me that the kid brought home the report card to the father, and the father said, what was it son? regard or ignorance? and the son said, i don't know and i don't care. when i got the job at ingleside, and i lived eight blocks away, i wondered if i would find the staff that knew and did care. when people would hear ingleside, they'd go oh, and you'd feel like they had this real emotion java tachment to the station. i found that the cops at i think will -- emotional attachment to the station. i found that the caps at ingleside have worked at the

station for after average of 20 years. we find consistently that if all politics are local, all policing is local, and i find that it's a really exciting time to be at ingleside, and a really exciting time to be part of the city. so i thank you for this honor, and i wish all to be here to hear this. >> president cohen: thank you very much, captain. congratulations. [applause] >> supervisor safai: i'm just going to say one last thing, for the record, captain hart, we are going to let chief scott know that you are not allowed to be transferred for a comfortable amount of time. thank you, chair, chair cohen. >> president cohen: all right. seeing that there are no further accommodations, madam clerk, i'd like to make a

2:04 pm
things i want to read. so madam clerk, thank you for calling items 62 and 63. ladies and gentlemen, the purpose of this hearing is to hear testimony on the proposed levy of assessments of the property districts named. pursuant to the board of supervisors resolution of intention adopted may 22, 2018, as described in the management district -- as described in the mcment district plan, the proposed district would be approximately 535 identified parcels located on approximately 14 whole or partial blocks. details of the covered area are in the file. at the conclusion of the public hearing, the department of elections will tabulate the ballots and report to the board of supervisors. members of the public may view the ballot tabulation by the department of elections on the basement level in city hall in room 59. the board of supervisors will
2:05 pm
either levy the assessment -- the board of supervisors will neither levee the assessment nora prove the establishment of a district if there is a majority protest. without objection, the public testimony will be as follows. we will first hear from those in support of the district. we will then hear from all speakers in opposition of the assessment. you all will have two minutes. during the hearing, a property owner wishing to change his or her vote or who has not yet voted may speak with the department of elections staff, at the table outside of the board chamber, and they will provide you with an affidavit ballot at that time. after the hearing is closed, the ballots will be counted. supervisor peskin, i wanted to see if you wanted to provide any comments, please. >> supervisor peskin: thank
2:06 pm
you, madam president, colleagues, first of all, i wanted to regale us with a little bit of history. the union business district was established. when it came up for renewal, i was a member of this board, and we saw that the benefits brought to that part of the city, and it was no longer controversial, it was renewed with the unanimous vote of the board of supervisors. at that time, i actually was working with then supervisor gavin newsom that enabled community benefit districts in the mixed use districts that we have all over the cities. we have two in fisherman's wharf, one on broadway. virtually in every district of the city. they have value added. if property owners or if some cases tenants, choose to assess extra dollars for business retention and recruitment,
2:07 pm
additional street cleaning, additional public safety, and if you are a member of the government audit and oversight committee as former supervisor breed and chair of that committee, supervisor kim, know, every year, we see updates and progress reports. we monitor them. they can actually be disbanded at any time by the board of supervisors if they're not functioning well. and in this particular instance, i want to give a shoutout to one particular individual, which is susan markel fox who has been dogged in her determination to supplement what we already have, which is the lower polk c.b.d., which has exceeded everybody's hopes, whether it comes to street cleanliness, dealing with the homeless population in a very compassionate and constructive way. the lower polk c.b.d. has been fantastic. it is time now to, i hope, if
2:08 pm
the votes come in the right way, to have a middle polk c.b.d. i absolutely respect those who protest and don't want to pay the additional fees. with that, i would turn it over to mr. corgis. >> president cohen: okay. before we hear from mr. corgis, is there anybody else who would like to speak? city staff? okay. mr. corgis, the floor is yours. >> we're part of the team that oversees the community benefit district program. today you're hearing the presentation to establish the middle polk discover polk business district. testimony will be heard in regards to the proposed formation of the district and
2:09 pm
the proposed amendments to the management plan and engineers report, both dated july 2018. at the end of public comment, the department of elections will tabulate the ballot results. i'd like to thank supervisor peskin and his staff, especially lee and sunny. i'd like to thank susan 34 arkel fox for his additional help throughout the progress, the campaign consultants. furthermore, this process could not be completed without the assistance of the city family. specifically, i'd like to thank the clerk's office, city attorney's office, and the department of elections. >> president cohen: thank you, mr. corgis. seeing that there are no other
