removed seven properties from the list with 107 remaining. of those there was one settlement reached for payment plans and one paid in full and we removed another to address a billing discrepancy in the case of accelerated sidewalk abatement, we removed 24 with 26 remaining. there was one settlement reached whereby if repairs are made within the next 30 days we will waive assessment of inspection fees and move to properties to address quality control issues. i'm available to answer any questions if you have them. >> president breed: okay, colleagues. any discrepancies with item 32, specifically? no? okay, is there a motion to amend item number 32 to strike the lines, they aren't listed as lines.

>> supervisor safai: thank you, madam president. i don't know if you noticed but almost 99% of these are in my district, i know that happens on a rotating basis. a couple discrepancies or larger questions i have, one is the 12% admin fee for recording this lien. i reached out to the recorder, she is happy to work with us in the spirit of fees and fees in this city. as you heard the majority of people who came here today are folks on fixed income. this is very long time homeowners, let me just state 100% on the record i am all about safety and all about fixing these sidewalks but in this instance this was just brought to me in the last week or so. i believe i have solutions to mitigate some of the costs to the home owners, we have money allocated in the previous year to plant trees, almost 85% of the listings don't have a tree

in front of their house. we would request respectfully a 2-3 week continuance to work with b.s.m. and the treasurer's office to resolve some of these matters. i think i need to do a state specific. i will ask specifically what i want. i want to duplicate item 34, we will amend the duplicated resolution to only include district 11 addresses and we would continue the item as amended to may 23rd. >> president breed: i'm not sure that's possible. mr. givener? >> deputy city attorney, john givener. i think the idea is continue the district 11 properties so the board could act on those but approve the liens for all other properties. >> president breed: i understand that, but there's no need to duplicate the file, i believe, to do that. >> you would be adopting a

>> supervisor yee: this is item 39. urging the arbitration board to incorporate one of the city's proposals into the memorandum of understanding between the city and county of san francisco and the san francisco police officer's association which is now in arbitration. thank you to my colleagues, cohen, lee for sponsorship on this. i understand the arbitration board may come to a resolution in the next day or two, which is why this is coming to a vote today on the without reference committee calendar. i want to be clear. this is an urging resolution, not a binding one. and i wouldn't ask the board to support something that our own human resources department isn't putting forward themselves. this resolution is supporting hard work. it's not motivated by anti law enforcement sentiment.

my husband is a 35-year veteran of the police department. my husband is a five-time recipient, medal of valour, he has risked his life many, many times on the job and two of my brother-in-laws are still active police officers. i know intimately that policing is hard work. i want them to have a good contract is too, i know how important it is to the police officers and their families, this resolution is ensuring the implementation of police reform that's this city unequivocally supports and this board unanimously supported the allegations this anti-labor is just ridiculous. i haven't heard concerns about this from anyone in the labor community outside of the p.o.a. in fact today we heard public testimony from the san francisco labor council,

expressing support for proposal 22 is pro-police reform, expressing support put forth by our own department of human resources, expresses support for 22, this proposal includes language that suggests changes involving any of the recommendations from the 2016 department of justice report shall be noticed to the san francisco police officer association and association 14 calendar days to respond rather than 30-day period in addition if no agreement is reached this proposal would waive fact finding and impact procedures. today's resolution is expressing support for this city's proposal and ask the arbitration board to incorporate to the extent possible and i want to repeat that. this resolution is expressing support for this city proposal and asks the arbitration board

to incorporate to the extent possible city proposal number 22 into the new m.o.u. between the city and san francisco police officer association, colleagues if we can't get behind this proposal to support efforts to remove obstacles to true implementation of the department of justice police reforms, these are proposals that our own human resources department has brought forward, we may never make the changes necessary for the kind of police department that our city needs and deserves. i ask humbly for your support. >> president breed: thank you, supervisor fewer. supervisor ronen? >> supervisor ronen: colleagues, i'm also speaking in favor of this resolution and asking for a vote today on the resolution.

