parks do not apply here. so tjpa issue wishes to manage the rooftop park with rules consistent to the municipal code. we request the board of supervisors adopt the planning municipal code to make the rooftop park a park subject to specific rules and regulations while tjpa maintains control and jurisdiction of the park. due to the commonalities between our park and yerba buena's representation for being a well managed park, tjpa has used it as a benchmark. with this legislation, the provisions of the park code that are generally applicable to city parks will apply to the rooftop park. for example, no camping, no removal of flowers and no feeding of animals in parks.

parallel to the municipal code's treatment of yerba buena gardens, a handful of rules would be more tailored. for example, certain activities are prohibited in the park. certain sports will be prohibited. these activities also create an hazard to people on the ground if an item accidently goes over the fence to streets and people below. the gray water system can't properly process the waist of pets. the same prediction is enforced at yerba buena gardens. please note that ocii plans for under ramp park, a 2.5 acre under ramp park that is a pet friendly alternative.

amending the san francisco health code will prohibit smoking in the rooftop park. smoking is already prohibited in any unenclosed area of any property in the city and county of san francisco open to the public and under the jurisdiction of rec and park or any other city department. if the property is a park or other property used for recreational purposes. in this case, the city department will include tjpa with respect to rooftop park. also parallel with the approach applied at yerba buena gardens, the tjpa would retain ownership, jurisdiction and control of the park, so tjpa has established park hours. winter hours are 6:00 a.m. to 8:00 p.m., and summer hours are 6:00 a.m. to 8:00 p.m.

tjpa would designate persons to perform functions for the rooftop park which are otherwise performed by the general manager of san francisco recreation and park department for any other park in the city. we anticipate that the best way to maintain an inviting and safe atmosphere in the park and to ensure compliance with rules and regulations is through a layered security program that includes jishs u includes use of ambassadors and security. they'll have the power to cite and arrest and refer people to appropriate social services. ambassadors will act in a combined safety and hospitality role, providing a friendly and helpful resource to the public, giving directions and informing park users of rules and regulations, difusing potential

conflicts, and connecting those in need with appropriate social services. tjpa will also inform the public of the rooftop park rules by placing signage at each entrance to the park. in closing, tjpa staff requests that the public safety and neighborhood services committee recommend to the san francisco board of supervisors amend the park code to treat the rooftop park as a city park for certain purposes, amend the health code to prohibit smoking on the rooftop park, and to affirm the planning department's determination under ceqa.

vice chair tang and members of the transportation authority. i'm john larson, the chair of the citizens advisory committee, and i will be presenting the report of the february 28th cac meeting. beginning on item seven of your agenda, the cac recommended allocation of prop k funds as presented. a question was raised that in contracts of the cable car pulley rebuild where highly customized work is being done in house, could the signal replacement be done less expensive if the work was done in house. another member with subject matter expertise said it is more cost effective to contract the work out, especially because of irregular work scheduled and because of excavation work required that is not normally within mta signals expertise.

the cac also recommended authorizing the contract managing retrofit project. [ inaudible ] could be stream lines of the because of the eight bridge segments are considered separately, staff responded that eight reports were required. but categorical exemptions and exclusions did help the process. it was observed that the estimated cost of the rebuild of the eight interconnected bridges was challenging engineering and topo graphical conditions compared to the cost of the quinn gerald bridge and road made quinn street project seemed disproportionately expensive. the cac received an update and is encouraged that trans-metro is willing to sell the needed land for the connector road. district ten representative chris waddling expressed his

appreciation to chair peskin for his attention to getting toward a solution for the project. the cac also received updated about the connectsf documents and regional measure three. citizens across all districts were interested in the degree of outreach that community members had in the process. under served communities and non-english speaking communities were of particular concern. relating to this, regarding rm-3, cac members were interested to see if an income adjusted rebait or toll might be possible to address affordablity issues with the increase in the bridge toll, but we're informed that this would require state legislation. also related was that the cac urged that crucial content on the cta website be professionally translated while the site is updated. that's item seven on your agenda, and not rely solely on on-line services such as google

