]

>> madam chair and ladies and gentlemen of the board and ladies and gentlemen of the audience and director beck and miss austin. my name is jim hancock, the president and founder of the san francisco sailing science center incorporated, a california non-profit benefit corporation whose mission is to inspire a passion for science and sailing through the creation of a museum, a hands on interactive museum, much like san francisco's explore exploratorim but every exhibit is pertaining to sailing. it's the hope of our group to set this museum up in treasure island's hangar 3. we think this is the ideal location for the museum. and so i am here today with the purpose of both introducing myself to all of you and the

project as well as beginning a conversation with the board and those people who are making things happen on treasure island to help establish this project. we expect this project will take seven to 10 years to bring to completion. so with that said that completes my statement. are there any questions, and i'm happy to take those at this ti time. >> supervisor tsen: thank you. since it's not a matter on the agenda you have contacted the staff with your ideas. >> yes, i have spoken to director beck about this and i have contacted mr. reveti. >> supervisor tsen: thank you for introducing yourself. >> yeah and i will have more to say as the months go on. thank you. >> supervisor tsen: any other members of the public, please come up.

>> so i read on the internet that there's no one that lives on the island on the board. the last person that was taken away was a controversy. so here's the deal... today senator elizabeth warren said that there was a demand that the government work for the people. sorry about the silence but everybody that is sitting on this board has a responsibility to take care of the people. not the money, not their own personal belief system, the people. we all have different belief systems and we come together and we make a community and we

protect each other, not ourselves. what i'd like to say right now is that i think we should consider having somebody that lives on the island, that's close to the people, that can have some sort of decisionmaking or be at least one vote in the circle party -- not going to be inappropriate right now but, i mean, we need to figure out why there's corporations taking over clipper cove that have inside ties to have public moneys available. they're snuffing out people that are underprivileged and don't know how to swim. they're snuffing out people that will never see the top of a sailboat let alone the bilge. so we should definitely reconsider what's going on because it's breaking my heart, guys. it's breaking my heart.

so, anyways, that was one of the biggest ones. and then air quality and why does my son get sick? thank you. >> president tsen: yes, would you like to add a comment. >> i would like to even though this is a public comment and it's not on the agenda but we talked. that's why we are here, first of all for the public and those that are listening. all of us here are san franciscoians with a deep, deep record of what we can do for various communities. we do respect -- i need to correct you -- yes, we do have someone on this board that lives on treasure island. it's not even a requirement, but given san francisco commissioner don luck -- >> he's just absent. >> he's just absent today. no, no, no, we don't need -- excuse me, no, no. excuse me, dear... okay. so we need to just straighten that record.

i'm not even, you know, to go back and forth on comment but every now and then you have misinformation and we need to correct that, with due respect so let's move on. >> president tsen: thank you. hearing no other comments let's go to the next item. >> clerk: item 3, report by treasure island director. >> madam chair and members of the board, i'd like to start today by inviting peter brastel from the department of environment to come up and say a few words about a couple events that will be coming up in the weeks ahead. >> thank you, director beck. good afternoon, everybody. yeah, we actually -- peter -- the two peters -- we have been working hard and trying to develop our program out there and i have come and reported on that a couple times and so we have a few things coming up.

a regular monthly -- what we're doing now is a regular monthly stewardship day is next wednesday, it's the third wednesday in the afternoon. so march 21st. so everyone is always welcome to come out to that. it's during the week. and we have also added for the first time it's on march 31st, a saturday, we're going to be doing a saturday work party habitat restoration and meeting at 9:45 right above clipper cove, and that's going to be from 10:00 to 12:00, saturday, march 31st. so we're doing that to hopefully garner more local community interest from the island. so that's obviously our main goal is to engage islanders in stewarding the island and so hopefully we'll get folks out for 391st, saturday, so please come if you can and share the word. and also i'll just note as well that the friday before that on the 30th, we're hosting civic

