of lisa m. jenkins 40-year san francisco resident. lisa jenkins was an inventor and entrepreneur and worked with public institutions. realizing the promise of extension of wealth in community. her experience included serving as strategic planning manager and engineering groups responsible for the governance of enterprise innovation and strategic process management. she served on the board selected corporations and organizations. one of the few women of color to do so. working to help define and execute structure for 21st century firms organized for triple bottom line impact. creating place, protecting community and expanding wealth. excellence in innovation has been acknowledge and sharing of 25 patents and human interface

did it acquisition and predicted system. each patent present product built and executed. her passion was found in a lesson of her parent on fairness. she said, i learned early on that you must find a way to participate, to be a catalyst for change on fairness and inclusion. at the time of her passing she was pursuing executive fellowship on research and development projects completed over the last five years of her work. she's survived by her sister angela r. jenkins and active resident leader and 20-year resident of district 6. i ask that we end in her memory and thank her for her work.

>> thank you. supervisor mandelman. >> supervisor mandelman: i'm joined mayor breed that will allow san francisco to pilot a conservativeship program. by implementing this new law we'll have to ensure services for mentally ill and drug addicted individuals. introduction of this ordinance allows to start a conversation a will take some time. i believe it is imperative that we move the ball forward today. everyday the san franciscan suffer in our streets and jails for untreated mental illness is one day too many. we cannot continue to allow our neighborhoods to serve as open mental institutions and shelters as jails.

sb1045 is not a cure all. it does offer a new tool to help people suffering from severe mental illness and addiction. it give us an opportunity to take a hard look to bill on what's working and fix what's broken. we haven opportunity and obligation to disrupt the status quo. it's my hope include process over the weeks and months, we will not add this new tool but treat it as an opportunity to evaluate and strengthen in programs we use and drug addicted homeless people. the reality is that we have many innovative program and dedicated nonprofit providers working everyday to address this crisis. these programs are not at the scale they need to be. we don't allocate resources with the problem.

we have not given this issue the consistent and unrelenting focus it requires. the fact that sb1045 are not ace woes of our mental health and drug treatment system is not excuse for inaction. we must seize every opportunity to improve conditions of those suffering mental illness. i look forward working with you to make this program a successful and effective as possible. second, as the city moves forward implementation of s sb1045, the process of conserving individual begins involuntary hold. i want to thank supervisor

stephanie for calling for a hearing on coordination of services for individuals suffering from substance abuse and mental health disorders. we need to know whether we currently use l.p.s. as efficiently and effectively. we need to understand why not. data shows last year they received 253 fewer referrals than in 2011. that is in 2011-2012 -- why are fewer individuals recommended for con -- i believe answering questions like these will improve our current importance to substance abuse. after the bla work is complete, we will be making are the full

they were all murdered on saturday morning by a neonazi in pittsburgh. it is unimaginable to me. it is the largest mass killing of jewish people in the united states of america. i want to associate myself with the resolution that supervisor stephanie will be introducing and as rabbi said, it's about love first. i held a hearing last week and thank the oversight committee for hearing the san francisco housing authority matter. they spent $29.5 million that they did not have. that's the bad news.

compounded that audits in 2013 and 2017 showed that their fiscal house was in disorder. the good news is that it appears that the city will take over the housing authority. not just by appointing the members of its board but by actually taking over its day-to-day functions. i'm asking for a budget and legislative analyst report and will be introducing a motion to look at the structure of the city and corporation of san francisco housing authority and rest i will submit. >> thank you supervisor ronen. >> supervisor ronen: thank you. i wanted to make a few remarks with the horrific killings at the tree of life, which was without a doubt, a heinous act

of anti-semitism. it was clear he was targeting that synagogue because of the work they were doing to refugee. the killer posted in the immigrant aid society accusing them of bringing in invaders and worse. the extreme right has been obsessing about them and the work they've done to protect and assist refugees seeking asylum. the hatred inflamed by the current administration in washington are directed at all of us. i send my deepest sympathies to who's who loves ones. we are all in this together and we must fight back together. i find myself more and more

speechless that after every horrific tragic mass killing that nothing seems to wake up this administration and congress to do something about the ability of assault rifles to people. i don't know what we need to wake us up. after every tragedy that is so hard to even understand, that is is heinous, nothing changes.+ i don't know what we're all supposed to do. what i do know is that we have to vote. we have to vote for representatives that don't do nothing after every single heinous mass murder in this country. please vote. thank you.

