to incentivize permanently affordable pdr space. it somhat l on-site affordable housing model. higherncome, mixed use office space offset the cost of intaining afforp.d.r. it's a narrow region and p.d.r. spaces across the city. if we don't build these spaces, they will cease to exist and we want to reserve as much p.d.r. space as we can. the legislation was -- this really is removing a sunset from a pilot program that was established in 2015. and it uses a cross-subsidaon model, with the ground p.d.r. and the other 2/3 w o spaces. no residential allow. the project sponsor must submit

vacant sites are not being left unused and continuing to house people that live oour streets at the navigation center. as soon asstrucon is ready to go and ready to build the housing at 1915 mission, it will be 100% affordable hng for families and that the space will be available and we will have our other navigation centers, which are currently under construction, ready to open. we do he the department of homelessness and supportive services here as well. not sure if you want to make any comments. >> supervisor tang: with that, we'll bring up emily cohen. >> thank you, supervisors. superr ki said, this resolution before you will extend operations at the original 1950 mission street and civic center hotel. you all are quite familiar with what navigation centers are, so i w into much detail. the 1950 mission street navigation center opened in

march, 2015. it launched our building other centers. t's beenta solution to e meess. the development on site has been delayed until at least fall of this year. we're proposing to exten our operations there until the end of september, which will allow the replacement site to open in time, so guests that remain at that navigation center can transition and so that we don't have an ongoing, vacant pcel at 1950 mission. civic center hotel is a 93-room former hotel being operated as navigation center. it will be developed into housing a contionchas been delayed and they don't anticipate beginning the construction on that site until the end of 2021, so we're proposing to continue the use of the site as a navigation center until they're ready to break down. replacement sites that -- or

currently sites we're currently working on in terms of navigation centers, bayshore navigation center will have 128 beds. quinn navigation center will have 125 ds nd the somaiga cenr at 5th and bryant will have 86 so we're continuing to grow capacity and preserve the space available to do so. articulates the extensions that we're requesting and this this articulates how manye hple been served at each of the navigation center sites since opening. as you can see, theams a g for critical people unsheltered in our community and we want to continue this as long as possible. happy to take any questions that you might have. >> supervisor tang: great. thank you for the update. questions and comments? seeing none, i know we've talked about a lot of these centers and want to thank the department for atthis time, we'll open up item

2 to public comment. any members of the public that wish to speak, please come on up. >> good afternoon, supervisors. my name is dale seymour.ime erson in the city of san francisco and in the tenderloin. nt mf longe homeless, living out on the stso know a little bit about this situation with navigation centers. so now i run a school that hopes formerly homeless people that gets their lives together and there's a good number of my students that are living in navigation centers, so they're very important part of the fabric of t city. i just spoke at a land use summit last week in seattle, washington, and almost every question was directed at our navigation centers. so we really should realize what e hnhese navigation centers.

the navigation center civic center when i was homeless, lived in there. the department of homelessness put me in there for two years. so i know the importance of having a p t call youelf home, even if just for a few more days than we're expecting it to be. both of the navigation centers, actually improve the neighborhoods. i know what civic center was before it game a navigation center. that street was nothing nice whatsoever. i know what mission was before the navigation centers. some people that are protesting it say the navigation center brought all of that population to tmihe ion. no, it didn. no, it didn't. that population was there way before. and it's people that are in the navigation system that go in and on anyone and heir ous they're actually improving their . so whatever you can do to keep this extension going until september, we may have to be here again in september in case construction doesn't start. i don't want to see that block

being vacant not one day for your forg. congratulations. -- thank you for your consideration. >> good myannotte leonard wiki d we're with community partnership. we're here to support the centers in san francisco. the civic center has been a safe respite for 336 street homeless adults. we've served folks that otherwise would not access shelters, including 125 women and transgender women that are particularly vulrable living on the streets. and we have 46 participants that identify as veterans. housing takes time and it's a limited resource, but in our tit nt we've ensured that 153 formerly homeless adults are now in safe and permanent housing. that's 58% of our total.

prior to coming aion center, the neighborhood wasn't so great. the ground floor was mostly boarded up windows and neighbors expressed concerns about quality of life and safety issues. with our navignente in place, the entire ground floor is used. it's light and bright and we've rejuvenated the block and addressed concerns. remo te civic center would create opportunity form the community to erode. continued support enables us as a prior to focus on the folks meant to be serving. the continued operation as navigation centers and civic nter navigationter particular displays to the community that serving people experiencing homelessness with respect and is aing nitty is a san francisco priority. thank you. >> good afternoon, supervisors.

my name is dennis mccray and i'm the director of shelters for al cepmunity services. we are the operator of the 19 missieton navigation center. as you can see from the statistics, we serve nearly 2,000 people there and we continue to serve people. we have 75 beds there right now. we are -- we are aware that there has been some concern about the impact that the navigation center on the immediate neighborhood where the navigation center is located. we actually are quite diligent about making sure that the immediate landscape around the navigation center is kept as decongested as possible. 95% of the peoay s on bock are already housed. and they have no connection to the navigation center.

