soma and make other necessary amendments. >> president cohen: supervisor kim? >> supervisor kim: i thought these would be called in order. so i'm ready to move forward with 30 and 31, which establishes a central soma tax district. it's a resolution of intent to establish the district and incur bond undebtedness. i do have three amendments i'm introducing to the planning code, which are the items that were called but i need more time to get the amendments copied for every member of the board. we're finalizing a few words. they were already introduced and then struck.

all six property contracts. >> president cohen: thank you. same house, same call? without objection, these are adopted. next item. >> clerk: item 43, amend the planning code for fee with certain sites with higher developmental potential. and to affirm the ceqa determination and make the appropriate findings. >> president cohen: supervisor brown? >> supervisor brown: thank you. i wanted to start by saying thank you for everyone for their patien patience. this has been a long time coming. it will be three years in december. when i first was appointed in july, this is the first thing that i jumped in to work on and i went out into the community and met with every community

group, neighbor group, held two large meetings. and even met with individual neighbors at the art walk and what i heard from the vast majority of the community and what they told me that was most important to them was to see affordable housing get to be built on divisadero, especially the broader communities throughout the western edition. was excited to see this housing come forward. a lot of african-american community told me they would love to have affordable housing and they would apply for especially now that they could use neighborhood preference. and this was my goal. get the most affordable housing for people from the community ensuring projects get built. one other thing i heard across the board from this community was they did not want it taller that 65 feet.

so giving everything i heard from the hundred of community members i met with, i feel we're in the right numbers now. as 20% for on-site rentals for the pipeline projects, 650 divisadero and 23% for on site rentals for future projects, which follows home sf tier one and i want to thank the board for all of its hard wosrk and fr home sf, the city density bonus that i work closely with and want to come in alignment with the n.c.t.s. it was important to write it to be as closely aligned as

possible. especially with respect to the process in place to review and adjust inclusionary rates in the future, if appropriate. and i took the fillmore corridor, which was on this legislation, but had to take it off, and the reason was the height was 50 feet and it didn't work with this type of ri legislation. so i wanted to thank the community for its engagement and, frankly, for its patience and i go out to the community to discuss the n.c.t. on that corridor and to see what they want on that corridor as we move forward. thank you. >> president cohen: thank you. supervisor kim?

>> supervisor kim: i want to congratulate supervisor brown for bringing this ordinance before the board for, i believe, three years and commend you for raising the affordability to the maximum that we believe the project sponsors could provide ensuring that housing will get built. i want to support this. i do want to note that supervisor brown is increasing to between 10 to 24 and goes above and beyond our current section. happy to see it move forward and excited for the plan and i will not be here, but i look forward to to what will come as a next step. >> president cohen: any other members? seeing none. same house, same call? all right. without objection. this ordinance is passed on the first reading.

it has strengthened the vitality of the latino and immigrant community. they've expanded to many more areas of concern, getting into the area of education and education empowerment as well. she's in a field that's male-dominated and being a woman of color and a strong voice for women, one of the reasons that i wanted to honor her today. i had the great fortune of working with her over the last six months to a year. she called me on a friday afternoon and said, supervisors, you are not responding to your emails.

it was an opportunity to purchase the city working with m meta the largest small site accusation. 23 units of housing. 6 units of commercial space. making it the largest in history and first nonrent control. we were able to do that. she moves aggressively. and we closed that deal in three months from the first phone call on a friday afternoon. i had the great pleasure of working with her on that. in 2014, she established the real estate program for reverse displacement in the mission district and many of the communities in our city that are experiencing phenomenal

displacement as has been talked about over and over again at the board of supervisors here. because of that, and because of the rapidity of gentrification for much of her work, being a leader in the field, that we've been able to moving a re-- move aggressively to stem that tide. there is now innovative solutions to not just stop but reverse displacement. there's been almost 1,200 units preserves or in the pipeline for seniors and other san franciscos vulnerable to displacement. she is one of the most dynamic developers in the bay area and i wanted to give her a special, special comment asian
