i hope you're having a good time. i want to thank spur for putting on these awards. it's important that those who work hard and are behind the scenes to get the work done be recognized. i'm proud to be here but more importantly the work the three agencies have been doing together to take the next step in solving the problem of homelessness provide place for people to be able to go in the city are needed and behind the scenes a huge number of people trying to make the change. our team, jeff and rod from the port have been leading the way but today special recognize to tom carter representing the board of san francisco. come on up, tom. scott walton from the department of homelessness. and public works.

>> we are appreciative for the award and thanks to spur and city government for making this possible. the port of san francisco provided a central water front center with a home and a place for us to assist the persons experiencing homelessness. the three of us would like to thank elaine forbes the port executive director for the nomination for this award. tom carter has the support of the special projects director and brad benson and the division. i also want to say tom as you noted in the video participated

in the shared efforts of gaining and maintaining the support of our site neighbors. we want to thank the doi dogpat association. and it's amazingly functional and i think think paul as the lead architect and leading the landscape group including many people and wanted us to appreciate the construction work of the ddr construction and treaty construction and the design space modular. their work brought this together and it's a beautiful space floating on top of a street for three years and then we'll be removed. i also have to think -- thank

mohammad because they partner with us with our resolution on the street. the department of homelessness and supportive house is responsible for the outreach and operations of the program. the project began before the creation of the department and i would like to thank the leadership and support of the human services agency from the beginning of the navigation center programs and from the beginning of this particular site. my thanks to the leadership of the new department. it provides us while we're trying to grow the department to continue and grow our amazing program. we have to thank our providers who helped run the program and the province foundation. i also need to thank our government and community relations staff for helping us fit into a community. the san francisco homeless outreach team and encampment team who connects with the

clients on the street to connect to to the program. we celebrate this award because it's a collaboration of multiple departments and not just our three departments, every day we also work with the san francisco police department, the department of emergency management and 3-1-1 and others to respond to homelessness. we thank our family and friends for their support. we share this honor with our co-worker and our leaders and we celebrate this collaboration wan move issues forward. in addition, i have to thank the san francisco police department for adding the tag, god ain't no punk.

>> we have one more final award winner to sonali bose director of finance information and technology and cfo mta. >> in my career i've been extremely lucky to have worked in public and private. one thing i love about the public sector is you get to see the stuff you do. i came and i realized there was a huge structural deficit so i combed every possible way to get revenue including, for example, increasing our advertising revenues which were $400,000 when i came and now $30 million a year. looking at the fares and fees

and the sf park pilot was the first in the world where we based parking rates on demand and we got a grant from the federal government to do that and was successful and has been launched throughout the city. i'm a big risk taker. if you give me a problem and tell my i can't do it, i'll get it done. my tenure has always been tenuous. to me you have to take risks to leave a legacy. you can't just push paper and do debits and credits. i'm interested in policy and how to implement them through the back end. before i came the agency could not issue debt. we changed the charter in 2007 to allow the agency to issue debt and we're the highest rated revenue bond in the country. we've had four rating increases from poors and moody's. it's been doing whatever it take

to get the revenue. >> i nominated sonali because she brings more to the agency than just her title suggests. she's extremely passionate and tenacious as anyone who's had to interact with her would tell you. very dedicated to making transportation better in the city. she does not stay within her lane of cfo. she's built a great team but it's her passion and commitment that's made her a fierce advocate for what we do at the mta. >> everything i've done is because i have a great team. >> good evening, everyone. i want to join in recognizing all the awardees and the other

hard working public servants who work every day to make the city a better place for everyone who lives here. i'm the director of transportation and it's a great honor for me to be able to recognize sonali. i think probably everybody in the room has had some interaction with sonali. a few positive. the rest otherwise but it's all been in the service of transportation in the city. as we were sitting there between the speeches she was trying to talk to me about budgets and interagencies agreements and that specks to -- speaks to who she is. join me in honoring our chief financial officer sonali bose. >> i have a speech because i was told i had to behave because

otherwise i will probably say something not appropriate. when i told ed i wouldn't leave the agency until i got the government award i think he turned in my nomination within the hour. thank you, ed, for nominating me. it's been a wild ride both literally and figuratively and those that work with me know i have many faults but i hope you feel i helped move the mta forward. every day i've been in some sort of trouble with somebody and i think i have probably the longest tenured finance person. as a martyr of fact, gabe and i had a bet who would be the last person standing and i think you may win this one. i've been so impressed with the city staff i work with.