the department of justice came in and gave the city 272 recommendations about how our force is failing to provide the type of security for our residents with all the projections at the same time. this is very serious. 272 recommendations. and what we have seen in several instances specifically on one of the most important policies, our use of force policy is that the p.o.a. has used the collective bargaining process to stop the implementation of those reforms. these are reforms by the way that our own police chief wants to implement because he believes that this is right for his department and this is right for the safety not only of all of our community members but for his own police force.

now our department of human resources listening to feedback from us has put forward this proposal to bargain around and i think it's absolutely appropriate for this body to weigh in and give our opinion about whether or not it's the right policy moving forward. this is not theoretical.

to review our department and make recommendations how we could have 21st century policing in san francisco. and you know, it is entirely, all we are asking for with this resolution is that bargaining doesn't happen behind closed doors that impacts the safety of residents in our neighborhoods. which is completely reasonable. we are saying yes over working conditions that are valid working conditions that police officers should meet and confer but there should not be closed door sessions where the public doesn't get a chance to weigh in over policies affecting our entire department and themselves. this is completely reasonable and i would ask my colleagues to please vote on this measure

continue for a week because i'm concerned about the broad language in senate bill 1024. i don't know if you had a chance to read it but particularly the ability to terminate probation for people unable to attend the mandated mental health program is concerning and i feel contradicts file 180132 that president breed and myself, ordinance amending administrative code abolishing fines and fees, restitution costs, blah, blah, blah. senate bill 1024 would add excessive fees which includes $2,000 fine mandatory fines and fees will add up and keep citizens in the cycle of debt. they send an opposition letter to senator wilk raising these

turn it back over to secretary kilshaw for the first item. >> yes. thank you, secretary kilshaw, i'm going to interrupt the president of the commission tonight because this is a very special night, and it is a very hard night for some of us. tonight is president turman's last night on the commission, and he may not know this but tonight is a very special night for him. i have with me a proclamation from the mayor of san francisco, and julius, he may not know it, but today is julius turman day in san francisco. san francisco traditionally recognizes individuals who have made significant and remarkable contributions to the vitality of our city, and the dedicated and vital work of l. julius turman sincere rerepresenting the city of san francisco at its best. he has served the city and county of san francisco in various capacities, joining the police commission in 2011, stepping into the vice president, and then serving as the president of the body over a year. president turman might run commission meeting with a pragmatism of suffers no fools demeanor, he has been witness to comments delivered as jives, poems, raps and beats, whereasture mass was instrumental in overseeing the police reform efforts,

successfully revising several key policies, including use of force, body worn cameras, written communications and complaints against officers, ensuring the department operates the highest national standard, and whereas recruitment is often an arduous process, turman exercised his acute judgment of character, supporting chief william scott after a tremendously long and collaborative journey that included public input as well as filing key positions at the dpa and the commission office. whereas according to the sometimes ungodly hours of the julius turman e-mail which we've all received, he doesn't sleep, ladies and gentlemen. he's been known to land in your box that seems to need no more than 45 minutes of sleep a night, which means that the remaining 23 hours and 15 minutes are split between his

time at his firm and helping the sfpd reaches the highest pinnacle, making sure every person knows in the department how important his or her service is, and everybody feels safe and able to live their best san francisco life. therefore be it known that i mark e farrell do here by proclaim may 4, 2018 to be l. julius turman day in san francisco. you know, our friendship. i see former president susie loftus is here today. you know, in my career, i have served with some notable and incredibly successful people. on this commission, president loftus, president sparks. i've served in the department of justice with judge ryan, robert mueller. i served in the d.a.'s office with kamala harris, and you're there in my life as people who have defined who we are and who the city is. i have to tell you from the day i first met you, i found you to be honest. the first day you meet someone, you go he's okay, or no he's a blankety-blank. you know, in a city that believes in a lot of identity politics, you are a michigan

