madame director? >> thank you. good afternoon. wow. this is bittersweet. look, i want to extend my congratulations to ferry for serving the agency over 22 years and for being patient and kind with me and being so responsive to me the last year. with that, i'll open it up to monica. human resources manager will give an overview and the commendation to ferry. thank you. >> good afternoon. chair, madame secretary, council, i am here today echoing nadia. bittersweet but very happy occasion for chen fei ferry lo upon his retirement from the agency. fers ri is here. a humble and reserved man. but we wanted to spend this time here briefly to say that ferry began with the agency,

the redevelopment agency in 1996 after 22 years of service both in the information technology department and serving over six directors. during his time, he has a special place in the redevelopment agency in ocii and he fulfilled many of the responsibilities or all of the responsibilities for the i.t. department. he facilitated a move from golden gate avenue to our facility here, doing all the information for i.t. he also installed new servers and new computer networks. and he transitioned the agency from all the technology during those 22 years. so, he's been -- he made us more transparent, more efficient. and we could not have done the work that we've done without his service. lastly we want to recognize ferry lo, he embodies the people side of the agency.

therefore, we want for your consideration the commendation and resolution honoring ferry lo for his dedicated service to the agency these past years. so we had a commendation upon signature of chair that we'll present to him. but we will be presenting this to ferry upon his service and retirement through the agency. so, thank you very much. >> thank you. seen the -- sort of the growth of technology throughout even the last five years. so much has changed. so over 20-plus years the fact you've seen it and been on top of it and made sure the agency and the people of the city got the best is something that is very much commendable. we hope that you won't go far and that your family here, the city family of yours will see you and hopefully you will get engaged and come to one of these commission meetings complaining about something. authorizing a third amendment to the personal services contract with m.j.m. management group, a california corporation, to extend the term by one year with up to two, one-year extensions at the discretion of the city and county of san francisco, for a management feel of $170,469 with a total aggregate management fee not to exceed $1,393,89 for property management services at yerba buena gooderens former yerba buena center redevelopment project area. and authorizing a third amendment to the yerba buena gardens programming agreement with public benefit corporation to extend the term by one year with up to two one-year extensions at the discretion of the city and county of san francisco for an amount not to exceed $75,000 with a total

aggregate amount not exceed $2,175,000 for programming the public open space at yerba buena gardens, former yerba buena center redevelopment project area, discussion and action, resolution number. -2018. madame director? >> thank you. through the chair, the senior development specialist will be presenting on this item. >> thank you, director. good afternoon, vice chair and commissioners and general council morales. i'm michelle deguzman senior development specialist for real estate development services. the item before you stood for property management and programming services at yerba buena gardens currently provided by m.j.m. management group and yerba buena arts and events. first item is the long range management plan. it requires that icii disposes of its properties under a long

range property management plan, in short the p.m.p. the commission reviewed and recommended approval of the ocii p.m.p. by the oversight board on november 13, 2013. that recommendation was forwarded and considered by the oversight board on november 25, 2013 and that was the approved by the oversight board and commission p.m.p. was provided to d.o.f. for their consideration and its the p.m.p. and the schedule transfer which it included was approved by the state department of finance on december 27, 2015. under that p.m.p., ocii is set to transfer yerba buena gardens to the city to be managed as a single unified set of properties using the restricted revenue sources sdwren rated from the yerba buena propertieses. obtaining the state approval as a government purpose was an

important accomplishment as that avoided the sale of disposition of different propertis to private parties. city stakeholders have been work on this implementation since july 2013. it will consist of real property assets, assignment of leases and agreements as well as the restricted revenue sources to support the ongoing operations of the gardens. this is expected to occur by the end of this fiscal year june 30, 2018. consistent with the p.m.p. and the r.o.p.s, recognition payment schedule. one of the goals of that transition is to ensure that there is a smooth transition from ocii to the city and that there is no interruption of any of the fundamental operational services of the gardens.

