that i believe we have some of the best men and women in our police department here inside of san francisco. proud of all of you do who are here today in front of us. i am not afraid as the mayor of the city and county of san francisco to say how proud i am of the men and women of our police department. every day they are putting their lives on the line for us as san francisco residents, they deserve our respect and our gratitude. when we are so fortunate to have such dedicated men a women on p de wme sim don't henf them today. san francisco is an ever changing city with ever changing neighborhoods. we can bund by antequated staffing levels that do not reflect today's reality in our streets and in our neighborhoods. that is why today i am very proud to announce that my budget

plan tsear will include the addition of 250 new officers being deployed on the streets of san francisco. busrtmeiness.m our in the fiscal yea alone we will graduate 80 officers in the current academy classes, add 50 new academy recruits. we will also increase opportunity for promotions and shift highly trained civilians into positions that are currently being staffed by sworn members to allow them to be out patrolling the neighborhoods of our city. these new officers will act as a catalyst and be the building blocks of r 250 erp n. when these oser join the department they will be working on existing initiatives that have been undertaken to n ren depant i have been proud to partner with police chief scott on innovative new public safety

asures which include increasing our city wide foot patrols, adding investigative teams at district stations and expanding obu and serial crime units. as we know last year was a very difficult year for property crimes here in sanancisc over , alone in our city. an absolutely unacceptable number. since undertaking our initiatives we have seen property crimes decrease by over 17%. we will not rest on our morals in san francisco, we will not let that be the new standard. we will continue to move forwar make our streets and our neighborhoods safer for the residents of san francisco. it's also importe t that these increased officers will be more more than just a deterrent to property crimes. they will be reassuring

presences in our neighborhoods of san francisco ensuring that people feel safeecuring the communities theye in here in san francisco. they will have the tools and the training work w our communities and within our neighborhoods here in san francisco. these new officers will also be supported by additnal investments in our equipment and resources. my budget pge also include $7.5 million over the next 2 years to purchase over 130 new police cars that are needed in our department. it will include over $3 million ceth tasers. in addition my budget will include $1.7 million to help support police reform measures. we will continue to support and fund on going efforts within our police department to make sure

commission, barely was a t stand for the pledge of en after when he was being honored he said something very important for you-all to hear. i'm very proud of the men and women of the san francisco police department. so behalf of julius i share that with you tonight. i would like to thank mayor aneeysh for recognizing and addressing the crisis that we are facing with staffing. i've been on the police commission for a long time as both a state and federal prosecutors here in san francisco so i'm aware of the need for policing. given the current state of our criminus mental health systems, our officers can barely respond to the calls for service. they are busy dealing with repeat offenders and people in mental health crisis. by adding these police officers to our police department it will make the street safer for our

citizens and those who visit our city. there's days when i walk from the parking garage to my office and i see the things thall see, unghtly things of people in crisis, people shooting up. it's not acceptable and the only way we can address that is adding to our women power and men power of the san francisco police department. this is a great move. we as a commission thank the mayor and the board of supervisors for putting this forward. with this it will give our officerse of an opportunity to be involved in community ng and, yes, proactive policing. so mayor ferrell,nk you on behalf of the citizens of san francisco. this is great and this is long over due. thank you very much. >> [applause] >> thank you. with that i'd like to bring up two supervisors who have been talking about public safety since literally the day they came into office, jeff sheehey

and supervisor katherine stefani. >> thank you, mayor ferrell. welcome to district 8. i'm so proud to have the academy in my district. it's a source of joy for me. i want to thank mayor ferrell for his leadership in putting this forward. so last year as i came into office one of the things that i identified almost immediately was a gap in public safety resources. i raised this with the budget and finance committee and was the voice in the wilderness. so i am so grateful that mayor ferrell has put this initiative forward. a grateful to chief scott. some of the innovations are tied to our need for additional officer. the tactics that have reduced police officer invol situations have calmed down but those tactics require more boots on the ground.