spark that is a program that some of you may be aware of, with the physic spark intern who ran our blitz last year so they'll come out on friday 30th, just f.y.i., for four hours and they'll do stewardship with us. and talking of blitzes we'll do our bio-blitz on wednesday, april 4th. and that is going to be from 9:00 to 1:00. we've got a page on our naturalist website and an event page and we already have 20 sign-ups so we're decided to do our second annual bio-blitz. and for those who don't know what a bio-blitz is, it's an effort in a set period of time, in this case 9:00 to 1:00, on wednesday april 4th, where dozens of people mobilize and with i-naturalist app on your phone you collect data, plants and the algae, and we have

fliers here and i think that they're handed out. so, thanks. >> president tsen: thank you so much and we appreciate the efforts and the gatherings that people can get their sunscreen on and get their hands dirty for a good cause. so, thank you very much. >> you're welcome. >> thank you for island residents that may be watching and we also wanted to highlight that this coming saturday the mayor's youth jobs plus initiative would be hosting a resource and employment fair for youth at the hilton on ofaro from 10:00 to 3:00 p.m.. peter summerville on our staff has been trying to get the word out to families on the island through property managers and through the ymca.

youth registration is required and more information is available on the program website at sfyouthjobs.org. on the february 28th, captain frong from southern station and bobby kim from supervisor bobby lópez from -- from supervisor kim's office came to a community meeting on the island and captain fong took questions during the first half of the meeting and bobby lópez took input from residents on priorities for the coming fiscal year budget from residents. key topics that came up for captain fong were parking violation policies, particularly as it relates to issuance of parking violations within the residential neighborhood, but also the management of people who double park on pawks and

treasure island boulevard to take photographs. for supervisor kim's office, there was a wide variety of topics under the general umbrella of family and youth support programs that were discussed and we are working with one treasure island to see if we can come up with a recommendation for the supervisors office, building off of those ideas. and also highlighted was the need for additional dialogue with tima to follow-up on the transit and the toll discussions for the island. you may have seen coverage in the past month that is included in the board package of a study that was finalized by a professor from u.c. berkeley and arizona state university, highlighting the need when looking at sea level rise to

consider both the sea level rise that can occur over time but also the subsidance of land that can occur. treasure island was mentioned in the report. some of the -- it the discussion was the history of treasure island and the rate of settlement when it was first constructed versus today and in some of the coverages the historical rates of settlement when the island was first constructed were picked up and treated as if they were the current rates of settlement and uniform across the whole island. generally speaking most of the island is not settling today due to the consolidation of bay mud but the northwestern corner is still settling in 1-2-millimeters per year. but the important thing is that there wasn't anything in the -- in the paper that was not known and understood by our geotechnical consultants and our

sea level rise team and they're being factored into the plans for the island. so on march first, there was a fire on the island. one of the vacant buildings within a navy project area on lester court caught fire. it appeared to be due to some people squatting in the building and the navy is evaluating options potentially to demolish that building and take it down but in the meantime we have worked to secure both that building and additional residential building that was within the navy property and austin hall which was on a navy site. so working with them to improve the security of vacant structures. we have been doing a number of traffic calming improvements on avenue h in anticipation of the upcoming closure of avenue to

palms which increases the traffic volume on avenue h. also last friday life running academy had a groundbreaking event for their planned dorm housing adjacent to the school. these are temporary facility that is -- will be in operation until such time as life learning academy relocates to a new location within the development as part of the development plans for the island. recycle for change has placed a bin at the island cove market -- or will be placing a bin at the island cove market, to accept clothing donations and other things -- shoes and clothing to divert those from landfills if

they can be repurposed and reused. last february the 24th and 25th we had another successful treasure island fest on the island. they implemented a new traffic management plan which worked well although the attendance was slightly off from february, the traffic flowed well throughout the weekend. and also on saturday the 24th, the community hosted the black history month celebration at the ymca gym. we have permits coming up for filming on the island, so one of our more extensive filming activities. and the net netflix will do filg in and around building one in april as part of their production for season two of that series. and we're also continuing to work with the jobs corps program on the access agreements needed

to facilitate construction along the property line with the department of labor. we did have two power outages this last week. one on monday of this week which was a result of an equipment failure. and one last week on tuesday that was a result of vandalism. and p.u.c. power crews are also finalizing the installation of additional lights on avenue h and avenue b in the residential neighborhood. on the housing development front, we are engaged with trying to have the plowshares and preapplication dialogue with the planning department as well as working with the source of plowshares and catholic charities projects on financing plans. as part of that we are in conversations with the project sponsors and mohcd, about the

