learner myself, so i feel this teacher is effectively serving the communities that we especially wish to close the equity and achievement gap on. thank you. >> thank you. next speaker, please. >> good evening, board. my name is is a reassabrina ha. this is my first time here. i'm not sure how this goes, but i'm coming with a complaint. we moved here from las vegas in june, and we're homeless. i have four children. two of them go to everet, and one goes to ocano. which has we start since we started in august august, my complaints were meant with retaliation. my daughter has been suspended excessively. my daughter has been attacked. i've made police report does. she has been sexually harassed by a dean at the school. it has been pushed under the table. i've spoke to several people at the school district.

thus far my daughter has been suspended for 27 days and still has not been in school. now she's up for expulsion. she's in nineth grade. 8th grade, she was student body president in vegas. i'm reaching out to you because i'm a single mother of four out here in san francisco, and this has been going on since august, and i've been sending e-mails and calls, and it's just been brushed, and my daughter thus far has been out of school, and i need you to look into this matter. it's retaliation, and it's sad. we have no hope, and i know she needs to have a family youth and transition program. it wasn't until two weeks ago that program reached out to me. thus far, we are still homeless and now my daughter is out of an education where she's never had no fights, never anything was student body president. now we're here in san francisco to get -- where we're born and raised in san francisco. we just had moved to vegas, and

>> okay. good evening, commissioners, and superintendent matthews. my name is viva mogey. i'm currently serving as the interim chair for spark sf. i know that some of the board members here with actually very familiar with spark sf as you've attended some of our events supported as with funding relations and even served as board members of

spark sf. so today's goal is to get everyone on the same page and give you a progress report to our fund raising for fiscal year 2017-18. we will go over who we are, what we do, our current funding progress, and then i'll close with some questions in the end. let's just quickly begin with who we are. spark sf was established during the vision 2025 process to essentially be the fund raising arm for the district. we also have a board of directors who advise and support us with district fund raising efforts and make sure these efforts are aligned with the district's statrategic goa. and so how does spark sf support sfusd. as we mentioned before, we are the fund raising arm for the district, so 96% of our fund raising efforts are funded directly back to the district. accountablity.

spark is governed by people from both public and private sectors. they monitor the use of its private and philanthropic investments. additional ways that spark supports the district is by making sure that these strategic alignments are with the district's priority. this is why we have a hybrid model here where the district also supports spark sf. lastly, we have impact. we apply the private and philanthropic investment in strategic and targeted ways to address integral student outcomes. one key example comes from our largest funder, salesforce.org, where a targeted investment to stem in our middle schools have made a strong impact in sfusd. we have seen dramt changes in math and computer science,

particularly at the middle school level, algebra d's and f's drop by 33%. additionally, computer science was virtually nonexistent at middle grades. now virtually all of our students have access to virtual csf courses district wide. we've made strides in girls and students of color especially starting in 2013-14 school year. 180 girls were in computer science courses, and last year over 3800 were enrolled in computer science courses. and again in 2013-14 school year, 57 students of color in computer science -- were in computer science courses, and last year that number was 3,820. in all of these efforts cannot be done without the support of our board members to volunteer their time to support all the

private and philanthropic efforts that happen here. this is a very diverse board with private sector leaders, long time fon anthropic leaders -- philanthropic leaders, including leaders with the district board of education. as you can see, we have been able to host our second gala in the fall of 2017-18 and fund raise over $9 million. the gala has been a great opportunity to work together with our city partners and host an event that is strictly dedicated to support sfusd. we've had the honor of having the late mayor lee attend both galas and speak about sfusd and the importance of investing in our public education system. we have been so lucky to have a mayor who is dedicated to public education. this fall, the theme was revolution, tie in with the 50

year anniversary of the summer of love. as you with see with the flowery apparel, it was also the first opportunity for dr. matthews to introduce himself to the fundraiser community and his plan and vision for sfusd. here are the list of all of the sponsors that supported us during this gala, and we have been able to gain four new sponsors this year, all of which we have gun discussions how they can continue to support sfusd in our efforts. some of sponsors have brought guests from other philanthropic organizations, and we have been able to cultivate new relationships as well. as you with see, we have noted that theed funds are directly tide to the district priorities, which are also tied to the lcap out comes and actions. here are the details of the $8 million fund raised directly by grants in your resource pages