e second thingfoot pa so in my district we now have foot patrols on the cao. i know those guys, those folks. it's great the see them. people in the community know them. we had an incident at twin peaks. four officers assigned to -- so after the incident at twin peaks before the -- before the incident at twin peaks, the murder, we had ten car break-ins a day. after officers were assigned there for the following month one. so presence is prevention. in dolores park wn incident. the chief, other city departments, officers have been assigned to dolores park. every single neighbor surrounding that park talks about how improved that situation is. this is by having forces there, people there. it makes our neighbor safer. every day i talk to people in my

district saying when c we get a foot patrol, have officers we can see. this will make that possible, not just in my district but across the city. i want to give a shot out to folks here today. i haveeen to graduations of academy classes and i have so re going to be trained.rk thatyo it's amazing. you put in such hard work. i am so proud, i wanted to shake your hand when you get that badge pinned on you. i'm even prouder when i see people who had a badge pinned on them, whose hand i shook and see them walking the beet in my neighborhood. thank you for stepping up andec francisco. you are outstanding. the more we graduate the prouder i'll be so thank you. i'd like to introduce my colleague, supervisor stefani. >> [applause]

od morning, everyone. i held my public safety forum in district 2 because the bottom line is people don't feel safe. whether it is because o our past crime epidemic, reports of a 7th grader beingge on his way home from school or the ramped trueiram ramped drug use we see on our streets, we must do more to keep the people of san francisco safe. i believe that we have underinvested for years. today's announcement by mayor ferrell is a huge step in the right direction. what i love about mayor ferrell's approach is it is thoughtful and designed to saturdays -address s francisco's current needs, to help the homeless delivering help to the city's operation

center and to equip ource orcefith the resources they need like working patrol cars to do their job and to help keep us safe. ourocus should be on recruiting the best and the brightest by training our officers with all of the reforms that we've all been trying to implent. ve be so incredibly lucky in my 12 years of public service in this city to work with some of sfpd's captaindylan, commander manox, captain silverman, captain yep, officer matt loray and so many more. these individuals have truly helped shape my view of how incredible our police department is and how much talent we have here i just want to thank all of you for stepping up and doing your part. i've also been a prosecutors and i've worked with so many police

officaveers tlways shaped my view that police officers are good and we need them and an't tnk you enough for your service. i want to thank the mayor, chief scott and the command staff for their hard work and thoughtful analysis on the invests that we as a city need to make in the department. i just want to tell one quick story in my direct. so many times we hear the negatives. the other day someone said i have to tell you what happened to me with a police officer. i got a pounding on my door at 7:00 in the morning and i went out there and i saw a police car and i was so nervous they open it had door and the police officer said -- opened dpd is going to do some of care and towed your car. they asked them to move their car and saved them $600. there's so many stories about how important your work is. it's my hope as we increase our

every day i'm just amazed at how many different environmental issues keep popping up. when i think about the planet i want to leav my chi and ohe generation, i think of what contribution i can make on a personal level to the environment. ♪ clean power sf is san francisco's key way of fighting climate change by renewable energy and offering it to san francisco s. m fm sanrancisco publ utilities commission. the program came about with state wide legislation in 2002 to enable people to take more control over supplies. i first heard of the program when the organization was advocating to launch cn power

sf. what i'm most excited about, it's goingo bring 100% renewable energy to my home and einvest into renewable energy to aoteet ure and jobs. fard a from the staff at the san francisco public utilities commission to sign up for clean power sfven e before launched. >> we learned about clean power sf because our sustainability teamis alwa looking for clean operationedin i t online network. there are a 530 million members using our site. in this san francisco office there's about 1400 employees working in roughly 400,000

square feet. >> after signing up for the program we heard about the san francisco program and learned they had commercial rates and signed up for that. i'm the o the new wheel electric bike shop. we opehis store in 20 and the new wheel sells and services electric bikes. 11 people work in san francisco and our store is abo 2,000 square feet. electric bikes are fantastic for transportation in the city, th aen and get places faster than any other form of transportation. it amplifies the power, it t replace it. it makes it easier to get places by bicycle and it's soable and eironmentally frndly wa to go and more convenient in san francisco. >> clean powes requires two products, green, 40% renewable and competitively priced with pg

