march 13, 2018. our clerk is mr. alberto quintanilla. mr. clerk, if you could please call the roll. [ roll call. ] >> clerk: we have quorum. >> supervisor peskin: thank you. i've been asked to excuse commissioner kim. is there a motion to excuse commissioner kim? made by breed, seconded by sheehy. we'll take that. could we have the citizens advisory committee report. >> good morning, chair peskin, vice chair tang and members of the transportation authority. i'm john larson, the chair of
11:02 am
the citizens advisory committee, and i will be presenting the report of the february 28th cac meeting. beginning on item seven of your agenda, the cac recommended allocation of prop k funds as presented. a question was raised that in contracts of the cable car pulley rebuild where highly customized work is being done in house, could the signal replacement be done less expensive if the work was done in house. another member with subject matter expertise said it is more cost effective to contract the work out, especially because of irregular work scheduled and because of excavation work required that is not normally within mta signals expertise. the cac also recommended authorizing the contract

managing retrofit project. [ inaudible ] could be stream lines of the because of the eight bridge segments are considered separately, staff responded that eight reports were required. but categorical exemptions and exclusions did help the process. it was observed that the estimated cost of the rebuild of the eight interconnected bridges was challenging engineering and topo graphical conditions compared to the cost of the quinn gerald bridge and road made quinn street project seemed disproportionately expensive. the cac received an update and is encouraged that trans-metro is willing to sell the needed land for the connector road. district ten representative chris waddling expressed his appreciation to chair peskin for his attention to getting toward a solution for the project.
11:04 am
the cac also received updated about the connectsf documents and regional measure three. citizens across all districts were interested in the degree of outreach that community members had in the process. under served communities and non-english speaking communities were of particular concern. relating to this, regarding rm-3, cac members were interested to see if an income adjusted rebait or toll might be possible to address affordablity issues with the increase in the bridge toll, but we're informed that this would require state legislation. also related was that the cac urged that crucial content on the cta website be professionally translated while the site is updated. that's item seven on your agenda, and not rely solely on on-line services such as google translate. finally, in new business, the cac called for an update from
11:05 am
municipally leadership on system operation and reliablity issues. that concludes my report. thank you. >> thank you, mr. larson, are there any questions for mr. larson, and don't go away because you're the next item, as well. is there any public comment on the cac report? seeing none, public comment is closed. mr. quintanilla, next item please. >> clerk: item three, approve the minutes of the february 27, 2018 meeting. >> supervisor peskin: is there any public comment on the minutes? seeing none, public comment is closed, is there a motion to approve the minutes made did i commissioner sheehy, second by commissioner tang, and on that item, a roll call, please. >> clerk: on item three -- [ roll call. ]
11:06 am
>> clerk: we have approval. >> supervisor peskin: minutes are approved. mr. pickford, or mr. quintanilla, could you read item four, please. >> clerk: item four, appoint one member to theriens advisory committee. >> the board appoints individuals to fill any vacancies. nor the transportation staff or cac make recommendations about appointments to qualify applicants must be san francisco residents and must appear before the board at least once to speak to their qualifications. attachment two has a list of all the applicants you can consider, and all the details. the vacancy today results in the term ex-piration of john

larson who is here today seeking his repaymeappointment speak to his interests. >> supervisor peskin: mr. larson. >> i am seeking reappointment for district seven, commissioner yee's district. i have been serving on the cac for four years, and i have recently been elected as chairs by my peers on the cac. i think that reflects my development on the cac and my interest on the issues. i both live and work in san francisco and have done so for over 20 years, and i am a citywide global transportation user, and that, i think gives me a global view on all the different types of transportation options and challenges that present itself in our city. in particular, i've been bicycling a lot more in recently couple of years, and i've become intimately familiar with the road pavement and
11:08 am
street issues more than ever from seeing that up close and personal with the streets of san francisco. also, i think one of the things going forward, especially in discussing just a little while ago with commissioner yee's staff is i know that you are considering extending the vision zero committee today. and one of the top priorities for me as chair is to strengthen the connections between the vision zero effort and that committee and the citizens advisory committee. i know that that particular issue is of interest to everyone across the city representing citizens across all the districts, so that is one area where we can definitely all pull together. thank you very much. >> thank you, mr. larson, are there any other applicants for the citizens advisory committee who would like to testify? is there any public comment on this item? seeing none, public comment is closed. commissioner yee? >> supervisor yee: i just want to say that i've been very happy with mr. larson in his
11:09 am
role, and now that he's the chair and wanted to bridge the cac with the vision zero committee is a real positive step forward. i fully support him. >> supervisor peskin: i will take that as a motion. is there a second to reappoint mr. larson? seconded by commissioner at e stefani, and on that item, same house, same call. you are reupped. next item. >> item five, adopt items on state legislation. >> supervisor peskin: mr. watts. >> good evening, commissioners and supervisor peskin. today, we have four items for your consideration which are designated or suggested for support and two of which are opposed, and i thought i'd just briefly touch on each of them and kind of the status of where they're at.
