exceed $250,000 for conceptual system design and evaluation services for the treasure island autonomous vehicle shuttle pilot program. this is an action item. >> and we have and an administrative engineer to present on this item. >> good morning. i am on the capital projects engineer and i'm here to talk about the atomic shuttle request for proposal process. just a quick recap. this is a grant for the deployment of an advanced technology transfer -- transportation technologies. shuttles on treasure island for the first and last mile circulation and for connections for transit riders on the transbay buses and the future ferry services.

ok. all right. so the pilot study also includes the understanding of the roots, the spacing of the station, the frequency of servants, travel demands, fleet management and operation and maintenance. we will also be out there doing a lot of outreach and educating all the stakeholders. and demonstrating the innovation that is going on all over the country at the moment. our three year contract, we are looking at the actual av shuttle vendor selection process in 2020 with deployment on the island in 2021.

so their request for proposal started in july of this year. we actually advertised in six of the local newspapers to encourage participation. we had a preproposal conference that attracted 16 large and small firms to meet and partner app for this proposal. we received six proposals in august, of which we interviewed five of the firm his. -- five of the firm his. and the review panel would like to make a recommendation for the three year contract not to exceed $250,000. we believe that they have the best understanding of all the a.v. shuttle technologies that is going on right now. they know its impact on the urban planning, transportation network, transit riders, safety, and operation.

they have also -- they do have experience with prior a.v. shuttle projects in other parts of the country including the smart columbus project that is going on right now. it also received a lot of federal funding. >> supervisor kim: what is a smart columbus project? >> it is another major a.v. shuttle project. >> supervisor kim: can you provide more of a description on that? >> yeah. basically smart columbus, that is a test a.v. shuttle project to test and a.v. shuttle to circle around some of the downtown areas, similar to this. they are also here and they can talk about the project. >> supervisor kim: are they already on the streets? >> not yet. i think it will be on the street later on this year. and of course, they also have met their goal. they have a 12% utilization right mac -- rate.

i think this is a great opportunity for treasure island and the city of san francisco as a whole. this is a technology that is gaining a lot of momentum. there are a lot of improvements being made and then we look forward to working on this project. i can answer any of your questions and the team is also here to answer any questions. >> i do support this pilot on treasure island and i think it's important for us to test out new technology that can help us better serve our residents, particularly in the last mile conundrum. and in areas that we may not otherwise be able to provide our standard of public transportation service. but i also want to ask if you have set down with labor to talk about what it means to explore autonomous vehicles within the lines of the city and county. i think there are times where it

>> thank you for the question. thank you for your leadership on this topic. this is a pioneering effort for san francisco. it is entirely appropriate that we be thoughtful about that and comprehensive in our approach. our work will be guided by the recently adopted emergency -- emerging mobility services. the framework that reflects that major goal areas and transit first principles. things of that nature. we will be convening a working group comprise not only of sfmta and ourselves, but also, importantly oewd. that would be to bring in the economic development angle so that this new industry can be as inclusive as possible as we get started with public sponsored service. not only as a service to the public to improve mobility and address congestion, but also as a way to bring the workforce along and perhaps even virtue -- future generations of students

and young professionals, as well as folks who would be doing all kinds of jobs related to this industry. there is already work happening in and around maintenance. around rebalancing some of the new mobility company services. a.v. technology presents as opportunities as well. >> are there ways to ensure that we started very early in either mandating or developing these apprenticeship programs? there are jobs that come with autonomous vehicles. they are not traditional jobs such as drivers, for example. but there are other jobs and other ways we can ensure that, in the contracting process, that we develop some type of program or protocol or mandates that these contractors do some type of apprentice program, particularly with residents on treasure island. >> i love that idea. we have spoken about these creative ideas to get ahead of this industry and to prepare the community to participate. not only as riders, but also as

part of the production side. so, yes. absolutely. one form could be to set out some policy principles, perhaps to lead through city policy and into resolution process perhaps. and thereby allow sfmta -- they are already working on an a.v. sector guidance for their role as the city's transportation agency. that is something that could guide their work as well as oewd and our work here at tim a. >> as we move forward with new technology that can greatly enhance transportation and public transit benefits for all of our residents, that we have to make sure that we are bringing the workforce along with us. that we are doing it intentionally and not letting it happen to us in a way that doesn't bring our residents along. i think it would be great to even work with bob, who i see her -- who i see here today. we need to develop space for maintenance on site on treasure

there is nothing in depth. we are talking about occasional jobsites. you have to understand, a job site is for those who are working or to hire those who are unemployed. so we need more collaboration -- elaboration on these proposals so we can grant to them not just on what they briefly indicate. it doesn't provide the initiative, adequate reasons for funding. will it have vocational training will we have placements for those who graduate from the vocational training to the job site? we must understand this. i told the board i'm ordering -- ordering them to make sure that the banks and everything else -- i want the banks in there and i want them to give my money. when they have permits then we

can sit down and adequately plan out who will be our financing people in regards to funding. the important thing here is all i have been hearing is hearsay. they don't provide anything elaborate. i will not find any financial means for anything that doesn't serve the purpose and is feasible. in reference towards the homeless, -- i am telling this board here to move forward and once it does then we will sit down together. we will figure out what the -- how to address these important proposals. >> thank you. thank you so much for your comments.

