educate, motivate and inspire people to action. the people of san francisco are very fortunate to have gail on their side. she is committed to the public service and community. the carpenter's union and its 36,000 members stand alongside [buzzer] [mic cut out] >> supervisor safai: next speaker. >> i'm janet clyde, a small business owner in the north beach district and i have known gail for over 10 years and watched her develop through her work at community housing partnership and i just can't recommend her highly enough in her position and i guess what i see as a san franciscan is her work with families and her work with children and her work bringing people up and i think when we look at the port and issues around the port and activating the port, i think

her knowledge of what's needed and people who aren't at the table. there are a lot of people who aren't at the table and i think gail represents a constituency that really needs to be at the table adjacent to our port, our families, low-income families, seniors and people looking for economic opportunities out there. you know, [buzzer] [mic cut out] >> supervisor safai: thank you, ma'am. next speaker. >> unlike her competitor who is applying for the position of being commissioner, ms. gilman has learned through hands on demonstrating experience and executive director of the community housing partnership which charges tenants 30% of their income, unlike the past administration, the giants portd, mr. adams and board of supervisors kim and breed claim

40% affordable housing, you have people making $191,000 $98,000 and $72,000 part of a low-income affordable program and they don't need to be in a low income affordable housing program, that's called price fixing and price gaunlging. gouging. we have emergency housing shortage in san francisco and for anyone go along with the price fixing you are liable in a criminal court. as a result ms. gilman being director of community housing partnership, charging tenants 30% of their income, the mistake made by adams -- [buzzer] [mic cut out] >> supervisor safai: thank you, next speaker. >> angus mccarthy, i have the honor and pleasure to serve as commissioner of the bit commission and commissioner gilman has also sat in the chair for the last two years with me. kind of sorry she is leaving but i think the port is a really good commission for her.

she has demonstrated very smart, understands budgets and i guess one of the things i have noticed particularly with regard to the commission is she is a decision-maker and she knows how to get to the bottom of problems and solve things. commissioner katz was an immigrant, commissioner gilman is also equally a great force and she has demonstrated she can be a very, very good commissioner. i do believe the port would be great benefit with her taking that seat. thank you very much. >> supervisor safai: thank you. any other members of the public wish to comment on this item? seeing none, public comment is closed. supervisor yee? >> supervisor yee: this is another one i'm having a lot of difficulties in making a decision here. ms. gilman -- thank you to the public for coming out to support her.

i certainly think highly of her as a person and certainly i think she would make a good commissioner on any commission in san francisco. so the issues i'm having is not with the nominee here in regards to her qualifications. i've been in rules committee, this is probably my fourth year being on the rules committee. and i'm pretty consistent about when there is an issue, seems this is a political move and people, when there's an incumbent that wants to continue her role in -- and get reappointed and there's other people that want to take their places, i pretty much side with the person that is

incumbent showing they have been in the role. i wouldn't want to block her progress to the full board if that's the wish of the other members of the committee. >> supervisor safai: okay. so, is that a motion then to send it out without recommendation? >> supervisor yee: i'm just saying. >> supervisor safai: supervisor stefani or sheehy, did you want to say anything else?

>> supervisor katz had a long and distinguished career. i think for our community this is an important thing. >> supervisor safai: i will just say as the chair of this committee we, this is, i think that's why some people don't want to be on this committee, supervisor yee. and i appreciate the time you have served on here and the work you have done with me. i think that these are the days that are very difficult because we have someone that has history in this city. someone that has a long and distinguished career and has consistently served with honor and dignity, but yet we have a new voice. it's been my practice on this commission. we had commissioner brinkman that just came here before.

the reason i was on principle okay supporting her is because they have a 3-term limit on the s.f.m.t.a. i generally, whether people like it or not, i'm generally not in favor of commissioners serving over 10, 11, 12 years. that's not the case with former supervisor katz. so it puts us in a really difficult position. because we have two very qualified people. i think that i would not want to stop the movement of this appointment either. i think it's important she have the opportunity to have the full board vote on the recommendation and i would support that without recommendation, if that's your recommendation. supervisor stefani?