11:10 am
ab 2865 by mr. chiu is a -- currently a spot bill on pricing that is sponsored by the transportation authority, and we're recommending formally adopting a support vision on that measure so we can be alive as that bill moves forward. yesterday was the deadline for spot bills to be amended. once it is amended, it allows it to be referred and coupled with the amendments, and i'll process that in the coming days, so it should be getting ready and prepared to are sbe for a hearing sometime in mid-april is my best estimate based on work lead. ab 3059 by mr. bloom is a congestion pricing pilot program that provides up to four projects in the state for local agencies or regional transportation agencies to seek
11:11 am
authority to implement pricing within their jurisdiction. the bill provides for two in the north and two in the south. that measure is -- has been referred to aassembly trans, as a full established measure, but it has not been set for hearing yet. that is a bill that staff recommends support for. ab 3124 by aassemblely member bloom has not been referred to committee bill. i think it is -- it'll be coming out of rules committee later this week, and i would assume it goes to transportation committee. it deals with -- it'll allow an extra few inches in the overall length of articulated buses so that three positioned bake racks can be placed on them instead of two positioned bike racks. it's similar to what we have
11:12 am
endorsed in the past. and in addition, said bill sb 1119 by sandra new man from orange county makes some minor modifications by which the low carbons transportation options program can be applied. that's the cap-and-trade funding that allocated to transit operators on a formula basis, and this expands the purposes under which disadvantaged community requirements can be met. and we're recommending support on that -- that measure. in terms of opposed measures, ab 2712 by aassembly member travis allen from southern california has been referred and set for hearing. this measure takes the remaining unspent pros from the high speed rail bond and reallocates them to pay down debt service. i noticed this morning, however, it was amended to instead apply it for rebates to
11:13 am
california citizens, so i think he's looking for the best possible way to position his opinion on high speed rail. and finally, senator hill has produced sb 1132. staff is recommending opposing on this measure. it would deal with right turn violations and subject to legislation last year would reduce the fine from $100 to $30. and like last year's recommendation, staff is opposed. >> supervisor peskin: thank you. is there any questions for mr. watts? is there any public comment on this item? seeing none, public comment is closed. is there a motion to adopt staff's positions on the afore mentioned six pieces of legislation? commissioner breed? >> president breed: thank you. i just wanted to make a few comments specifically about ab
11:14 am
3059. colleagues, i appreciate the forward thinking of the sponsor bill and the ongoing work of the transportation task force, i do not believe we are at a point to seek state pricing regulations here in san francisco. congestion pricing is something we need to continue to study and discuss with the public like we specificallily did for lombard street in district two, and it's not speaking we can implement over night. and if it's something we can move forward we can seek state authorization at that time. i just wanted to state that for the record and i will be supporting these particular recommendations, but i also want to make sure that when making decisions and things that we need to do as it relates to issues around congestion pricing, we are doing thorough studies to understand its impacts and whether or not it will have a significant impact with the lombard street in particular. it is yet to be determined, and i'm looking forward to the data when that's specifically
11:15 am
implemented. thank you. >> supervisor peskin: okay. and then, let me also add that yesterday, we had a fun, if not contentious hearing about senate bill 827, which is sponsored by our very own senator scott weiner, and i would like staff to do their own independent analysis as have the city aplanning departf the city and county of san francisco. so with that, commissioner breed, is that a motion, and is there a second for that motion? seconded by commissioner cohen. colleagues, can we take that same house, same call? the item is adopted. next item, please. >> clerk: item six, approve a one year professional services contract with lower case productions in an amount not to exceed 150,000 for the redesign
11:16 am
and upgrade of the transportation authority's website. >> mr. young. >> good morning, commissioners and chair. i'm eric young senior communications officer at the authority here to present this item. the transportation authority's communication staff has begun an effort to update and redesign the agency's website so that we can more effectively and engage san franciscans on-line. i'm here to let you know we have selected the firm lower case productions to help with our website overhaul. this was the top firm of 31 proposals, five of which were submitted. twosub consultants, civic consultants and efigy will oversee other things respectively.
