>> so good morning, everyone. i want to welcome everyone and thank you all for coming here today: you know, as mayor of the city, it is one of our core sibionties as a government to provide public safety to our residents and preparedness for any emergencies that come about. both these issues have and always will be a top priority of mine. anyone in calling 911 in our city needs to make sure there's

a live person on the other end of the line when they make that phone call. it is sometimes a matter between life and death. d our 911 dispatch center has seenn increased callmeu of 44% since 2011. that is a dramatic increase here in the city of san francisco. it equates to dispatchers answering approximately 1,000 more calls perday. that's 1,000 more calls perday since seven years ago. with a growing population in the city of san francisco, we have to anticipate that this call volume will not decrease but will only increase here in the city of san francisco. and last year, our 911 dispatch center, despite many efforts, was falling short on response times. recognizing the importance of this, mayor lee created a task force to look at the issue, along with many of the people standing behind me here today. along with increased hiring

strategies, the task force came up with a number of innovative proach to help our dispatch center, tapping 311 to handle non-emergency calls. weoming back recently retired veteran dispatchers to duty, and hiring, training and retaining more dispatchers than ever before. as mayor it has been a top priority of mine to continue to improve our 911 dispatch times. we have put a number of policies in place over the last year to improve our response times, but we cannot rest on our laurels and weave to do more here in the city of san francisco if we want to continue to emphasize san francisco safety for -- public safety for our san francisco residents. and since these strategies have been implemented, we have seen an increase in our response times by 22 is. which is good but we have nor work to do. we have to continue to bolster

our dispatch here here at our department of emergency management. today, i'm introducing new funding to tackle exactly that issue. we are investing $8.9 million over the next two years to train 90 new dispatchers here at the department of emergency management to continue to improve our response time, to make sure that our 911 response times are over the 90% national standard that exists today. we want to make sure our dispatchers have the resources they need to respond to calls quickly. in addition, we are giving them the tools and the technology that they need to do their job appropriately. so the budget also includes technology upgrades that will shorten the time it takes to dispatch fire and medical assistance on our streets. it also includes power loss prevention tech 23408g to ensure utility disruption will

not interfere with our center right here. in short, this funding over the next two years will make sure we have a world class dispatch center here in san francisco. our residents deserve nothing less. ndeeting the national of 90% call times within ten seconds demands a fully staffed department and dispatch center, and i am thrilled as mayor to be making these investments for the public safety of our residents. in addition, i want to talk about vst investments that we are making for our fire department through this budget. the men and women of our fire department save lives every single day here in the city of san francisco. we have some of the best men and women firefighters here in the city of san francisco. we need to continue to give them the tools they need to continue to do this beers.

this package will include $15 n fo newirefiger apparatus, fire trucks, engines, ambulances and command vehicles. the new ambulances are outfitted with cameras to make sure drivers have better sight lines so they're better able to navigate our very tight and congested streets here in the city of san francisco. our men and women in the fire department are also responding to increased medical calls here in the city of san francisco, so today i'm announcing we're investing $1.5 million for the fire department to add an additional quick response vehicle. this team and the budget to support them will build upon the success of the ms-6 program that responds to high frequency emergency service users. the team will provide 24/7 medical response to call

services and ambulances that are needed in our streets where we need an ambulance or a fire engine. this team will also alleviate the appreciate on the larger fire vehicles to come to the scene. combined with the additional investments we've m over the past few weeks and that we have announced, i want to make sure that san francisco residents know that we are investing in the future of the city, that we are investing to make sure the streets of san francisco are as safe as can be, and those that are on our streets can get the help that they need and off the streets as quickly as possible. since day one as being mayor, i've always states that public safety has been my top priority. these investments and the funding we're making reflect exactly that. as mayor of the city of san francisco, i want to make sure that i leave our city in a safer place than when i took

office, and i believe these investments will do exactly that. so i want to thank everyone for being here today, and with that, i want to turn it over to our director of the department of emergency management, ann croneberg. >> thank you, may or farrell. thank you so much for your unwaivering support of public safety here in san an first as a member of the board of supervisors and now as mayor of san francisco. as the mayor stated over the last six months we've implemented strategies here at d.e.m. that have allowed us to maintain our goal of answering 90 is pfrs of our 911 calls within ten seconds or less. the first part of our strategy focused on hiring and training new dispatchers. it takes about nine months to a year to fully train a dispatcher, so it's a long process, it's a huge commitment. the fact that the mayor is