>> thank you. supervisor safai. >> supervisor safai: thank you fofor those words. i like to associate myself with the resolution she has coming forward in honor of the fallen victims a were murdered a hands of gun violence. i have an update we're submitting a clean ordinance of the labor agreement today. i want to thank my colleagues for all their hard work along with mayor breed and her leadership. we negotiated one -- i want to make a couple of key points in this negotiation. of expiration date of 20 years. we will have everyone union that's affiliate of the san francisco building construction trade and their affiliate will

provide a pathway for direct entry. the project labor agreement will step down from $5 million to $1 million on bond only projects. starting at 5 and following years, three and then one. on nonbond projects, nonbond related, the threshold will remain $10 million. we will have an annual report from the comptroller giving us information on the annual data as it pertains to those in the industries, particularly the l.b.e. community and now they are performing with citywide projects. in perpetuity there will be $5 million credit or ramp where those that are applying for these projects, the p.l.a. will not count towards their work

until they reach $5 million threshold. they're able to do $5 million worth of work. many cases, we're talking about micro l.b.e. they will have a significant rampup. after that point, the city wide negotiated p.l.a. will start at $5 million and go to three and one over a period. only after there's been a negotiated city widep.l.a. we have effective date and allow for a year for the city and affected parties to negotiate p.l.a. this was a lot of hard work. i want to thank supervisor peskin for all his hard work

is unacceptable and a we as a nation can do better. after the parkland high school shooting, where 14 students and three staff februaries wer -- me killed -- students marching in streets signs saying, am i next? i met the co-founder for march our lives cameron cassky. he wrote a story when he was hiding in the closet while the shots were fired. he terrified and he was scared, he was sad and he was angry. he said, the worst thing he felt was that he understood what was going on.

that columbine wasn't not anomaly. he understood what was happening. that was the sickest thing he felt, shooting in a high school was common and he understood what was happening. there has been almost 300 mass shootings and so far this year in this country. mass shooting is defined by four or more people shot in one time. we should be able to live and worship freely without fear of gun violence. 1 again, we hav -- once again wd that hate armed with a gun is deadly. people should never have to worry about gun violence when praying or attending services at their place of worship. on october 24th in kentucky, a

gunman tried to enter an african-american church, when he failed, he went to a nearby grocery store and shot and killed two african-american customers. we foe on october 27th in pittsburgh, a gunman entered the tree of life synagogue, killing 11 and injuring nine others. a 97-year-old holocaust survivor was shot by a neo-nazi by arc r15 in america. let that sink in. our hearts are with the jewish community in pittsburgh and all the families who have been affected by the gun violence epidemic affecting our nation. over the last week, dozens of families became members of club that no one wants to join. the millions of americans who's lives have been ripped apart by gun violence. in an average year, more than 10,300 hate crimes involve a

firearm. more than 28 each day of those over 2000 were motivated by biased against a faith. most often anti-semitic or anti-islamic prejudice. we must do more to disarm hateful people. hate and guns are a deadly combination made possible and embolden by a divisive administration and fun lobby and allies in congress. no other high income information accepts this. it is it is up to us to make our voices heard. call on leader every level of government to put the safety of our families and communities first. in words of the tree of life rabbi jeff myers, who wrote recently about gun violence, we deserve better. the rest i submit.

