any particular season? >> i wouldn't say season. i think it's year-round. movie night could be something that's happening year-round. i don't think there's one particular time of the year where we're focusing and saying hey, these 15 events will take place between month x and y, we're looking over the time. we'll figure out what works and what doesn't work, stay out of the rainy season, but there's no specific time that i can point to and say, you know, this is going to take place during this three-month period or four-month period. >> i think when you get rolling, do you expect to have your calendar set like, by, a certain buffer amount of time? you know, like, six months ahead of time or -- >> yeah. i would say we'll have the

basketball calendar. to the extent that we've locked something in and we know about it, we're going to push that information out. i would say if we start getting into a window where we know that we're going to have an open period, and there's no possibility for concert, then, we might try to activate the plaza a little bit more, but i think we'll know in advance and try to get the word out i think months usually in advance. >> okay. obviously, the more notice is the better, and i don't want to condition you here in your permit to say you have to give at least x number of weeks of notice, but please do, i think especially in your inaugural year, you want to have people know what to expect and when.

them, you're asking for amped music at 7:00 a.m. is there a plan to have something at 7:00 a.m.? >> i think we're looking to activate the plaza at 7:00 in the morning. yoga, children's classes. could be a children's event. i think for us it's just looking to make sure -- it's all about activating that plaza. a lot of it is community based and making sure that if we can orchestraight something that early in the day -- orchestrate something that early in the day. the plaza's about 20,000 square feet.

depending on what type of event you're putting out there. if you had something out there where you really had a decent amount of people in the 1500 to 2,000 range, you know, if you were doing a movie, the view angle and tboard's less, you'r going to have a lot of people out there, so that would be the high mark. >> got it. in that plaza, are there also going to be restaurants with liquor licenses located along that plaza. >> so the towers flanking the plaza have retail on the first floor, yeah. >> and it'll be leased to operators, i imagine. >> yeah. >> do they also have the opportunity to apply for liquor permits on the outside -- process question. >> i believe so. although -- we might need to revisit this with your city attorney because i think this covers g.s.w. premises which could encompass the entire

learn the best way for the speaker put to learn the reverb or going over the db at the property line. we modelled the speakers in a number of locations. we've modelled the output of those speakers at the a number of locations, but at the end of the day, we're controlling it, so the speaker placement is on us, and the output level is on us, so i think that gives us the flexibility to move those speakers around and take advantage of the fact that we've got a gatehouse there in the middle that's kind of closing the plaza in. and to the extent possible, get the speakers facing away from third street and into the plaza. >> right. okay. >> all right. i don't see anymore commissioner questions. so you can return to your seat. thank you very much for the presentation. >> thank you. >> i'm going to open it up to public comment here. i do have one speaker card from

a bruce agin, and you will have two minutes. thank you. >> okay. great. good afternoon, president bleiman, commissioners. my name is bruce agin. i'm a president of the south mission bay neighborhood association, and although our association has already submitted a letter of support, i also wanted to speak today on behalf of myself as a nine year resident of mission bay and a community leader who has closely worked with representatives of the warriors on a variety of quality of life and transportation issues related to the chase center. i'd like to announce my support for this. the warriors shared with me and my colleagues their proposal as well as the noise control plan. this provided us with the opportunity to ask a variety of questions and express potential concerns.

as always, the warriors representatives took the time to explain the study and their stakeholder outreach in detail. they also documented any concerns or questions presented. in many cases, the warriors had already identified the concern and met with the appropriate people. i believe this balances the needs of the neighborhood from a quality of life perspective and the much desired neighborhood planning that will benefit our neighborhoods including mission-dogpatch and the greater community. as we're all aware, studies are studies, and we've seen the warriors commission a thorough analysis and noise control plan. request that said, there is live testing -- until there is live testing and a few outdoor events, we won't know the actual impact. they have demonstrated time after time they will address neighbors' concerns, and in