everybody's so commit and talented particularly those at the mta who work long hours with little recognition. a shout out to the mta folks here. particularly the members of finance and technology teem which i couldn't do anything without. thank you for your support so most of you have an impression there's not a fare i don't like. that's not quite true. what i love are increases to fares. as i leave the city, i leave you with a plea to support the city's transportation system because it's great system. please pay your fare and it's okay to get a parking ticket and get your car towed.

it's already. -- all right. if anybody wants my job, or know somebody who you think may want to do my job, forward my name to ed. i need time with my successor to show them where i hide the money, particularly from ed. lastly, i'd like to close by sharing a poem that summarizes my 12 years with the mta finances by an anonymous author called the cork and the whale. a brown cork fell in the path of a whale who lashed it down with his angry tail, but in spite of the blows the cork arose and floated before the whale nose. said the cork to the whale, you may slap and frown but you can't keep me down for i'm made of the stuff that is buoyant snuff --

with 25 jobs so for young people one of my favorite days in san francisco thank you, thank you to the companies that are hiring. >> (clapping.) >> the city of san francisco and united way are calling an employers to have jobs for youth in 2012 president obama issued a challenge and the challenge was get disconnected young people connected to jobs and so mayor ed lee said we should lead this challenge that the city will have 25 hundred jobs that first

summer 6200 jobs and been building. >> i'll high are ups we like to pledge 50 jobs so for youth this summer. >> excellent. thank you. >> a large part of the jobs it did manual resource center started off a a youth program and our first year 35 percent of the young people working full-time we know there the pressors looking for committed young people the resource fair attracts over 6 hundred people if all over the city and the greater bay area. >> we have public and private partnership the employers came from hertz rent a car and many private sector jobs sea have the city staff so the airport is here, starbuck's is here we've been retail we have restaurants, we have offices and so the young

people will get an opportunity to partner search warrant with so many of the great champions for jobs. >> for the past 5 years we've hired over 3 willed youth to work as business traces they have been promoted to supervisors. >> if you're doing a job at starbuck's the opportunity for them allows them to understand math if tire working at anothers architectural firm understanding debris or a media to understand reading and writing differently those are opportunities that the mayor is clear he wanted to provide we're going to be do mock interviews helping young people that the resumes a it pulls them to the career opportunities and building inspection commission make sure they're prepared for those opportunity educational and in terms of their

preparation skills by the time many of them leave they'll leave with jobs and new relationships building their network of the opportunity to thrive and i think i could focus and i check around the booths to see had is available i'm hoping to get a job but have employers you know employers give practice. >> i feel this will be a great way to look for jobs we can do this like you get paid. >> when our young people walk we capture their information so we can do follows up and we have a room that has a our computer lab an opportunity for them to do cover letters and talk about updating their profile and i think how you do things on the internet we help quam and they

can update tare resume and can look in interviews and on the spot job officers we hire about one hundred young people today lee alone it is exciting out of that it is if they come through with one hundred walk out with a job. >> we'll rock and roll i guess in the job interviews it went great. >> as a youth we get to go through experiences 3 builds a great foundation gymnasium a positive outlook and more importantly confidence. >> we really want to do at the end of the day exist a young person with the possibility of what we can be and do we have them go home i want to get there let me connection with those folks and ultimately got on the