briefly touch on each of them and kind of the status of where they're at. ab 2865 by mr. chiu is a -- currently a spot bill on pricing that is sponsored by the transportation authority, and we're recommending formally adopting a support vision on that measure so we can be alive as that bill moves forward. yesterday was the deadline for spot bills to be amended. once it is amended, it allows it to be referred and coupled with the amendments, and i'll process that in the coming days, so it should be getting ready and prepared to are sbe for a hearing sometime in mid-april is my best estimate based on work lead. ab 3059 by mr. bloom is a congestion pricing pilot program that provides up to four projects in the state for

local agencies or regional transportation agencies to seek authority to implement pricing within their jurisdiction. the bill provides for two in the north and two in the south. that measure is -- has been referred to aassembly trans, as a full established measure, but it has not been set for hearing yet. that is a bill that staff recommends support for. ab 3124 by aassemblely member bloom has not been referred to committee bill. i think it is -- it'll be coming out of rules committee later this week, and i would assume it goes to transportation committee. it deals with -- it'll allow an extra few inches in the overall length of articulated buses so that three positioned bake racks can be placed on them instead of two positioned bike

racks. it's similar to what we have endorsed in the past. and in addition, said bill sb 1119 by sandra new man from orange county makes some minor modifications by which the low carbons transportation options program can be applied. that's the cap-and-trade funding that allocated to transit operators on a formula basis, and this expands the purposes under which disadvantaged community requirements can be met. and we're recommending support on that -- that measure. in terms of opposed measures, ab 2712 by aassembly member travis allen from southern california has been referred and set for hearing. this measure takes the remaining unspent pros from the high speed rail bond and reallocates them to pay down debt service.

i just wanted to make a few comments specifically about ab 3059. colleagues, i appreciate the forward thinking of the sponsor bill and the ongoing work of the transportation task force, i do not believe we are at a point to seek state pricing regulations here in san francisco. congestion pricing is something we need to continue to study and discuss with the public like we specificallily did for lombard street in district two, and it's not speaking we can implement over night. and if it's something we can move forward we can seek state authorization at that time. i just wanted to state that for the record and i will be supporting these particular recommendations, but i also want to make sure that when making decisions and things that we need to do as it relates to issues around congestion pricing, we are doing thorough studies to understand its impacts and whether or not it will have a significant impact with the lombard street in particular.

allocation of funding to sf requests for $8.8 million. the first is a request to fund the rebuild of 25 large pulleys, that guide the cable car transaction power cables throughout the system. the large pulleys shown on the slide are at the end of their useful life and will be rebuilt according to their design. work will occur during cable car shutdowns scheduled for the prop k funded gear box overhaul project. work will be done between spring 2018 and summer 2020, and page three of the table includes individual locations and the timing of the scheduled shutdowns. next is a $425,000 request to construct 21 transit bulbs between lincoln way and haulway avenue. this includes new signals,

sewer and water upgrades, followed by pavement and signal upgrades by caltrans. the project will improve pedestrians safety as well as improve transit reliablity for our busy muni routes. prop k. [ inaudible ] and the work is anticipated between september 2018 and august 2020. at the request of chair peskin, staff is preparing a presentation on traffic mitigation and outreach plans related to a series of major construction projects throughout the city, including 19th avenue. staff will present at the april 10th board meeting. the third request is for 5.3 million to fund the construction of nine new traffic signals and associationed intersection improvements. all will include accessible pedestrian signals, controllers and curb ramps.