currently there are two contracts providing these necessary operational services. the purpose of this contract is to maintain the items and enhance the first-class experience and safety of the public. the scope covers operations, maintenance, security services, capital work and event coordination. this contract was initially approved by the former agency in july of 2009 and it has been amended twice to extend the term and other minor revisions to the contract as needed over that time. and it is currently going to expire under its most current amendment at the end of the fiscal year, june 30. the other jermaine contract is the artistic programming agreement that is currently

held with yerba buena arts and events. the pearl -- the purpose of this agreement is to enhance the public enjoyment of the gardens through the facilitation of artistic event and their scope of work covers the plan, programming and management of cultural and community events and activities at the gardens. the initial contract was signed in 2000 with a former agency and has also been amended twice for similar reasons to extend the contract term and, as other smaller revisions needed over the operations of the contract. and that, too, will expire at the end of this fiscal year. in march of 2018, the city requested an extension of these agreements. this is to allow the -- allow smooth, ongoing operations at the gardens through the transition period and provide time for the city or its

assignee to undertake a public solicitation process for these key services prior to tend of the terms. as part of the transfer will assign the agreements to the city. so, the intention is the extended agreements will be undertaken by the city as part of transfer. the assignment will be effective at a later date of which both parties have executed the assignment or the date that the mayor signs a resolution accepting the assignment of the agreement. both agreements, while separate, would be amended to a third amendment and the content of the amendments is very similar. both would include an extension of the term for one additional year through june 30, 2019 and they would include two one-year extensions that the city or its assignee may exercise in its sole discretion.

upon assignment, the city may require incorporation of standard city contract and provisions under the san francisco administrative code or other laws. other main components of the amendments would be a continue wall streeting of the annual fee under the existing agreements. for the next fiscal year, subject to the funding provisions of the agreements and those funding provisions would require approval of the fiscal year 18-19 budget by the san francisco board of supervisors. for m.j.m., the maximum management fee would be $170,469 and the funding contribution for the one-year period for yerba buena arts and venezuelas would be $75,000. we updated the indemnify

indication agreements to include the city. as noted, both of these operators have been pursuing these contracts and providing services for some time. as such, they have made efforts to meet the small business enterprise and workforce requirements. m.j.m. management group is a san francisco-based women-owned firm certified by the city's contract monitoring division as a micro and small local business enterprise. for the past three years, approximately $3.9 million of the capital improvements that they manage -- so they have managed $3.9 million of which 48% have been awarded to s.v.e.s and this includes over 70% of that amount that went to minority and women-owned businesses in san francisco as well. yerba buena arts and events is also san francisco-based

organization. it is a tax exempt nonprofit arts organization and it works to contract with artists based in san francisco for many of the events which go during its events season which runs from may through october. so, many of the artists that perform at the gardens are based in san francisco. additionally they have seasonal staff that assist them during that time. and they also recruit from the san francisco work base. and we have representives here from both m.j.m. management group and yerba buena arts. given that the ongoing implementation of these contracts will help ensure that the fundamental operations of property managements and artistic programming for the gardens will continue through the transfer period to the city

and 54, hunters point shipyard redevelopment project area, discussion and action, resolution number 7-2018. madame director? >> thank you. today the senior development specialist will be presenting on this item. >> good afternoon, commissioners. my name is lizbeth, senior development specialist with the housing division. i'm here this afternoon to seek approval of the selection of the developer team of mcdor mac barron salazar or m.b.s. and bayview hunters point multipurpose senior service or bhpmss for affordable family renting housing on shipyard phase one blocks 52 and 54. first i'll orient you to the location. here's the entire shipyard and you can see blocks 52 and 54 outlined in red on the hilltop. both of these blocks also include market rate development.

the market rate development on block 04 is complete and the development on block 52 is currently in the design phase. science these are relatively smaller blocks, we're offering them together as one project to take advantage of the economies of scale related to the financing of the project. a bit of fact background on phase one affordable housing. ocii will fund 218 units on five sites. blocks 52 and 54 are the first two of these sites to be offered for development. in september 2017, ocii issued a request for proposals or r.s.p. for blocks 52 and 54. the goals of the r.f.p. are to maximize affordable housing opportunities in the project area, serving very low-income households at a variety of income levels, to deliver robust outreach and marketing program, to maximize participation of households meeting project area occupancy

preferences, including certificate of preference holders and rent-burdened households and to effectively balance excellence in architectural design with feasible development costs. approximately kanltzes were encouraged to invite community partners from the southeast of the city to assist in the development, co-development or provide social services for the project. all consultants will be selected in accordance with the bayview small business enterprise policy. the selected applicant team will be strongly encouraged to slaekt general contractor joint venture including a local s.b.e. we asked approximately kanlzes to include a mix of one, two, three, four and five-bedroom units and two family child care units. one at each block. we asked for a parking ratio of .*6 to 1. the maximum household income will be 50% of median income which is currently about $58,000 a year for a family of four. but we asked applicants to

