>> the hon. london breed: well, i know the road to get here wasn't easy, but we all came together to make sure that we provide the support that will make hopefully a difference in what you receive in your paychecks. this discussion started over a year ago at the board of supervisors and it's one that i'm committed to. thanks to the tireless work and dedication of everyone here today, we now have an ordinance that will create a path to success for those who take care of our most vulnerable communities. this starts first with our in

home support services workers. these are people who support our seniors and persons with disabilities so they can remain in their homes and in their communities. they help with tasks that we often take for granted, like getting groceries or taking a bath or going to the doctor. i know personally about the importance of this difficult work and how challenging it can be. it was in home support services workers who took care of my grandmother when she could no longer take care of herself. we have more than 20,000 workers who support 22,000 low-income seniors and people with disabilities in san francisco. and if it was not for this important work, these individuals do every day so many of our seniors and difficults living with disabilities would not be able to stay in their homes and get the care that we

know they need. in addition to our in home support services workers, we have many nonprofit organizations who provide essential services in san francisco to those of all income levels and backgrounds. this ranges from homelessness to workforce development, housing, domestic violence prevention to child care and so many others. these workers are on the front lines of taking care of our most vulnerable communities, our in home support services and nonprofit workers provided tremendous support and care for so many throughout san francisco, but they often are paid the least and, like so many of our residents, are too often struggling to get by in an expensive city like san francisco. san francisco has always demonstrated a commitment in supporting our lowest wage workers. when the governor significantly

reduced financial support to counties for in home support services programs, san francisco stepped up to fill in that gap. we have led the way in raising our minimum wage to one of the highest in the country, and we are continuing that leadership today with this legislation. the negotiations were difficult, very difficult, and they were long, but that's because we all knew the importance of making sure that everyone had a seat at the able in this conversation. as a result, we have an ordinance that reflects our commitment in taking care of what are the lowest wage earners in san francisco and moving them to a better place although we know they deserve a lot more. our in home support service workers will see a wage increase of $3.75 from their current wage over the course of next five

years. [applause] >> the hon. london breed: the minimum ordinance will also raise the wages of our cities, contracted nonprofit workers for $1.50 over their current wage effective july 1 of 2019. [applause] >> the hon. london breed: and we should also mention the minimum compensation ordinance and how it's impacted the airport workers and their increase. this is part of my commitment as mayor to make sure that all san franciscans have equal access to opportunities and can live in the communities they serve. san francisco has some of the highest paying jobs in the nation, but we need to make sure that our economic success doesn't leave low and middle-income families behind. by harnessing our thriving economy, we can lift up those communities who have been left behind for far too long and give

them opportunities to succeed. this includes investing in why we are here today, and i am just really grateful for your hard work and the work that you continue to do to take care of so many of our elderly and disabled folks throughout san francisco. and at this time, i'd like to bring up supervisor sandy fewer, who was a lead sponsor on this legislation. [applause] >> supervisor fewer: thank you, mayor breed. i'd like to thank a couple of people here today that actually helped to make this happen. of course our labor partners and their leaders here today. suiu 1021 and 1015. without their urging and direction, i don't think this would have happened, and their tenacity, actually to stay at the table. i'd also like to thank my

cosponsors, supervisor ronen, yee, and kim, and to recognize with us today supervisor jeff sheehy who actually started this conversation. [applause] >> supervisor fewer: and then, i would also like to take a moment to thank our mayor, mayor breed, and her wonderful staff who came back again and again and again at the table to come to an agreement to serve these workers in san francisco. i am honored to have helped create this legislation and to be part of this historic moment. this legislation is important for three reasons: one, the immediate relief that it will give to over 20,000 of our low wage workers. these workers who take care of our elderly, our disabled, people who staff our nonprofits, they are struggling to make ends meet in this city, and who are they? they make $15 an hour in our city. the average age of 58 years old,

and 78% of them are women, and almost 80% of them are people of color. they are on the verge of homelessness themselves. second, this legislation demonstrates that we value this workforce. they do important necessary work that binds our community together, at that allows our seniors and disabled to age in their own homes and with greater health out comes and also to greater mobility. and so i think it's so important that this legislation actually lifts up the work that they do, and the city as a whole recognizes how important that work is. and third, this reinforces our commitment to seniors and people with disabilities, children and their families, and we are planning for the future of our senior population that will increase 69% from 2010 to 2030. this, to be frank, is not a living wage in san francisco. this will give workers some