path. >> good morning good morning caitlin i'm caitlin lopez 23 years old i moved out to california and san francisco, california had i was about 8 years old and actually put in foster care at the age of 9 or 10 had a baby at the 16 years old so i've kind of had this crazy like youth experience. >> despite the challenges she faced caitlin finished high school and take advantage of program. >> i heard will mayor ed lee's program through my social worker and i interviewed with entrepreneurs after i was matched walking sweet spots office i thought imitated not been in that type of office ones i got into the office with my

supervisor we boptd and i got a call from h.r. i got the position and i'm in. >> i have. >> we hired merry for 8 weeks and saw how she did she was only going to work 8 weeks but at the end question offered her a position part time. >> i have those traits it has been great working here my term of 5 weeks was pretty much like family supporting each other i feel like the mayors job program helped me to get in job without the jobs plus program i - i probably would have not even had a job. >> in her case she's a mother of two now going to school full-time and making it happen so if she can do it differently

anyone that has a willingness to try at least try to make it can do it. >> those programs are amazing they're so important for young adults to really go out there and make a better future for themselves and despite not having a traditional - you can go out there based on the programs that's what they're for they want to help you succeed. >> we'll be committing to 25 jobs in the tech. >> the san francisco rec and park is hiring 3 and 50 youth that summer . >> (clapping.) >> and only child born in the office development allocation to r so for me is a network of the community that made the difference no way i'll be with united way this network was here for me this was personal and

professional so important we create the opportunities who know the next ceo or champion of the community is coming today to find their path. >> that's the roll in san francisco we really by helping each other out >> (clapping.) >> the goal for 2017 to create 5 thousand jobs for youth if you want more information invite them at sf youth.org

>> [inaudible] i'm a illustrator by day and a [inaudible] composition teacher. right now i'm practice by transscribing [inaudible] that is what i have been doing the past couple years, teaching myself. california college of the arts, illustration there has really great teachers. robert hunt, vance story taught me a lot. what i'm working on is a portfolio [inaudible] riding a donkey unicorn in the process. >> my name is dawn richardson and musician, drummer and drum

teacher. i guess i would say i started my professional path quh i started playing in bands and teaching drum lesson when i was in college. they were definitely not that many women that would do what is doing. in 198 8 i graduated from cal state los ang and studied mostly classical percussion and music education but at the same time i was in hollywood so played at night in rock bands so was doing two different things. >> the reason i'm [inaudible] the people. there is a extremely vibrant art community especially arounds the red poppy art house [inaudible] as a artist in the past 2 or 3 years there is a event called the [inaudible] every 3 months a free art music

festival that i usually play at and just met so many people. >> i was teaching a little bit and doing odd jobs like waitressing and going at night and playing in bands and meeting a lot of people. i chss in ban that had cool break jz get parts on tv shows or things like that. a friend of mine, we had mutual friends that got signed to a record deal in san francisco called 4 nonblaunds and i addition frd the bands and moved to the bay area. i think things are different now than 30 years ago, the world evolved a lot. it could be a challenge but have to know how to negotiate everything and sometimeatize is [inaudible] it was great to get to a point where i was just treated

like another one of the people, a musician not a female musician and that is always what [inaudible] >> you don't hear stuff on the radio [inaudible] i need to write music [inaudible] be more conscious in their decisions and somehow make that poetic so they will be convinced. i think i will do that. [singing in backgrounds] drawing and writing music since i was a really little kid and fortunate enough to have a good education in art and parentss who supported me. i hope my life will continue to allow me to do both. >> for me now having all male, female girls, boys students it shows the world has changed a lot and people areope toon open to a lot more than

they were in the past. you can get a deep satisfaction from responding a lot of year practicing in one thing and becoming really good at something. sometimes i think that it is better to get lost. you have to practice and become good at what you do, so if you have everything together then go out in the world and do what you do and then i think people weal accept thatit >> shop & dine in the 49 promotes local businesses and challenges resident to do their shop & dine in the 49 within the 49 square miles of san francisco