11:17 am
the team showed a thorough understanding of project objectives, they clearly articulated the roll that an improved website plays in the ta's overall outreach and engagement efforts. they also stood out for their technical and management approach. this consulting team has worked together on projects of a similar scope, including for the metropolitan transportation commission and san francisco public works, and have demonstrated the ability to deliver websites that are easy to navigate, offer critical functions and are based on robust technology. this team has demonstrated superior capablities and experience. members of this consulting team have worked jointly or independently for client as diverse as sfo, city of san francisco, ymca, habitat for humanity, contra costa transportation authority, zendesk, and others.
11:18 am
together with the ta staff, lower case productions will update the website to make it easier for users to find relevant data and highlight the agency's planning, funding and delivery efforts. some key features will include a web design that works on varying screen sizes, pages that can be translated to various languages, and it will be compliant with ada requirements. december 2018 is the target date for the new launch. agency staff took several steps to encourage participation from small and disadvantaged business enterprises by spreading the word about our rfp's using various methods, including e-mails -- to direct e-mails to the ta's own list to sb/dvbe businesses.
11:19 am
lower case team includes 72% lbe participation from civic edge and exigy. staff has proposed a $150,000 budget for the requested services funded by sales tax operating funds. the fiscal year '18 budget amendment coming to you in april will include this year's activities, and the fiscal year '19 budget will include sufficient funds for the remaining activities. with me here this morning are representatives of lower case, civic edge and exigy. we're happy to take any questions you have, and that concludes my presentation. >> supervisor peskin: thank you, mr. young. are there any questions for staff? seeing none, is there any public comment? seeing none, public comment is closed. mr. young, there is -- you can only improve our horrible website. i cannot thank you enough. it is the worst website in city government. >> we're on it. >> supervisor peskin: thank you. all right.
11:20 am
is there a motion to approve item number six? made by commissioner cohen. is there a second for that? second by commissioner stefani. can we take that same house, same call? the item is approved. mr. quintanilla, next item, please. >> clerk: item 7, allocate 7 million in prop k funds. this is the next item. >> okay. to the other mr. quintanilla. no relation -- oh, there is a relation? really? let's do staff. i just assumed it was random. okay. no nepotism. go ahead. i'm sorry. >> good morning, commissioners. my name is oscar quintanilla, planner with the transportation authority. today we're recommending allocation of funding to sf
11:21 am
requests for $8.8 million. the first is a request to fund the rebuild of 25 large pulleys, that guide the cable car transaction power cables throughout the system. the large pulleys shown on the slide are at the end of their useful life and will be rebuilt according to their design. work will occur during cable car shutdowns scheduled for the prop k funded gear box overhaul project. work will be done between spring 2018 and summer 2020, and page three of the table includes individual locations and the timing of the scheduled shutdowns. next is a $425,000 request to construct 21 transit bulbs between lincoln way and haulway avenue. this includes new signals, sewer and water upgrades, followed by pavement and signal
11:22 am
upgrades by caltrans. the project will improve pedestrians safety as well as improve transit reliablity for our busy muni routes. prop k. [ inaudible ] and the work is anticipated between september 2018 and august 2020. at the request of chair peskin, staff is preparing a presentation on traffic mitigation and outreach plans related to a series of major construction projects throughout the city, including 19th avenue. staff will present at the april 10th board meeting. the third request is for 5.3 million to fund the construction of nine new traffic signals and associationed intersection improvements. all will include accessible pedestrian signals, controllers and curb ramps. page 42 of the enclosure includes a map of the
11:23 am
intersections. in response to a recent spike in bids for signal projects due in part to a booming construction industry and limited number of bidders, the sfmta has estimated the cost projects from 3.6 million in 2016 to 4.5 million in 2018. in order to advance the scope of work, we are requesting more prop k funds to finance this request. work will start later this year, and the new signals will be open for use by the end of 2019. next, it's a $1 million request to upgrade the city's variable message signs and hard work that has reached the end of their useful life. page 61 of the enclosure shows the locations. sfmta inspection and contractor will inspect all 22 signs and replace hardware as needed, including broken display modules and controllers no longer supported by the
11:24 am