2:10 pm
staff persons that would like to speak on this item, i'd like to open up for public testimony at this time. [ gavel ]. >> president cohen: first, let's hear from the speakers that are in support of a c.b.d. come on up, and again, just as a reminder, you'll have two minutes. you'll hear a soft chime indicating 30 seconds on the ballot of your time. welcome. >> thank you, supervisor cohen and supervisors. excuse me. i'm a little embarrassed. my name is susan markologel fo. i'd like to thank everybody who has helped us over the years on this effort who i hope fervently will pass today. i'd like to thank former mayor ed lee, mark farrell, and
2:11 pm
current mayor london breed. the lower polk community benefit district has served as a fiscal sponsor and mentor throughout this period, particularly christian martin, their executive director, and chris schulman, the president of their board. our staff has been dedicated and working hard, and they have spent weekends and evenings working with the community to help people understand the small of a community benefit district, and to take on above all of the challenges that the community has offered, as well. a person who couldn't be here today who has been very, very helpful is barbara adayo who is a property owner at 1650 jackson and who worked to get the majority of her building to support or to address us. other community benefit district executive directors have been very helpful as well,
2:12 pm
as have the consultants that were mentioned by chris corgis. i think discover polk is a fantastic idea. we have a wonderful community. it needs to be cleaner, safer, and more vibrant, and i think this is a good way to do it. thank you very much. >> president cohen: thank you. next speaker. >> madam chairman and the supervisors, my name is giorgio. i come here to support, strongly support the idea of middle polk c.b.d. i see it as a combination of the microand the macrobecause the city certainly needs all of our support, and i appreciate the supports so far given by the city and all of you here, and we hope to receive your continuous support, and we, on
2:13 pm
our part will do our best. >> president cohen: thank you. next speaker. >> on behalf of mr. alisa steves -- dr. alisa stevens, i want to support the middle polk c.b.d. i'm part of the steering committee, and i hope you vote in favor of it. thank you very much. >> president cohen: thank you. next speaker. >> my name is jonathan fox. i am a cardiologist working as a thriving biotech. i'm biased. i i'm marrowied to the first speaker. having lived here five years, i feel that the city has adopted me with open arms. i see the glass as half full, but i'm always looking at ways to fill the other half. i look at the middle polk c.b.d. with minimal investment
2:14 pm
to get people working together to make a good neighborhood one of the best in the city. everyone loves to come there and have a good time, and those of us who live there well come them with open arms, and we'd like to find it clean the next morning. i strongly support the benefits district, and i appreciate the support of chris and his office and the entire board of supervisors. thank you. >> president cohen: thank you. >> my name is tiffany yang, and i'm on the steering committee. i read the report and i think everything is amazing on how it can help the community and particularly for me it is the cleanliness and how humane it wants to address the area, and then, also creating a sense of community. like, polk street doesn't have a sense of community, and i think what we can do would create a great sense of community such as farmers market and everything, so i
2:15 pm
strongly support the c.b.d. >> president cohen: thank you. next speaker. >> honorable speakers, chris schulman, i'm on the lower polk community benefit district. we've been the proud sponsor with the discover polk c.b.d., along with a future potential partner in operations. this affects a lot of aspects of my life, both neighborhood work, professional work, and i really believe in lower polk, we've seen a significant improvement in the neighborhood with the presence of a community benefit district, and i have no doubt the discover polk will be just as successful, and i appreciate your support. thank you. >> president cohen: thank you. are there any other members of the neighborhood that would like to speak in support of a c.b.d. >> hold up. i'm speaking up here as an individual but i'm speaking up here as a black man. i'm also speaking up here from the fillmore district, where we have no c.b.d., c.b.e., but
2:16 pm
you've got me, a-c-e. i admire all these white folks talking about their community, but i'm up here talking about my community, doggone it. most of you up here are politicians, you're not even parents. you don't even have kids, so i am compelled, it is my obligation, my moral obligation, doggone it, to do my part. this is the most racist city in the united states. now i ain't been too far all over the country, but i still can testify, madam president, you held that budget, where does it say -- i just left from the budget analyst. where does it say anything about black folks? where does it say anything about we -- the power structure is here. now, you, london breed, the press of the board of supervisors, we got the kellys, husband and wife.
