[laughter] sorry. sorry. that are generally available at community centers. the oldest center in the united states is in san francisco. that's the aquatic park senior center and it was established in 1947. these centers provide resources, referrals and educational presentations. the network of community service programs includes a variety of service models to engage the diverse population out there in the community. most centers have a capacity of more than one language, again, to serve the diversity of our san francisco community. there's a lot of popular activities and there's the community voices choirs, 11 choirs across the community centers in the city. there's computer labs. there's always active exercise and there's tai chi and movie matinees, music, lots of nice things going on. and there's even a drumming class. and community service programs are basically made up of four types of services.

it's activity scheduling, which is movies, dancing, exercise. translation services. and social services and enhanced outreach. there are 39 funded community centers in san francisco. last year they enrolled nearly 17,000 older adults and adults with disabilities into services. there are programs in nearly every district of the city. these programs are staffed by dedicated and caring individuals who actually become part of the community -- at the community centers themselves. and as a testament to the importance of these programs, consumers often refer to their center as their second home, their home-away-from-home. and people who work at the center are part of their extended family. i would think that a lot of the people here today have heard their participants say things like that to them. a story told to me a while ago

was about maxim, who was a lady in her 80s. she had difficulty, a lot of difficulty walking and she could barely walk at all and barely use the bus. she was fiercely independent and refused help whenever she could refuse help. she liked refusing help. about five years ago at thanksgiving, busiest day of the year at a lot of the community centers a person came into the center and asked if they knew maxime. the people at the center said yes we know maxime, and is everything okay? and a woman said i saw her trying to walk down the street and she was having a really hard time so i offered to give her a ride home. and maxime wanted to go to her community center instead for thanksgiving. i think that story is an indication of what these community centers are to the people who go there. so, first, i seek your approval for the bay anihan equity

center. and they had changed their name to bayanihan recently. it's an offshort of a word that means "hero." and the bayanian center was a veterans equity center, established to work with world war ii filipino veterans. the program has broadened its reach at this point and they're serving all of the district 6 south of market community as best they can. and it includes veterans, their spouses and their children. many of the children of world war ii filipino vets are older adults themselves at this point. there's two locations in district 6. one at 1010 mission and one at the jean friend recreation center. and the bayanihan equity center will serve 650 consumers next year. may i answer any questions? >> i don't think that anyone has? any questions of the value of

commission. angela calvillo. on april 20, 2018 during the previous meeting, my staff -- office provided you with a presentation on the process taken to evaluate proposers for executive officer services. mr. ing provided an overview of the consideration and selection process, including the recommended candidate mr. global -- mr. brian gobel. they directed us to begin the negotiations for the contracted services. at your direction, we have completed contract negotiations and have a draft contract before you today for your consideration. i would like to take an opportunity to thank lafco chair and her staff for all of the assistance that you provided us on the panel and

through this process to the lafco legal counsel for teresa stricker's guidance and today from ms. linda ross. their support throughout this process. and to present you the details today for the contract is mr. wilson ining. he is the records and project manager on the r.f.q.s contract process anja tell you how helpful he has really been throughout this entire process and how proud we are of his work so thank you, kindly. >> thank you very much. >> thank you. good afternoon, commissioners. project manager. as you may recall at the direction of our chair, our office established a prequalification list through an r.f.q. through executive offices services and conducted an interview -- conducted the interviews in march. mr. brian gobel was found to have extensive experience in policy research and analysis, providing reports and presentations on policy issues and administrative management. which the panel believed would be a good fit for lafco's

required scope of services. per our last meeting they accepted his application as a contractor. in coordination with the contractor, the chair and legal counsel, we prepared an executive officer services contract for lafco's approval today. the scope of services that the contractor will provide include but are not limited to services that entail planning, managing, co-ordinating and evaluating the functions of the commission. this includes form lating and implementing policies and procedure, developing operational objectives and standards, providing advisory services to the commission in fulfilling regulatory and planning responsibilities and acting as a liaison between the commission, the general public and other units of government. the contract will be for a two-year period at a not to exceed hourly rate of $75 per hour on an as-needed basis. the total contract amount will be $312,000 based on a

projected budget of 280 hours per year. we have two recommendations for you today. the first includes an amendment to appendix a, scope of service. because this is a procurement of professional services and not a personnel appointment, the contractor will not be entitled to benefits and employee rights. however, because the contractor will utilize office resources provided by the clerk and the board such as facilities, office supply, equipment, telephones, computers, etc., we included a provision that the contractor must adhere to all applicable employee and computer use policies. also because the contractor will be working on city premises, we also included our regular business hours which is 8:00 to 5:00 to which the contractor should be accessible. the second includes an amendment to appendix ba calculation of charges. services performed during the first month of the agreement

refined scope of the work we want to do around the municipal bank. >> yes. >> so, i don't -- i'm sure you're already on top of this, but since we can't talk out of this meeting because of the brown act, i just thought i would chime in. so i know that there is a task force in this city that's working on the municipal bank. i'm not exactly sure i know the scope of the work that the task force is doing. so i was hoping that you could create a presentation for us about the scope of the work of the task force and how some different ideas about how lafco could bring an added value component to that work about making a municipal bank possible in san francisco. one of the -- one of the reasons i'm most excited about a municipal bank, although i

can see, you know, unbelievable benefits on a number of levels, is a possible new source of financing for affordable housing. and that is one angle that i'm very interested in. and just to give you sort of an idea to start. but just even -- it's too big to say a municipal bank. we want to create a municipal bank in san francisco. so starting to figure out exactly what the project of this body will be and how we won't -- how we can make sure that we're not duplicating work by bringing added value to the city and county of san francisco in this endeavor. that's been a long time coming would be extremely exciting to me. >> so, commissioner ronen, would you like for me to agendaize this for the next meeting? >> that would be great. i'd love that. >> i'd like to second what commissioner ronen already said.