manufacturer and faulty components. the signs are used to post about parking availability and project closures. the project will be completed by the end of this year. next request is $1.2 million in property funds to purchase and deploy closed circuit television traffic cameras at 138 new locations throughout the city to monitor field conditions and better manage field operations. in page 75 of the enclosures, you can find a map and list of locations. sfmta currently has traffic cameras in 84 locations, so this will be an expansion of the existing program. percity policy, the video is not recorded. it's monitored from the city transportation center to manage conditions and appropriately dispatch personnel. traffic cameras are mounted on traffic signals, muni overhead
11:25 am
or streetlight poles, and the project will be completed by june 2019. the last request is for $600,000 to implement quick and effective near term traffic calming measures in and around district 11. locations will be prioritized based on proximity to schools and parks as well as input from the community and district 11 supervisor's office. traffic calming measures may include speed humps, painted safety zones and raised crosswalks. construction is planned for the second half of this year, and with that, we can take any questions. >> supervisor peskin: commissioner yee? >> supervisor yee: sure. i'm just looking at the map on page 23 of the locations of the new transit and pedestrian bulbs. there's, i guess, specifically on -- on 19th avenue at june
11:26 am
junipejunipe juniper serra and holloway, can you speak to what's going on there? >> so the project that we have along 19th avenue that described the pedestrian bulbs and transit bulbs is a separate project than the align project. that through parkmerced is in the early stages of design currently. however, it's scheduled for construction later on this year. >> all right. commissioner safai? >> supervisor safai: thank you, chair peskin, i just wanted to say a few words about
11:27 am
the necessity in using of our ntip money. since i've been a commissioner on this body for the last 14 months, since being elected, two pedestrians have been killed in car crashes in my district. one bicyclist was killed. multiple others have been hit by cars in crosswalks. this is something that has been going on off and on in my district for a long time, and i know it's something that happens all over san francisco. that's why we aggressively promoted vision zero. when i found we had $600,000 sitting in ntip money, we wanted to prioritize what we had heard from residents in the last two years, which was traffic calming in every way shape and form. so we are going to prioritize looking at our neighborhood parks first, and we're going to implement working with director
11:28 am
ginsburg and supervisor tang and their respective agencies. we're putting in raised crosswalks and speed bumps. we prioritized at the beginning of the school year and sfmta worked with us aggressively to restripe all of the yellow crosswalks. every one of them was restriped before the school year started, and we believe that has a significant impact of protecting our children and families on their way to school. we're going to work with the transportation authority leadership and sfmta to put in as many of these as possible. sfmta has committed to matching a significant amount of this $600,000, and we hope to in an aggressive manner over the next year get as many speed bumps installed. we are somewhat unique because we're bound by two major freeways and there's a significant amount of freeway entrances and exits in and
11:29 am
around our district that leads to a significant amount of speeding and frustration of cars coming on and off the freeway, so we also want to prioritize those areas to protect our pedestrians. so we really appreciate the staff and leadership at tilly chang and her department, along with ed reiskin and his team, and we will implement this in an aggressive manner. thank you, chair. >> supervisor peskin: thank you, commissioner safai. commissioner tang? >> supervisor tang: thank you very much. i just want to speak to the work that's happening on 19th avenue. it's a bit of a side issue to what is going on with the funding that we're callocating today, but way back when, i was told that it would be rewaived in summer of 2017, and it would have -- sunset boulevard got a patch job in 19 areas, and then their paving got delayed until 2020, now i'm seeing that
11:30 am
repaving of that avenue will start in 2020, as well. so i just wanted to make sure all the different agencies are coordinating the timing of it because we can't have on the west side two major corridors out at the same time. and so if 19th avenue is going to be indeed repaved in 2020, then i would like to request that sunset boulevard repaving be pushed up earlier. i'll also follow up with public works staff on this, but i just wanted to point out that since this is the first time that i've heard the new timing on 19th avenue. >> supervisor peskin: thank you, commissioner. mr. quintanilla, any response about what you've heard from commissioners. >> no. we'll follow up with public works. >> supervisor peskin: is there any public comment on this item? seeing none, public comment is closed. is there a motion to allocate the $8.8 million made by commissioner safai, seconded by commissioner yee. colleagues, can we take that same house, same call.
