it is beautiful and green and the passageways are something that do deserve to be expressed and pointed out to the new

>> peter sommerville, project office staff. the item in front of you today is a proposal to increase the annual budget for 1 treasure island for the purpose of allowing it to help facilitate the execution of a community mural in participation with the association. we have had several meetings with sherry williams and myself. we the mural association has been paints murals throughout the state for years now. i can point out several, but i think if you have driven around the mission district in particular, whether you have known it or not you have seen several proceed eye murals, when

it comes to the painting and the design eye mural, they are a wonderful association to work with. the item in front of us will increase the budget by the amount necessary to fund their execution of the project. it is a two-step project. the first step is the community engagement and design process. they facilitate a series of workshops where members of the public, we are defining the island community here, will come and spit ball on themes for the mural. people can draw something or share ideas. it helps flush out the design and ideas and concept that their artists synthesize into the design. they present that back to the

community and make any final feedback on that design element, and then the design is considered finalized. the second step of the project is paint it is mural. it will be located on treasure island gymnasium on the north wall if you are familiar with the area if you were approaching the gym, the wall is the large, white wall on the annex of the building that houses the afterschool program. it will be an outdoor mural and visible to those using the greenville. in between phase i and ii it is required arts commission review and approval process which they will facilitate once the design is finalized, that design is presented through the arts commission through their review and approval process.

with that approval that mural is executed over a series of weekends with either new community member who is weren't able to participate or those that were able to participate. it's a very open and welcome process and we are excited to have one treasure island support to make this happen and looking forward to participation from all members of the community which includes our board members if they are so interested in as well. >> sherry williams from one treasure island. i don't know if you have been out to the shipshape for a while but it is barren and not

terribly inviting and we know we will have this space for at least seven to ten years, so we need to enlive it and make it inviting. it is being used more and there is nowhere to convene and commune and take a break and if they are coming to the food pantry, it's not inviting, so we are embarking on this project and we had architects help us design it and we were going to do a mural on the side of the shipshape, but it is corrugated, and it's hard to do a community mural on corrugation, so we identified the gym, so it will be awesome because this way when you are proeping the shipshape in the gym, you will go into --

there will be a beautiful mural that will face you, there will be the improved outdoor space, and it will all go together. we are excited about this space and enliving it for the residents of the island. >> i will take questions. hearing none it's before the board. >> supervisor richardson: i am in favor of it. having the residents, which i know are going to be part of this and thedy verity of what we see on the mural, it's also great for the resident and for them to convey their ideas, especially the kids to get them

involved. it is a great thing and a timeline for this, and i know that one island will be doing the negotiation fees with the -- could you explain that part? >> right, so we have albudget that's been presented to us by them understanding the location in the wall and their budget includes all of part i and part ii, the facilitation of workshops, the muralists and staff time on sint sizing the design, approval, the lifts, the paints, the insurance and all that goes into helping their artists paint the mural. it's approximately $19,000, and there is additional administrative fee that is included in the budget increase

that's request today. the timeline, the community workshop process takes approximately 1.5 to two months. we expect to hold the workshops on weekends on the island. the arts commission approval process is depending onetiming and availability of getting on the arts commission agenda and that could be two or tw two-and-a-half months. a lot i think just depends on how many people we have to come out and help, but let's call it two or three weekend from there, so i think best efforts we are hoping to have this done before the end of the calendar year and the sooner the better. summer is a popular time for these programs so, the sooner we

can get in the pipeline and get moving. >> supervisor richardson: it's a great investment. >> i will make a motion to approve. >> we will bring a second presentation back to the board once the design is finalized to bring you up to speed what it is going to look like and the process to date. >> sure. >> thank you for the presentation. can you take a little bit of a step back and help us understand the community engagement that's occurred thus far because i understand there has already been some community discussion and that was how this mural idea came about. >> correct. it came together from a few different angles. i believe that "bob's burgers" haproblem has mentioned at prior meetings and ways that we can improve the areas.