that i've provided with you, there are a list of pending grants, as well. we do not have -- we actually have not been able to historically submitted the award of grants that have been awarded and declined. so far we've tracked these efforts this year. we have been able to submit a record 41 grant. 16 have been awarded and eight have been declined. after this fiscal year we'll not able to evaluate our success rate and what worked and didn't work as we continue our fund raising efforts. historically fund raising departments have been able to showcase their efforts through a number of awards funded and the amount of money they have been awarded. our main approach has always been strategic, but in order to expand our portfolio this year and decided to take a risk and apply for grants that we have not previously applied for this

year. as an evolving and growing organization, we believe that if we don't try something, we won't know until it's actually done. you will see a list of our funders we are continuing to cultivate in the resources that i've provided with you, especially the ones that have been listed in bold. we actually have an app to submit proposals for this up coming year. so with that, i will just leave it with any questions that you might have. >> thank you, miss mogy. before we go to board comment, we have one speaker card. rita blanc. >> good evening. thank you very much for the presentation. i'm glad to hear that we've got $8 million channelled into the

district through spark. my question has to do the transparency by which the funds were allocated. i didn't hear anything about that, so i would -- i would like to know how it is that -- that happens, who makes the decisions, who gets that information about how the decisions are made by the spark board? do administrators go before the spark board, make a request for x, y, or z, is that decision made -- when and where are those decisions made, and what access does the public and/or different stakeholders such as educators or parents at school sites, where do we plug in? and i did want to let the board know that a year ago -- more than a year ago, uasf made the request that uasf have a member on the spark board, and we were basically -- the seat was

identified -- an opening was identified. we had one candidate who was going to be -- who put her name forward, and then it kind of fell through the cracks, so we have to share part of that responsibility, but i wasn't kept informed, you know. maybe it's on me that we didn't push really hard to, you know, when we came back to school in august, that our uasf representative was not -- was not incorporated into the board. so i think that remains something that we need to pursue because educators i believe this haveshould have a the spark board. so maybe we need to follow up on that following this meeting. but the issues of transparency on this budget are as important as any other part of the district budget. i know that the qta oversight committee basically talked about the spark funds being important, that we should be able to know how it fits into the overall district budget. thank you.

>> thank you. do you want to respond to the comments? >> yeah. so some of the -- most of the fund raising for the last -- as you know, we just did start about three years ago? most of the fund raising has been traditional fund raising, and so this is continued support that is aligned with our district priorities? as we do seek some new and additional funding, i do think that we are still trying to solidify a direct process internally to be able to do that. a lot of our information are public on our website, and so at the very minimum, we do want to make sure that how many dollars are being raised is noted publicly. so i will need to follow up on the -- how we can be more transparent, but i will definitely bring that back up with my team. >> i'll just add a little to that, is that the funding that comes into spark are grants

that we write for -- for specific reasons, so the dollars are not -- how many -- how much of the dollars are, like, unrestricted, inreflectible versus dollars that we get specifically -- you know, the $7 million that we get from sales courses are very restricted, but are there other dollars that are unrestricted where there's some recommendations that can come forward on those types of funds? >> yeah. compared to the restricted funds, yeah. we do have some unrestricted funds, but we have not actually allocated those. i wasn't around for the previous year in how that allocation went after the first gala, so i'll have to go back into and follow up with -- with them. >> great. thank you. any questions or comments from the board? commissioner sanchez, and then, commissioner haney?

>> excuse me. thank you. thank you. thanks for the presentation. we love money for our district. can -- so you're going to follow up on having uesf have a representative on the spark board? >> i will have to look into our by laws and how we would adjust that, so i actually can't answer how that process goes on in terms of how do we elect somebody into the board at this time. it's -- as it's specifically, i think we're a direct uesf contact that's not in if our by laws at this time, so we would have to go back into that first. >> okay. >> make just a -- >> overall, i'm impressed, obviously with this board, but there are no practitioners on the board in terms of people who work in the classroom or who work at a school site, so i would advocate actually having a ue and a ua member. i've told you that before -- on the board. if you can look into that,

that'd be great. and then, compared to other districts our size, have you done research or has anybody in your office done research about the amount of grant money through corporate interests and others that they've been able to raise for their school districts? >> i've been looking more into our -- kind of our model that we have, which is this hybrid where staff is also working with -- directly with the nonprofit arm. a lot of school districts have a separate -- a separate entity, and so one of the closest ones is denver, and we do raise about a comparable amount of money? and then, i haven't really had a chance to explore further at this time. >> 'cause i'd imagine there are other districts similar to our size that are able to get or obtain larger amounts of money from corporate interests and others. but this is san francisco, and i'm super happy, and i have been with salesforce stepping up to give $7 million a year.