11:31 am
and before you read the next item, mr. quintanilla, is there a motion to excuse commissioner fewer? made by commissioner ronen, seconded by commissioner yee. colleagues, can we take that without objection? mr. quintanilla, next item, please. >> clerk: item eight, authorize executive director to utilize the general construction for the yerba buena island retrofit district project. >> good morning, commissioners, chair peskin. eric cordova. we're here to request an approval for what's called the construction manager general contractor project delivery method. want to show -- what you see on the screen here is a location map, and what is in the yellow backs right there a box right there are basically the bridges in question. there are eight bridges built
11:32 am
in the 1930's on the western slope of yerba buena island. they are seismically deficient. the plan is to replace five of the bridges, repair three of the bridges. the total project cost estimate is approximately 66 to $69 million. the good news from a funding standpoint is the project is fully funded with federal highway fund seismic retrofit funds, and they are leveraged by a local match from the treasure island development authority. we're getting about $95 cents on the dollar. i mean, our contribution's about $1 million on this project, 1.5 million, so i think that's a pretty good match. right now the status is we have completelied the environmental documentation. we are at the 30% design preliminary engineering status. that's important to notice as i
11:33 am
go through the presentation. i'll bring that back to fruition when i move forward here. our goal is to start construction -- excuse me -- by early 2020, and to complete it by the summer of 2021 to coincide with all the development that's going on on the island there. i'm going to show you just some pictures so you get a feel for what we're having to deal with here in terms of the site conditions. we're talking about steep terrain, land slides. that's an area where the bridge needs to be retrofitted. it's limited access here. he really can't get here unless you come from the road way. nothing from below in that regard, so those are the challenges that we're dealing with. those are the structures that we're going to replace. that's just an aerial view. we completed a value engineering analysis in 2014. one of the recommendations was that we should investigate different potential project
11:34 am
delivery methods. we saw the challenges, the team saw the challenges and constraints and high risk in certain regards, so at that time back in the late 2015 time frame, early 2016, we work with assembly man chiu's office to have ab 2374 passed and adopted in september of 2016. that requires us to go ahead and evaluate the different methods and in essence make a recommendation to you if we decide to move forward with this via the cmgc method. we've gone ahead and completed that evaluation. i want to kind of explain to you what the cmgc method is and what it's all about. i think there's some misnomers in terms of how do you go ahead and pursue this. the term is complete the design, 100% design and then go out and bid it, award it to the lowest responsible bidder, and
11:35 am
then start construction. in this case here, the real difference is we're going to bring the construction contractor and their contracting expertise to the table right now as we complete the design so they can work with us to go ahead and minimize risk, look for opportunities to innovate, and really, also, from a cost certainty perspective, really work on looking at the job as we go through the different phases of design. i'm going to come back to the 30% design, because right now we're at 30% design. so the thought process is to go ahead and bring in the contractor here now, get them to work with our design team and develop in essence independent cost estimates at the 65%, 95%, and 100% design completion. the selection of a contractor is different than your public contract code in -- from the perspective of taking the -- what's called the lowest responsible bidder. in this case, it's a qualifications-based selection,
11:36 am
a best value selection, basically going ahead and assigning and working with the contracting community for them to present proposals on similar type of work, their ability to work with agencies to stay within budget, and those are some of the primary driver nz that regard. we also hire on our end an independent cost estimator. we're already done that, in essence, who has bid in estimated work all over his career -- all over his or her's career, so we are ready in that regard and have that type of specialized expertise ready to stort on our project as an independent cost estimator to double-check all the cost estimates that the contractor comes up with during the different stages of design. as i indicated in this case, it's a two phase process. we work with the contractor during that design phase, and right here, it's phase one. it's listed as construction management, but really, what it is is finalizing the design and
11:37 am
coming up with in the standard -- in the industry, they talk about a guaranteed maximum price. it's important to recognize, though, that during this time, you're really analyzing risk and you're assigning risk to different parties and making sure that you're properly allocating it and making sure that you budget for it accordingly during the design site. -- design side. so that's a big difference than the typical design and build process it. when you get to the end of the design where we have a price that the contractor agrees to construction the project for, with some contingency assigned and risk assigned and making sure that as we move forward, we work with the contractor to construct the project. what this also does, too, is allows us to hopefully minimize change orders. i say minimize because almost every construction contractor has a change order.