include income tiers below a.m.i. to serve households, particularly certificate of preference holders and other preference populations as well. so here's a selection criteria. it is a bit hard to read, but the cauz were split equally between the development concept itself and the experience of the team. we had three submittals with development teams led by mccormick barron salazar and bayview hunters multipoint services and young community developers or y.c.d. together as a development team. and bridge housing corporation with san francisco housing development corporation or sfhdc together as a team. on january 11, we convene add selection panel, including joyce armstrong from the hunters point shipyard citizens advisory committee or c.a.c. the panel scored each submittal and the top ranking is based on

total scores. as you can see t development teamed that highest total score. the team also includes the jon stewart company as property manager and bhpmss with the lead. the building amenities include an open-air lobby, community room with team room and courtyard along with a children's play area. the y.c.d. team had the property manager with services lead and with van meter williams pollack and y.a. studio as architects. building amenities included a multipurpose room with kitchen and outdoor garden and court yard along with a barbecue and children's play area.

building amenities include a multipurpose room with kitchen and children's play area. some of the strengths of the proposal are the experience of the team. they were also incredibly creative in their financing plan and provided the deepest income tiering which, in our experience as i mentioned before, helps us serve more certificate of preference holders. their concept was also consistent with our design for development and very complimentary to the existing hilltop architecture and well-suited for the target population. some highlights are ample natural light, nicely configured property management and conservative spaces and generous indoor and outdoor community spaces. here's an elevation of block 52 from fridell. once selected the ark tlekt begin to work on the schematic design which will come back to the commission for approval. here is an elevation concept.

and here's the community outreach. we brought the r.f.p. to the housing subcommittee and the full stage last summer. last fall we did an evening meeting with hilltop homeowners and we brought the r.f.p. to commission prior to release. in january and february of this year, after the selection panel was convened, we went back to the housing subcommittee of the c.a.c. and the full c.a.c. to describe the selection process and recommended developer team. the full c.a.c. voted to recommend that commission approved this developer selection. our current schedule, which is subject to change, has us going to commission in early summer for a predevelopment loan and exclusive negotiations agreement and we hope to be back before you late this year with a proposed schematic design. in summer of next year, we will be back to you with a request to approve a permanent loan for the project and hope to start construction by the end of 2019.

>> my name is eric vanderpool and i live just steps away from site of one of the proposed affordable apartment buildings at the shipyard. i'm here today first and foremost to congratulate the selected developers and welcome them to the shipyard neighborhood. i'm also here today to let you know about the recent history of the sites. when dozens and dozens of us purchased our homes at the shipyard over the past two and a half years or so, we were promised by lennar that lots would be built on lots 52 and 54. imagine our surprise when we learned that instead of living mere stems away from parks we would be living in the shadow of two five-storey50-unit apartment buildings. we tried to work with lennar to find a solution. but lennar denied any wrongdoing. we then asked the ocii for assistance. when this commission called lennar to one of its meetings to explain its misrepresentations, lennar instead sent its attorney who said due to the possibility of litigation, lennar had nothing to say. the commission said there was

nothing more than it could do. as an up diet the exhibitioner as you recall at that meeting, lennar's attorney mr. smiley told you that he, on behalf of lennar, was commited to working with us to resolve the issues. but then in the following weeks, lennar informed uss that mr. smiley indeed did not have the authority and was not commited to working actualeder any resolution. lennar instead restated that it had done nothing wrong and there but nothing, therefore, to resolve. forcing us to pursue our really remedies. turning my comments back to the developers, now that you know the recent history of these parcels, i hope you recognize the responsibilities and opportunities that you have here. i ask you to meet the homeowners at the shipyard. i ask you to open a dialogue with us. i ask you to include us in the development process, to have listening sessions, to have brainstorming sessions and to have sharing sessions, to be open to our concerns and ideas and transparent with yours so that a thoughtful project that acknowledges, fits into the environment and becomes a part

of the surrounding, existing neighborhood finally comes to fruition. >> thank you. >> david springer? >> good afternoon. my name is david springer, homeowner at the shipyard. to echo eric's comments, there is a troubled history here. where these buildings are going up. i do want to congratulate you guys on being selected. this is an opportunity for the ocii to rebuild trust with us. when you guys came out and were complicit in lennar's misrepresentations of the parks to us, that put you guys in a really, really bad light with us. we want to work with you to make sure that these buildings which are going up on what we were sold as parks really fit within our community and, you know, let's work together to rebuild trust. with the two of us.

