's report. vice president's report. >> clerk: is there any public comment on the site and? being none, public comment is closed. general manager's report. >> good morning, commissioners. last week was a very important one for all of us concerned with the future of our planet. at the governor's global climate action summit was hosted in the bay area. it attracted thousands of like-minded individuals from around the globe to discuss important issues and inspire action around reducing our carbon footprint. the recreation and park department was well represented at events throughout the week. our volunteer stewardship coordinator spoke at the department of environment and biodiversity summit of the exploratory. our natural areas and our natural resources committee spoke about climate change and how it affects plants i was part of a tree planting event at --

where we at sergeant mccauley we are as part ? i was at treat purging parting -- tree planting event. with the mayor and public works director, mohammed nuru and friends of the urban forest. and a day later i was part of a roundtable discussion hosted by the trust for public land on how parks and open spaces are part of the solution to climate change. needless to say, both our parks and specifically our park canopy are instrumental in absorbing storm water and air pollutants and co2 and play very, very significant role in the tpl discussion. we spoke about the india basin project and how that project is important in playing a role. it was a pretty interesting panel. speaking -- being part of a

solution to climate change, we are proud to have taken part in a successful california coastal cleanup day this past saturday. leading projects at 12 site his -- 12 sites and we had 650 volunteers remove more than three and a half tons of landfill and one half tons of recycled material. including a motorcycle helmet and a credit card reader. i also want to note that during the coastal cleanup weekend, we worked with some of our partners at dolores park, where for both saturday and sunday we spent six hours picking up cigarette butts cigarette butts filters are very detrimental to our stormwater system. they eventually get dumped into the bay and cause a lot of problems. in 12 hours, volunteers picked up nearly 8,000 cigarette butts

[laughter] >> apparently we are still smoking. so we want to thank everyone who came out and rolled up their sleeves and helped make our city and our coastlines cleaner for everyone to enjoy. special thanks to the california coastal commission on the porch of san francisco, candlestick point recreation area, recall the g., san francisco public works, our mayor, melia cohen, our assessor, there were a lot of helping hands in the activities. on september 29th, we continue our work to beautify the park spaces with a volunteer event that honours national public land space -- national public land day. at mclaren park. volunteers removed weeds and

picked up a litter. if anyone would like to participate in that event they can can call or e-mail us. there were also some great laughs this weekend. in advance of comedy day on sunday in golden gate park, president buell and i joined a local comics and friends of robin williams for the official unveiling of the sign for robin williams meadow which was named in honor of the bay area native and comedy legend. he financially supported and often performed at comedy day an annual free showcase organized by debbie and her husband for the past 38 years. this commission unanimously approved the renaming -- not the renaming, the naming of the unnamed meadow near the art studio where the comedy festival

is held last december. it was quite a lovely moment and everybody was pretty happy about the whole thing. we were very fortunate to have mayor breed join us this weekend for special volunteer event at coleman park. we had 40 volunteers joining forces to paint, plant, pick up trash at the park on the southeastern part of our city. rebuild is a nonprofit dedicated to revitalizing neighborhoods house by house, block by block. they come with construction skills and work with contractors we are actually able to engage in some robust volunteer projects. all right. i can say with great confidence, that no other park district in the nation can lay claim to this this saturday, join us for the first ever pickle ball and

pickling event. that is right. pickle ball and pickling. a perfect pairing of one of the nation's fastest growing sports and one of the world's oldest artisan food crafts. pickling. pickle ball -- my stock is really proud of this one. pickle ball combines the best of tenants, badminton and ping-pong and is a fast-paced and easy to learn sport that has grown so much in popularity that we have built six dedicated pickle ball ports at a playground. on saturday you can pick up a paddle and get a tip or two from seasoned pickle ball players, not to be confused with particulars. -- if that was not excitement enough, our community gardens coordinator and master pickle -- pickler will offer a free workshop on pickling vegetables. do you follow meekly this event