item. i heard that there was a community meeting on treasure island with our residents to talk about the tall policy. i would love to hear more about that as well. >> absolutely. this board, of course, is responsible for overseeing the planning and the implementation and operation of the new transportation system serving treasure island. treasure island will be one of the new neighborhoods in san francisco. the master plan was first adopted by the city in 2011. that calls for treasure island to grow from fewer than 2,000 people today, to up to 25,000 people. there will be a whole new neighborhood in san francisco. the first transportation plan to support this growth dates back to 2006. the goals and the strategies for transportation that you see here and that we are working on today date back to those early efforts

this board started meeting and was formed in 2014 when designated by the board of supervisors in this role. we are working in support of tee ida to have the first phase of the transportation system to support the new homes which will be available in 2021. and then the entire transportation system will phase in through 2035 when we project the full 25,000 residents or 8,000 units that will be available on the island. the challenges in devising a transportation system to support this neighborhood are many. we are recognizing in the very early plans that the only vehicular access to treasure island, and in fact, the only transportation access to treasure island today is via the san francisco oakland bay bridge the congested bridge. so managing the travel demands

on the potential traffic impacts of the growth are a challenge number 1. challenge number 2, we need to provide more alternatives. so not just land-based or road based transit but also water-based transit. and multiple new transit services. to both sides of the bay. we also need to be able to pay for the ongoing operations of this transit. we need a committed, permanent source of operating funding to support the transit. challenge number 3, and we need to do all of this while still supporting affordable living for the low income families currently on the island and she will move onto the island in the future. so the strategies that we are recommending and adopted in 2011 to accomplish this, include starting with transit first. so developing new transit services on and off the island and also making sure that facilities on island support

transit using transit on island as well as walking onto baking on island. we need strategies to manage travel demand and potential congestion. we are wanting to avoid the type of cues and congestion that happen on the 4th of july, for instance. so the managing traffic includes discouraging single occupant driving and discouraging driving during peak periods through a congestion toll. and through pricing of parking. we also need to achieve performance measures both on the financial side and a transportation performance side. we need to achieve a 50% on and off island transportation load. we also need the program to raise enough revenue to sustain itself. his -- raise enough revenue through developing contributions , through the parking and the toll answer

transit fares and pass purchases to sell fund the program. starting with the new transit service that is planned for the island, it is an excellent level of trust and service, it will phase in over a period of years as the new homes phase in. this map shows the starting year and peak. frequencies for transit and the build out your peak. frequencies. in 2021, we will launch ferry service during peak periods and it would be a water taxi style service. small, 50 or 100 passenger vessel. we will also launch a new transit service to and from downtown oakland art station directly between treasure island and downtown b.r.t. station his. munimobile will increase service at designated milestones throughout development, ultimately developing -- reaching a three and a half minute headway. together the 25 and the new

route that is called ford to be introduced. we also recommend and are following the past recommendation to establish a transit pass program. what we are recommending is a pass that would provide unlimited rides on all the modes serving treasure island. unlimited munimobile systems, unlimited a.c. transit systems, and unlimited rides on the ferry route to and from treasure island and san francisco. this past -- this pass will be part of the homeowner dues or the lease for each market rate household. we also make this available as an optional purchase for residents in below market rate housing if they wish to purchase it at a 50% discount. so the same discount that munimobile offers for their lifeline pass. the transportation and traffic management side. so the toll has two purposes.

one is to discourage driving during peak periods and help achieve the 50% transit mode share target that we need to achieve. it is also committed revenue to fund the ongoing operations of the transit service. is a sustainable, reliable source of operating funding, together with parking, with the developer contributions, and the transit pass pair -- and fares. this board to last took action on the tall policy in 2016. the toll parameters discussed at this time included eligibility between residents and visitors. one of the questions was, do only residents pay the toll? which was a previous recommendation, or does any driver contribute towards the toll? the action at that time was that any driver would contribute to the toll.

buses, van pools, should be exempt from the toll. and the direction was also to develop an affordability program for low income families on the island. issues about the tolls that have not yet been adopted include the rates and the hours of operation this chart shows our proposed hours of operation and rates for the toll. we recommend peak. for the toll that matches the san francisco oakland bay bridge peak. and it is 5:00 am until 10:00 am in the morning and 3:00 pm until 7:00 pm in the afternoon. the off-peak period would be the mid-day. in between 10:00 am and 3:00 pm. after 7:00 pm when the evening peak period ends, no toll would be in place.