number of inclusionary units or over income units for households to be included with each household. and the original plan had been to have 10% of each unit, and are we're evaluating whether to -- whether to eliminate it from the plowshares building and increase the number of units in the catholic charities unit but we'll provide a more detailed update at a future board meeting on that with the board members. also ticd is working on their vertal plans for the island and had a conference with the planning department and to make a formal application next week. the arts master plan will be providing an update on this at the i.t.c. next week but proposals from the artists are slated to come in on the 27th of this month.

we are continuing to work on the final map for treasure island and with the department of works, the public works, public utilities commission, and the city attorneys office. on april 19th, we will go to the state lands commission to request certification as required under recently passed senate bill 50 for certification of the fourth navy transfer which we're ready to close on as soon as we receive that certification but also for all future navy transfers as well we will be seeking blanket authorization of temporary and permment easements between tida and the department of labor that are required during the development. and the monthly construction briefing for the community is this evening.

also in the construction area the market that was located at the front gate has been demolished and the clipper cove parking lot is now closed. parking for the market which has been relocated into the basement of building 1 and the marina are available in the building 1 parking lot. in april we anticipate avenue of the palms will be closed as well as the viewing area and shoreline access in front of building 1. detour and wayfinding signs will be installed to direct the public to the area at ninth avenue and the palms where lawn area and other public access to the shoreline will be available. the utility relocations are underway on the island to be followed with improvements to the detour alignment to allow mccullough road to be closed in the july timeframe.

we'll have infrastructure and transportation committee next tuesday in room 416, room 408 where we regularly meet will be undergoing some renovations. and the april 11th board meeting will be an on-island meeting in the evening and it wilwe'llhost this month's meetie ymca with a poster session beforehand and we do not anticipate having an april infrastructure and transportation committee meeting. and that concludes my report. >> president tsen: thank you very much. next item. >> thank you very much, just a quick comment and question. certainly i am glad -- it sounds like they're looking at the traffic -- some of the traffic issues. there's many, many neighbors who go like 40 miles an hour, do not

address the stop signs or maybe they address it as they're flying by, but it's a problem. and although the only bad incident they know of was a dog was hit in front of its owner by a speeding car and it was certainly painful for her, but it could as well have been a child. so i would like that to be looked into more. i had a question about the market that is now down below building 1 and i am just wondering how they're doing because it's difficult to find it and it's difficult to find parking for it. >> yeah, we are -- they have been struggling and, you know, they're less visible and you really need to be a frequent customer to know to look for

them as opposed to, you know, casual visitors to the island who may not have been aware of the market at that location. (please stand by).

>> it's both abandoned, there's graffiti all over it. i've heard reports that there's dog fights in it, and we certainly see people leaving that area, 'cause i think that's where they spend overnight, and just something else to look at, again, being with the navy, i'm not quite sure what our options are. but if there's somebody to talk to, that would be great. >> that's the building adjacent to the -- the boat ramp? >> yeah. >> yeah, that's austin hall. that's one of the buildings that we're working with the navy to better secure and actually install some surveillance cameras so that we should have both less activity

in that building, but we'll be able to be notified when people do enter the building. >> okay. thank you. >> and i didn't mention in my report, but the two buildings that the one treasure island job corporation -- job training program abated last fall near 10 h, are in the process of being demolished, and perthe amendment to the tie dye graemt that was made last month, we've begun abatement on building 257, which is moving forward with abating that so that it could be demolished, as well, so trying to cleanup some of those vacant buildings. >> great. thank you. >> yes, linda. >> yes. thank you. i was just speaking earlier,

and i did mention that tida does have treasure island resident and to my left is the honorable commissioner dunlop, he is on this commission. mr. beck, i had some questions with regarding to the temporary housing location, and how are we going about this proposal. so my understanding for your presentation that they're going to be having a temporary housing there? how is the infrastructure -- who's going to sign off on that, first, but what about the accommodation there? how to erect a temporary housing at the same time we're undergoing this infrastructure or whatever, plan, we haven't seen the plan of who's going to sign off on that. that's number one. number two, you also did mention that there will be a relocation to another site, and basically what we're doing right now, and especially