club in the united states, with continuous membership of sailors and power boaters since it's origin in 19 '03. the members have served as a the primary custodians of golden gate park which was actually built to promote model yachting by john mclaren himself. on saturday, september 16th, the club hosted there by annual model boat parade ants in celebration of the hundred 20 th anniversary of the club. it brings model boaters from out of state and even out of the country to share their model boats and skills. the free and family-friendly event featured family friendly activities and much for model boaters to enjoy and appreciate including members of the san francisco model yacht club dressed in 1898 boating attire. i had the opportunity to be out there and celebrate the hundred 20th with them and i was joined by supervisor fewer. it was a lovely event.

much credit for the success of the event on sunday, the 16th does go to recreation and parks staff. after participating in a blowout centennial celebration in 1998, it was my dream to link our one 20th anniversary with my -- with the biannual parade event which is a noncompetitive soak showcase of highly skilled craftsmanship. in may i saw in the e-news for the coverage of the 80th anniversary of the anglers collect -- anglers club and i said let's do that too. the folks at the anglers club encouraged me to work through parks staff. this year's event attracted nearly 60 modellers who displayed at least 85 boats. we estimate a thousand spectators came through during the day and through our partnership, the staff made sure the walkway around spreckels lake was clean of debris.

it was removed from the lake and the trees were trimmed and the pavement signage was refreshed. mr ginsberg and supervisor fewer show their support and also evidently had a good time. connecting with sarah madeleine and tamra appertain in policy and public affairs really helped us break through to the next level of publicity at exposure. we did have a featured place in the september 12th e. news and were mentioned again and yesterday's edition. we had coverage from the chronicle and others. we also did a 30 minute podcast with outside lands.org and the western neighborhoods project. as was mentioned, the lake was built around 1903, specifically for model yacht racing. it is one of the final facilities of its kind in the u.s. and indeed probably in the world. taking care of the needs of model boaters helps expect --

improve the experience for everyone who uses and enjoys the lake. our partnership with park staff is working well. sometimes it is a little hard to get the attention of staff and there are some projects that still need to be done, such as repairing rest pavement and investigating areas where the side of spreckels lake seems to be collapsing. with the club does appreciate the support we are receiving and we look forward to enjoying our hobby for decades to come and celebrating the golden gate park one 50th anniversary in 2020. >> thank you, very, very much. might get a chuckle out of this. on tuesday, i did get an e-mail. i was assured they had responded to my previous inquiries and that was a false statement. in any event, she explained all is well and good with the fences the certified playground safety inspector gave them a big thumbs up because no city bureaucrats are asked -- expert consultant could ever be wrong or lying. a few weeks ago i spoke with the inspector for playground safety. although he reported working on the project for four years, he sounded rather confused. as we spoke he changed his story several times. when i asked about the fence he told me there is no fence at the playground. i told them there is an identical fence around each of the two playgrounds. he said he did not see a fence. that surprised me because his job over the four years was to carry out a close and careful inspection of playgrounds to make sure they met all safety

requirements. after i wrote -- roof -- provided a description, he said it was a handrail. he tried a different approach. after saying that one's belt to the requirements of the california health & safety code which make parents upset because they would look like prison bars i told him that did not seem to be a problem for the parents who take their children to the square and at the plaza playgrounds. both of which are in highly privileged neighborhoods and much farther away from the streets of the civic centre playgrounds. the pacific heights playground warrants fences and tenderloin playgrounds do as well. the idea is to gentrify the place but the original playgrounds were built for the children of the tenderloin. the play area also has prison bars to keep the children of government workers safe. without prompting, he admitted to certifying a noncompliant fence at the school after parental backlash against the design.

in looking into the matter of the fences i discovered it prohibits the chart -- the construction of nonrecreational facilities on recreation and park property without the approval of the electorate. san francisco voters were not asked to approve the kiosk next to the playgrounds over there. the planning department told me the city determine the kiosk does not require approval. he did not clarify who the city was in this case but i assume it was you. obviously depletes -- defeats the purpose if the charter does not apply. there have been several plans for the remodelled of the civic centre include buildings and we would like to think we like to vote on those. the last of your thursday night block parties across the street, informed and accompanied adults were allowed to use playground and alcohol as well. >> thank you. thank you.