relief, but this is definitely not a living wage in san francisco. we are experiencing the largest wealth gap that we have ever had historically in san francisco, and these workers will continue to struggle as they do their hard work. this legislation today actually gives them some relief, but let's just be frank. it is not a living wage here in san francisco. i think it's important to do this, because this is the right thing to do. in a city where the economy is booming, where some of our low-income and moderate wage workers wh workers should have a piece of the pie. we don't leave anyone in this city behind, people who makeup the fabric of what san francisco is and who we are. this is a bold statement, and i just want to honor everyone who was at the table and thank you to mayor breed and her staff once again for coming to this agreement. i'd like to take a moment, also,

to introduce my colleague, hillary ronen, who was so instrumental working with me on this legislation. supervisor ronen? [applause] >> supervisor ronen: thank you so much, supervisor fewer. i just wanted to make two quick points. thank you to the mayor. one of your biggest budget commitments that you've made to this workforce says a lot about your values, and we just want to thank you so much for that incredible, incredible commitment. and then, number two, this piece of legislation really shows and reminds us what san francisco is all about. not only do we do the morally right thing by our incredible workers who give so much love and support to our seniors and our homeless population, and so many who are struggling to survive here in san francisco, but this legislation is smart planning. we have an exploding senior

population in san francisco, and we don't have the infrastructure to take care of this population. we have a homeless crisis raging in our streets, and we depend on nonprofits who aren't able to hire the workforce to take care of those struggling the most. this legislation is so forward thinking, and that's what san francisco is known for. we have the heart but also the brain to do the right thing and to think about our future. so congratulations, everyone. this is a wonderful, wonderful day, and a huge round of applause to my colleague, supervisor fewer, who is a fighter through and through. and it was so fun to work with her on this lemgislation. >> supervisor fewer: and now i'd like to introduce from the labor council rudy gonzales. [applause] >> good morning. i have to tell you that there are a lot of things that are left unfinished. it's important, coming from the

labor movement where miners and long shore men were murdered in this city for standing together. wow, is it a sign of the times that our workers were able to stand together from electricians to teachers, airport workers, everybody stood shoulder to shoulder to make sure this important legislation was realized. i want to take a moment to recognize the leadership of our labor council. without their leadership and mentorship of this council, we wouldn't have been able to do this. we're used to be attacked, or used to being the resistance in a moment of resistance. it's okay to celebrate these wins. we have a lot of thing that we disagree on policy wise, but this is a statement of value, and a time to celebrate because the lowest paid people in our city are getting the attention and commitment of this fine government, and this is an example of people coming to a

table with leadership, an initiative that was started 18 months, when some people weren't even in elected office at the time and coming together and saying we're going to pick up the pieces, we're going to do our hard work and commit our staff, our hard work, our budget, and our values to the people who need it the most. when i say the people who need it most, i want to talk about the clients. we talk about our ageing population, but there are disabled children that need care. some of the most null verbal in our city who need -- vulnerable in our city who need addiction treatment and housing services and supportsive services, they're being supported not only by our city workers in our city, but our nonprofit workers. i want to take a moment to recognize the incredible leadership of our mayor, mayor breed, who took this issue head on. and supervisor yee, and everyone who voted to support this. supervisor kim, obviously. without people at the team and everybody in the supervisors' office who are dedicated to seeing this thing through, and all the courageous workers, that would not have been possible. i want to introduce you to one of the courageous workers, one of the people who gets this work done, claudia, will you join me? claudia is a 25 year inhome health worker, and i wanted to let her say a few words about what she does. >> yeah.

[speaking spanish language] >> yes. as rudy was saying, my name is claudia, and i'm an in home support care services worker. i've been doing this work for 25 years. of those 25 years, i've been involved in the union movement 22 of those years. i'm so excited to be here today. this is a historic moment today as mayor breed signs this legislation that will have a huge impact on our lives. >> yes. [applause] [speaking spanish language] >> i also want to recognize the incredible and fierce leadership

of several boards of supervisors who because of their leadership, we were able to get to this final deal. i feel like as a home care service worker that finally our work is being recognized, that we do have dignity and respect. [applause] [speaking spanish language] >> i remember when mayor breed met with many of us workers of home care, and she actually has a home care story, as well, and she understands how difficult this work is, so i was not surprised when she made a decision to support this

legislation. [applause] [speaking spanish language] >> and i just want to remind everyone, without a doubt, this has a tremendous impact on the roughly 20,000 home care providers here in san francisco, but the day after the election, this also sends a message that the city and county of san francisco has created a new standard for home care providers. that message will be sent across the country, across the region and throughout the state of california. thank you, si se puede. i'm the director of the department of homelessness and supportive housing. it is so wonderful to see everyone here at the grand opening of this family access points. let me start the program by introducing the director of catholic charities in san francisco. [applause] >> thank you all. thank you, jeff, for your presents an introduction and thank you, mayor breed to, for your presence and endorsement of our program. i am honored to be here with you today and be present at this very special occasion. catholic -- catholic charities, although we have been serving the population in the bay area for 100 years, this is one of the third programs, one of three programs in the mission. we have 35 programs. this is just one of three. we have been very, very blessed. we have funding now to open this