2:17 pm
we've got department heads -- hold on. i'm going to calm down so you don't call the sheriffs. relax. but i'm here -- this latest supervisors in district five, and our mayor, i want to know, do she really care? >> clerk: mr. washington, please curb your remarks to the subject matter at hand. >> ma'am, i'm here to say this city is being put on notice by ace on the doggone case. and i'm going to take it all the way to trump so he can tweet, tweet, tweet, and he will say to you all, what have you got to loose? i'm thinking thank god, i'm 64, i don't know why i'm here, but i'm here to el tell you --
2:18 pm
[inaudible] >> clerk: mr. wright, please. >> president cohen: and again, this is public comment in favor -- this is not general public comment, this is comment in support for the community benefit district. mr. wright. [inaudible] >> it's about an objection on the previous hearing item pertaining to taxes and also the amendment pertaining to breed's amendment and giving support for the senior citizens who are facing eviction. i agree with that, but since that came up on such short notice, which was this friday, and the board is hearing it on this tuesday, the public should have it input on that. this is why i'm up here speaking about that. and then, i want to note that the $1 million that's coming
2:19 pm
from the health department and the $1 million that's coming from the city funds, that's an example of how the money should be invested in the city, getting housing for senior citizens, and then within two years after that money is exhausted, you won't have the same kind of negative cash flow all over again? >> president cohen: would you like to save your comments for general public comment? this is for the community benefit district? >> yeah. that's because it was just short notice -- >> president cohen: we look forward to hearing it in general public comment. are there any members of the public that would like to comment on the support of the c.b.d.? hearing none, we'll move on. now we'll hear from those that are opposed to the c.b.d. district. like the previous speakers, you will have two minutes.
2:20 pm
the floor is yours. >> well, i guess i'm the only one. i don't really know where to begin. i've been in the city a really, really long time. i have heard all kinds of things. i have -- i see this as an absolute and blatant attack on prop 13. i'm in south of market. i'm also on polk street. personally, i'll be assessed over $1,000 in both locations. this happened when the schools needed more money, too. it's just outrageous. if we coulden possession of dangerous drugs not to be introduced into interstate the laws, especially the health laws, that are already on the books, we wouldn't have this stuff. i call it this stuff because soma west has the same kind of improvement thing, and now the polk street. i have watched groups of young people, kind of untrained young people, probably the nonprofits put them out, the nonprofits are happy they found jobs for somebody, some kind of jobs. they wander up and down the street, in bright colored t-shirts that we pay for with
2:21 pm
our tax money. they have unknown objects over their shoulders, brooms. they don't know what they're to be used for. they wander around with their brooms, diddle busy with their cell phones, nothing gets picked up. if i were speaking in favor of them, i would say they're not equipped to pick up the big mess: feces, needles. they're not equipped to pick up that stuff. it's now my news that fee says will not be picked up. i've heard doctors say it's a big gain in diseases that you don't see kpepd in under developed countries. -- except in underdeveloped countries. they'll be bright colored banners with piles of 3 oop. i won't be able to shop on
2:22 pm
polk. the way it's enforced, i have small frontage, small property, and i have close to 1,500 that i'll be assessed. >> president cohen: thank you. that's your time. are there any members of the public that would like to speak in opposition of the creation of a community benefit district. >> this item 62, where you're talking about tax regulations, i have a conflict there because you have preferential treatment in a selective organization -- >> clerk: i'm pausing your time, sir, just for a moment. madam president, i believe mr. wright spoke on behalf of the item on accident. and you wanted to actually speak -- >> no, i -- my first presentation was noting for the board that you had an emergency
2:23 pm
situation where this past friday, the mayor and barbara and cohen was located at a senior citizen complex where you'd bringing money to support the senior citizens, and that's what i was talking about. >> clerk: does that item pertain to the budget, sir? >> right. i was pertaining to that input on emergency, and you put that in based on what happened put in friday. >> clerk: okay. >> president cohen: mr. wright, this is a hearing -- this is a special hearing on a special item -- this is not general public comment. >> i'm aware of that, but item 62, where you talk about city and county of san francisco businesses and tax regulations is related to the following statements that i'm about to make. it says it right here, and i'm going to point out to you how
2:24 pm
you are enforcing tax regulations, but yet, when it comes to the high tech companies, twitter, you refuse to enforce payroll taxes and that's a derivative of what you're talking about here. that's why i'm coming up here to -- oppose to show the deferential treatment. that's what -- differential treatment. >> clerk: you can see, sir, that your time is ticking. do you want sfgtv? >> right. >> clerk: sfgtv, please. did you place your item under the projector? >> it's under the projector. >> clerk: okay. >> not showing. >> clerk: clerk will be
2:25 pm
right -- >> while they're fixing that, i can read to you my points. the change in the 200 -- >> clerk: mr. wright, can you speak directly into the microphone so we can hear you? thank you. >> the change from 2011 to 2018 is more the business cycle and the more the tech is booming and not specifically tax change. the speaker pointed out in general, you would expect the payroll tax is not the best thing for job growth. if you can shift off of that, you can get some increase in jobs and wages. and if you can get this scale here, it shows all the way from 2011 to 2018, the contribution of payroll taxes is decreased. you have a representative from
2:26 pm
the chamber of commerce that claims that because of the payroll taxes not being taken from the payroll company it's contributing to the economy of the city, but it's not. twitter has a minimum of $217 billion of tax free money and then you want to turnaround and tax other organizations -- [inaudible] >> clerk: thank you. >> president cohen: thank you. all right. going back to the proceedings to this hearing, are there any other members of the public that would like to speak in opposition to the c.b.d.? all right. seeing none public comment is closed. colleagues, seeing no other names on the roster, the hearing has been held. at this time the tabulation of the ballots will begin and we will continue our business on the board agenda. when the tabulation of the ballots are complete, our clerk will announce the results. madam clerk, with that, could you please go back to item 30.