good-bye. all right. so the next application on agenda tonight is for paramount superstars. this is at 939 clements street. this is a limited live performance permit, and the only reason why i have this on regular agenda is because i did receive one complaint about the venue at the very beginning when they were applying to us. the complainant wrote a letter and you'll see it in the files. i have not seen or heard from this person since, and this -- especially since we've had to continue the hearing, they've done almost two months of neighborhood outreach. you'll see a lot of support in the files. we don't have any concerns from the police department about the venue. they haven't been receiving calls for service or anything like that. so without further adieu, i will bring up the venue owner,

wesley li, just to speak a little bit more about his application. >> good evening, commissioners, i'm with wesley li. just want to say this, after he did apply, he did stumble out of the gate. he had a little gathering there with music, so at that point, somebody had complained and he was issued a citation. he paid the citation. what was helpful is he was able to meet with the executive director, she was very first about not having any music until the -- the whole process completed itself, and then, if it was approved. what was great about that meeting is the executive director provided some guidance by saying why don't you just apply for one-day permits, so he applied for various one-day permits as he went along. that put him on solid ground

leading up to today. in the course of this whole process, he was pleased to get the support of the greater geary merchants and associated businesses. also, the people that live in that area also expressed to us that there was a need not only to have food because it is a large space, but the nice thing about it is wesley had experience in the restaurant industry. he also had a very good vocalist and entertainer himself, but i'm going to let him tell you about that. but it's a dynamite package, he knows how to bring it together. without further adieu, i'm going to bring forward wesley, and he's going to tell you about what he envisions at that space. >> hi, commissioners. my name is wesley li, and i'm owner of 939 clements street.

from patrons exiting the venue, and to the owners immediately addressed that complaint with the complainants and are working with them, but again, since there is a complaint, i wanted to put it on regular and let them speak to that. so without further adieu, i'm going to bring up the two owners. and this is josephine and kevin. >> hello, commissioners. how are you? we're from rock bar. we are on the corner of tiffany and -- is that -- okay. we're from rock bar. don't let the name fool you. it's named after all the rocks that are on the outside of the building. someone swept in in the 70's and conned everybody into the

thinking you'll never have to paint your building with all these fake rocks. when we took over six years ago from the woman who had had it for the last 30, we thought about getting rid of the rocks, but it was cost prohibitive. so we owned it, and we're more geo -- geology than we are super rock and roll. we're a neighborhood bar whose purpose is to give the neighborhood a fun, safe, and delicious place to belly-up and cool their heels. we've been on this corner for six years, like i was saying, but there has been a bar on that corner for 116 years, since 1902 when frank p.caulfield ran a tavern up there, and i've heard it was quite wild back in the day. while we can't guarantee that no noise will occur, when we did get that complaint, you know, to be honest, it -- we

took it to heart. we're here for the neighborhood. i live in the neighborhood. josie lived in the neighborhood until quite recently. we run the front porch across the street, and we're here for the neighborhood, and so we immediately reached out and are trying to -- trying to make it better in the neighborhood. yeah. i live in the city, on the second floor. and even when -- even when the korean restaurant next door closes at 11:00, i hear the conversations out there, so i know what this woman's talking about, and we're trying to -- to make it better. we've placed signs up, and we've trained our staff more on limiting those noises. the good thing about it is we probably know those people who are talking outside, and if we talk to them, they will most likely stop that activity, have a good time inside, be quiet

outside. we did a really nice youch reach to -- there was -- eventually timed was a tiffany ave. block party. it was the second time, and we donated fried chicken from the restaurant, and i got the chance to handout letters and to interface with a lot of our neighbors. and then, we held a happy hour, so if people ahad any further questions, they could come in and talk to us. i was really humbled about the amount of people that wrote in to support us. people say can we use your space as a -- to raise funds for this chavalos, or the movement, and we say of course. they're our friends, and it's the right thing to do, and it's a fun party.