left the commission a year and a half ago, but i couldn't miss a chance to come back and honor what you've given to this city. i think it was former chief greg sur who used to remind us sometimes, you know, julius is a really fancy lawyer, and he would ask how much you actually get paid every hour. i think it's high up there. as a government lawyer, please don't tell me. i don't want to know. but over the seven-plus years you've been on this commission, the hours that you have spent in discipline hearings, in time when we've been in closed session struggling with some of the biggest issues this police department has faced, you have been dedicated every single moment so what is best for this city, what is best for this department, and you have shined in your integrity, president turman. you make the decisions for the right reason, you care deeply about this city, and you have given a tremendous amount. it was an honor to serve with you, and thank you for the kindness and the partnership you showed me and you've shown

all of your colleagues over the years because you've made things better, and the city is very grateful. thank you. [agenda item read]. >> president turman: good evening, chief scott. >> good evening, commission, commissioner turman. i'll start out with crime trends for this week and start off with violent crime. homicides are down 28% from this time last year. we had 13 homicides as of the last reporting period.

our shootings -- shooting victims, i'm sorry, are down 17% with a total of 39 year to date. homicides with firearms, we've only had six for the year, which is 54% below where we are last year, and our toting gun violence is down 25%. our total violent crimes, that includes all the part one violent crimes, we're down 36%, and part two violent crimes, we're down 14.55%. auto blaerz are down 25%, which is equivalent to 2,000 less auto burglaries than last year, and all the strategies that we've put in place will continue, and hopefully, we can continue to push that down in the right direction. in terms of special events, items of interest, the department continues to provide opportunities throughout the city as part of our youth

engagement efforts. our youth wilderness hikes is one of those things. this happened this past week, and that was at our lady of visitacion. students went to angel island, and st. john's students went to mou mount -- i'm having trouble pronouncing this. tamalpais. one event to report this week, our peace parks is a continuing effort. i spoke about this in a prior meeting. it's a collaboration with rec and parks and the san francisco police department to give programming in some of the parks around the city in concentrated in various rec centers, so it's really gotten off to a good start. we believe this is part of the

solution to address some of our violent crime, giving young people activities and programs in the parks, so that will continue. the next peace park event for this week is tomorrow -- actually, tomorrow through sunday from 6:00 p.m. to 8:00 p.m. at hearst park in the ingleside district. and cinco de m 5 yo events occur this sunday at 10:00 a.m. it's an annual street events celebration. we don't -- we anticipate we'll be adequately staffed for that event. and that concludes the report for this week. >> president turman: thank you. chief. any questions for the chief? hearing no questions, thank you, chief. let's go directly to the report

[agenda item read]. >> certainly. we are currently at 258 pending cases. last year this time, we were at 407 cases. i'll continue to -- every week to that similar update when we meet. we are still at 34 cases that are past the 270-day point. as a reminder, the majority of those cases are cases that are being tolled from other civil or criminal pending charges. we are continuing to fill folks in the management positions so we can continue to process the contract that we had from the department of technology to take over our department and bring the department current, both with software and with hardware. our -- the majority of the investigation unit right now is at a training, one of the

things that folks had asked me to do was to provide more training for our investigators, so i've sent the majority of the investigative team to aele training, which is use of force training, so they're in vegas right now, but i'm sure they're watching us on sfgov tv. this week, one of our lawyers who are here in the audience with us today, samra marian, spoke on dr. maeshrshall regarding violence -- biased policing. those are my updates for this week. >> president turman: thank you, commissioner henderson. sorry -- director henderson. any comments, questions for director henderson?

mazzucco named in his remarks, i want to tell you that susie loftus, who was my friend and in whose foot steps i followed was probably the most instrument in helping me learn how to do this job. and this has been good work. i'm proud of the san francisco police department. i'm proud of its leadership and its chief. i'm proud of the department of police accountability. every day, they strive to make transparency and public interface, and the work we do even more accessible to the city and county of san francisco. and the people you don't see behind -- the behind-the-scenes people, you don't see what they do every day, the people who