page 42 of the enclosure includes a map of the intersections. in response to a recent spike in bids for signal projects due in part to a booming construction industry and limited number of bidders, the sfmta has estimated the cost projects from 3.6 million in 2016 to 4.5 million in 2018. in order to advance the scope of work, we are requesting more prop k funds to finance this request. work will start later this year, and the new signals will be open for use by the end of 2019. next, it's a $1 million request to upgrade the city's variable message signs and hard work that has reached the end of their useful life. page 61 of the enclosure shows the locations. sfmta inspection and contractor will inspect all 22 signs and replace hardware as needed,

including broken display modules and controllers no longer supported by the manufacturer and faulty components. the signs are used to post about parking availability and project closures. the project will be completed by the end of this year. next request is $1.2 million in property funds to purchase and deploy closed circuit television traffic cameras at 138 new locations throughout the city to monitor field conditions and better manage field operations. in page 75 of the enclosures, you can find a map and list of locations. sfmta currently has traffic cameras in 84 locations, so this will be an expansion of the existing program. percity policy, the video is not recorded. it's monitored from the city transportation center to manage conditions and appropriately dispatch personnel.

>> supervisor safai: thank you, chair peskin, i just wanted to say a few words about the necessity in using of our ntip money. since i've been a commissioner on this body for the last 14 months, since being elected, two pedestrians have been killed in car crashes in my district. one bicyclist was killed. multiple others have been hit by cars in crosswalks. this is something that has been going on off and on in my district for a long time, and i know it's something that happens all over san francisco. that's why we aggressively promoted vision zero. when i found we had $600,000 sitting in ntip money, we wanted to prioritize what we had heard from residents in the last two years, which was traffic calming in every way shape and form. so we are going to prioritize looking at our neighborhood parks first, and we're going to implement working with director

ginsburg and supervisor tang and their respective agencies. we're putting in raised crosswalks and speed bumps. we prioritized at the beginning of the school year and sfmta worked with us aggressively to restripe all of the yellow crosswalks. every one of them was restriped before the school year started, and we believe that has a significant impact of protecting our children and families on their way to school. we're going to work with the transportation authority leadership and sfmta to put in as many of these as possible. sfmta has committed to matching a significant amount of this $600,000, and we hope to in an aggressive manner over the next year get as many speed bumps installed. we are somewhat unique because we're bound by two major freeways and there's a significant amount of freeway

backs right there a box right there are basically the bridges in question. there are eight bridges built in the 1930's on the western slope of yerba buena island. they are seismically deficient. the plan is to replace five of the bridges, repair three of the bridges. the total project cost estimate is approximately 66 to $69 million. the good news from a funding standpoint is the project is fully funded with federal highway fund seismic retrofit funds, and they are leveraged by a local match from the treasure island development authority. we're getting about $95 cents on the dollar. i mean, our contribution's about $1 million on this project, 1.5 million, so i think that's a pretty good match. right now the status is we have completelied the environmental

documentation. we are at the 30% design preliminary engineering status. that's important to notice as i go through the presentation. i'll bring that back to fruition when i move forward here. our goal is to start construction -- excuse me -- by early 2020, and to complete it by the summer of 2021 to coincide with all the development that's going on on the island there. i'm going to show you just some pictures so you get a feel for what we're having to deal with here in terms of the site conditions. we're talking about steep terrain, land slides. that's an area where the bridge needs to be retrofitted. it's limited access here. he really can't get here unless you come from the road way. nothing from below in that regard, so those are the challenges that we're dealing with. those are the structures that we're going to replace. that's just an aerial view. we completed a value engineering analysis in 2014. one of the recommendations was

that we should investigate different potential project delivery methods. we saw the challenges, the team saw the challenges and constraints and high risk in certain regards, so at that time back in the late 2015 time frame, early 2016, we work with assembly man chiu's office to have ab 2374 passed and adopted in september of 2016. that requires us to go ahead and evaluate the different methods and in essence make a recommendation to you if we decide to move forward with this via the cmgc method. we've gone ahead and completed that evaluation. i want to kind of explain to you what the cmgc method is and what it's all about. i think there's some misnomers in terms of how do you go ahead and pursue this. the term is complete the design, 100% design and then go