giving us the funding in the next two years to hire additional 90 dispatchers will make a huge difference for us here at d.e.m. last year we added almost0 dwpatchers and we're seeing the results of that right now with our 90% call answering time. the second part of our strategy was to make sure that the public knew which calls should be going to 911 and which calls should be going to 311. as the mayor stated, 40% of our calls that come into the call center really are not emergencies, so here we are, trying to address that issue and let the residents and the visitors to san francisco know that we have a highly functional 311 center that also operates 24-7 that people can call for non-emergency kind of issues. we also had an ad campaign this last year, which i think really helped us in educating the

ould call. at the department of emergency management, we reach more than 25 million people through our ad campaign last year, through social media, bus ads. you probably saw the ads on bus shelters, as well, be it the 311 or # 11. our strategies have increased our hiring, redirected calls, and allowed the public to be better educated. the announcement today of the additional $8 million to hire and train 90 new public safety dispatchers over the next two years is critical to maintain san francisco's ability to meet and exceed our call standards. for our residents, businesses, and visitors, this is an investment in our ability to quickly receive help when you have an emergency when you call 911. for our dedicated and hard working 911 dispatchers, this

is also an investment in you. you've worked long hours over the last few years, oftentimes woing mandatory over time, being away from your family, being away from your loved ones. with the continued investment in 911, we are hoping that we have the appropriate staffing level and that peopl will be able to have a life outside of work, as well. so thank you, mayor farrell, again for your vision and for your investment in san sco'911 system. the collaboration and coordination that we have here in san francisco between our public safety departments is something that we think is quite wonderful. we work very closely with the fire department and the police department. none of us could do it by ourselves. really, it is this investment in the entire public safety system that's going to make a difference. so at this point, i'm going to turn it over to my friend and

colleague, chief hayes-white, to say a few remarks. >> good morning, everyone. thanks for coming out. first and foremost, i'd like to acknowledge and applaud mayor farrell for his efforts not only as surprise but as our mayor. as he said, he has always prioritized public safety and for that we are grateful. he has always been a champion about keeping our community safe. with all of the challenges that we see in an ever growing city that we want to keep safe. also, like to thank mayor farrell for his investment in the department of emergency management. it's all about partnerships and collaboration, and the funding is much needed at the department of emergency management. that is the first agency that's call when someone is in need of help, and you need to have a high functioning department in department of emergency management to be able to get the appropriate resources out to the streets of san francisco via the san francisco fire

department and san francisco police department so thank you for that investment. that's where it all starts. we're very proud to say that it was a privilege working for mayor lee, just asit's privilege working for mayor farrell, and mayor farrell has expanded upon some of the initiatives of the lee administration. as he mentioned, over $13 million for new equipment to keep our members safe and our community safe. it's very important that we have state of the art equipment. it does a few things. not only does it add to the safety of our members, but it achieves goals such as vision zero goals. all of our specifications now for apparatus, talked about the importance of vision zero. making sure we have environmentally responsible vehicles to the highest he mission sta as well as moragile vehicles to navigate through our windy and narrow

streets here in san francisco. so making that investment and bringing on a new you are fleet will achieve a whole lot of different things that we really appreciate. just as the department of emergency management has perienced a boost in their call volume. we have, as well. it kind of makes sense, right? 25% increase in call volume since 2013. we're one of the busiest fire departments in the nation. we run over 150,000 calls a year, and we pride ourselves in getting to the scene within about a five minute time period. if it's a medical call and someone needs transport, our response times are back where they should be in that we get an ambulance to the scene within ten minutes 90% of the time and that's because again, the great investment that we've started making in the lee administration and has continued in the farrell administration. we appreciate the continued support of mayor farrell and look forward to continuing to serve the residents and visitors to our beautiful city. thank you. my good frids for the earthquake authority we're at the el cap center for the city and county of san francisco started in 2013 to get the community and talk about the risk we think about earthquake if usual great city you'll see one of the demonstrates we've built the model home and i encourage other episodes we'll be retroactively retrofitting and showing you as property owners to employ you work for the california earthquake authority talk about your role and earthquake shirnls up think the viewers want to know if you're a renter or property owner howhe insurance issues. >> i'm the chief mitigation officer or c e a a property line funded pubically managed entity that provides earthquake shiners for one to four units ad mobile

sfmta director ed russ kin and howard -- as you know powered scoote appeared onur streets overnight in march. they pose some really challenge. emissions free transportation and makes it easy to connect with public transit is a good thing and something that we welcome but we cannot sacrifice public safety. these ridden on sidewalks pose danger. there are reports of broken bones and near misses. the city has received nearly 1800 complaints about scooters