>> supervisor stefani: yes, thank you, chair safai. i know both women well. both are incredible women and incredible public servants. i have worked with gail on several occasions. she has done a project in district 2 and has been an incredible community builder. both women are incredible and i appreciate the notion to at least consider this to the full board for consideration. >> supervisor safai: right. we didn't really ask a lot of questions of commissioner, you are commissioner, commissioner gilman. i will ask you one or two questions if you would come up. i know you have a long and distinguished career in an industry dominated by men and you are building housing for a

population of people that is in severe need. we have had conversations to expand those opportunities. i just want you to say a couple words about that perspective in terms of bringing that support. i know the giants ballpark agreement is already negotiated, pier 70 is already negotiated but you also do employment opportunities in terms of sea wall and other projects so if you could just say a few words about that. >> thank you, supervisor, absolutely. i think for me, weighing the upcoming projects available at the port i would be looking at several things. one any development opportunity i would be looking for a way to maximize affordable housing. and for me that means extremely low-income housing.

we need a spectrum of housing like prop-a so i would be looking to maximize that affordability and like we are doing at the plumber site on market and 11th, start an investment group to find ways to privately finance 100% supportive housing. they are taking part of their affordable payment and privately building the city and county of san francisco 100 units of housing where the city won't need to contribute to the capital, i think that's an excellent model that could be repeated throughout san francisco. i think when we look at economic opportunities at the port, whether for day-to-day besides looking at labor, we

need to look at apprenticeship opportunities. we run a social enterprise. we provide temporary staffing throughout san francisco. 92% of the people we employ through that have criminal backgrounds. you saw we were part of item 2, the debt-free movement. i would want to incorporate opportunities for people who have barriers to employment in everything we do at the port. this is something i have been in conversation with mayor lee for almost over a year. >> supervisor safai: okay, we really appreciate the commitment, even in the current role of community inspection. does someone want to make a motion? i don't think he actually made a motion. he made his opinion, stated what he wanted to do. is it the will of the body to send this to the full board

10 is -- is there anyone here from the, for item number 8? is it going to be quick? please come forward. please read item 8. >> item 8 is an ordinance amending administrative code to establish a program that would provide 80 hours of paid relief time [reading] >> my name is susan guard with the department of human resources. this bill is really about providing some help to city employees who are severely and directly significantly harmed by regional disaster. this came up for us behind the north bay fires that started sunday october 6th. that was the most destructive firestorm in california history. as you know, the small fires were fuelled by extreme winds, merged into six massive fires,

burned more than 200,000 acres, destroyed almost 9,000 structures and tragically killed 43 people. we have a small but important group of city employees who live in that area, nearly 10% live in the north bay and our employees who were affected had to use vacation time to do things like clean up, find their belongings after their homes were burned down. when we polled them about what they might need, the answer they gave was time. they would love to not have to burn through their vacation after losing so much of their homes. so then what we did was look around at what other agencies do and found we are the only agency of those involved that doesn't have a provision to keep folks on the books while something like this is happening. so we have a gap to fill. passing this ordinance is more reflective of the city's role as a progressive leader in the community so what we are

first of all just wanted to thank president breed for carrying this item forward. currently there are 24 members of the board, seven of whom are previously incarcerated. public defender and chief of adult probation and the board of supervisors is also represented via supervisor fewer. the item that is in front of you is pretty straight forward, one of the previously incarcerated seats is for a representative who has had experience as a -- aged person. the person has to be 18-24 years old and we have just had a difficult time recruiting somebody who could stay for the entire term so we are requesting a change to the

bylaws that would allow a member to be up to 35 years of age but who had experience as a tay aged person through custody and reentry. so our hope is we could recruit somebody amazing who would be able to speak to the needs of the tay population for the benefit of san franciscans. thank you. >> supervisor safai: thank you. any members of the public wish to comment? seeing none, public comment is closed. supervisor yee? >> supervisor yee: so just a quick thought. i'll be supporting. because this is probably going to be easier maybe, hopefully easier to recruit somebody older but the original thought is to have somebody actually in that age category to represent

about applying for a seat on prozac 4-year-old 90 pounds takes me for walks up and down the hills of our neighborhood, we end up in a park or another and sometimes it's washington square, sometimes its michelangelo, sometimes george sterling, we play ball and chat with our neighbors and enjoy the fresh air and community of the parks. but i was hearing griping among our friends and neighbors that hang out at the parks as well. there's griping and complaining from people about vermin and food trash and plants that aren't native or the gates aren't open at the right time or various things.

too many homeless living in the park. people not doing anything about the problems they were griping about. so i decided i would try to do something to focus the griping in helpful direction so i looked up the parks and rec commission which lead me to prozac and i discovered there were a few vacancies including one in my own district. i met with supervisor peskin and here i am. >> supervisor safai: great. >> hoping i could be some conduit of the concerns the

people in my parks are expressing, and that i can challenge them to make a better effort at taking some action and improving things and that i can also [please stand by] . .