the peak. toll rate is proposed at $3.50. that is half of what the san francisco bay bridge toll will be at that time. assuming the regional measure increase does remain. the off-peak toll level is proposed at $2.1 on weekends. -- proposed at two dollars and one dollar on weekends. this shows that peak. toll right by direction and illustrates another policy that we have proposed which is for the direction westbound from the east bay to treasure island. so drivers who are coming westbound from oakland to treasure island, of course, pass through the san francisco oakland toll plaza. because they are paying the toll at that point, we do recommend 50% discount off the treasure islands components.

the toll authority does have the authority to toll all approaches to the bay bridge including the ones on treasure island. we are in coordination with them as we develop a system to make sure that the treasure island toll system is compatible with the bay bridge toll system and that we would plan to use their backend and customer service centre center to support the treasure island toll. this is another graphic illustration of some roundtrips totals. by direction. i am happy to come back and talk through these in questions if you need more time to look at that. i want to describe the affordability proposal. so there are, first of all, the transit pass component of affordability. we recommend 50% off the transit

pass for residents of below market rate housing. similar to the lifeline discount of 50%. we also recommend a toll affordability program. this is intended to benefit two groups of people that do also overlap. the first group of people that we seek to benefit our longtime residents. these are residents, regardless of income, who have been living on the island since before the development agreement was adopted. for those groups, we do recommend round-trip free toll daily for each household. at least for the first five years. then, we also want to benefit his current and future residents of below market rate housing. for these households, we recommend a frequent flyer or a frequent coffee card type of

approach where for each time you are taking transit, you are earning credit for a total trip that you need to take. so in this proposal, we are suggesting 201 way trips or ten round-trip transit trips will all work -- earn a toll credit. that is equivalent to someone making a commute by transit every day. after two weeks you will have a total credit for the trip that you need to take on the weekend drive off island. we are also working on additional mobility services beyond munimobile and beyond transit to respond to some of the particularly challenging trip types that we have heard through outreach. school travel is one that we have heard is especially challenging. and grocery travel. at least until the new grocery store is located on island. so we can develop programs to

address the specific needs using micro- transit or shared vanpool we are also working or have submitted, earlier this year,, a grant to the air district. together in partnership with one treasure island, for a shared on and off island vanpool that would address these types of transportation needs. we also are working with one treasure island who is developing a resident membership program. they are leading that effort. what they have heard as there is a lot of interest in transportation benefits as part of a program like that. so this could be a way to give people rewards for their travel. we have heard through outreach that that is something that people are interested in. we have been doing outreach this past month. this is a calendar of some of the past and also future

presentations that are planned. both board and public presentations. and then we did, adjust to these last two weeks, have a few open house events on the island. we were at the treasure island community meeting on september 19th and then we had open houses just last night and last week. we are receiving feedback in multiple ways through those events. first of all, in discussions with people. we have notes from the conversations that we have had. we also have a survey that folks have taken. we haven't been able to synthesize those results yet but we will work on that as soon as possible. we also have written feedback that we got on some of the informational boards at the open houses. that is something we need to collate and synthesize as well and we will be able to bring back to you a full report on all of the feedback that we are getting these last few weeks.

thank you. this is an informational item and i look forward to your questions. >> could you tell us more about the feedback you have so far? >> sure. so there's three different ways that we are getting feedback. >> and you mentioned how you are getting feedback. can you talk about the feedback you have gotten so far. >> sure. i have not been able to look at all the survey feedback that we've gotten or all of the written feedback, i couldn't say that i have a comprehensive picture of feedback, but through discussions, what i am hearing is on the benefit side, on the new transit, people are wanting new transit. people really want more options for transit and higher transit service levels in general. people also want support for trips that are specially challenging. school trips is something i hear grocery trips. on the toll side, people are concerned about the affordability of transportation,

housing and transportation. in general, people are concerned about being able to stay on the island as it has developed, and about their cost-of-living. and whether they will be able to continue to afford being in san francisco. >> one of our staff members attended last may's meeting and said that it was very negative and that the residents are very unhappy about this program. it was a venting session. i have a lot to -- why kate since this inception of this proposal, i have had a lot of concerns about the impact. residents are already not feeling that they get very good transportation services and our youth commissioner who is a treasure island resident, gets to the bus stop at five in the morning so he knows that he will make it to school on the sunset on time by 8:00 am. that is a three hour commute

every single morning. i am just so astounded that our young people are resilient and disciplined enough to make it to school every day if they have to get to the bus stop at 5:00 am. there is already a mistrust of the current services and then to find out that they have to pay to get off the island and then pay for a better public transit, i think, feels not right. i said this many times. i'm glad that there is no tolling and i still think that off-peak hours should be free because there aren't amenities on the island. i know there will be a grocery store one day but if they want to go furniture shopping or different things, they need to be able to have options when they can't drive off the island. that is important. i think that we, as policymakers , should think about the appropriate revenue sources to pay for services. so this has become a discussion