including them blocks public space. it can hurt local businesses and affect the ability of all of us to navigate our city. the city supports scooter scaring to the point it makes our transportation system safer, more equitable. we are here today to announce the launch of san francisco powered scooter permit and pilot program. this permit program represents a thoughtful, coordinated and effective approach to make sure that san francisco strikes the right balance. the program incorporates the importance of my earlier cease and desist letter, and state and local laws, that prohibit riding

on sidewalks and it includes new component. we have have innovation but it must keep your sidewalks safe and able for all pedestrians. the program provides the framework though make sure that the companies operateing in the public right of way of doing so lawfully and accountable for their business and tools for t city to issue enforcement as needed. permits are available today on the sfmtv website and ed russ kin will provide more information about them in a moment. i would like to note that this has been a collaborative effort that has included the board of

supervisors, my office, public works and other. began in legislation passed at the board of supervisors and gned by mark farrell. i would likeo thank aaron peskin who has a leader on this legislation. under that legislation any company operating shared powered scooters in san francisco must have a permit from the sfmta as of june 4 to have their scooters parked on sidewalks or any public space. that means any scooter company operating is required to mover e it's scooters by june 4. only those issued permits may be able to continue. san francisco supports transportation innovation but it

can't come at the price of privacy, accessible, and safety. this permit program strikes the right balance. i would like to introduce ed russ kin to talk morebout th w permit program. >> thank you. i want to thank the city attorney for his leadership and the great support of his staff as we have been developing the legislation that required the permits the legislation by the board of directors to establish the permit program and their support for us in developing the application itself. as the city's transportation department we are excited about the prospect that these powered scooters could bring. their zero emission and compact and i haven't ridden one, but i

hear their pretty fun. this is something that we certainly want to be supportive of, but it's the if that is really at question here in tomorrows of why we are putting a regulatory process in place. last year the sfmts board of directors and san francisco board of supervisors, and transportation authority adopted a set of principles set to govern emerging technologies and services on o streets and these principals embody san francisco policies as relate to equity and affordable and environment and transparency and consumer protection and worker right. we have taken those principles and embedded them in a permit program that we have established

and you will see in the permit aapplication. just become something is innovative doesn't mean it's good for our city. we are using this to put in place the regulatory for example work that makes sure that we can get the best of the transportation benefits for the people of san francisco without some of the detriments such as we have seen on the streets already. the city attorney made reference to safety and that is our number one concern. we want to make sure that the use of the scooters is being donecephaly and appropriately when used and when stored and not using them to ride on sidewalks or block sidewalks and there are the two main concerns

we have seen and we share, so the permit will require a robust plan to show how they will ensure the proper use and storage of their scooters. there are provisions that speak to the people. who support the scooter share programs whether employees or contractors, there are privacy protection. we are in the business of transportation and mobility but not in the business of permitting harvesting of personal data, so one of our requirements is making it clear that any permitee would have to make apparent to them what data would be collected and how it would be used and give them the opportunity to take out of sharing that data and still be

able to take the service. there are numerous other aspects of the permits we are establishing as part of this one year pilot where we will be able to work with a sucssful permit permitee to make sure this service can be manifested in our streets that works for san francisco. we will issue up to five permits for a total of 2500 scooters, 1250 in the firstix months and if things are going well expand up to 2500. during this period we will require the submission of data and gathering data from external sources and 311 complaints and others so that we can evaluate how well these scooters are working whether meeting their promises and addressing some of the issues that we have seen to date. at that point we would be at a decision point of whether to

terminate the program, continue the program, discontinue the program, expand the program. we expect to learn a lot f enforcement is part of the program and we want to make sure to the extent that we grant a permit and we have appropriate mechanisms in place whether confiscating scooters or taking the permit. we don't want to get tre, but we need to be able to give the public assurance that in granting access that we are going to enforce the conditions of the permits that we established. one of our great partners and enforcement in the public right-of-way and really in the

management is san francisco public works and we worked with them in the permit program and application and will continue to work with them as this plays out. i would like to pass the mic. to our dict of public work. >> i am excited that we are putting a pilot permit program in place as many of you know when these scooters handed in our secretos in fran, we have been working really hard to try and make sure that at least they are following some kind or order and since they handed we have had to pick up over 500 scooters on the streets that have been parked inappropriately, means not put in a safe place and created trip and falls or not been parked in the right place, so this permit process that will be in place is one that will help the city understand if these actually belong on our

streets in san francisco. starting june 4, we will then be picking up scooters anywhere because the good lines have been set forth as we have heard. we will pick them up and not an easily retrievable process. they will be held as evidence until this permit process is in place. work with us here in the city and most importantly we want to see if there is a place for them in san francisco so, this pilot will encourage the corporations to apply and gohrough the process and we will select the right people and see how it work. thank you. >> thank you ed and mohammed. with that we will take questions and they will be dealt with appropriately by one of us up here.