grade school division. i have been involved in the strategic planning and the improvement efforts of the first five commissions. and ensuring that the support services that we provide to children and families have an actual impact. a lot of times we measure outcome based on the number that we serve. so as a part of this current commission with the leadership of the director we have those equity conversations about who are we serving and are we really reaching our most vulnerable communities and are we having an impact. so being a part of the planning and what we're talking about now, i want to continue that work to ensure that voice is a part of the decisionmaking of the children and families

applicant, miss betty tasmino. >> good afternoon, supervisors. i am honored to be here today with you. i have applied for a seat on the children and families first commission because i believe that i have life and work experiences that would further enhance the work that is already occurring in san francisco. as a native san franciscoian and as a daughter of ecuador an parents i am proud to call this city home. i have raised my son with the member of members from the community, local local, and the public school staff served me to guide them both becoming college ready and successful in the higher learning settings. this is my 33rd year as an educator in san francisco unified. i graduated from san francisco state and i have a k-8 teaching credential which is still active today. having been a spanish bilingual teacher for 20 years at my child's elementary school i bring a passion for linguistic rights to my early work in the

early education department and the volunteer community work that i do in the mission district which is where i reside. while working with young children and families in our infant, toddler and prek side, i see a need to have quality assistance so that each child in san francisco from birth to age 5 specifically are physically and academically prepared to succeed in school. i believe that the vision that this commission holds which is to provide nurturing communities for children and families to be actively engaged as learners makes for the development of a respectful society for all. evegiven the current situation that we live in with our world, i can enhance this vision by providing a lens of cultural relevance that is inclusive of all of the stakeholders that this commission holds. with the unit in the early education department i have the great fortune to work with the office of early care and education, the first five san

francisco staff and west ed. and i oversee professional development in order to prepare our teaching staff and also instructional coaching, family support, and health advocacy for mental and physical well-being. i have learned and i will continue to learn about the systems and the structures that makes early childhood education a reality for our children and families in this beautiful city. i hope that you will grant me the opportunity to expand myself as a learner and to continue to serve children and family as a new member of this commission. i thank you for your attention and i welcome any questions that you may have. >> great, thank you, we will call you back up if we have any questions. i know that we have ingrid here from first five. she wanted to come up and say a few words. i know that you have been waiting to comment on this -- these appointments. >> good evening, thank you so much for allowing for our

any members of the public wish to comment on this item, please come forward. >> good afternoon, supervisors. my name is nini, and i'm the chief of the early education department with san francisco unified school district. we serve one-fourth of the pre-school population in san francisco and we partner with close five and we benefit from the policies that first five put forward. i'm here to endorse miss betty pasneno and she's worked in our department with the department and worked collaboratively with first five and shaping a lot of the policy around kindergarten readiness and dual language learners and looking at most recently unpacking some of our curriculum and looking at it from a culturally relevant lens. so i just want to say that for all of those reasons that she's more than qualified for a seat

you're the latest ones here. but this means a lot to me because this has been a passion for my life forever. and i actually was on the first five commission way before i was selected, and i wanted to let you know now that the first time they tried to be on the commission i didn't -- i was not accepted for whatever reasons. and today it's tough again. not only are you -- all three of you so well qualified, but it's so bizarre that all three of you and i are native san francisc franciscoians. >> katherine is. >> see? >> i'm the only one not. >> well, what are you doing here, chair? so, no, it's basically a real

problem that people who are from the city and born here and have a passion for our kids still want to continue to serve. it means so much to me personally. but there's only two seats, darn it! and i -- i would like to say that i heard you earlier and i'm pretty consistent about that and we have two wonderful incumbents who have put their, you know, put a lot of energy into what they've been doing on the commission. so i'm going to be supporting those two in this -- not a sleight at all, i hope that you could, please, keep your interest on wanting to be on this commission because at some point there's going to be openings. that's what happened to me, you know, i was encouraged by other people to re-apply and the second time around i actually was able to be appointed.

so i don't know what my colleagues are thinking but i just want to be transparent of my thoughts. >> yes, thank you, supervisor yee. i also want to say that having you all wait at the end of the day is no reflection of how important we believe this commission to be and the work that you do. supervisor yee and i worked really hard last year during the budget process to get additional over $4 million to focus on children on the wait list. ingrid and i worked together over the years on the largest subsidized child care center in the city, mission child care consortium. last year we allowed them to purchase their building. and supervisor yee, since i have been on this board, has been constantly pushing me to focus on 0-3, and not just 3-5. so i have learned a lot from him and the work that he's done as

well as ingrid and the office of early childhood education. i also am partial to putting people back on the commission that want to be reappointed. and so -- as i said earlier these are always really difficult decisions but i think that the work that you're doing particularly in bilingual education and focusing on the population of children that need a voice -- i know that ingrid cares deeply about that and the commissioners care deeply about that, but you bring a certain life experience in the work that you're doing a daily basis. so it's important that we have that voice represented. so we would encourage you to stay in contact with us and work with ingrid in particular since she's the main conduit that works directly with the commissioners on this body. and we hope that we have the opportunity to see you come forward before this commission again, if not for this particular role, another role that is related to early childhood education and

