they mentioned that in -- between 2015 and today that they had hired 146 crossing -- 146 -- excuse me -- they had hired 146 guards and lost 130 in that period. and that speaks to a crisis for the schools, for the public, and for the workers as well. and these folks work a minimum -- they work 2 1/2 hours a day and no benefits, no dental, no health care, no pension. and they receive a single rate every other city worker has most -- most city workers have five steps and these folks have some worked for 21 years earning a single rate with no benefits. in february we gave the m.t.a. a proposal to fix the problem and we asked them to convert these positions to civil service part-time positions so that these folks could qualify for medical and pension benefits. m.t.a.'s response was we are not interested in discussing a proposal at this time and didn't

even acknowledge the problem. and as of today we have not received any real response from m.t.a. showing that they're interested in resolving this crisis so that's why we are here today and we are hoping that you can instruct them to resolve this problem. thanks. >> thank you. next speaker, please. please come on up. >> my name is joel kamishir and a crossing guard at 19th and judah and i'm retired so this is just supplemental income for me. and a lot of people think that it's an easy job walking back and forth and holding the sign but it can be very stressful where i am at 19th and judah and we have to be diplomatic dealing with angry drivers who are delayed even a minute when we assist senior citizens moving very slowly. and every day i hold my breath at least once when people dash in front of me and recently i had a homeless man who had some

mental issues and waved a knife at me and i don't bear a grudge against him, he was taken away for treatment. this might be an isolated incident but, you know, there are things that aren't always pleasant. even with the raingear that we wear it's sometimes uncomfortable working in the winter and with the increasingly hot summers we're having and the fires and the air quality and the high temperatures is making it kind of unpleasant, sometimes in the summer. so it's not surprising to me that some people are quitting their job. it just isn't enough money. so i hope that you can have some pay equity there. and, lastly, one thing that i had of concern in the memorandum is that m.t.a. was thinking of using contractors which i guess would be self-defeating because contractors are often anti-union and want to pay low wages. so if you do use contractors i hope that you would hold them to requiring them to have union members and pay the same union wages and if you do that there's

basically no need to hire contractors. so i hope that you will discourage m.t.a. from using contractors. thank you. >> thank you, next speaker, please. anyone else who had submite suba card please come up. >> i'm lashona branner and have i worked as a crossing guard for six years and i'm with local 1021. i work at the corner of ocean avenue and atos and i work mornings from 8-9:30 a.m. and i come back from 3:30 to 4:30. there's an after-school program from 3:45 to 6:00. 4:30 to 6:00 there was no guard present and a student got hit by a car running to catch the k-train. also a couple months prior down at commodore slope a little girl

was late to school running across the intersection of slope and ocean and she got hit also because there was no guard there and they had left already. so i just wanted to say that we need more guards, more hours, and my old partner, she retired with 20 years and she had no pension or anything. and as soon as she retired her son had an accident and got paralyzed and so now she has to take care of him and it would have been nice if she had something, you know, coming to her. thank you. >> thank you very much. next speaker, please. >> good morning, my name is alberto, and i'm the union rep with local 1021, and i'm also a resident here in san francisco in district 1, outer richmond. and the union rep with the

school crossing guard program, we have -- i have absolutely observed the difficulty of the program maintaining the optimal number of 195 for its staffing. it is a bit of a revolving door. and crossing guards requests easily exceed the supply that's very obvious with the lack of being able to have coverage. there's times where if a school crossing guard cannot make it to their shift, that they're sick, what have you, at times some of these intersection guess without any coverage which then, you know, provides for a pretty unsafe streets just for that small amount of time that is allotted for them to be able to cover a shift. and the fmta is shy of meeting over matters of the school crossing guard program. generally what we hear back is budget, budget, budget.