preparedness for any emergencies that come about. both these issues have and always will be a top of mine. anyone in calling 911 in our city needs to make sure there's a live person on the other end of the line when they make that phone call. it is sometimes a matter between life and death. and our 911 dispatch center has seen an increased call volume of 44% since 2011. that is a dramatic increase here in the city of san frciit equates to dispatchers answering approximatey 1 more calls perday. that's 1,000 more calls perday since seven years ago. with a growing population in the city of san francisco, we have to anticipate that this call volume will not decrease but will only increase here in the city of san francisco. and last year, our 911 dispatch center, despite many efforts,

was falling short on response times. recognizing the importance of this,reated task force to look at the issue, along with many of the people standing behind me here today. incinged strategies, thek force came up with a number of innovative approaches to help our dispatch center, tapping t handle non-emergency calls. welcoming back recently retired veteran dispatchers to duty, and hiring, training and retaining moe dispatchers than ever before. as mayor it has been a top priority of mine to continue to improve our 911 dispatch times. we have put a number of policies in place over the last year to improve our response times, but we cannot rest on our laurels and we have to do more here in the city of san francisco if we want to continue to emphasize san francisco safety for -- public saur sfety francio

residents. and since these strategies have been implemented, we have seen an increase in our response times byis work to do.ave nor continue to bolster our dispatch here here at our department of emergency management. so today, i'm introducing new funding to tackle exactly that issue. we are investing $8.9 million over the next two years to train 90 new dpatche e at deparent of emergency management to continue to improve our response time, to make sure that our 911 response times are over the 90% national standard that exists today. we want to make sure our dispatchers have the resources they need to respond to calls quickly. in addition, we are giving them the tools and the technology that they need to do their job apri technology upgrades that will

shorten the time itakes t edicalh fire and m assistance on our streets. it also includes power loss prevention tech 23408g to ensure utility disruption will not interfere with our center right here. in short, this funding over the rld cl o years will make sure center heren san francisco. our residents deserve nothing less. meeting the national standard of 90% call times within ten seconds demands a fully staffed department and dispatch center, be the investments forayor to the public safety of our residents. in addition, i want to talk about vst investments that we are making for our fire department through this budget. th w ofur f oe department save lives every single day here in the city of san francisco.

we have some of the best men and women firefighters here in the city of san francisco. we need to continue to give them the tools they need to continue do this beers. this package will include $15 million for new firefighter apparatus, fire trucks, engines, ambulances and command vehicles. the newmb outfitted withas cere drivers have better sight lines so they're better able to navigate our very tight and congested streets here in the city of san francisco. our men and women in the fire department are also responding to increased medical calls here in the city of san francisco, so today i'm announcing we're investing $1.5 million for the fire deptment to add an additional q ruickponse vehicle. this team and the budget to support them will build upon

the success of thems-6 program spondsto high frequency emergency service users. the team will provide 24/7 medical response to call services and ambulances that are needed in streets where we need an ambulance or a fire engine. this team will also alleviate ppreciate on the larger fire vehicles to come to the scene. combined with the additional st w and that we have over the announced, i want to make sure that san francisco residents know that we are investing in the future of the city, that we are investing to make sure the streets of san francisco are as on o streets can get the help that they need and off the streets as quickly as possible. since day one as being mayor, i've always states that public safety has been my top

priority. these investments and the funding we're making reflect exactly that. as mayor of the city of san francisco, i want to make sure that leave our city in a safer place than when i took office, and i believe these investments will do exactly that. so i want to thank everyone for being here today, and with that, i want to turn it oveo our director of the department of emergency management, ann croneberg. >> thank you, may or farrell. thank you so much for your unwaivering support of public safety here in san francisco, rs andow as mayorr of the board ciscan r t staed over the last six months we've implemented strategies here at d.e.m. that have allowed us to maintain our goal of answering 90 is pfrs of our 911 calls within ten seconds or less. the first part of our strategy