thank you. seventh and mission bay drive is indicated here in green. and just for reference on the second item is mariposa, which is a single block section noted in purple below. the seventh street and mission bay drive intersection public improvement project is located in mission bay south redevelopment area and part of the reconstruction plan for mission bay south. it consists of constructing infrastructure improvements in portions of seventh street, mission bay drive and barry street corrector. the plans included at grade railroad crossing. the peninsula corridor joint powers board and california public utilities commission. they approved the redevelopment

plan and infrastructure plan, which closed at at grade railroad crossing and provided the new location as a second entry to mission bay. the second project that was indicated is the mariposa street project. this project consists of constructing improves between i-280 an and off ramps. it included work on the ramps to coordinate with mission bay development projects. the work on caltrans right-of-way is not being accepted by the city. the public improvements were constructed in accordance with approved plan specifications. the director of public works in consultation with city agencies such as puc, fire department, mta, issued a notice that the

projects were for their intended use. they determined the construction and acceptance of public improvements are consistent with the general plan and of the planning code section 0.101 and this doesn't trigger any further ceqa environment review. the projects with consistent with the redevelopment plan. we are asking the land use and transportation committee approve these items and recommend acceptance by the board of supervisors. if you have any questions, i will be happy to answer. >> supervisor tang: thank you very much for your presentation. anyone else or that's it? okay. we will open up items one and two to public comment. any members of the public who wish to speak, come up. seeing none, public comment is closed. can we get a motion on items one and two. >> supervisor kim: i would like to make a motion to move forward

items one and two with positive recommendation. >> supervisor tang: we will do that without objection. thank you. item three, please. >> clerk: item three resolution accepting of public sidewalk easement on shipley street adjacent to development project at 923 folsom street and adopting public works order concerning the easement. >> supervisor tang: i will turn it over to supervisor kim. >> supervisor kim: thank you. my office is here to present on item three. >> good morning. this resolution accepting a public sidewalk easement on shipley street at 923 folsom and adocumenting the public works order concerning the easement. the project began as a large project authorization for 923 folsom street adopted by the planning commission on july 24, 2014. public works has determined the public sidewalk easement is necessary to create a wider

sidewalk to create safe passage for members of the public on shipley street with the sidewalk is adjacent. shipley street is too narrow. convenience and necessity, the city obtain a nonexclusive easement for pedestrians to pass over. on sent 22, 2017, 923 folsom acquisition made an offer for easement over the property for pedestrian passage. on october 26, 2017, public works director and the city engineer certified all work was completed and inspected and that the sidewalk has been constructed in accordance with the plans and specifications and all city codes.

regulations and standards and that such improvements are ready for their intended use. the public works director has also recommended that the board of supervisors accept this offer from 923 folsom acquisition llc for the public sidewalk easement. we have julian marsh here for additional comment. >> supervisor tang: without anything else, we will go to public comment on item three. any members wish to speak? okay. public comment is closed. supervisor kim. >> supervisor kim: just want to thank the project sponsor, julian marsh. at this time i would like to forward item number three with positive recommend to the full board. >> supervisor tang: and we will do that again without objection. item four, please. >> clerk: item four is ordinance business and tax regulations code to suspend temporarily

application of the business registration and fee requirements for transportation network companies drivers and taxi drivers. >> supervisor tang: thank you. i think we have amanda from our treasurer office. >> good afternoon supervisors. the state passed senate bill 182 last year which prohibits treasurer from requiring drivers to register as a business if they live outside of san fran. this is in stark can tras to treatment of all -- contrast to all other independent contractors who do business in san fran regardless of where they -- san francisco regardless of where they live. it undermined our business licensing authority. the city was on record opposing this legislation and we are now challenging the validity of the law in court. in the interest of fairness as the lawsuit proceeds, we wanted to avoid a situation where a small group of businesses, tnc drivers who live in san francisco and taxi drivers