i do have some concerns that i wanted to bring to your attention, the original charter from 1997 revised in 2010. section d1c1 talks about density and the plans that i have seen so far have the density of these buildings of being about four times the density of the surrounding area. and also in section d1c11, it talks about doing any kind of action that would lower land values, which these clearly do. because lennar has already reduced prices of units for sale when it came out that there was going to be a five-story building next to these -- our units instead of a park. the land values have dropped. i'm concerned about density and i would love us to rebuild a good, trusting, working relationship. >> thank you. >> ace washington.

he talks about blacks. what you got to lose, come to fillmore street and tweet, tweet, tweet. we lost and now you go to the southeast? oh, my god. >> jason fraoed. >> [inaudible]. >> hi, jason freeda, a shipyard resident as well. i want to associate my comments with eric, so i won't repeat what he said. what i wanted to talk about is in the presentation you had, it talked about fitting in with the neighborhood. one of the parcels, i think, fits in with the wrong part of the neighborhood. it looks like it is a mirror image of the building across the street from it, rather than development of the same block itself. i was looking this morning and found schematics of the potential review of that block of what could be done there. i think if you moved three or four units and put them on the same parcel and have the same number of units that you could potentially have fit that block much better. i hope that you will sit down and have a discussion with the

homeowners that you will have not just one but multiple discussions with us. there are with a lot of people who could not make it today who live and are directly impacted by that. please work with us. i think that we want to see something built. if something gets built, of course we would love to see the park. that is what lennar promised us. but if we're not getting that, we want to see something that fits the block. and there's ways to design that building in the way that gets you the same number of units but fits the block better than what the current design has without losing anything. so thank you very much. >> thank you. >> no more speaker cards. >> any other member of the public wishing to speak on this item who has not spoken yet? seeing no one else wanting to speak on this item, i'll close public comment and turn to my fellow commissioners for questions or comments. >> ok. i just [inaudible] a lot about this. the concern they have with the neighbors.

that has been on the books for a long time and we promised this community that has been there for a long, long, long time that we are going to bring something nice for them. so, keep that in mind and with the developers as you guys look at putting schematic ideas together that, you know, i personally don't want to see an institution. i want to see beautiful homes and things that wow you. because the community there deserves it. just on another note, i hope that the neighbors who are not very happy know that this is a community that has been there for decades. way before any of these other buildings were built. and, you know, we have to be careful when we talk about parks versus people. and i just hope we're thoughtful of that because it

becomes a very class and racial issue that we shouldn't be involved in and be talk about in san francisco. we are a diverse city. we pride ourselves in our diversity. and especially when you look at the southeast section of the city. that was a -- part of the city that everyone else neglected. and now that because everyone is now trying to get in on it, they forget that there are people that are already there. and they should be the ones i think about because they have been waiting for this for a long time. so, i just want us to be mindful of that. because we could hide under words but there is a sense that comes out of that words in the rhetoric that i personally don't like and i don't think it fits us as a city. so i just want to say that. but i really think people should talk to one another. get to know your neighbors because you will be surprised how wonderful they are. on both sides. so, don't be afraid of new neighbors who are coming in

development specialist, will be presenting on this item. >> good afternoon, commissioners. i'm gretchen heckman with ocii. i'm here today on item 5f, which is a request for conditional approval of the schematic design for mission bay block 6 west on behalf of the development team of mercy housing california and paulette taggard architects. the block 6 west site is located in mission bay south off of 4th street. it is adjacent to block 6 east a143-unit ocii affordable building and is also adjacent to mission bay kids park to the north and the commons park system to its south. this map shows the many and growing number of amenitis in mission bay as well as

connections to transit systems. the t-third street line links the development to the cal-train station in mission bay north and to the downtown area and bart. in addition to the tee line, the 55muni bus line provides access to the mission districts and 16 street bart station and that particular line will undergo efficiency improvements to be completed in 2020. finally, the mission bay transportation management association provides shuttles that connect mission bay to civic center, bart and cal-train. there are two existing and one planned bike sharing stations provided by forward go bike in mission bay, giving residents and workers the topsing quickly move from the neighborhood to regional transportation systems via bike. in addition to the existing transit grid, there's been city-wide planning on adding transitions to mission bay which will be available when residents move into block 6 west.