but when you see it fun paper coming back at you, it was really gradua real really gratifying, and that was why i moved back here 20 years ago. we are fun, but we're a cause-based fun. we're really only hoping to do more of these d.j.'s until 10:00 unless -- well, i w -- te gone. i was going to ask if he could sing. we've heard. you know, it would be nice to maybe do some acoustic performances, some kind of m. tv unplugged-type events. we also have friends that do drag bingo, which we've always wanted to try, trivia, comedy. we're -- if approved, we're going to use this as a way to make the neighborhood even more

everybody your letters of intent. i did have a question about the happy hour? how was the attendance about that and was there any anecdotal feedback in terms of support? >> hi. i'm josephine white. i personally did a lot of outreach where i went and talked to every business and talked to maybe 20 neighbors in the neighborhood. the happy hour wasn't as fulfilled as we expected, but you know, a couple people came by and they were all very supportive about us getting the permit, so we've had no complaints at the happy hour. >> there was a woman who was looking to maybe move into the neighborhood, so she came in and talked to us about, you know, what goes on in the neighborhood, so she seemed excited about it, so we've got another person out in mission bernal now. >> all right. thank you. >> hi. i have a few questions?

we've put up panels and sound curtains and everything on mad use recommendation and also small carpets. and it -- boy, it sounds great. it sounds better in there than before. and then, the doorman and i have gone out with this decibel meter outside, and you know, it's a lot -- it's a lot quieter than before, and it sounds a lot better inside. so you know, for us, we're trying to look at this as an opportunity, you know. >> yeah, that's great. you actually answered my question next which was what additional sound mitigation have you done, so that's wonderful. i'm also asking -- so you're asking for a limited live performance permit. is there a reason you're not going for a full permit? you're open until 2:00 in the morning? >> we are. two thirds of our business happens until 11:00.

we're a neighborhood bar, and we're sensitive to our neighbors. it would be nice to be able to do that. it's -- the permit is cost prohibitive to us right now. perhaps if this goes well and some neighborhood goodwill is reached, we might think about expanding our services, but it's a residential -- it's a residential area. people are stacked on top of us and right across from us. and we do want to be sensitive to that, not just for rock bar but because we are owners of front porch, as well. it's in our business, it tends to be sensitive to that, also, because we're neighbors, and you know, we have coparents at fairmont elementary school are across the street, and i see them every morning, too. if it's too loud, i wouldn't want to face them in the morning.

[inaudible] >> -- which is on the 12th floor, overlooking the great city of san francisco. it's got some great views, and

i'm very excited to get that place open. these locations, the hours of operation for every area differ. the club starts with breakfast, lunch, and dinner, ranging from 6:30 in the morning until about 1:30 at night, mainly as a restaurant but there's also a bar component to it. the mezzanine, it's mostly an indoor mixed use space, but there's also a location where we can have some entertainment in the various different forms, from house music to d.j. bands, but also to standup comedians or poetry shows or whatever art we can program that location to. the rooftop lounge is an indoor and outdoor bar. the hours of operations are listed there. it's mainly going to be there from, say, 11:00 a.m., noon, until 1:30 in the morning. the indoor space can be

completely enclosed, but it can also be opened, so you can truly enjoy the view of the city from every location in the restaurant or in the rooftop. the music that is playing up there, again, it's house music. potentially, at times, it will be activated with d.j.'s, bands, artists, but at the same time, very aware of the neighborhood that we're in. that will bring me to the -- to the next step, which is the neighborhood outreach that we've done. 250 for development has previously met in various locations with various groups,

and we've stayed in touch with these organizations from the planning phase of the hotel to where we are today. we have -- you can find in the packet, as well, the various letters of support. i've met, over the last couple of weeks, with the yerba buena community benefit district, met with both the executive committee as well as with the board -- all the board of directors, presented there the plans of the hotel, the activations. the plan of the venues. the same with the yerba buena alliance. this meeting was actually held at the children's creativity museum across the street from the hotel. i believe there was a good outcome of attendees, about 25 between businesses, neighbors where i was able to share information about the property, provide my contact info, both e-mail and cell phone to make sure they can contact me in the future, of course, for every

question they might have -- might have. at the same time, very excited, as well, to look at potential partnerships in the neighborhood and within the community. and go here to the next page. we also have the letters of support attached. we met with the police department, did a follow -- a good walk-through with them and explaining exactly what we're going to do, making sure that they are aware and continuing that outreach once we open the hotel, and making sure that we're within the community, that we're present, that i'm there, that there's a face to the hotel that can answer any questions or remedy any of the concerns that might arise. as the executive director mentioned, the planning commission has been, of course, involved with the development of the hotel as well as with