development. so, you want to add something else? >> i want to add something else. thank you for reminding me that you're involved with the dual language activities. i was one of the authors that promoted dual language acquisition in the 45 school district when we had very few dual language programs in schools and now it's mushroomed quite a bit. at the time and i don't know what has happened since then but it was a little premature for me to push it but some of the other people wanted to push it faster than i wanted to. the reason was that i was working with the child development division at the time to get people sort of mentally supportive of actually bringing that concept into the pre-school level. i had a meeting with all of the

site supervisors and so forth and there were a lot of concerns and i almost thought that i was able to convince them that it's not taking away anybody's job and it means really making sure that as we hire that we have capacity with the different languages that we're trying to support. and i'm hoping that that work is continuing and i hope that somebody actually on our school board will make it a policy because as you know that, you know, children can learn more than one language. and the concept doesn't -- again, this is like people didn't quite get it at the time but, you know, kids learn when they're born or whatever and that includes languages. so it doesn't make sense that you start at the kindergarten level. so i appreciate your work. >> great. and i would just say that i had

the opportunity -- i did not have the opportunity to meet with you, i look forward to meeting with you and talking with you in the future. but i did meet with miss malala and miss gibbson and we had extensive conversations about the disparity, the achievement gap, racial disparities, some of which informed our conversation today. we had a lot of those conversations earlier today. and i think that to have people like all of you that are in this room, including you as well from the school district, focusing on early intervention strategies to help people on a pathway to equity is really, really important. so we really appreciate all of the hard work that you're doing. it's vital for our city. so would you like to make a motion supervisor yee? >> sure. i would like to make a motion to -- to... appoint miss gibson to

>> members ever the committee and chair, clerk of the board, what we have here before us today is a written rule amendment to the board's rules of order. though the rule itself is not new, it's a rule that we have implemented in the department and all of the board meetings and the commission meetings for the 21 years that i have been in the department. it's 1.4.2, activities prohibited during the board of supervisor meetings. >> i'm sorry, can you just say that again, i was just saying congratulations and goodbye. in 21 years that you have -- >> although this is a new written rule for the rules of order, it is a rule that we have implemented, at least for the last 21 years that i have been in the department. this written rule will provide a firm basis for resolving questions of procedure that may arise during a person's public testimony when they are utilizing phrasin phrases such s "express advocacy for or against a pending candidate or ballot

measure," which isan not allowe. it's not limited to using words or phrases such as "vote for, elect, support, cast your ballot, defeat or reject" aas well as holding signs or placards or wearing buttons that are visibly televised. there's one exception and this is where it could get tricky during a meeting that. is that the public testimony using these words or phrases will be allowed into the record on a matter that has been introduced by a board of supervisors, a member that is on an agenda, that urges support or is against either a pending candidate or a ballot measure that has officially qualified for the ballot. and if you may recall recently a member of the board introduced a resolution supporting a qualifying state-wide ballot measure for a state election and in that instance it was without reference to committee section

of the agenda and the public was able to comment on it. but it is worth repeating without a member introducing that item the public will not be able to make comments on any item or candidate that's qualified for the ballot. and the final part of this rule will authorize the president, the chair of a committee, the clerk of the board or a committee clerk to have the opportunity to allow an individual who is using prohibited language during their public comment a reasonable opportunity to re-direct their remarks away from the electionary or the campaigning language. if the speaker continues to use the prohibited language the president, chair, clerk, is authorized to conclude the speaker's time prior to the completion of president two minutes. in preparation of this amendment the text is subjected to a thorough review from our city attorney's office. during that review we are making slight change ars. there is an amendment that i understand that alisa has handed

out to the members' desks. we are requesting that amendment to this item. >> i have a question. you said that both the president or the chair or the clerk -- i don't see anything in here that says "chair." >> just by virtue of the -- >> of clerk -- >> by virtue of saying the president we're indicating the presiding officer of a meeting. and, supervisor safhai, you are able to amend that in if you're interested in doing so. >> so we can say the president -- >> chair of the committee. >> chair of the committee... okay. >> okay? >> and/or the clerk. >> and/or the clerk. >> okay. and so -- so the amendment -- i think that you went over them in general but you added in the title public comment of the board of supervisors, including public comment -- >> that's correct.

>> and added political activities on line 10, permitted during public comment and instruct the board of supervisor meetings. and then on line 12, accept as required by required meetings for specific agenda items. line 18, that are made visibly televised by an image of speaking or including but not limited to placards or clothing. and we would make a final amendment, madam clerk and on line 20 it says that the president, the chair of the committee, and/or the clerk shall provide any person making such public comment -- >> you want to make that change also on line 23? >> yes. anywhere that it says "the president." >> all right, thank you. >> okay, great, so we will have a motion to accept the amendment as -- >> we need to take public comment. >> thank you for always correcting me. any members of the public wish