so we are diligent in making sure that staff go out every day. we clean up every hour. they go out on a regular basis to fks to move on. hen we see a tent out there, we immediately call the hot team, to hve them come a address folks and if they are actually interested in services. we have an incredible relationship with the san francisco police department and they come by quite often. and we've been puttig u no loitering signs outside. so we will continue to do due diligence to make sure that that area is kept clear. thank you. >> how you doing? i'm joseph livingston. i stay at the navigation.

there. and i just -- my heart wishes that you would give the extension and it would carry on, you know? the navigation center has done so much for everybody there, especially for me, you know? thank you. >> supervisor tang: thank you so much. are there any other members of public that wish to comment on item two? please -- please come on up, if you would like to speak on item two. name is michael rodriguez. and i'm a resident at the navigation center. i've been homeless for five or six years, directly i this neighborhood. if there wouldn't have been a navigation center, i wouldn't have been able to get myself get together again. we've had focus and focus on the things that we need in the community.

i've worked with the hot team to show them wre the encampments are at. in reality, they don't have enough help. there are not enough facilities to house everybody. there's not enough housing. we get circulated. we go in and get cleaned up and try to work on our paperwork and work on housing. if there is no housing, there is nothing they can do. we go back on the streets again and go back to the same camps. it's just a circle. and i think it's terrible that people are trying to criminalize housing, criminalize being homeless. you know, what we need is some affordable housing. i mean, who can afford $3,000 to $4,000 for a 1-bedroom. i don't make that much money in two months. so, yes, i believe that the

navigation center needs some kind of extension and maybe even open up other facilities to help us get us off the streets. >> supervisor tang: thank you very much for sharing that. any other members of the public, please come up for item 2. >> i guess you got to hear some opposition sometime. i guess my problem with the navigation center is is the city and county of san francisco is

not trained in standards of care in the contract. jeff kaczynski and his people have actually blocked the monitoring committee of doing spections of the navigation center. so we're at a point where we don't really know what's happening and i don't know what -- i don't know if the city auditor has done another audit to see what's happening, how long have been stayed, what type of services are happening. we just have a lot of problems because the grievance policy, the shelternpolicy, we -- it's just -- it just seems like they've thrown all of the protections with the navigation centers out the window. all of them.

>> good afternoon. thank you for coming i'm happy to be joined this afternoon by sfmtator russ kin and howard -- as you know powered scooters appeared on our streets overnight in march. they pose some really challenge. emissions free transportation and makes it easy to connect with public transit is a good thing and something that we welcome but we cannot sacrifice public safety. these ridden on sidewalks pose danger. there are reports of broken

bones and near misses. the city has received nearly 1800 complaints about scooters inin them blocks public space. it can hurt local businesses and affect the ability of all of us toe ou n city. the city supports scooter scaring to the point it makes our transportation system safer, more equitable. we are here today to announce the launch of san francisco powered scooter p and pilot program. this permit program represents a thoughtful, coordinated and effective approach to make sure that san francisco strikes the right balance. the program incorporates the

importance of my earlier cease and desist letter, and state and local laws, that prohibit riding on sidewalks and itlu new component. we have have innovation but it must keep your sidewalks safe and accbor all pedestrians. the program provides the framework though make sure that the companies operateing in the public right of way of doing so lawfully and accountable for their business and tools for the city tueorceent a needed. permits are available today on the sfmtv website and ed russ

kin will provide more information about them in a moment. i would like to note that this has been a collaborative effort pervisors, my offce, pof wor and other. began in legislation passed at the board of supervisors and signed by mark farrell. i would like to thank aaron peskin who has ad o this legislation. under that legislation any company operating shared powered scooters in san francisco must have a permit from the sfmta a june 4 to have their scooters parked on sidewalks or any public space. that means any scooter company operating is required to mover e it's scooters by june 4.

only those issued permits may be able to continue. san francisco supports transportation innovation but it can't come at the price of privacy, accessible, and safety. this permit program strikes the right balance. i would like to introduce ed russ kin to talk more about the new permit ro>> thank you. i want to thank the city attorney for hiseadersp an the great support of his staff as we have been developing the legislation that required the permits the legislation by board of dirtors to establish the permit program and their support for us in developing the application itself. as the city's transportation department we excted about

the prospect that these powered scooters could bring. their zero emission and compact and i haven't ridden one, but i hear their pretty fun. this is something that we certainly want to be s of, but it's the if that is really at question here in tomorrows of why we are putting a regulatory pcess i place. last year the sfmts board of directors and san francisco board of supervisors, and transportation authority adopted a set of principles set to govern emerging technologies and services on our streets and these principals embody san fransco policies as relate to equity and affordable and