>> ok. is there anyone else who would like to make public comment? come on up and he will each have three minutes. ok? >> good morning. if we could use the overhead. thank you. good morning, commissioners. we are here with the friends of the park. we have been here many times before you as it comes to shadows on the recreation centre and on the park, for various different issues, and most recently, approving some funds, some of the funds from the friends of the park to be used for a kitchen renovation and purchases of program items. we just wanted to come and give you an update. often times people say, what is this money for? who is this money for? we want to show you. so this is a start of the

renovation of the kitchen. this is the kitchen of the gene friend recreation centre. after the cabinetry had been removed around the oven plaque as well as in this photo here, there was cabinetry -- and metal cabinets that were being used for storage. the biggest problem with the kitchen was the rodent infestation that was persistent. you can see what looks like dirt where the oven was. it is actually rodent droppings. so we were able to get together with a huge team from the recreation and parks department and pest control and carpenters and plumbers. different folks came out and made a management plan for how we were going to address the issues. this was back in late april and early may. with hopes of having a kitchen renovation, at least partially finished for a summer program

which began in june. as you can see in this photo, we were able to replace the stove, and instead of closed cabinetry with harbours pests, we were able to install these open shelving units which are also movable so the floor can be cleaned underneath them. as well as we were able are -- able to seal off the gas line where pests were getting in. it is somewhat hard to see, but there was cabinetry along the sink. it was removed so we just have a countertop that does not harbour pests. and they were able to install sheet metal -- metal along the wall where pests were coming in underneath the walls. we were able to purchase a new refrigerator which made a huge difference, as well as additional open shelving for storage.

currently, the stove is not hooked up for use. we are waiting on updates to the fire suppression system. we are hoping to have that up and running by thanksgiving for the community events that happen in there. we also were able to address some problematic needs for equipment at the city -- at the facility. this is how the storage room looked prior to the wonderful help that we received from the recreation and park volunteers. >> thank you. >> they were able to come -- >> clerk: you are out of time. >> this was after cleaning out the supply area. this is what it looks like, and we are able to, with the funding that was used, this is how it looks now. with supplies that are accessible to all families and all that visits. but it shows a little bit more of the before and after picture.

and some of the other things that we have that are accessible to all users, we made a conscious effort to make sure that the things are portable so you can move them to any area depending on a families are visiting over the weekend. it can be used in any part. this is pictures to show some of the supplies that are being used on a daily basis by the youth that come to the recreation centre. these are more of the things that were purchased. just to show you, on an average day of a summer program or even just an average day, these are kids in the community. these are kids from our community. this is how many kids are utilizing the recreation centre. also, what we wanted to touch on and share is to take a look at why do we care so much about the community? why we care so much about this recreation centre centre centre and this part? it is because it is our park and it is our recreation centre. you guys are probably familiar with this. this is presented -- this was

presented in 2016. the report after prop b. was passed to measure equity across san francisco parks. and just to show a closer look, that is selma -- soma. it has been identified as an equity zone where there is a high right of crime and there is a high rate of youth and seniors it is low income and low education and low english dutch english proficiency. it is high needed. that is all we have. it is not about ups or west bay or any organization. it is about the community and recognizing the community -- we know how important it is for all members to be able to have access to open space. and to put into perspective, in that open space, we do not have that much of it. we take every square inch very personally because it is the backyard of all community

members. we know how much it can directly affect all of our community members well-being and success. that is why we care so much. the reason why we care about it so much too is because we know that these are under resourced parts. we also make sure we activate it and we are intentionally making sure that our programming is in these spaces so other kids that come that aren't in our program that they can have services. they can have lunch there intentionally. they can have it there as well. >> thank you. >> hello, commissioners. just reiterating the main points we wanted to get across today. when we do this advocacy, it is not just about us. it is not just about organizations or the young people we serve. it is currently open on mondays