we always have our tentacles out for other areas as well. along with the public space improvements that we are looking at with play spaces and barbecues and things like that and it would be nice to have visual art too. obviously something like a mural is the most easily accessible type of public art that's open to call, so that came around to discussions that we had with sherry about her improvement out of the door of the community space and we got to that space could benefit with a mural on the side as well that would be for the public enjoyment. as she mentioned looking into it a little bit more, we understood that her wall was not really suitable for painting a mural on but wanting to keep it within the same public area. we looked down the parking lot to the gym and decided that

would be just as suitable. >> i think they mentioned seven years toke years to enjoy this. i thought the gym was retained through the construction. >> the gym itself is expected to be here through the development. it's one of the five structures on treasure island we plan to retain. the shipshape will probably go away in seven to ten years. >> okay. the north wall, i am not very good with my directions is the wall parallel to avenue m? >> no it's perpendicular to avenue m. it's north facing. if you have come out of the shipshape and you look to the left, there is a long white wall with windows on it that faces

towards the north bay. >> okay. can you help me understand the process was in selecting the company. it sounds like they are a great partner and have done a lot of community work but i want to make sure we know about other candidates you considered and why they were the best. >> yeah, i guess they were considered because they are the prime group in the city that does this kind of work i think because of their pr robust public participation process. we could have gone out and commissioned an artist to do a mural, but in terms of working with the public as part of that project and process they are i think the best that's out there. >> great. thank you.

>> secretary dunlop: just a quick question on keeping it safe from graffiti and damage and that sort of thing, are there plans. >> it is a legitimate concern. there are se sealants that we can use over them. i'll be honest, there is no one hundred percent way to assure there won't be va vandalism. we have found when there is temporary art or a mural painted for the last treasure island music festivals out on pier one, they don't get tagged over, but

again you can't promise anything one hundred percent, but i would hope that anyone out there doing that kind of work would understand this is a piece of art and stay off from it. there may be some understanding from the people that do that activity that murals aren't the place to do it. > >> secretary dunlop: i appreciate that and will second. >> i think when you have a community process and i hope the community also includes the children and young adults that live on the island have ownership of it, and it is my hope that treasure island becomes and i land and art and in addition to the other monumental art that is going to be there permanently, it is good

to have a group like them be involved in doing something on treasure island. a foundation has just announced grants between $20,000 to $50,000 for public art together with the nonprofit and the artist, so marrying the nonprofit with the artist with the public realm and that is what we are doing here. as we look to doing new initiatives, maybe we also ought to look at trying to leverage foundation and other funding so we can have a robust art program and not just one mural. >> completely agree. our hope is this is the first of

several types of projects with the community and not paul of them may not be th with procida as we ramp into the master part of the plan. >> we do have a master plan for the island, and this should be part of that. then finally, i do think it's important to come back to the treasure island authority, our board with your concept with you know th with what you are planning to do, the same way with the art commission, the same you should do in coming back to the treasure island authority as the well. >> we will intend to support

ahead of time and if directors have questions about the hearings as it's going through the process that you are aware of where we have been today and the design and all that. i think at that time too, we will have susan from procida and some of the commun community members as such. >> one thing procida has the street credibility with people who do the street art and that type of thing. it could be a outreach activities like this is art when it's done with permission and it's not done art when it's done as vandalism. that might not only protect the mural itself but maybe curb some of the other graffiti going on.

12] >> good afternoon madame chair and members of the board of directors. on october 30, 2017 the authority board of directors adopted the see qua findings and administration finding and reporting program, mmrp and approved a 66 year lease for the development of a 13 slip marina. the project under the mmr included a -- slip marina and that is depicted here. over the year it ranges from 733

linear feet to. [reading] that's the second slide that we have got. the 2006 and 2011eirs were unanimously approved. the marina remained at 400 slips until january 2015 when the treasure island sailing center requested tie make accommodations for it's youth sailing programs. between 2015-2016, tie and tis meant numerous times and reached a compromise reducing the marina from 400 slips to 336 slips utilizing 1093 linear feet of

clipper cove. in late 2016, or organizations not affiliated with the sailing center requested changes to the marina and in 2017 treasure island agreed to reduce the marina footprint to 313 slips -- this plan was approved by authority board at it's octobe october 30 meeting, 2017 meeting. certain organizations objected to the size of the authority approved marina project and in response supervisor kim called for further refinement and proposed project. tia met with the stakeholders and suggested further reduction in the size of the marina..

