me that the kid brought home the report card to the father, and the father said, what was it son? regard or ignorance? and the son said, i don't know and i don't care. when i got the job at ingleside, and i lived eight blocks away, i wondered if i would find the staff that knew and did care. when people would hear ingleside, they'd go oh, and you'd feel like they had this real emotion java tachment to the station. i found that the cops at i think will -- emotional attachment to the station. i found that the caps at ingleside have worked at the

station for after average of 20 years. we find consistently that if all politics are local, all policing is local, and i find that it's a really exciting time to be at ingleside, and a really exciting time to be part of the city. so i thank you for this honor, and i wish all to be here to hear this. >> president cohen: thank you very much, captain. congratulations. you, madam president, colleagues, first of all, i wanted to regale us with a little bit of history. the union business district was established. when it came up for renewal, i was a member of this board, and we saw that the benefits brought to that part of the city, and it was no longer controversial, it was renewed with the unanimous vote of the board of supervisors. at that time, i actually was working with then supervisor gavin newsom that enabled community benefit districts in the mixed use districts that we have all over the cities. we have two in fisherman's wharf, one on broadway. virtually in every district of the city. they have value added. if property owners or if some cases tenants, choose to assess extra dollars for business retention and recruitment,

additional street cleaning, additional public safety, and if you are a member of the government audit and oversight committee as former supervisor breed and chair of that committee, supervisor kim, know, every year, we see updates and progress reports. we monitor them. they can actually be disbanded at any time by the board of supervisors if they're not functioning well. and in this particular instance, i want to give a shoutout to one particular individual, which is susan markel fox who has been dogged in her determination to supplement what we already have, which is the lower polk c.b.d., which has exceeded everybody's hopes, whether it comes to street cleanliness, dealing with the homeless population in a very compassionate and constructive way. the lower polk c.b.d. has been fantastic. it is time now to, i hope, if

[inaudible] >> it's about an objection on the previous hearing item pertaining to taxes and also the amendment pertaining to breed's amendment and giving support for the senior citizens who are facing eviction. i agree with that, but since that came up on such short notice, which was this friday, and the board is hearing it on this tuesday, the public should have it input on that. this is why i'm up here speaking about that. and then, i want to note that the $1 million that's coming

from the health department and the $1 million that's coming from the city funds, that's an example of how the money should be invested in the city, getting housing for senior citizens, and then within two years after that money is exhausted, you won't have the same kind of negative cash flow all over again? >> president cohen: would you like to save your comments for general public comment? this is for the community benefit district? >> yeah. that's because it was just short notice -- >> president cohen: we look forward to hearing it in general public comment. are there any members of the public that would like to comment on the support of the c.b.d.? hearing none, we'll move on. now we'll hear from those that are opposed to the c.b.d. district. like the previous speakers, you will have two minutes.

the floor is yours. >> well, i guess i'm the only one. i don't really know where to begin. i've been in the city a really, really long time. i have heard all kinds of things. i have -- i see this as an absolute and blatant attack on prop 13. i'm in south of market. i'm also on polk street. personally, i'll be assessed over $1,000 in both locations. this happened when the schools needed more money, too. it's just outrageous. if we coulden possession of dangerous drugs not to be introduced into interstate the laws, especially the health laws, that are already on the books, we wouldn't have this stuff. i call it this stuff because soma west has the same kind of improvement thing, and now the polk street. i have watched groups of young people, kind of untrained young people, probably the nonprofits put them out, the nonprofits are happy they found jobs for somebody, some kind of jobs. they wander up and down the street, in bright colored t-shirts that we pay for with

our tax money. they have unknown objects over their shoulders, brooms. they don't know what they're to be used for. they wander around with their brooms, diddle busy with their cell phones, nothing gets picked up. if i were speaking in favor of them, i would say they're not equipped to pick up the big mess: feces, needles. they're not equipped to pick up that stuff. it's now my news that fee says will not be picked up. i've heard doctors say it's a big gain in diseases that you don't see kpepd in under developed countries. -- except in underdeveloped countries. they'll be bright colored banners with piles of 3 oop. i won't be able to shop on

we have some senior housing that's been constructed over the years, 202 but this will be the first affordable housing for formerly homeless families and those seeking to stay in san francisco. this $6 million transfer is a big step. we're still a year or two away going through the final community entitlement process, but i just wanted to call out the importance of this maneuver. appreciate the work done by the previous supervisor, avalos, and others in the community of moving this forward as well as other members of the board of supervisors that were here and able to prop and put forward the affordable housing bond that we voted on. this acquisition is a wonderful step. we'll also have a ground floor retail across the street from the geneva car barn, which is another thing that we spent revitalizing to help. this borders both my district

press conferences and things that we've had, but this legislation is really about changing people's behavior. even if we wanted to recycle some of the plastic straws and single use plasticware and other items that are identified it in legislation, we could not, because the items fall through the cracks at the recycling machines. so we want to ask people and the industry and other places that promote and use plastic straws in particular, do you really need to offer a straw with a glass of water? i remember just even a few years ago, you could go anywhere, you would never receive a plastic straw, but it's become so habitual for places to utilize these, it's adding significantly to our environmental degradation. so we're asking folks to take a bold step. we want them to think about using alternative materials -- and again, this isn't just about straws, it's about the

[agenda item read] >> president cohen: thank you, i'd like to take a couple minutes to speak on item 60. today, we are voting on legislation to designate the arthur coleman building. dr. coleman was bayview's first african american physician. he faithfully served the community for more than 50 years. dr. coleman originally opened his clinic in the bayview with an array of integrated health services in the spirit of meeting people where they are, meaning, he created access to community health services by removing barriers to health care. dr. coleman helped black and brown students enter the field of medicine and created a thriving practice for black medical professionals. the bayview clinic is continuing the legacy of dr.

coleman by providing health care to low-income residents using medi-cal. through -- through its mission of african american health equity, it is creating a place where community members can receive every kind of care and learn healthy ways to live. i'm proud and honored by his work, and the continuation of dr. coleman's legacy by landmarking this building. i want to express my gratitude to desiree smith from the planning department for coordinating a thorough and impressive designate report which captured the very fascinating history of the building, dr. coleman, and of his family. i also want to take a moment and recognize his family, the coleman family, many of whom are still in the bay area, in particular, his daughter, who still resides in the bayview community. i want to thank them and the bayview community advocates who have worked with me to preserve