are here. there was a motion. can we take that without objection? items 12 and 13 are continued without objection. so at this time we will go back to items two and three together. and we will skip over the chair's report and go to the executive director's report. >> thank you, commissioners. i am kelly chang. the report is on your desk. i want to begin with acknowledging the sad event that happened over the weekend where a pedestrian in arizona was killed, hit and killed by an autonomous vehicle in tempe, arizona. this is very unfortunate loss of life. we express our condolences to her family and the community. it is good that uber has now suspended testing not only in arizona but also in california. another part of my report here mentions that in late february prior to last weekend's fatal crash, the california department of motor vehicles established new regulations for testing and

deployment of driverless autonomous vehicles. this would be the ability to have these vehicles operate without a human driver behind the wheel. the d.m.v. may begin issuing permits on april 2, subject to the permit conditions being met by the applicants. these permit conditions include the manufacturer's submittal of a law enforcement interaction plan. as you may have seen, earlier in march, mayor farrel did issue a call to any manufacturer company who is testing or planning to come in for a permit to please contact the city and demonstrate the vehicles and to engage in a collaborative engagement and conversation about how to coordinate their testing and their deployment plans. we have been participating in that working group along with the state c.h.p. and local law enforcement, first responder community, and very much hope that that will be a productive and collaborative process that

does not rely so much on regulation, but really on cooperation to insure the safety of the public during the upcoming period of testing and deemployment. at the federal level, the senate is discussing the a.v. start bill or senate bill 1885 is making its way through both houses. we would like to thank senator feinstein and other senate democratic leaders for expressing our and other cities' strong concerns about the bill as written. currently it would preempt state and local safety regulations, not necessarily holding these companies to operating in compliance with local traffic laws as they may vary quite a bit from state to state. so we have been on record and through the senator have expressed those to the committees, and hope that will be amended. moving to the regional level, the good news that i wanted to share is the light rail vehicles have the funding for that

through the t.a.'s programming action on our state transportation improvement funds, $13,700,000 was moved forward at the california transportation commission through the staff process. it now faces approval action later this week which we hope will be positive. it allows for 83 actual counters and -- to be improved on the vehicles allowing better frequency in the tunnels and on the many metro testimonies. this is a $14, $15 million action we programmed at the t.a. and lebron james hopefully approved by the c. -- and will be hopefully approved by the c.t.c. late they are week. there will be a project update given to the board for approval prior to submitting allocation requests sometime this fall. we'll also be receiving quarterly updates about all the new vehicles and improvements going into service and improving frequencies for the public.

at the local level, district four, route 66, and again, at commissioner tang's request and leadership s also headed toward hopefully improvements that route 66 service was a subject of a reconfiguration study at the fsmta. and following our board's i a prooufl, the fsmta analyzed this and it is included in the proposed recommendations for the fiscal 18-19 budget. the citizens advisory committee, our t.a. citizens advisory committee will consider the final report at the march 28 meeting. it includes a recommendation of the recommended strategies, benefits, as well as the costs. we do hope that the m.t.a. budget will be able to include all of these changes in the coming year. i want to thank commissioner tang once again for her leadership on that study. improving safety in the soma freeway ramp areas. we are finishing up the vision one ramp study first phase that

was requested by commissioner kim, and we are now launching a second phase, and that is the idea of looking at 10 additional freeway ramp intersections in the south of market area on the vision zero high entry network to improve safety and pedestrian safety and all traffic safety really. we are reaching out to neighborhood groups and stakeholders and developing multilingual surveys and encourage folks to say the survey at our website. and you can sign up there for email updates about this project, and it builds on the set of recommendations that we brought forth earlier this year and will come to the board for approval i believe next month in terms of the initial set of intersections in the youth and family zone in the soma. turning to our general prop k strategic work which is very exciting. i discussed this a little bit last month in the report. this is the five-year process where the prop k team looks an

at the whole program and lays out the potential uses and priorities over the next coming five years. we will be in bringing information to the board in april about our schedule, our outreach, and our overall approach for looking at the five-year needs for the prop k program. this includes looking at the priorities of 20 different categories and several capital projects as well as the setting of the debt strategy and financing strategy as needed to meet the project delivery goal. our citizens advisory committee will also get to weigh in on this topic, so we invite folks who are interested to come to the march 28 meeting at 6:00 in the hearing room at 145 # a market street. and we are also offering a workshop for the board and the aids late they are week. any question may be directed to the policy director for policy and programming and ann and her staff. and then another reminder we have walk to work day. you may already be seeing notifications about walk to work day. it will take place on april 5.