through our fines and fees program which is we find that there are cities, including san francisco, that depend on fines and fees to pay you for services and i think it's always a question of needing the services , but how do we fund it? i 100% support congestion pricing. i just do not support it for one neighborhood. that continues to be -- that continues to be my one discomfort. when san francisco has complete congestion pricing programs and the entire downtown has a program like this, i 100% support this on treasure island as well. it is just hard for me to accept that only one neighborhood in san francisco has to generate revenue to pay for the public transit through tolling on themselves. that is just continuing to be my issue. i don't have a problem with the concept of the program, i just think it should be citywide. so that continues to be my feedback.

i worry if our residents are this unhappy now about the program, i think that we just have to come up with options. that being said, on a positive note, i am glad we are exploring this and mobility management is an incredibly important policy area. i hope that by 2026 or whenever we think they will be a full rollout of the program, the state will have allowed san francisco to have a full mobility management program. it has worked in london, and worked in many cities across the country. i learned a lot when i attended the mobility management conference in london. i would like to see a full rollout. we have to discourage everyone from driving. for those who do drive, they all have to contribute to a better public transit infrastructure throughout all of the neighborhoods and the region. and i love that we are really exploring all of these innovative transportation methods through bike share, car share, autonomous vehicles, to make treasure island, potentially, this really good

model of how we can make public transit work through so many different modes. i want to praise all of the study and work that has happened thus far and i think it is great we are doing all this work. nothing is in stone. this is all exploration studies. i also want to continue to voice my hesitation about a program that only impacts one neighborhood and in particular, what we can do about the working class residents who already feel , as i said, as you had mentioned, squeezed and living in san francisco because of housing costs. because affordable housing is still very expensive for those that are working and middle-class. so those are just my comments. i do want to thank the staff. a lot of work is going into this i'm glad we are exploring all these different things. >> thank you. >> thank you. first of all, i wanted to thank the t.a. staff, including rachel

for accompanying me on monday, and amy, from my staff captured -- to treasure island. we got to take one of the, what could become a commuter ferry. was incredible how fast and easy it was and then to realize that from the docking station, of what eventually will become the ferry, that pretty much anywhere on the island, is about a 50 minute walk. just getting to feel what that experience would be like was so instructive. i just wanted to thank you for that. i would agree with commissioner kim's comments. and i'm excited that next week, i'm going to los angeles to study with you they congested lean management program to see how that might work in san francisco. but i am worried, particularly about the low income residents on treasure island.

i am assuming they paid the lifeline passed today for m.t.a. , but no tolls. so this is a significant challenge. and 20 rides for one toll credit sounds kind of high to me. i mean, as a parent, there is not a week that goes by that i don't go to the grocery store. there is at least one weekend trip. and i happen to be someone also so when you are feeding a family , it is hard to carry groceries on the bus. i completely understand why that would be a priority for the residents. so that is one. and of course, the school. it was three hours. you told me that story while i was in treasure island. that is insane. i can't believe that we can't figure out something today, let alone when the new neighborhood is created, to address the situation. is absolutely unacceptable.

airport every day. flying can be stressful so we have introduced therapy dogs to make flying more enjoyable. the wag brigade is a partnership between the airport and the san francisco therapy animal assistant program to bring therapy animals into the airport, into the terminals to make passenger travel more enjoyable. i amgen fer casarian and i work here at san francisco international airport. the idea for therapy dogs got started the day after 9/11. an employee brought his therapy dog to work after 9/11 and he was able to see how his dog was able to relieve passenger's jitter. when we first launched the program back in 2013, our main

goal was to destress our passengers however what we quickly found is that our animals were helping us find a way to connect with our pang. passengers. we find there are a lot of people traveling through the airport who are missing their pets and who are on their road a lot and can't have pets and we have come in contact with a lot of people recently who have lost pet. >> i love the wag brigade. >> one of my favorite parts is walking into the terminals and seeing everybody look up from their device, today everybody is interacting on their cell phone or laptop and we can walk into the terminal with a dog or a pig and people start to interact with each other again and it's on a different level. more of an emotional level.

travelers. i think toby really likes meeting kids. that is his favorite thing. he likes to have them pet him and come up to him and he really loves the kids. >> our wag brigade animals can be spotted wearing custom vets and they have custom patches. >> there is never a day that repeats itself and there is never and encounter that repeats itself. we get to do maximum good in a small stretch of time and i have met amazing people who have been thrilled to have the interaction. >> the dogs are here seven days a week, we have 20 dogs and they each come for a two hour shift. >> there is a lot of stress when people have traveling so to from these animals around to ease the