i don't know how many years now four? five years now. [ inaudible ] >> right, and they are what i would consider an anchor, philanthropic endeavor for us. i would hope since we can all name 20 huge corporations and 20 tech corporations in this city that are housed and run their operations in this city and yet give relatively nothing to our school children. and i've always been frustrated with that, but i think that now that we have some people stepping up, i.e. scales foral how are we leveraging their support to get other larger interests involved in giving back to our community specifically for the betterment of education for our students? >> that's actually a really timely question. actually, salesforce, actually, they have been trying to have

discussions directly with other funders that have historically funded the district as a higher dollar amount, and they are trying to convene their own funder groups to see if there can be more investments done. [please stand by for captioner switch]

close. i'm not sure what it is. we were able to get far more here. a big part is i had the conversation the district in san jose came together. there are 23 district this is the city of san jose to make these requests. we are running up against a brick wall. the ways we saw small investments happen is when they began to talk to each other. it wasn't anywhere near the size that we have here. that is at least how small that was. they hear each other and listen to each other. the group was talking to them to

say this is what we are doing. they just don't hear it from us. thank you. >> commissioner haney. >> yes, i think commissioner sanchez is right. we have a long way to go to deal with it to fully capitalize on the extraordinary wealth in our city. if we take sales force-out of this equation, we are, you know, it looks different. the bulk of money is coming from sales force. i think sales force linkedin and then google.org are the tech companies investing in it. i think thanking about what that broader strategy is, that is something you are talking about all of the time and looking into. one thing to ask as relates to spark, how you see the purpose

of the board. it seems many of the folks, some are internal to us and i agree with the point we should expand and include educators. are the purpose of these board members to help us identify potential opportunities for funding or to come up with a strategy or do we have some oversight or direct say in how the money is spent? that is the first question i had. the second thing is how we think about the accountability that we have and the transparency that we have over this entire process. i had the opportunity to it is on the spark board for a single year then usually we rotate the president of the board and the result is that one of us for a

limited amount of time has interaction with the spark board. i wonder if it would make sense to make kind of an annual presentation like this but maybe that is more in depth with some of the board members here so it is not all on you. we have a chair of this board. i don't think many of us have met this person. i think the chair and that type of interaction invag that accountability where other folks can look at our spending and we can have a greater voice would help. this is something that exists independent from us as a board. as a result that feels like we don't have a lot of accountability and not a lot of ways to help and give input and support. >> vice president cook.

>> i did want some response on that. >> i'm sorry, matt. >> as sort of a piece of that, which i would love to see is because the sales force grant is a big part of this, more at some point and maybe this is already planned but to have a fuller presentation on that specifically and so we can really engage with that more. i know that it has come in front of us but some annual conversation about that and how it is being spent. >> for the first part, the board does apologize due to the scheduling conflicts they weren't able to attend tonight. i know that was a request that did come to see if the board members could attend. the second part is i do think that the most important aspects of the board has been about the fiscal responsibility. it is kind of coming from the

fundder community to make sure that it is being, having the 501 c-3 from the board of directors. we are fine tuning a lot of their day-to-day tasks and also when i do say they support the fund-raising efforts they help us in a strategic way. when we apply for grants they have been able to support us with building that and cultivating the relationship. it has been valuable from the staff who we don't have as much robust rolodex or anything to do that. i do think that those are the two main components. the spark board does support us. in terms of actually i don't know if i answered the rest of your questions.