mapping out all the strategies and things, based on what we know about housing, the cap, and all these things. so i want to kind of put that on there, and there also needs to be a formal agreement or understanding, a legal one, of course, that because even with good intention, we have to be extremely very careful here, you know, how we going about things, because even when we're trying to do good and providing housing and whatever, it comes to a point that folks will take that. again, i'm just putting out the questions here so that we can cross the i's, you know, and cross the t's and dot the i's so that we're all on the same page here so that we know what we're moving with what kind of agreement, and we do not feel that people are hiding at every step, but precisely how are we going to treat the

infrastructure down there to create the temporary housing while these buildings are demolished, and who's going to sign off on that. those kind of logistics, i they we will need to know that on this board. thank you. >> yeah. the building is -- goes through the department of building inspection for permitting and approval. it's considered a temporary use, so the planning department won't be reviewing it as a permanent construction. the site of the existing life learning academy, and this would be adjacent to the current site, is part of the future recreation fields on the island. that's where they're currently located. the development agreement with ticd does not identify a specific location for the life learning academy to be located in the future but stipulates

that ticd will work with tida to find an integration where it can be worked into the development. we've had some conversation with ticd about potential options for that, but don't have a final set of options for recommendation at this time. so i can bring you an updata's they prepare for construction to bring back to the board or the itc for -- they have some -- they have a design. they have secured their building permit, so we can show you what -- some images of what that struck water was proposed to look like. and the -- we did bring a modification of the life learning academy lease to this board i think it was about a year ago where where made a

modification to allow them to move forward with this project with the understanding that it was a temporary -- would be a temporary use, and not only is it -- that this site would eventually need to be demolished, but then, in terms of the -- the replacement facilities in the future, within the development, that may or may not be able to provide boarding capacity in the future, so it is clear at the time we negotiated that amendment with life learning academy that it was -- this location and for an interim use, based on the ticd schedule, we believe there will be a minimum of eight years before this site would be impacted by development, and it would be at the very least carved out until we're able to provide them a replacement

location within the larger development for their classroom facilities. >> yes, please. so like i said before, that we need to see these agreements and the legal advising and everything so everything is out there, the expectations and the discussion and everything, it's all coined, so that when we get to that level -- and again, the department or whatever would still have jurisdiction over that site, so the rules of engagement with the department, that still needs to be -- housing, you know temporary or whatever in there, the liability, the obligations, and what happens at that site where we are doing that and all those needs to be ironed out, you know, beyond the permitting. so let's leave all that here so we can have that with the legal counsel with the expectation, and thank you. >> and i think it's a good idea that there be a report to the

>> good afternoon, madam chair, members of the board of directors. rich rivetti, treasure island development authority. tida is requesting this afternoon of use permit p-113 for approximately 13,000 square feet of paved land locatesed at avenue m and 8th street in treasure island. the skate park provides skate boarding opportunities for the san francisco greater bay area skate board community. skate park is a community based group with its mission to develop skate parks and empower youth through skate boarding activities. over the past few years, the skate board community has utilized an unused portion of the treasure island tennis courts located at avenue m and 8th street for its skate boarding activities. skate park is now requesting to improve and rhenowe vate a portion of this area by building a concrete skate park

complete with bampgs, ramps, jumps, and ledges. under the proposed use permit, skate park is requesting a month to month term with no permit fees commencing on april 1, 2018 for approximately 13,000 square feet of land. in consideration for state park's use of the premises, skate park will maintain the premises as a skate board park facility open to the general public for skate board use only and assume all responsibility for development, maintenance and repairs to the premises as well as provide a public benefit to the community by reaching out to treasure island residents to introduce them to skate boarding and making the skate park available for general public use at no cost. authority staff believes the public and community benefits along with the improvements represents fair market value for this agreement. and with that i'm going to ask bob olaria of skate park to