and sometimes people say, it is only open for you p., know , is open for kids who are in either one of our programs. they have nowhere else to go. they have no other green space to go to. in addition to young people, there are over 50 specialties and adults who come and use it. there are senior services. there is ballroom dancing and social events and youth sports. and local workers use the basketball courts and do pickup games. and a lot of the homeless in the neighborhood come and use the restrooms. they have a safe break from everything else is going on outside. our advocacy is not just about the young people that we serve but about the entire community. like carlo was saying, at most, there are three staff on site. that is not enough to supervise the entire facility. sometimes is not a staff person in the after school hours. we bring 10-12 staff there

almost daily. our staff are there not only supporting the young people in the program, but all young people that are there. we really want the department to see the relationship as a partnership and that is the way we see it. there was a huge investment that we made in the facility and we do that happily. we do it godly. we do this advocacy because we know that we all have to do this together. i think one of the things that i feel like has come up sometimes is, it is their own organization they have their own building. why aren't eight they are? we cannot fund our centre and the park and recreation centre. they are going to these types of things. we really work to advocate these spaces. we are going on our fifth or sixth, we could not keep track of which year it was for the halloween carnival. we spent $5,000 to $8,000 on this event. we do not ask anything from the

department other than the space. this is a free and safe event that is open to the entire city and mostly the community. but our kids can't trick-or-treat. you don't want to take them in an s.r.o. to trick-or-treat. this is a way to give them that experience. we would love for any of you to come and check out what we are doing there peerk i just want to touch on that it became known to us there was a rumour from the last capital committee that we had demanded a dollar amount from this past developer. in my opinion, there is no dollar amount. i would prefer the developers mitigate this impacts before we have to go after them to do so. i know there was an e-mail sent out clearing up that misinformation. but we will continue to come before you because this is about all of us. it is for the entire community. >> vice president low: thank you. >> clerk: is there anyone else who would like to make general public comment at this time? ok.

going on at the san francisco zoo. we have a couple of new arrivals one is a francoise langur that was born a couple days ago on labor day. it is a very endangered species of monkey from southeast asia. we do quite well with this species here at the san francisco zoo. soon we will be opening the new exhibit called great ape passage we have been working on building this for several months now while our chimpanzees have been watching what has been going on. just recently, we were able to put -- allow our chimpanzees to explore this jim ludwick passage that they had been watching him

get built for months now. it was just a great thing to watch as our three chimpanzees went up in there and sat up and had a view is that they have not had before and an opportunity to explore this passage that will connect their old space to a new space that is being built just for them. labor day is neighbor day. as the summer comes to close, we are sort of focusing on our neighbors. we had a special labor day pricing for local neighbors. summer is usually one of our busy times at the san francisco zoo, but it is worth remembering that the fall at the zoo is actually a really lovely time. the sun starts to come out more in the fall, it seems. and it is a great place to visit during the fall months. maybe think about paying us a visit.

recently, we also had some snow leopard cubs born. they are about three months old. we were able to, just last week, show them in an intimate setting to some senior members who took a senior stroll and went before the park opened and had the opportunity to view the snow leopard cubs who are just absolutely adorable. they were able to meet our assistant curator, ashley, who was able to talk to them and explain a lot of what she knows about these animals in this intimate setting. we also recently had a special event for disabled veterans. we do this annually as well. we had members of the 41 '03

post from south san francisco, and we had veterans from d.a. hospitals all around northern california show up and they had lunch that was sponsored by the vfw post, as well as our own catering services. ssa provided beverages for them. they were able to come and have a special show at the wildlife theatre and talk to the children zoo ambassadors and meet some special animals from the animal resource centre. another thing we are very proud of is that our program has turned a milestone birthday. the program is now 50 years old and we just recently, this past week, celebrated with a big party for them. these are people who volunteer their time to us and our an integral part of the community