>> how will the scooter companies be held accountable? >> under the law if someone is antheyve notice, they cansance be held liable, so the scooter companies are responsible for conduct that they know is occurring once they have been put on notice. if you look at the cease and desist letter that i have sent, we have put them on notice as to things that we would expect from them, so certainly they can be held responsible for conduct of people that they are encouraging to ride. >> fines? >> if i was to bring an action against mass balance for public nuisance certainly, but that is not what the nature of the enforcement action has been so far and not what is contemplated under the permit program but we

always reserve the right if there is a public nuisance to bring an action if so nolteed. i think that what you have seen so far is the city in a cordnated way has been operating to try and mitigate any potential public nuisance so far. in terms of a letter to cease and desist and the director of public works dedicated the resources needed to ensure that we minimize the possibility that there were scooter nuisances on the street and i think what you see from the three of us collectively standing here in terms of resources already dedicated and the quickness with which the pilot program has been

made available that the city is willing to dedicate the resources that we need to make sure that we strike that right balance between promotions transportationion nd not csacrifiesing con screen conven. >> will you address helmets in any way . >> the current state laws requires person using scooters to have a driver's license, we are a helmet and ride in the street. our permits say that they have to comply with state and local law. >> does it require they offer helmets? >> it does not.

we are not being too prescriptive but telling them how to be client with the specicermit of what they are applying for. w steps are you going to take into account when deciding who gets these permits? >> we will absolutely be accounting for their past performance. it's not meant to be in a punitive way, but i think their past performance will be a good indicator of future performance and they ability to be client with the existing state and local laws as well as potential permit conditions, so we were directed to factor that in and

we will absolutely do so. >> the scooter permits are available effective today and what is the soonest one might get one? >> the applications are available today so any scooter company will be able to go to the website and pull down application. we are establishing a deadline or june 7 for the submission so this is a fixed one year pilot program, so we will likely wait until june 7 until we have collected any and all applications at which point we will endeavor to review them as quicly as possible. applications will be working with companies to get them complete as soon as possible. the city attorney said we are hoping to issue permits by the end of june, so as soon as the end of june given our experience with past permit programs it

probably will take some time to get complete applications and complete the review but we are shooting for the end of june to have these permitted. s quickly after that as they can get them out on the swiltreet be up to them. >> look at how quickly this has been developing the fact that in less than a couple of months that we have a program that has been designed by the mta and we are taking acatio today and you have such a tight turn around i think is a measure of the degree to which the city collectively uses this as important both in terms of fostering transportation invasion, but also protecting the health and safety of people on our streets the ans and i wao applaud the mta for howuickly

they have designed this program and the enforcement assistance of the department of public work. this is w you saw the city coming together to recognize that this is important for our city. one me queon. >> how many -- [indiscernible] >> three. we have had heard rumors of more that will be applying so you have heard the three that are out there. >> will you be likely to not get a permit based on behavior so far? >> i don't want to speak for the msa directornd we don't know who is going to apply yet. >> is there past behavior that would preclude them from getting a permit. >> i don't want to prejudice the

application and review process. we have some information about the three that we don't have about th the others but we want this to be fair and we will give a fair review of their application. >> is the city charging? >> yes, our intent is to recover our cost. the state law restricts us to costconly o don't have permit fee. there is few different fees that apply including reserve we would require them to submit to address any others that the city has. this is designed to keep the city whole in terms of expenditure. i sent out my cease and desist letter and as of june 4 until such time as the permits have

been granted, they should not be operating on public rights of way or parking on public streets, that is correct. we have made itclear that of june 4 they have to be off of city streets and i think the mta director has made it quite clear that past behavior will be taken into account in terms of the application process, so i think it will behoove everybody to follow the directive issued today by having them off public street it is on june 4 and in the event they are not the mta director will review that behavior and i will reserve the right to do anything legally to make sure that the law is followed that i need to do. thank you.