and i believe walk to -- and bike and roll to week will be following in mid april to school. and encourage folks to get ready for this fun and fesive event and take part in the day as well as all the different activities around town. you can find out more information at walk sf.org as well as on the bike coalition's website for bike and roll to school week. t.a. is happy to sponsor both through a funding role as well as a sponsorship role on these events. and in terms of project delivery, the prop k sales tax program is providing match to offset vehicles from the l.r.v.s to muni buses and paratransit vehicles. the prototype for the 40 foot electric trolley buses are arriving in early february m.t.a. took delivery of the first new 40-foot trolley buses and is currently testing that vehicle. they will replace vehicles that have reached the end of their useful life and improving reliability and safety across the system. it will be integrated as well

into m.t.a.'s radio communications project allowing for better reliability and management of the on street service and all 40 of these the trolley buss is expected to be replaced by 2019. finally, on the paratransit van program t good news is the m.t.a. did realize cost savings in the 27 lift equipped para transit vans and with the cost savings, they were able to purchase an additional seven lift equipped paratransit vans to replace vans that had also succeeded their useful live. congratulatio congratulations, m.t.a. thank you. we are glad to see the extra seven vehicles added to the original 27 to improve paratransit access for seniors and persons with disabilities. thank you. >> thank you very much. and, sorry -- thank you very much for that update. i also just wanted to announce that commissioner stephanie has left the meeting, so we do not

how, first of all, i object to you not following the instructions in that big bank of information pertaining to mission rock where it says that 15% of the overall apartments is supposed to be for low and below income tenants and families. singles and family members. 15% of 1,500 units means 225 of those apartments are supposed to be for low and below low income levels, ok? and about you, you supervisor who is campaign for mayor coming to our community and talking about you can't pay and you got the most affordable housing in san francisco than anybody else, you're damn wrong. you only put apartments for high income bracket people and your record clearly stipulates that. you excluded several low income class of people t main people out on the street, that's most vulnerable, and you have the audacity to come to the neighborhood and then go to the

talking about the affordable housing for people. that's called price fixing, and price gouging. it's a violation of the penal code and eligible for a $1,000 fine and six months in the county jail. about this $217 million that i demonstrated you waste with twitter and other high-tech companys is called money laundering and tax evasion. it's disgusting. and for you to sit up there and annihilate my nationality and wiping us out of the filmore and talk about the equal housing opportunity organization and fair and each and every neighborhood is a damn lie. you got my nationality number so damn low it's a damn shame. more black people in foster home care than adults that's in the city. because of your racial profiling. and each and every one of you administrations that come out there, justin herman, is an accessory after the fact.

and other generation, i think of what contribution i can make on a personal level to the environment. ♪ clean power sf is san francisco's key way of fighting climate change by renewable energy and offering it to san francisco customers. i'm from the san francisco public utilities commission. the program came about with state wide legislation in 2002 to enable people to take more control over supplies. i first heard of the program when the organization was advocating to launch clean power sf. what i'm most excited about, it's going to bring 100% renewable energy to my home and reinvest into renewable energy

infrastructure and jobs. i had gone to a lot of street fairs and heard from the staff at the san francisco public utilities commission to sign up for clean power sf even before it launched. >> we learned about clean power sf because our sustainability team is always looking for clean operations. linkedin is the largest online network. there are about 530 million members using our site. in this san francisco office there's about 1400 employees working in roughly 400,000 square feet. >> after signing up for the program we heard about the san francisco program and learned they had commercial rates and signed up for that. i'm the co-owner of the new wheel electric bike shop.

we opened this store in 2012 and the new wheel sells and services electric bikes. 11 people work here in san francisco and our store is about 2,000 square feet. electric bikes are fantastic for transportation in the city, they're clean and green and you get places faster than any other form of transportation. it amplifies the power, it doesn't replace it. it makes it easier to get places by bicycle and it's so enjoyable and environmentally friendly way to go and more convenient in san francisco. >> clean power sf requires two products, green, 40% renewable and competitively priced with pg and e. for those who want to fight climate change more, 100% renewable at $0.02 per kilawatt.

letting me know i was going to be switched over and it just happened. when i pay my bill, i still go to pg and e and i don't see any difference between now and a year ago. >> sign up online, just have your account number ready and it takes about two minutes and there's nothing to install. no lines are getting connected to your home. all the power goes through the existed power grid. >> we haven't had any problems with the switch over to clean power. >> it's super easy to sign up. our book keeper signed up online, it took about 15 minutes. nothing changed but now we have cleaner energy. >> we see clean power sf as a key strategy to meet renewable energy goal, we have a goal of 50% renewable energy by 2020. currently we have enrolled about 86,000 customers across the city. about 20% of what we hope to