focused on hiring and training new dispatchers. it takes about nine months to a year to fully tra a diater, so it's long process, it's a huge commitment. the fact that the mayor is giving us the funding in the next two years to hire additional 90 dispatchers will make a huge difference for us here at d.e.m. last year we added almost 40 new dispatchers and we're seeing the results of that right now with our 90% call answering t the second part of our strategy was to make sure that the public knew which calls should be going to 911 and which calls should be going to 311. as the mayor stated, 40% of our calls that come into the call center really are not ng to address that issue are, and let the residents and the visitors to san francisco know that we have a highly tionnc31enter that also

operates 24-7 that people can call for non-emergency kind of issues. we also had an ad campaign this last year, which i think really helped us in educating the public who could call. at the department of emergency management, we reach more than 25 million people through our ad cign last year, through social media, bus ads. probably saw the ads on bus shelters, as well, be it the 311 or # 11. our strategies have increased our hiring, redirected calls, and allowed the public to be better educated. the announcement today of the additional $8 million to hire and trai90 new public safety dispatchers over the next two years is critical to maintain san francisco's ability toeet and exceed our call stanr our

and visitors, this is an investment in our ability to quickly receive help when you have an emergency when you call 911. for our dedicated and hard working 911 dispatchers, this is also an investment in you. you'veg hours over the last few years, oftentimes working mandatory over time, being away from your family, a ones. with the continued investment in 911, we are hoping that we ve the appropriate staffing level and that people will be able to have a life outside of work, as well. so thank you, mayor farrell, again for your vision and for your investment in san francisco's 911 system. the collaboration and coordination that we have here in san francisco between our public safety departments is something that we think is quite wonderful. we work very closely with the fire department and the police department.

none of us cou do it by ourselves. really, it is this investment in the entire public safety system that's going to make a difference. so at thisn tng turn it over to my friend and colleague, chief hayes-white, to say a few remarks. >> good morning, everyone. thanks for coming out. first and foremost, i'd like to acknowledge and applaud mayor farrell for his efforts not mayor.s surprise but as as h said, he has always ritiiod public safety and for that we are grateful. he has always been a champion about keeping our community safe. with all of the challenges that we see in an ever growing city that we want to keep safe. also, like to thank mayor farrell for his investment in the department of emergency management. it's all about partnerships and collaboration, and the funding is much needed at the department of emergency

management. that is the first agency that's call when someone is in need of help, and you need to have a high functioning department in department of emergency management to be able to get the appropriate resources out to the streets of san francisco via the san francisco fire department and san francisco poli department so thank you for that investment. that's where it all starts. agekingor proud tosat it mayor lee, just as it's a privilege workior mayor farrell, and mayor farrell has expanded upon some of the initiatives of the lee administration. as he mentioned, over $13 million for new equipment to keep our members safe and our community safe. it's very important that we have state of the art equipment. it does a few things. not only does it add to the safety of our members, but it achieves goals such as vision zero goals. all of our specifications now for apparatus, talked about the importance of vision zero.

making sure we have environmentally responsible vehicles to the highest he mission standards as well as moragile vehicles to navigate through our windy and nrow stets h so mang that investment and bringing on a new you are fleet thgshat we reallyhol of appreciate. just as the department of emergency management has experienced a boost in their call volume. we have, as well. it kind of makes sense, right? 25% increase in call volume since 2013. we're one of the busiest fire departments in the nation. we run over 150,000 calls a year, and we pride ourselves in getting to the scene within about a five minute time riod. it's a medical call and someone needs transport, our response times are back where they should be in that we get an ambulance to the scene within ten minutes 90% of the time and that's because again, the great investment that we've started making in the lee administration and has continued in the farrell