2:27 pm
>> clerk: thank you, madam president. [agenda item read] >> clerk: madam president, this item requires a vote. >> president cohen: thank you very much, seeing how the house has changed, i'd like to call a roll call vote. wendy paskin-jordan mad >> supervisor peskin: madam president? >> president cohen: supervisor peskin, i didn't see you. please. >> supervisor peskin: i just wanted to point out that this was supported by our late mayor, ed lee, former mayor mark farrell, and current mayor london breed, as well as every

member of the board of supervisors. this, should the voters elect it come november , be not only a down payment on downtown, but a down payment on what is going to be billions of dollar of federal, state, and local investment of protecting our downtown as sea level rise was and is occurring. i want to thank you, because after this vote, it will be on the ballot, and we've got a big campaign ahead of it us, and i look forward to you bringing it across the finish line in november . >> president cohen: thank you. i appreciate that comment. madam clerk -- i'm sorry, supervisor safai, you're standing up. >> supervisor safai: no. or in a -- in and of itself restrict or expand the city's authority to enter into any country or grant or permit or license or other entitlement, but the crux of the proposal is set forth in subsection f, which if the voters approve the measure in november , would direct the city administrator's office to develop and present an ordinance to the board of supervisors consistent with these principles, we would apply to the city as it enters into contracts, licenses, permits or other entitlements with third parties. i look forward to working with the city administrator as well as a broader set of stakeholders on trailing legislation should this matter pass. thank you to my sponsors and the rules committee members. >> president cohen: supervisor peskin, couldou add me as a cosponsor? >> supervisor peskin: with pleasure. >> president cohen: okay, colleagues, on the question of whether or not the charter amendment be submitted, may we approve this item, same house, same call?

2:42 pm
we have some senior housing that's been constructed over the years, 202 but this will be the first affordable housing for formerly homeless families and those seeking to stay in san francisco. this $6 million transfer is a big step. we're still a year or two away going through the final community entitlement process, but i just wanted to call out the importance of this maneuver. appreciate the work done by the previous supervisor, avalos, and others in the community of moving this forward as well as other members of the board of supervisors that were here and able to prop and put forward the affordable housing bond that we voted on. this acquisition is a wonderful step. we'll also have a ground floor retail across the street from the geneva car barn, which is another thing that we spent revitalizing to help. this borders both my district
2:43 pm
and supervisor yee's district, seems too often we're talking about sharing things in common, and i think this affordable housing will add to some additional affordable housing that opened in the last few years. it had some transitional age youth. we're excited about this, and i appreciate the support of colleagues on this item. thank you. >> president cohen: all right. thank you, supervisor safai. is there any other discussion? well, colleagues, can we take this, same house, same call? all right. without objection, this resolution is adopted. please call the next item. >> clerk: item 52 is a resolution to approve a conditional land disposition and acquisition agreement with 2000 marin property, l.l.p. for the city's transfer of real property at 639 bryant street under the jurisdiction of the public utilities commission in exchange for real property at 2000 marin street subject to several conditions. >> president cohen: all right. can we take this same house,

2:49 pm
press conferences and things that we've had, but this legislation is really about changing people's behavior. even if we wanted to recycle some of the plastic straws and single use plasticware and other items that are identified it in legislation, we could not, because the items fall through the cracks at the recycling machines. so we want to ask people and the industry and other places that promote and use plastic straws in particular, do you really need to offer a straw with a glass of water? i remember just even a few years ago, you could go anywhere, you would never receive a plastic straw, but it's become so habitual for places to utilize these, it's adding significantly to our environmental degradation. so we're asking folks to take a bold step. we want them to think about using alternative materials -- and again, this isn't just about straws, it's about the