come up and say a few words about the project. >> hi. my name's bob olaris and i'm an attorney here with skate park llc as well as many other members of the state park, including jeremy. we're filming a documentary about our efforts on the island, as well as josh. i just want to introduce ourselves and talk a little bit about our project. what we are, we're a nonprofit all volunteer organization, and we're trying to build in essence kind of like what's like the community garden version of a skate park. so skate boarding is obviously, you know, it's become this huge global phenomenon at this point. it's in the olympics and it has this really great community around it, and the type of skate park we're trying to build where everyone comes together, we pitch in, we raise money together. we kind of fund it, we plan it, we do everything together as a community really kind of represents the core and kind of like what's best about kaskate

boarding, and when you talk to skate boarders everywhere, the best skate parks everywhere and well regarded are these community skate parks where people come together and build them together and then to share with the community. and several other cities actually have taken this model. so for example, portland, oregon has an incredibly famous skate park that was built in this way where people kind of raised money, built it themselves, and then worked with the city and now it's an official kind of open public skate park in portland. so that's what we're proposing to do on the island. i just also, you know, kind of want to highlight that we're also committed, you know, to safety. we want to build everything in a safe manner. josh who's running the construction has built skate parks professionally all around the world, and we use kind of the industry, kind of best practices when it comes to building the skate park. we don't want anything that's dangerous or that will fall apart. we're really in this for the long-term. in addition, we've also purchased an insurance policy

that will provide coverage in the event that anyone is ever injured so we're committed to building safety and also financial responsibility in the event that -- hopefully, there never will be, but in the event that there is an accident. and also having rules for the park to make sure that it's used properly and that people aren't -- aren't abusing it. so we're really excited. we're really excited to work with rich and we're excited to work with you. we feel it will be a great benefit for the island, not just for the residents but will bring a lot of people to the island. as rich already mentioned this was already sort of an under used broken tennis court and it just organically became this site of activity. we just want to help that, and help the island become better for its residents and for everyone, really. so if you have any questions or comments, we're here, and like i said, we're excited to work with you, and we're looking forward to really a long-term partnership here.

income youth out on the island, and the ever sawesome sherry williams is a great resource. i would just ask that you go into the buildings. you know, some of our low income kids are shy and maybe won't come to the skate park, so if there's an opportunity for you to present at the community meetings as these buildings are built, i think that would ensure that you -- you know, as many youth are reached as possible. and then in construction, as far as construction goes, there's about to be a lot of construction out on the island, so perhaps approaching the general contractors and things like that, there might be some kind of donation opportunity, but again, i think it is really awesome. thank you for doing what you're doing. >> john paul. >> i have a quick question, and this is a great idea and a great program for our youth,

and i very much support it. but my question is long-term, this specific site, is this slated for something else to be developed at this site? how long will this skate park or how long will we see this park be there? >> this -- this skate park does lie within -- actually, it's within the -- just to the east of where the sports and recreation fields will be in the future, so it lies in what will be the future east side park just to the north of where the east side neighborhood is, so -- >> so does that mean that it could stay there when the development around it happens? >> in all likelihood, we would want to -- if we were to maintain a skate park in that location, we'd want to build something new at that time that's integrated into kind of the landscape. the design of the east side

park has not been developed yet at this point. it's generally thought to be something like the cityside park on the west side of the island, but you know, it hasn't gone very much past the very conceptual stage, but it is possible that we could integrate a stakate park in th location, but right now, these were tennis courts, and so they'll be improving them, but i think ultimately, as with everything else on the island that we're building new, if we have a skate park, we would want to build a new facility. >> okay. >> thank you. >> and let me just say that i think, also, that this is a great idea for treasure island, and it is a harbinger of all that we want for treasure island, which is a place full of park land, but also for

recreation. i have a nephew from portland, so i know all about that skate park, and i'm pleased that you're coming to treasure island. so we have a motion and a second before us -- >> actually, i do have a quick question. >> yes. >> so i also love the idea. i think it's a great idea. my concern would be protecting the island's residents, and so would it -- the skate park, like, have the hours of operation and what sort of supervision during, like, a heavy use period of the park would there be? >> hours are operation are essentially sunup to sundown, and like, sort of common practice with public skate park nz california is not to have the parks be actively surprised, but you have a sign with some kind of instructions and warnings and so on, and that's generally how the kind of way it's taken care of.