revise add plan reducing the marina and reducing slips 313 fit to 220 slips, and that is the plan depicted on the wall. on june 5, 2018, the board of supervisors reviewed ma the plan and found it to be consistent with the development reuse plan and it does not diminish existing in clipard cove. the lease requires them to develop and manage the marina, 220 slips and base rent of $90,000 per year with development cost of $22.5 million.

tia proposes to construct the marina in three phases and construction of the new marina will occur at the easterly end and move westerly and they will construct 123 slips in the first face and 93 in the first place and then demolition of the existing will take place allowing for the construction of the remaining slips. the slip mix of the new marina will be comprised of 45, 35, 55, 65, 75, and 85-foot slips. smaller vessels will be accommodated as well and rates will be comparable with other marinas. with that i would like to ask

jay wellis to come up and say a few words. >> hello my name is jay wallace. thank you madame president and commissioners. we are back again and we would request your support of the new marina lease. the process after we last left you in october of '17 supervisor kim made a request which we were glad to participate with her office and -- let the negotiations over a two month period. the sailing center is supportive of what the new marina is, treasure island enterprises is prepared to move forward with the new marina and with that we

request your support of the marina at today's meeting. >> president tsen: thank you. do you have anything else? >> yeah, i do. i want to thank everybody for tie and all the different parties and for everybody sort of coming together. this plan is represented by everyone and it's a good project. with that authority staff recommends approve of the sequa findings and we would seek to approve with tie. upon approval of the lease, the lease will be taken to the board of supervisors for their approval and authority of staff will continue to work with the department of real estate to assure project financial and

viability as well as to address concerns raised by the budget. lastly, tie will then need to present the project to bcdc for further review including addressing dredging and any other potential environmental impacts as part of the permitting process. we don't believe that the marina design will exacerbate the existing sal nation patterns that exist on the cove and with that we ask you to approve the project. >> president tsen: i will take comments from the public first. if there is anybody that would like to address the board come up now. >> my name is sunny allen and i want to say that i appreciate your time and i know all of this

is very nuanced but i have prepared a short thing to read. i am speaking on behalf of pay area boaters and people who love votes who regularly come together to bring our boats together. we supported the resolution with some qualifications but two key parts were that in marina would have minimum impact on the existing uses of the cove and not endanger the grass beds. the report addressed the footprint of the marina but not the dredging, the developer's report calls for dredging a protected marine reserve and it's hard to imagine that will have no impact tha on that

marine sanctuary. sanctuary. if dredging disturbs that -- we ask the board to table this lease in a plan is in place to dredge the code to maintain current level of usability and until after a environmental impact report is done to look at the impacts of dredging the cove. thank you. >> president tsen: any others? >> hunter cutting representing the cove and sierra club today. i want to validate tia's remarks about the footprints of the cove. there was a process that

represented the footprint represent as fair balance and that was reflected in the resolution passed by the board of supervisors. several parts of that set out planning goals for this project and four of them are not included in the resolution before you today. the board of supervisor directed them to put together a plan to deal with impact of filling in the cove. you don't have that plan in front of you today. the board of supervisors all directly that call be reviewed before the project moved forward. you guys keep saying that sequa has been met but you are going to have problems when you get to bcdc because they have not done

environmental impacts on the beds. why you would want to approve this project without knowing that makes no sense to me. if this goes forward in a piecemeal pattern, we will return to the board of supervisors and ask them to reject this marina project. i don't want to go through this headache again and you don't want to go through that again. we have a lot of support from board of supervisor, but let's have a planning process that has integrity. this will cause problems for years and years, i hate to be so blunt, but that is the situation we are in right now. i really hope that you can step up forward. this is a leadership moment for the treasure island development authority. here is my comments for the record.

>> president tsen: thank you. anybody else? hearing none it before the board and ms. richardson. >> supervisor richardson: thank you so much. we need to remind everyone, and even before i remind anyone, i want -- mr. wallace your patience, you started in 1999 and you sta stayed true through all the situations and community engagement going back and forth and back and forth. this commission it should be noted for more than 18 months we sent the sailing center and mr. wallace to go back. we care about what we do here, our responsibility is to uphold

public/private partnerships. treasure island has to be developed. sometimes th all of us have to come to the middle to make things work. in fact, almost about nine months ago the village center agree with the negotiation and they came back here and said we can liver with it live with it and it was appeared by the sierra club. at some point pau all of us will have to get together wit in the interest of the city. we have heard from the other stakeholders that are looking at this marina from people with big boats and people who wul subsidies this and small boat owners. i am comfortable with the sequa