>> the process around the relationship between the spark board and spark in general and our board. it seems like this was called sort of maybe by the leadership of our board. i don't know if there is a regular process for oversight accountability, transparency or conversation between sparks' board and the sfusd board of education and the public. >> we are trying to understand each board member and what they want to do in their role. the idea was by having one board of education member on the spark board that would have been the representation and connection between the spark board and board of education. we will take that feedback in for a better way. one last thing. at the end of the year our goal is to put out an annual report.

that comes from both the spark sfusd and the spark board to share to the board of education. we hope that would be another layer to building that connection together. those are kind of some of the ideas that have come up. i will take in all of the comments that have been made into consideration. i am fairly new so i am trying to grasp everything. >> i am not blaming you. it would be good to set up so we can be more invested. we can have accountability but the important part of our work and possibilities and all of that that we should have this conversation regularly. >> thank you. >> vice president cook. >> i appreciate is update, and these are the first time i have seen the numbers.

this is part of commissioner haynes i would like to have a update a month after every gala so we can get a sense what happened and the priorities for the coming year. we can make this a static presentation like other initiatives that we are connected to. the event was incredible. thank you, doctor matthews, great speech the night of the event, and also i want to acknowledge president mendoza-mcdonnell for carrying the work around not only representing us but getting us there. she had to text me last minute to make sure i was at the event. i made it. in terms of the funding so i

want to echo the sentiment from our president about more representation of classroom educators on the board and to speak to the point about the larger community having a limited participation compared to the sales force. i think the continued success. we are at a starting point. we built something that allows people to participate in the clear way and before most funding was coming to schools in a very inconsistent way based on someone's connection to a school. now we have a place for the entire community to come. we have i lot of opportunities

to engage. not only the tech community but those that headquarter the global businesses in san francisco from the developers in the city and looking for ways to support. we just also have a very substantial community benefit initiative through the different departments. i don't think that we participate much in that so this can be a mechanism to also direct people who are doing anything in the city to put something aside for the students and families that are going to school here. i think there are a lot of opportunities with spark, and having the backing of the credible partner like sales force gives people more confidence. i am eager to see what happens with the board, and i think that

is mostly how i fall on where things are right now. if i had a question for how are we intentionally going after or engaging the financial services sector or the health continue i, not just tech? what is the strategy to engage those companies, if any? >> we are definitely working on it this year. we can evaluate the proposals we submitted this year to re-evaluate the priorities for fiscal year 18-19. i will note that to what we look into for the upcoming year. >> the other question was about san francisco is a place where e

there are a lot of nonprofits, people raising money. a very large number of organizations raising millions of dollars in a night for anti-poverty clauses. are we looking at those to help how we communicate about the impact we can have as a result of the money we raise? >> i can't say we are doing as well as tipping point, but we definitely haven't thought through that thoroughly. i will take that back to the team. >> if there are weighs in the year ahead, doctor matthews, that you can better utilize board members to support this work, i would be happy to support your leadership in that. >> thank you. i want to start by thanking you for stepping up. i know this is not your

background or forte. when we changed leadership, you stepped right in and holding it together with duct tape and. >>. i want to appreciate that. i want to acknowledge. spark sf was started a few years ago to the credit of laura and her team and the thinking and i was part of these conversations as well. there were a lot of folks that wanted to give to the school district but would not give to a government agency directly. it was real. we have had some amazing funders that did give to us on a regular basis. these were the helmets of the world giving to the school district directly for specific areas.

cultivating funder to come to the district is not easy, and for a board member that does this on a regular basis i try to take advantage of anybody who says they want to know more about the school district. we should all jump on it nay time anybody says that. we have spark to drive those folks. if we don't have the capacity or have the ability to think about where we want the dollars to go specifically, but we have been trying to cultivate a lot of folks. alaska airlines are on board to provide -- they came in as part of the gala. we met them at the superintendent and at the time president walton and i sat with them and a great conversation about who we are, how special the school district is. i think it is really going to take all of us to not only highlight what we do on a

regular basis but to really put that information out there. i think that is what we don't do very well is really highlight the achievement of the district. in all of the places we go if you think about how much we get from voters through the city and the investment we get from philanthropically and corporately, it is significant compared to others. to your point there is a lot more. a lot of corporations don't have foundations or what they want to give for. we went over with kaiser to talk about putting a provider in willy brown because that was something they could do. there is a variety of things we have been trying to do to approach this. the other thing i think is important to note is that, you know, for those that have been around for a while if you recall we had the every child can learn

