shop and weocate for small mom and pop shops. my own local pet job is my life's work. we have seen the effect that chain stores have had and sf has lost original members. we know your name and pet's name and we are blessed to see them grow from puppies to the moment they are adopted and we make recommendations on food, health, behavior and issue referrals to others who are local. when they pass we are there for them with hugs, tears, and love. there is a precedence for denies cu permits to chain stores

sponsorships with the me merchas notion and the noe value association is a member of that. that is highly unusual to be doing a bronze or silver sponsorship and we heard from one of the board members of the commercial group saying they had to give that money back and they did that under incredible pressure. the second thing is we do know that the noe valley merchant's association did not allow it's members to participate in the decision of whether endorse or do not endorse healthy p spa and we think it's unfortunate. many of the petition signers that are endorsing healthy spot were also given incentive and a free pet food or a coupon for free pet food if they signed the petition and the last thing i want to point out is that we

deceitful. one saturday when i arrived at the farmer's market i was approached by a pet chain owner if i would like to sign a petition to keep pet's healthy in what sounded like he was from a humane society. when i read the petition i was seeing that he was deceiving me and it was about opening a store. i said you should be ashamed of yourself for lying. he shrugged it off and said we do want what want and i was upset and wrote out it in the noe valley blog, we have all wondered if what this man was

i would like to focus on point one, where there is no need chain stores are harmful. consumers are best served when there are numerous competitors in a market. in local where there is no need for a specific chain that becomes a category killer. these corporations will enter a market using loss leaders to attract customers. [reading] while a chain can afford to operate a new outlet at a lot indefinitely it's only a matter of time. since chain stores in well served community only serves customers spending they can only be successful at the expense of our local businesses.

stopped selling foods altogeth altogether. i have spoken personally to several of these businesses and some of these businesses felt compelled to write us a letter which you have in your opposition packets which have been sent to you. one of these owners wrote rather than build their own clientele they have used predatory practices to steal clients away from us. they offered cu coupons and mons of day care services. this practices are designed to steal customers. local pet owners are responsive to the neighbors. their participation goes beyond the selling of goods and services and extends to shared community and family experiences. they are a social destination unto themselves. they are what makes our neighborhood such a walkable neighborhood. i go out for a 20 minute walk and i don't go back for two hours. i talk to the shop owners and we are personal friends and we all know each other and that builds community. our shops continue to thrive because of a customers base that offers a customer base that deals with neighbors. are we to sell that to the highest bidder?

on 24th street we are just a few blocks away. i need to comment on what was just said before. we h been swimming against the sharks. we have been swimming against the sharks. we have got internet suppliers all over us. daily we have to fight against that, so we know about being creative. dogs come into our store and they can sniff around and they experience it. it's about the experience not about the internet, and we need to be in noe. i must go on record to say that healthy spot will be selling the exact same products. they say they won't and they will. same treats, same toys, same food. we are not scared of competition because we are going against it, but we want fair competition.

this is ground zero for why we have formally retail regulation. two doors down from the radioshack shot there was a hot heads was where my kids got their haircut every month or couple months for all their childhood and the neighborhood came out when super cuts wanted to come in next door and the planning commission was very frustrated because a big crowd was there in support of hot heads, but there was no formally retail lesion at the time, so the planning commission didn't feel they had the power to stop it. telling the city we wanted to

give the planning commission a tool to work with to protect local businesses. i have a variable dog and every one of these pet food suppliers no mars because i have no allegiance. we buy from all of them. if healthy spot was there, we would probably be buying from healthy spot. it's not about who is a local raretailer is where they are. this spot is appropriate for the right formula retail, just not dog food. they need more traffic at this part of 24th street and another pet retailer is not going to do that. a phone store, a hardware store, any other kind of retailer whether local or formula that isn't already represented on the street should be there. please deny this conditional use and keep this space open for a

chain stores have a weekend local economy is and eroded trust in the community. that is not the give-and-take in that family atmosphere. this also have limited local investment and spending. and one of the outcomes of that is that the chain stores eliminate smaller stores and investment in smaller companies. for example, i started a little store at 24th street and i will, there is a wells fargo near there, i will maybe higher around there. i will ask people to help me with a business contract, but the wonderful gentlemen here representing healthy spot don't need that. they have their corporate attorneys. they don't need the valley bank