out and bid it, award it to the lowest responsible bidder, and then start construction. in this case here, the real difference is we're going to bring the construction contractor and their contracting expertise to the table right now as we complete the design so they can work with us to go ahead and minimize risk, look for opportunities to innovate, and really, also, from a cost certainty perspective, really work on looking at the job as we go through the different phases of design. i'm going to come back to the 30% design, because right now we're at 30% design. so the thought process is to go ahead and bring in the contractor here now, get them to work with our design team and develop in essence independent cost estimates at the 65%, 95%, and 100% design completion. the selection of a contractor is different than your public contract code in -- from the perspective of taking the -- what's called the lowest responsible bidder.

in this case, it's a qualifications-based selection, a best value selection, basically going ahead and assigning and working with the contracting community for them to present proposals on similar type of work, their ability to work with agencies to stay within budget, and those are some of the primary driver nz that regard. we also hire on our end an independent cost estimator. we're already done that, in essence, who has bid in estimated work all over his career -- all over his or her's career, so we are ready in that regard and have that type of specialized expertise ready to stort on our project as an independent cost estimator to double-check all the cost estimates that the contractor comes up with during the different stages of design. as i indicated in this case, it's a two phase process. we work with the contractor during that design phase, and right here, it's phase one. it's listed as construction

management, but really, what it is is finalizing the design and coming up with in the standard -- in the industry, they talk about a guaranteed maximum price. it's important to recognize, though, that during this time, you're really analyzing risk and you're assigning risk to different parties and making sure that you're properly allocating it and making sure that you budget for it accordingly during the design site. -- design side. so that's a big difference than the typical design and build process it. when you get to the end of the design where we have a price that the contractor agrees to construction the project for, with some contingency assigned and risk assigned and making sure that as we move forward, we work with the contractor to construct the project. what this also does, too, is allows us to hopefully minimize change orders. i say minimize because almost

every construction contractor has a change order. in this case, the key is to manage that process, and frankly, the ability to minimize and to manage change orders is really incumbent upon the construction managers that we've retained and the team to move forward in that regard, okay? it's collaborative -- it's much more collaborative than the typical design-bid build. in this regard, we've gon gone ahead and taken a look at the risk assessment, schedule, design i said it at 30 prs p. we're not too late. some people bring in the construction contractor a little too late, at 90%, and by then, you've already expended a lot of your resource to complete design. in this case, we're at the right time. so finally, our recommendation here is to request approval of the cmgc method here of

board. it's for certain professionals in support services in areas where factors like cost, work volume and degree of specialization would not justify the use of permanent in house staff. today i have before you two on call contracts we'd like to extend options for. the first one is our on call legal with nossaman and wendel, rosen, black & dean. in the past two years we've incurred for two projects. i'd like to exercise the second and final option and increase the contract by 700,000 to a total not to exceed 1.7 million. the next on call contract is for on call planning services. this is a contract with iteris, and in the past two years, we've spent the majority of these funds on the tima project

and create an implementation strategy for the tima travel demand management affordablity program. in addition, geary has incurred additional costs as well for the final jies jieeis. i'd like to exercise the first option for this contract, increase that amount by 1.8 million to a total not to exceed of 3.8 million. if approved, we would adjust the budget in the next month's budget amendment. both these contracts are funded by federal, state and funds from other local agencies, in addition to prop k, and finally, this item also went before the cac with a unanimous motion of support. i am more happy to answer any questions you may have. >> supervisor peskin: any questions for miss fong on item number nine?

recognition is last year, we had the fewest fatalities recorded in the history of the city. that is because we committed to our vision zero policy. however, collisions that led to injuries and fatalities are preventible. just last month, one of my interns was hid by a tnc driver while crossing a street nearby. fortunately, she wasn't injured too badly, and she's okay now. however, already this year, three people have been killed, and those families will continue to live with their grief. every one of these fatalities and injuries are preventible. although we have made progress in many things, the enforcement as we continue to work to pass hopefully soon automated speed