the place of entertainment permit. we are aware of the conditions set forth by them. of course, we want to be the good neighborhood and comply with those conditions. so if you have any questions regarding that, i'm here to answer any of those -- those questions you might have. >> i have a question. is this permit also for the rooftop bar? >> yes. >> so -- and it's open -- open air? it's an open-air rooftop bar? >> it's a combination. it's a combination indoor space, outdoor space that can also be enclosed. >> this outdoor sound permit -- >> so it's a place of entertainment permit that will be both indoor and outdoor. >> indoor and outdoor. >> just like we saw with the

warriors, just place of entertainment, as well. >> okay. can you tell me about your security? >> yes, sir. >> are you -- i mean, are they an all in-house team for your security or -- i mean, i'm -- how many rooms is this? >> it's 194 rooms. >> 194 rooms. >> right, but we will have our own security department. >> can you explain to me, like, how many, you know, a little bit more about your security staff and if you're running a security station, how you're handling the line. we're a little bit -- i don't know. is there a security plan? >> a part of the questionnaire. >> it's -- >> oh, it's only in the questionnaire. >> and if i may interrupt, i do want to say, it's not going to be a night club, it's more seen as a restaurant-bar environment where music is more of the

experience but not -- >> but you do have d.j.'s playing -- >> correct, with, of course, the sound control. >> and you will have a dance floor. >> yes, and lounge. >> probably there will be a time when you move the chairs and tables around? >> yes. i think one of the pieces we kept in consideration while planning for the acoustics in that environment is making sure that the speakers are mounted in a specific direction. currently they're all placed at knee height or lower to make sure -- >> well, you're going to have to do a sound check for us any way, so how your engineers plan it to pass. i'm more concerned about the security part, okay? >> okay. >> places like the w, they have

d.j.'s, they have security in the lobby. places like barbarossa, they have security for free. they're all lounges. i just want to know, are you running a similar situation? you have security in the lobby? >> we will have security 24-7-365. we will have security center in the hotel where we monitor all the premises, answer phones if needed, but we will have officers on the premises, including guest quarters and exterior surroundings in the hotel. most of the time, but we might have to contract with some additional contracts outside officers or off duty police officers to come in and assist. those will be positioned mainly

at the entrance points and exit points at where the location is happening, and at the front of the hotel to manage what's happening at the outside of the hotel but also what's happening on the exterior side of the hotel. >> okay. >> hi. i have a few questions. the first is about your programming. it sounds like most of the entertainment is in the background, so there's -- it's not like you're going to have a headlining d.j. where tickets will be sold and people can attend an event like that. is that correct? >> correct. i would say so. there might be times where there might be a headlining d.j. or, like, an end d.j. coming to the hotel, but it doesn't mean it's a full-on show that you could see, for example, at the golden state warriors, in a smaller. >> even on the mezzanine level, which sounds like a smaller -- >> yeah. and that's mostly an indoor space where we would want to

plain a d.j. >> okay. another -- plan a d.j. >> okay. another question. i know there's a lot of senior housing in the area. what has been your sort of interface with the immediate neighbors and just the residents because they're not accustomed to versus a rooftop bar? >> 250 development has been in touch with the various organizations, neighborhood organizations around the property. this is something that i'm definitely going to take over as the general manager of the hotel. besides that being frequently visible at this type of events, voicing any concerns and also making sure that we as a property team and management team, that we adjust the operation as such. like, our intent is never to cause any nuisance of our neighbors. i think i do have to refer to our virgin hotel in chicago, where we also have a rooftop,

where we also have entertainment activations. we've actually never received any noise complaints, any citations or any such, and we want to continue that -- that trend, for sure. >> and specifically about your rooftop, how are you abating noise other than just the positioning of the speakers? do you have some sort of screens or walls? i know for some of the rooftop spaces, there's glass walls trying to enclose it a little bit more. is that how it's going to be, also? >> yeah. there's glass walls, and there's glass blocks in front of the rooftop areas that's activated, and then, the amount of speakers that are placed in those areas. there's going to be a lot of testing involved, so i would work with -- i would work together with these organizations, probably go and be there while we turn on the music and start feeling what is