foundation. this was kind of basically a flow through account to make sure we had the ability to take a charitable donation to the school district. then we have the san francisco school alliance, who was a lot more involved in the school district and probably too involved. spark sf is trying to strike that balance between being too involved and not being involved at all. i think it is a great idea to have the board have a conversation with the spark board and to, you know, hear directly from them direction and the superintendent during the meeting provides the background what it is we are doing on a regular basis. i think this document that you put together talking about working towards transform lives

in vision 2025 outlines what we are working on and where the dollars go. this identifies where the money goes and what programs it is serving and who the funding is coming from. i think this is a great way for us to think about it. it also has a list of ongoing cultivation we are trying to do. if you know anybody in these organizations, this is a great list to start from. we have a wish list. these are folks that we know give funding. we just need to get our foot in the door. to your point they are funding a variety of other organizations appeafeel the state's responsib. we have to change that narrative. we all have a role to play in helping to cultivate and

convince others to invest in our school district. the other thing you mentioned, vice president cook was the community benefits and the school district has never been involved in those conversations. we have recently been engaged in the benefits. there is an opportunity to have an ongoing fund of money going to bees see carmichael. we have engaged in those and the district put together the thoughts about the school. it is the only one in that market. we are hoping to be part of those conversations now. you know, we have to put ourselves out there. we are that state agency that nobody wants to deal with but, you know me. what about the school district? how can we get on the radar. we have a lot of work to do here

still. the money fluctuated. the first year we started spark we raised $20 million. there is a lot of excitement and a lot to do. we had transition. this is $8 million more for us to invest in our young people than we would have otherwise. thank you very much for all that you have been doing to keep it altogether. to engage the board is what i'm hearing. if there are folks that come up that you think one of us would be most appropriate to pursue, if there are names you would like for them to think about, i mean the same goes for the gala. that he asked all of us to come up with names to pursue.

thank you, commissioner. do you want to give an update on what happened to that? >> yes, we did have one. it was tilt. if anyone remembers. it was an online platform but they did shut down. it is a startup. it did so we don't have one as of right now. one of the biggest hurdles that we noticed by having that platform is that it wasn't as

easily accessible for every day for teachers and principals that would be quick and easy to use. we are exploring fund-raising platforms. we want it to take a low administrative fee. that is what we are looking and exploring on our priority. . >> that brings up a good point when we had to use fiscal agents for grants we received because they didn't want to give it directly to the school district. we would use upwards of 10% of the grant that would go to the fiscal area. that is another reason why spark is a critical partner of ours. any more comments? great. thank you so much. >> next item i.

the professor. there is one subject we were talking about. va is the space we share not only with the pacific islander community but with anybody in this room and outside. we look at it as reflection of who we are as people and how we work as a system and culture. we represent the ocean. that is because the moon guides the water and raves the -- waves the same way our ancestors died. throughout learning this subject, we were also learning how the ocean not only does it kind of capture our culture and keep it intact, but it also keeps our culture going. i am advocating to create more spaces like the opportunity i

got advocating for more opportunities like i had to be able to learn more about the culture, not only about how it works how and why we express ourselves as pi youth. i want to make it clear i don't want to tell you how p i's work. i don't want to tell you who we are as people. i believe our community explains itself. i want to tell you who we are not. we are not only musicians, not only athletes, not only security guards, not delinquents and not disrespectful. we are oceans. we move together. sorry for the time limit. we are ocean. we move together and bring together throughout anything no matter what. you already know how p i's always stick together. i am advocate for the protector of the ocean we hold secret.

memorial adjournment. section m. we are not adjourning at this time this. is in memory of shirley brier black. she passed away on february 8th after 10 100 years of living la. she was predeceased by the love of her life, george black. she loved san francisco. she decided it was time to work. she was hired at a school district and became involved in union activities. she was elected as the first woman to serve as local 790 president. she retired after many years as director of the sfusd audio visual department.

she served the city as a commissioner on sfmta, status of women and human rights commission. she sat on the board of directors for the fine arts museum. she was a model of leadership. she was a mentor to many. she got it through the witness and forthrightness. a true woman of her time. survived by her daughters christine parker, retired school principal and barbara jenkins. she had grandchildren and their spouses and five great grandchildren. she was a loving aunt of justice steven brier and the honorable charles brier both of whom she would quote. she was also the sister of the general council for the district