blatantly racist and greedy. but when my favorite city cosigns these acts of greed and racism, i see a classless act of governance. last week, an arbitration judge ruled the golden state warriors must pay oakland the $40 million they owe oracle in bond debt. warriors sued oakland and alameda to avoid paying the debt in a ridiculous technicality. just because they felt they were leaving they didn't need to pay their bill. when i wrote proposition i, i had this in mind, this lame excuse in mind. the measure stated that san francisco would stand opposed to

all professional sports teams owners who tried to avoid paying public debt. 98,000 san franciscans and an arbitration judge agreed with me. but 131,000 san franciscans, including every member of this board, disagreed with me. what did they say? it is okay to dine and dash, as long as we get the warriors to come back to the city we sent them from. >> thank you for your comments. next speaker. >> good evening, supervisors. mayor breed has announced that she is addressing the problem of homeless young adults and internships for these young adults. rapid rehousing is the model

currently under study for the housing and internships with young adults that are forth coming. one of the keys to this action being successful jobs. having accessibility living wage jobs assures that the mayor's ideas will have a chance of being successful because they have choices. make them shine is a social enterprise with a green bottom line. we are a green certified lead finish floor company, and he with put the shine back into floors and lives. all of our surfaces and products are green, and i've been -- [inaudible] >> -- that all buildings in san francisco aspire to, an environmentally clean building. our platform allows nonprofits that have job metrics placements in them the ability to connect with us and help fulfill our hiring goals of 300 people in our first quarter. the training and orientation

period for this job is ten days, and that vetting will be done for san francisco residents only. we will be paying a living wage at $20 an hour with full dental and medical and assistance with child care for single parents and incentive based pay raises. any way, my reasons for being here in this chambers is to connect with the nonprofits in their districts that can meet up with us to meet our job goals and for the nonprofits to meet goals with their clients. i am particularly interested in working with people of disabilities because our ease of application allows us to offer jobs of that community of people and other disen frfranchized an marginalized and people of

have loved to have them stay. but they got a full -- $400 rent increase, and the next year, they got the same. before i could snap another pictures of the baby that was successful, mother and son survived pleasantly, they had to leave. i couldn't even get a photograph. another neighbor, south beach apartments. she was there, living with her daughter, mid50's, worked at ucsf. lived there about six, seven years. they got a $600 rent increase mostly because we could accommodate an admiral at the america's cup. both of these groups of people just wanted -- would have loved to have been part of our

the department of public works, claiming that the city is in near cleanliness and one of the better cities in the overall united states, okay? the findings cost the department of public works $408,745 with j.b.r. partners which began in 2014 and expires in 2018. these are examples of the streets of san francisco are not up to code. in fact, in 2017, you had a cleanliness score in 2017, the san francisco services had 58,819 complaints about trash across the city. complaints of trash

northern illinois university, and my sister was the head administrator at the hospital there. she had to -- she had to cleanup the mess from that, and myself, you know, i live a couple blocks from the dalt shooting a few years ago. only thing i noticed out of place was a gun man on top of a building a couple blocks away. it was a police officer. i think we're heading into troubled times, and the dismissal of the president and the failure of the federal authorities to do anything about this. you know, it's almost like they're part of the problem. you know, the other thing that was said at this meeting that struck me was a few years ago, my campaign staff moved up to the little town of bidwell, and we were walking around, and we thought we saw these big fish in the water.

ronen. >> supervisor ronen: thank you. i want to thank those who signed on requesting a special meeting, and a special thanks to president cohen who's not going to be able to be here that day, but who helped us facilitate this process. as you know, 2300 workers have been on strike now. they walked out alongside thousands of other workers. this goes to the heart of the economy, it raises questions about the kind of jobs we will support in the coming years, and these are questions that i think the board needs to hear about firsthand. therefore, i have called a hearing on the strike. the motion before you is to have this hearing heard as a committee of the whole as a special board meeting so the entire board can hear testimony about the strike, its causes and its effects. this strike touches on every subject that everyone in our committee deals with, and i

are made and produced in san sustainability mission, even though the bikes are very minimal energy use. it still matters where the energy comes from and also part of the mission in sustainability is how we run everything, run our business. so having the lights come on with clean energy is important to us as well. we heard about cleanpowersf and learned they had commercial rates and signed up for that. it was super easy to sign up. our bookkeeper signed up online, it was like 15 minutes. nothing has changed, except now we have cleaner energy. it's an easy way to align your