and they don't need the clerk to help us. they have a wonderful corporate shelf makers. it will look the same and it will look beautiful. i think these gentlemen are well educated. they went to berkeley. i guess they have mbas, i don't know. they are probably elf -- ethical and wonderfully educated people. is in it what you learned in business school to differentiate your business to be successful? perhaps go into a community that doesn't necessarily have the abundance of pet stores that we have, perhaps is cry off -- crying out that they need business. if they can surprise -- supply all this grooming and doggy daycare and other things like that, perhaps we need a neighborhood that is more spacious, and then they can differentiate themselves by employing people in the neighborhood and training them to be employees. they could have entrepreneurs themselves. what a great way to

it is not that they are applauded for their opinions every thursday when we talk about businesses, but in this particular case i do appreciate they are deliberating on the subject matter and sending us the recommendations. i believe that there are services where similar businesses can't exist and in this particular case it is not that we are trying to restrict users but use. if we can see this and pet stores can exist and so do a number of dogs and people that are there, i believe that that in itself is testimony that the market is saturating and there is an imbalance with what the neighborhood wants. there is a large number of people speaking against it. it shows that the news -- the

have, as i read recently in a report on union street, it seems like this would be, this is exactly the kind of thing that would fit there that you wouldn't get opposition from from the union street merchants or neighbors or chestnut street or fillmore street. i think what i'm saying is, welcome to san francisco. we hope you will give us another try in another location and i would love to hear you come back with a different location and i would love to try and get behind it and support it with my fellow commissioners and get a unanimous approval. i'm not anti- formulate retail. to the contrary i see lots of different companies, i don't even call them back when i support these businesses. he knows i don't call them back. i didn't support blue bottle. my fellow commissioners here in

in a commercial corridor, even ten years ago, are not working so much anymore. i think that one thing you just said, commissioner richards, is right on. i think the thing about, you know, the anchor tenant, the destination tenant, that retail establishment that draws people from other places that were not otherwise coming, it is increasingly important in the age of amazon. and, you know, i think that, you know, thinking and being strategic and thoughtful of where we place those destination retailers is really important. this particular block has another, you know, pet store so, you know, this particular location may not be appropriate, but i would really urge the neighbors to think about the

strategy for your corridor or. retail is changing and we are seeing it on this commission. that, you know, i heard several speakers talk about preserving, reserving what is wonderful. i'm afraid that a lot of that preservation is really not possible in the age of amazon. it will require new strategies to attract people so the businesses that are there can still continue to thrive and survive. i heard you loud and clear. also i would urge you to think about your strategy going forward to. i live on the other side of town off of ocean avenue. we have no pet stores at all. no dog grooming, know nothing. and tons of dogs. so you may want to look our way. there's, you know, formulate retail pet stores out in the sun set, off of cloak that everyone

i can list them as follows. either finding 780, seven c. on page 6, 7 ga on page 9, 7 gg and finding number 9, which is the one a 1.1 b. finding. language to be added would be to include that the project would hamper the diverse retail base with in the valley and it's distinct neighborhood comprised of a mix of businesses. many of which tend to be nontraditional or unique. and the project is unduly skewing the mix of business in the retail. that is the same clear branding for consumers, counters that the general direction of certain land use controls and general plan policies which value unique character to maintain the originality of the area.

commission regular meeting. for thursday june 21st, 2018. commissioners, we left off on the regular calendar for fifth -- items 15 a and b. at 143 corbett avenue. there is a request for a conditional use authorization. the zoning administrator requests has a request for variance. >> good evening, commissioners. i'm from the planning department staff. i am going to conditional use and a variance request at 143 corbett avenue. the project proposes to legalize interior alterations and additions at the rear building wall, rear building wall bay window and to construct a roof deck. and a horizontal edition of a spiral staircase at the rear deck. all of this is required in the

rear yard beyond the required 45%. it will propose to legalize and further excavate work done to create a second unit at the two lower levels of the subject property. the project located on the south side of corbett avenue appears to have a two story building at the street face but there are two stories existing below gra grade. the four story building at the rear. this project seeks conditional use authorization under the corona heights large residents as ud as a proposed legalized and expanded that the building past the 45 required sand yard. that also requires a rear yard to variance or rear yard encroachment. the product seeks to legalize a work being completed to the subject property. the two phases of construction