starting in 2019, the tee line will connect with the central subway line, providing a direct trip from mission bay to the retail amenities and union square and china town as well as to the many local and regional transit lines on market street. in 2021, construction will finish on a ferry terminal at 16th street. which will be able to move 10,000 passengers to and from mission bay each day and will add waterfront transit as an option to the existing public transit system of light rail and buses. this next slide suicide a review of ocii's affordable housing obligations in mission bay. in 1998, the redevelopment agency commission approved the mission bay north and south redevelopment plans and owner participation agreements or o.p.a.s. the o.p.a.s allow for the development of up to 6514 residential units with nearly

30% of that total set aside as affordable housing units. in mission bay north, all 698 inclusionary and ocii sponsored units have been completed. in mission bay south, 350 affordable units have been completed with another 868 planned under construction by nonprofit housing developers. the mission bay affordable housing policy has established maximum rents associated with 60% of the area median income which translates to $69,000 for a family of four. to address this affordable housing requirement in mission bay, ocii staff issued an r.f.p. for the 6 west site in august of 2016. in february of 2017, the commission approved the selection of the highest scoring team comprised of mercy housing california and paulette

taggart architects. finally in july of 2017, commission approved an exclusive negotiations agreement and redevelopment loan for the project, allowing the development team to move forward with the design of the site. the current development program calls for 152 units. 50% of which will be two-bedroom units. 20% will be larger units mainly three bedrooms and one four and one five-bedroom unit and the remaining 30% will be one bedrooms and studios. the 6 west project will provide rental housing, affordable to extremely low and low-income families and 38 units will be set aside for households voluntarily relocating from the sunnydale public housing site which is undergoing revitalization through the city's hope s.f.s initial tiff. units will be restricted at a range of 30% of the area median income. for a family of four, that translates into just over

34,000 at a high end to 60% of the area median income, which translates to 69,000 for a family of four. on-site amenities include a ground floor child care space with subsidized slots, a community space and vision blueberry school of music, few exterior courtyardses, community room and on-site parking. i'll take a minute to talk about one of the aforementioned amenities on the site. the parking program at block 6 west remains 28 spaces plus two car share spots. this parking ratio is in line with other 100% affordable sites in mission bay, which have ratios between 22 spaces per unit to .s 4 spaces per unit. in addition to parking spaces, the development will include secure storage for 130 bicycles. based on their experience, building in transit-rich neighborhoods, we expect this to be an adequate level of parking and expects residents

will utilize muni's key transit line just three blocks away from the site, ride share options as well as bike share options. i will now call up paulette taggart to tell you about the building's design. >> good afternoon, commissioners. with block 6w, our goals with this block were to maximize the housing while providing the right urban response. we have what is a unique block we think at mission bay with a site that is fronted by two parks, the children's park to the north and -- it's not showing -- and the mission bay boulevard -- excuse me, mission bay commons to the south. additionally, there is the pedestrian muse along the east side.

so, our design wanted to respond specifically to each of those frontages. secondly, we really want to build community. both within the block and also help build community within the neighborhood. so, our design response is a building design with four wings which helps to break down the scale of the building into unique parts and additionally helps create these gaps between the wings so that there is a certain permeability one's able to look out from inside the block or into the block from the neighborhood. and finally, the wings create these neighborhoods within the building where you have at each floor a group in each wing of six to eight unit where is you have a s*un neighborhood which will create a smaller community where residents can really get to know each other more quickly. so the ground floor, we want to create an active street front all the way around the building. along china basin, we have the

child care, child development center and then the main lobby entry. add jay -- add -- adjacent to that we have biex repair and storage. and around mission bay commons, we have the blue bear school of music in blue there. the community spaces including the community room and entry into the main courtyard, which is also a secondary residential entry, which activates that full side of mission bay commons. on both merrimac and the muse, you see in orange, individual units with stoop entries which provide pedestrian activity on both of those frontages. so the china basin wing is the tallest wing of the building. and here we created a strong urban edge facing the children's park. the building to the left has

the staggered two-story recesses with an accent color which will create a variety on the facade. to the right is the stair tower, which is our focal point of 6w. and its geometry has been shifted in order to resfonlds the urban view corridor across mission creek and that focuses dprektsly on the large window which will glow from the inside with warm colors and materials and we've also designed the building such that there are certain program activities like laundries right adjacent to this stair to really encourage people to take the stairs just for a floor or two.