environment and transparency and consumer protection and worker right. we have taken those principles and embedded them in a permit program that we have established and you will see in the permit aapplication. just become something is innovative doesn't mean it's good for our city. we arehis to put in place the regulatory for example work that makes sure that we can get the best of the transportation benefits for the people of san francisco without some of the detriments such as we have seen on the streets already. the city attorney made reference to sty and that is our number one concern. we want to make sure that the use of the scooters is being

donecephaly and appropriately when used and when stored and not using them to on sidewalks or block sidewalks and there are the two main concerns we have seen and weo the permit will require a robust plan to show how they will ensure the proper u a storage of their scooters. there are provisions that speak to the people. who support the scooter share programs whether employees or contractors, there are privacy protection. we are in the business of transportation and mobility but not in the business of permitting harvesting of personal data, so one of our requirements is making it clear that any permitee would have to

make apparent to them what data would be collected and how it would be used and give them the opportunity to take out of sharing that data and still be able to take the service. there are numerous other aspects of the permits we are establishing as part of this one year pilot where we will be able to work with a successful perm permitee to make sure this service can be manifested in our streets that works for san francisco. we will issue up to five permits for a total of 2500 scooters, 1250 in the first six months and if things are goingl expand up to 2500. during this period we will require the submission of data and gathering data from external sources and 311 complaints and others so that we can evaluate

how well these scooters are working whether meeting their promises and addressing some of the issues that we have seen to date. at that pointwoe at a decision point of whether to terminate the program, continue the program, discontinue the program, expand the program. we expect to learn a lot f enforcement is part of the program and we want to make sure to the extent that we grant a it and we have appropriate mechanisms in place whether confiscating scooters or taking the permit. we don't want to get there, but we need to be able to give the public assurance that in granting access that we are going to enforce the conditions of the permits that we

established. one of our great partners and enforcement in the public right-of-way and really in the management is san francisco public works and w wked with them in the permitg application and will continue to work with them as this plays out. i would like to pass the mic. to our director ofublic work. >> i am excited that we are putting a pilot permit program in place as many of you know when these scooters handed in our secretos in fran, we have been working really hard to try and make sure that at least they are following some kind or d siny handed we have had to pick up over 500 scooters on the streets that have been parked inappropriately, means not put in a safe place and created trip and falls or not

been parked in the right place, so this permit process that will be in place is one that will help the city understand if these actually belong on our streets in san francisco. start june 4, we will then be picking up scooters anywhere because the good lines have been set forth as we have heard. we will pick them up and not an easily retrievable process. tily will be held as evidence this permit process is in place. w w theity and most importantly we want to see if there is a place for them in san francisco so, this pilot will encourage the corporations to apply and go through the process and we willel the right people and see how it work. thank you. >> thank you ed and mohammed.

with that we will take questions and they will be dealt with appropriately by one of us up here. >> how will theoter under t law if someone is helping abet a public nuisance and they have notice, they can be held liable, so thecoot sr companies are responsible for conduct that they know is occurring once they have been put on notice. if you look at the cease and desist letter that i have sent, we have put them on notice as to things that we would expect from them, so certainly they can be held responsible for conduct of people that they are encouraging to ride. >> fines? >> if i was to bring an action

against mass balance for public nuisance certainly, but that is not what the nature t enforcement action has been so far and not what isontemplated under the permit program but we s a public nuisance to bring an action if so nolteed. i think that what you have seen so f the city in a cordnated way has been operating to try and mitigate any potential public nuisance so far. in terms of a letter to cease and desist and the director of public works dedicated the resources needed to ensure that we minimize the possibility that there were scootersances on from the three of us

to comply with state and local law. >> does it require they offer helmets? >> it does not. we are not being too prescriptive but telling them how be client with the specific permit of what they are applying for. >> what steps are you going to take into account when deciding who gets these permits? we will absolutely be accounting for their pst pema it's notnt t ba punitive way, but i think their past performance will be a good indicator of future performance

expenditure. i sent out mynd letter and as of june 4 until such time as the permits have been granted, they should not be operatingn public rights of way or parking on public streets, that is correct. we have made it clear that as of june 4 they have to be off of city sts and think the mta director has made it quite clear that past behavior will be taken into account in terms of the application process, so i think it will behoove everybody to follow the directive issued today by having them off public street it is on june 4 and in the event they are not the mta director will review that

(clapping) the biggest thing we really want the kidsav a lot of times parents say that valley schools have a lot of problems but we want them to follow directions but we want them to have a wonderful time and be an affordable time so the kids will go to school here. we hold thees to no longer 12 and there's 23 teachers. i go around and i watch each class and there's certain children i watched from babies and it's exciting to see them

after today. the children learn how to follow directions and it ends up helping them in their regular schooling. they get self-confidents and today, we had a residual and a lot ofe tagend i hope they get the bug and want to dance for the rest of their