that we have here. we went from 450 and we are now back to 220, that is a drastic reduction. no project is the alternative here and that is not good because we have a dela delap delapidated marina. i am comfortable after reading through the analysis because we have exte expertise and they are saying there is no adverse effect based on the state sequa, and for the record, i am an

environmentalist myself and i pay tension to all of these things, so when we get to the level of the board of supervisors -- i want to congratulate supervisor kim kim an and his predecessors were also involveled, so i am going to make the motion to approve this, and i think also on this agenda is the resolution for the sailing center. i am looking at those as synonymous. we do one and we do the other. i also have to care about this silly -- the residents of treasure island are stakeholders in this and they have in so many way asked us to please help us move things forward to create

jobs and that was my motion and i am only one here and we will hear from the rest of the commissioners. >> thank you. so first of all i want to say that the community should feel proud for the level of engagement, obviously this motion coming back to be us is a testament of a result of very hard work on the community's part. the board when this came before us at the larger marina side we voted in favor of it, and i don't have a problem with the current size also proposed again because it's half the size. i did have a question for staff because the board's rez deuce included additional monitoring or tasks for them to handle. the way that i read the resolution was that there is no clear timing requirement for

those items to be addressed prior to our execution of the agreement. i do agree with mr. cutter that it's important for us to follow through with our work and make sure there is a solid plan in place. could staff help us to understand that is there something that we could put that would add certainty and the facilitation monito monitoring consider done. once we approve t the mmrp and the agreement it doesn't come back to us. is there a timing that we can put around this so the public can understand there are requirements around it to be tied to this. >> in terms of the resolution and itemed identified as needing

to be addressed one of them was the fiscal discussion and working with the department of real estate in review of developer's profo ma and we will be going through the budget analysis office, so we expect that issue to be part of the board of supervisors consideration will be the vetting of the fiscal issues with the budget analyst's office. with the grass and dredging and so forth, those will be part of the bcbc permit. the eir directs that the project be protective of the eel grass,

to the dredging that will be required as part of the process will further review that and be part of that permitting process to verify that the eel grass beds will not be endangered by the dredging operation, but in terms of a specific item that will come back to the t t. i. d. a. board, you are correct that once it goes through the process it's a construction matter at that point. we will bring it back for reports through the process as a developer works through the per mitting process, but open to suggestions the board members may have.

>> this has other steps to go through. it has to go to bcdc and they will do a thorough analysis on public access and the effects of the bay. >> as part deposit process the j. a. r. p. a., the army core of engineers, so there will be a review of the analysis of the proposed project process and dredging as well as their name embodies great conservation and development and the balance of uses bcdc will take further look at that.

>> do you have further questions? >> i do. i agree that for the eel grass and dredging issue there are other appropriate agencies and regulatory bodies that will be involved, and that is exactly how the board of supervisor's resolution is laid out. the one task that the board, the board of supervisors did ask t. i. d. a. to address is to put a plan to eliminate the risk of diminishing water depth situation. i don't necessary think that has to come back to them in particular, but i think we need to include some language into the current resolution that specifies that staff will work with the entities to create a plan by a certain date or a

certain action. is it possible because it doesn't come back to us, so i'm not sure that legally makes sense for us to hinge it on the permitting approval, but is there some milestone that would make sense for us to tie the preparation of this plan to? >> yeah, i think we wanted to establish a milestone for staff to present to the board a plan by the end of the year. i think that would be fine, and i think that would dovetail with the work the project sponsor will be doing to approve their j. a. r. p. a. application. we can certainly do that. >> okay, i would like to propose

that amendment. >> president tsen: before we do take action. mr. g. i want to protect the time and make sure that we have fulfilled what the board of supervisors have asked us to do and not have to go through the resolution again. >> supervisor samaha: i agree with that with the process. we have been through so much here and it is a resolution that has come from the community working together, 220 slips, and i do feel comfortable if bcdc and other agencies working on the dredging and eel grass issues i do feel comfortable to