continue to play. this ordinance is crafted as a tempora temporary resolution of the business license. thanks. >> supervisor tang: thank you for that. i wanted to know what the anticipated impact on our revenues would be as a result of this? i'm not questioning the impetous. i think it is really great you brought this forward to us. i wanted to know what we are expecting in terms of the impacts on revenues. >> we estimate it is less than $200,000. in reality most tnc drivers even if they live in san francisco probably wouldn't come forward and register which is why we oppose the legislation. it is covering taxi drivers left in that category. >> supervisor tang: thank you. that sounds very minimal. okay. colleagues do we have any other further questions or comments

about this one? >> supervisor kim: no questions, but i just want to completely agree with the direction. it is really unfortunate that the state passed a bill prevents localities from requiring worker who is do business in san francisco for applying and paying for a business license. out of fairness for the drivers, i think this makes sense. it is unfortunate this is before us. thank you for your work with supervisor peskin and our treasurer. >> supervisor kim: thank you. supervisor safai. >> supervisor safai: thank you. how long do you anticipate this suspension to take? >> it is drafted in its current form for two years. rescinds automatically after two years without any action from the board. >> supervisor safai: that would be $200,000 annually? >> yes. less. >> supervisor safai: what's the anticipation of the time on the lawsuit? >> i would defer to the city attorney on that. but they crafted it to align.

>> supervisor tang: deputy city attorney. >> sorry about that. deputy city attorney andrew shin. i don't know the answer off the top of my head but i could have my office reach out to your office and provide an update. >> supervisor safai: that would be good. i agree with what supervisor kim said as well as chair tang. this is the right thing to do to level the situation. but i just always kind of think of it from the fiscal perspective. if it is around $200,000 or a little less for over two years, how do you all plan to back fill that? that's a loss of revenue for your office, correct? >> no. it goes into the general fund. >> supervisor safai: right. that's a loss to the general fund. okay. just wanted to be clear on that.

otherwise, i agree. thank you. >> supervisor tang: okay. thank you all. so, at this time we will open up item four to public comment if there are no further questions. any members of the public comment on item four. >> public: thank you supervisors. taxi workers alliance, mark rueberg. i want to thanks supervisor peskin for bringing this forward. sb-182 was really just piling it on to a whole bunch of other laws and rules that treat cab drivers unfairly visa vi transportation network company drivers. and actually treats everybody who pays a business license fee in san francisco unfairly as opposed to tnc drivers because they are the only ones who are

exempted under state law to my knowledge. so, this will inject a little bit more fairness into it and owing to the fact that cab drivers would always be exempted at least during the period that this lawsuit goes forward. and we hope and pray for its success. as you are keenly aware, i'm sure, cab drivers have been suffering mightily over the past few years owing to the discrepancies in regulations between the two forms of service, which are really identical or so close to it that you can't make that distinction [bell]. >> public: and i just urge you to pass this. it will be of some help to cab

areas perpetrated for something else. >> i'm here with john francis pavement to parks manager and this parklet on van ness street first of all, what is a parklet and part of pavement to parks program basically an expense of the walk in a public realm for people to hang anti nor a urban acceptable space for people to use. >> parklets sponsors have to apply to be considered for the program but they come to us you know saying we want to do this and create a new space on our street it is a community driven program. >> the program goes beyond just parklets vacant lots and other spaces are converted we're here at playland on 43 this is place is cool with loots things to do and plenty of space to play

so we came up with that idea to revitalizations this underutilized yard by going to the community and what they said want to see here we saw that everybody wants to see everything to we want this to be a space for everyone. >> yeah. >> we partnered with the pavement to parks program and so we had the contract for building 236 blot community garden it start with a lot of jacuzzi hammers and bulldozer and now the point we're planting trees and flowers we have basketball courts there is so much to do here. >> there's a very full program that they simply joy that and meet the community and friends