at the san francisco zoo. without them, i think we would be shortchanged. they bring a lots of experience and a lot of personality to our institution. we also recently had a walk to end childhood cancer. this is another thing that we do annually and we are proud to help st. jude's to support this great cause. the last thing i want to tell you about, as this is coming up september 27th. every year, the zoo grants complimentary admission to nonprofit groups that provide critical services to families in

needs. one of the special organizations is the homeless prenatal program it is housed here in san francisco. this organization provides a multitude of services like housing, prenatal care, parenting support tax services, family unification. being able to spend time with their clients in an environment that promotes family bonding and is safe in unity and fits into their mission, such as a san francisco zoo is something that the organizations like this appreciate. over the past few years, hpt has chosen the zoo is a spot to have the family picnic. we could provide complimentary admission to clients and staff in a fun and educational place for everyone to enjoy. thank you, very much. >> vice president low: thank you. >> clerk: is there any public comment on this item? seeing none, public comment is closed. we are now on item seven.

planning code section 295 was adopted in 1985. 1989, the recreation and parks commission and planning commission jointly adopted a memorandum which identified a quantitative and qualitative criteria for determinations of significant shadows and parks under the jurisdiction of park departments. the project site is located at 30 otis street noted in blue here and is in the south of market neighborhood at the intersection of 12th street, van ness avenue and mission street. it is currently occupied by five commercial buildings with 1- three-story tall buildings. now i will have andrew perry from the planning department who will tell you more about the

level. and 32 class two spaces at sidewalk grade along 12th and otis street. aired include improvements in the otis and 12th street public rights-of-way that would include a new publicly accessible open spaces and new trees and landscaped areas including a 960 square foot plaza along otis street. in addition, the project would also include an in-kind agreement between the sponsor and the city to expand the 15- foot wide sidewalk on the west side of 12th street, creating a new public plaza that there. the 12th street plaza which would be approximately 7200 square feet. on the whole, the project is believed to be consistent with the objectives of the general plan and the plan areas within the general plan. particularly, follows between the area plan which is a subset of the market and october via -- octavia plan. the project also falls within the downtown area plan the project is also consistent with

respect to maximizing density near transit and ensuring housing, including affordable housing is provided within the areas. the project sponsor will pay an in lieu fee to meet the inclusionary affordable housing requirement subject to a rate of 30%. based on the current unit mix of the project and the fee schedule and calculation methodology, this estimated payment for this project would be in excess of $32 million. in addition, there are inclusionary or affordable housing fees that are required as part of the octavia plan and the van ness and market residential. at outside of comments received during the draft e.i.r. comment. , staffer has received two comments in support of the project. the draft e.i.r. it was published on june 13th of this year and a. for comments on the draft e.i.r. closed on july 27th. a response to the comments document was published in response to those comments on

september 13th and the response to the comments document in conjunction with the draft e.i.r. constitutes the final e.i.r., which the planning commission is considering for final certification and next week's hearing. during the e.i.r. process, one comment was received with general concern about the proposed towers and the blockage of light and possible increased of wind conditions. this comment did not specifically address concerns regarding shading. during the process, the sponsor has engaged the community quite often since dating back to the first meeting in april 2016 and has held other meetings and reached discussions on the proposed project and street design. they have included outreach to all adjacent neighbors as well as project sponsors proposed in

the vicinity. with regard to shading from the project, the analysis conducted found the proposed project would cast a new shadow on the future 11th park site. and found to increase trading by less than one% of the theoretical available sunlight for total shading of just over 21%. the additional shading on a park would occur between february 15 th and march 29th and between september 13th and october 25th. the largest new shadow would occur on march 8th and october 4th for a duration of approximately 8.5 minutes. that concludes my presentation but i am available for questions >> vice president low: thank you, andrew. the san francisco recreation park department is consistent with strategic plan objective one -- 1.11, to develop more