11:38 am
in this case, the key is to manage that process, and frankly, the ability to minimize and to manage change orders is really incumbent upon the construction managers that we've retained and the team to move forward in that regard, okay? it's collaborative -- it's much more collaborative than the typical design-bid build. in this regard, we've gon gone ahead and taken a look at the risk assessment, schedule, design i said it at 30 prs p. we're not too late. some people bring in the construction contractor a little too late, at 90%, and by then, you've already expended a lot of your resource to complete design. in this case, we're at the right time. so finally, our recommendation here is to request approval of the cmgc method here of delivery for the ybibm west
11:39 am
side project. i'm here for questions. >> colleagues on the cmgc project, for mr. cordova? are there any members of the public who would like to comment on item eight? seeing none, public comment is closed, and is there a motion to authorize executive director to use the cmgc delivery method? made by commissioner tang, seconded by commissioner sheehy. lei colleagues, can we take that same house, same call. item is approved. next item, please. >> item nine, execute contract options for on call legal and on call transportation planning services in an amount not to exceed 2.5 million. >> good morning, commissioners, cynthia fong. deputy director for finance and administration. this site is a recurring item that comes before this ta board. it's for certain professionals in support services in areas
11:40 am
where factors like cost, work volume and degree of specialization would not justify the use of permanent in house staff. today i have before you two on call contracts we'd like to extend options for. the first one is our on call legal with nossaman and wendel, rosen, black & dean. in the past two years we've incurred for two projects. i'd like to exercise the second and final option and increase the contract by 700,000 to a total not to exceed 1.7 million. the next on call contract is for on call planning services. this is a contract with iteris, and in the past two years, we've spent the majority of these funds on the tima project and create an implementation strategy for the tima travel
11:41 am
demand management affordablity program. in addition, geary has incurred additional costs as well for the final jies jieeis. i'd like to exercise the first option for this contract, increase that amount by 1.8 million to a total not to exceed of 3.8 million. if approved, we would adjust the budget in the next month's budget amendment. both these contracts are funded by federal, state and funds from other local agencies, in addition to prop k, and finally, this item also went before the cac with a unanimous motion of support. i am more happy to answer any questions you may have. >> supervisor peskin: any questions for miss fong on item number nine? seeing none, is there any public comment on item number nine? seeing none, public comment is
11:42 am
closed. is there a motion to execute the contract for on call legal and transportation planning services? made by commissioner tang, seconded by commissioner stefani. colleagues, can we take that same house, same call. item is approved. next item, please. >> clerk: item ten, extend the vision zero authority of the transportation committee for an additional two year term. this is an action plan. >> supervisor peskin: miss la fort. >> just some brief remarks at the request of commissioner yee who has been chairing the authority. staff is seeking an additional two year extension of the committee. it was established in 2014 and unless extended by a passage of this resolution, the committee will be discontinued on april 10th of 2018. and in that case, any vision
11:43 am
zero items would be presented directly to the transportation authority board. i believe that commissioner yee would like to make some remarks. >> supervisor peskin: yes, he would. commissioner yee? >> supervisor yee: thank you, chair peskin. first of all, i have found that the vision zero committee has been rewarding for me to serve on, and that it's been an opportunity for us whenever we have our meetings to focus specifically on these issues and -- and dive into it in great details, and it's also the opportunity for us to have these specific departments would impact any of our vision zero policies. they're held actually accountable with their actions, so what's important to recognition is last year, we had the fewest fatalities
11:44 am
recorded in the history of the city. that is because we committed to our vision zero policy. however, collisions that led to injuries and fatalities are preventible. just last month, one of my interns was hid by a tnc driver while crossing a street nearby. fortunately, she wasn't injured too badly, and she's okay now. however, already this year, three people have been killed, and those families will continue to live with their grief. every one of these fatalities and injuries are preventible. although we have made progress in many things, the enforcement as we continue to work to pass hopefully soon automated speed enforcement at the state level. and also, education, we've made
11:45 am
some headways, we must do more. we have the opportunity to work in collaboration with the vision zero task force to further strengthen our committee. i support the extension of the committee, and i look forward to working with my colleagues on some of these policies and recommendations to move us closer to our vision zero goals. >> thank you, commissioner yee. is that a motion? >> supervisor yee: it is a motion. >> supervisor peskin: is there a second for that motion? seconded by commissioner ronen. colleagues, is there any public comment on this item? seeing none, public comment is closed. can we take that same house, same call. the committee is extended. is there any introduction of new items? seeing none, is there any general public comment? mr. yip? >> good morning.