move this forward today. >> president tsen: i have a question for you and that has to do with the dredging itself. the responsibility of the dredging is on the marina operators is that right? >> the responsibility for dredging within the existing premises of the marina is on treasure island and the access points to and from the marina is on tie as well. >> president tsen: about what the maintenance? >> that is on tie as well. >> president tsen: i want to make sure that is not on t. i. d. a. as well. so there has been a resolution and amendment. >> so i need specific language

for the amendment that timeline that you are talking about and that would need to convey. >> you would suggest a further resolved clause that we would insert perhaps between the second, the first further resolve and the second further resolve that further resolve that the authority board of directors directs the treasure island director to prepare a study of saltation to be delivered to the board by the end of 2018. >> does that speak to the

academy and one treasure island participants. the premises consists of 75,000 square feet of land located adjacent to piers 11 and 12 and some include a hoist to pull boats from the water. the board of directors approved a 66-year least for development of the 1.8-acre facility. , to serve as temporary sailing

center facility. the interim facility would accommodate the existing programs and contractors geo technical program. during construction the sailing center will be unable to use their existing facility, however we will still have access to the water for its programs. the interim lease will have no base right and to be a community benefit and assume all related expenses including fencing, landscaping and utility connection. the authority's responsibility with regard to this move would be to cover costs with relation to overhead wires, which we expect the price tag to be $25,000s for the work. we ask the board to approve the

>> when i open up the paper every day i'm just amazed at how many different environmental issues keep popping up. when i think about the planet i want to leave for my children and other generation, i think of what contribution i can make on a personal level to the environment. ♪ clean power sf is san francisco's key way of fighting climate change by renewable energy and offering it to san francisco customers. i'm from the san francisco public utilities commission. the program came about with

state wide legislation in 2002 to enable people to take more control over supplies. i first heard of the program when the organization was advocating to launch clean power sf. what i'm most excited about, it's going to bring 100% renewable energy to my home and reinvest into renewable energy infrastructure and jobs. i had gone to a lot of street fairs and heard from the staff at the san francisco public utilities commission to sign up for clean power sf even before it launched. >> we learned about clean power sf because our sustainability team is always looking for clean operations. linkedin is the largest online

network. there are about 530 million members using our site. in this san francisco office there's about 1400 employees working in roughly 400,000 square feet. >> after signing up for the program we heard about the san francisco program and learned they had commercial rates and signed up for that. i'm the co-owner of the new wheel electric bike shop. we opened this store in 2012 and the new wheel sells and services electric bikes. 11 people work here in san francisco and our store is about 2,000 square feet. electric bikes are fantastic for transportation in the city, they're clean and green and you get places faster than any other form of transportation. it amplifies the power, it doesn't replace it. it makes it easier to get places by bicycle and it's so enjoyable and environmentally friendly way to go and more convenient in san

francisco. >> clean power sf requires two products, green, 40% renewable and competitively priced with pg and e. for those who want to fight climate change more, 100% renewable at $0.02 per kilawatt. >> i decided to go with the super greens, after finding it only to cost about $5 more a month to have super green, that's a no-brainer, i can do that. >> we were pleased that clean power sf offers the super green 100% for commercial entities like ours and residents for the city of san francisco. we were pleased with the package of services for linkedin and now

four city blocks covering the reservoir and the solar power generates energy for city resources and clean power sf for residents participating in the program. >> it was easy to sign up for the program, i went online to cleanpowersf.org and i started getting pieces in the mail letting me know i was going to be switched over and it just happened. when i pay my bill, i still go to pg and e and i don't see any difference between now and a year ago. >> sign up online, just have your account number ready and it takes about two minutes and there's nothing to install. no lines are getting connected to your home. all the power goes through the existed power grid. >> we haven't had any problems with the switch over to clean power. >> it's super easy to sign up.

our book keeper signed up online, it took about 15 minutes. nothing changed but now we have cleaner energy. >> we see clean power sf as a key strategy to meet renewable energy goal, we have a goal of 50% renewable energy by 2020. currently we have enrolled about 86,000 customers across the city. about 20% of what we hope to serve in the future and in the next two years we'll offer service to all san francisco electricity customers. >> an easy way to align your environmental responsibilities and goals around climate change and it's so easy that it's hard to not want to do it and it doesn't really add anything to the bill. >> joining clean power sf is one of the easiest ways to fight climate change, receiving cleaner energy at low and stable rates, you're helping to support