open space to address population growth in high needs areas and emerging neighborhoods. they have purchased the property properties on 11th street and natoma. there proposed 11th and natoma park would be almost 20,000 square feet. in area, that is about .45 acres the design of the future park and the amenities are not yet determined, by future designs will take the consideration into the needs of the rapidly growing neighborhood. >> as highlighted earlier, the new shadow would occur in the evening and the spring and fall and would start after 4:00 pm. new shadows will be present from zero to 50 minutes with an average duration of 31 minutes.

the size of the new shadow ranges from zero to 11,984 square feet. the new shadow would fall on different parts throughout the site. the longest new shadow day would occur on march 8th and october 4th for approximately 50 minutes. this map shows a shadow fan of the project. the blue signifies the extent of the proposed project's potential shadows in the neighborhood, including the site marked in red notes that most of the blue area is also shaded by many other buildings. it is just a shadow fan showing where potential shade can go. here is an animation showing the shadow entering and leaving the park on march 8th and october 4th. the dates of maximum shading by area. the new shadow can be seen in blue and i will give you a moment to see that.

i will just get the quantitative aspects of the new shadow. the property at 11th and natoma is 19,597 square feet. the existing shadow load is 20.7 %. and the 30 otis street would -- increase the shadow load by .272 a new total of 21.062%. as mentioned earlier, this is part of the market octavia plan in the hub. there is a number of developments going on in the area. the two that would affect it are the ten south van ness and the 1500 mission which would add .003% of new shadow on the site. all projects combined, 30 otis and van ness and 1500 mission would increase the shadow load

design and opening. the project is part of an in-kind agreement with the city and we will design construct -- construct applause at the corner of 12th and south van ness. we have engaged a world-renowned architect and artist from mexico to design the prominent plaza and public arts. and other major benefit of the project is a creation of the permanent home for the city ballet school. the city ballet school has been located on the project site since 2,001. as part of the project, we will be building over 15,000 square feet for the city ballet school including studios and a theatre for performances. we have worked with the city ballet school to secure a temporary place location for the school over the next few years and planning to build out the temporary space and covering relocation expenses. the ballet school provides classical russian ballet training for youth and adults ranging from four years old to 90 years old. it exposes city residents and children to the arts for three

tickets and performances and tuition assistance. the study was prepared that found the project would cast a small shadow on the future park at 11th and natoma. the shadow consultant prepared a sun diagram that shows what portion of the project would need to be removed to eliminate all new shadow on the future and 11th natoma park. based on the diagram, anything above 143 feet we need to be removed. which would result in the loss of approximately hundred 24 units or 30% of the units. such a loss in unit count provides -- makes it completely infeasible. it is consistent with density and height been proposed for the area as part of the hub planning process. it would provide 416 much needed units and provide a new home for the city ballet school and foundation and provide a large plaza for the in-kind agreement. the project will also generate

over 300 union construction jobs we believe that the benefit of the project outweighs any financial impact. thank you. >> clerk: ken? >> good afternoon. my name is karen. i am the administrative director for city ballet school in san francisco. the current location at 32 otis has been our home for many back many years. we have served hundreds of families and offered the art form of ballet -- the reason we are russian is my wife the dance with the san francisco ballet and we are trying to share that love of ballet that is deeply ingrained in her and we are trying to reintroduce ballet to young people. the school is produced -- has produced many, many professional

dancers and offers an art form that we feel is completely underserved. this building will offer us a home for the foreseeable future. i can't stress the importance of how this organization -- they have found is a temporary harm and supported the arts. we just opened last week. we are happy to say. we are back up and operating. i would like to stress the importance of this project for the arts, which are going by the wayside. i have watched two or three contemporaries in the last year kind of fold up the tent. in the san francisco conservatory of dance, shiny plume, and smaller ones that have just gone out of business because it is too expensive to