site. the mission access point is really what it is. it involves immigration services , as well as homelessness prevention. if it were not for the city of san francisco who gave us the money to start this program, we would not be here. i am very grateful to the city of san francisco. our sustainable plan is to see more funding so this program can grow, providing homelessness prevention services to the greater community has been such a big need to. as you know, we are seeing the numbers of homelessness increase our brothers and sisters are suffering every day on the streets. there are many who are not even counted. there are families living in their home, up to 20 people in a small space and they are often not counted. i would suggest to you that we have to work together, along with the city, and other nonprofits in our community, and our business community. those private-sector communities

, to come together and solve the problem. none of us can do it alone. i am grateful to the mayor because i know she is committed to helping us solve this critical problem. bless you all for being here. we serve everyone. i want to make sure everyone knows that. we do not discriminate based on race, gender, sexual orientation , or faith or anything else. the catholic charities are here for everyone. it is a safe space. we will always be a safe space. 116 years in san francisco and in the greater area, 153. we expect to be here for another 150 years plus. again, i'm grateful for your presence, your endorsement, your support, and mayor breed,, please honor us with your words. [applause] >> thank you. thank you. i want to start by thanking catholic charities for their 150

years of work and services in the community, but more importantly, their willingness to step up and manage this incredible center that is going to be an incredible resource for , not only, sadly, some of our homeless families were struggling on our streets, but also our immigrant community. with the services that will be provided. as we sadly know, we have a president, who every single day, is attacking our immigrant community and here in san francisco, despite the attacks and despite the threats that come our way, we will continue to stand strong and provide resources and support to our immigrant community, for our people who are san franciscans, because sadly, we are under attack as a city and we will continue to do what's necessary to move the city forward which will include all san franciscans part of doing that is having a coordinated entry system in order to help our families grow

and thrive. here at catholic charities, this is one of five locations that provides a place that people who are experiencing homelessness, can come in order to be entered into a system so that we can help people get into shelter or get into permanent housing. already, and i think jeff kaczynski who is running this department of homelessness for the city, can talk to you about the numbers and how amazing this coordinated entry system has been in terms of identifying individuals, tracking individuals and transitioning people into permanent housing. i'm excited about what we've been able to do. because i know that you hear a lot about the numbers and what's going on, and why isn't san francisco doing enough to address this issue, and the fact is, san francisco is doing a lot to help house people and help get them on the right path. and one of the statistics that

you may not hear often enough is we housed about 50 people a week and right behind those 50 people there are another 65 people to take their place. there is a problem around the entire state of california about homelessness. about 24% of the homeless population that exists in the united states is here in the state of california. i'm excited about working on regional solutions for the purpose of addressing this problem. san francisco can't do it alone. but we are lucky that we have incredible partners who are willing to step up to the plate and they are still hiring for this location and looking for great and dedicated people to help facilitate this process and serve the community. in fact, thank you for your service in working with one of the clients who is here and who is actually working with the homeless population and is housed herself.

michelle, in fact was a client and was working with the homeless population and is now housed herself. so this is what is -- what success looks like. it is having a coordinated system and working together, providing the right resources, providing shelters, providing housing, getting rid of the bureaucratic red tape that prevents us from building housing in the first place. i am looking forward to collaborations with all the 90 -- nine d. bay counties to address this challenge. access points cannot only just exist in san francisco, but also throughout the bay area. we have to build those partnerships so we can help make sure that people are housed, but especially, especially families. people with the children. that is going to be extremely

important to move the city forward. i'm happy to be at mission access point, where we will be open and available and working with the community. i want to thank jeff kaczynski and catholic charities and all the people who are actively engaged in helping us and making this place a success for the homeless families, as well as immigrant populations. thank you all so much for being here today. at this time, i would like to introduce the supervisor who represents this district, henry ronen. [applause] >> thank you so much. it is a very exciting day in the mission district. as you all know the mission district is one of the neighborhoods in the city where there are more homeless people living on the streets and in their cars in this neighborhood than anywhere else. it is one of the hard-hit neighborhoods. and to finally have an access

point right here in the heart of the mission is so incredibly meaningful and it is going to make a big difference in the lives of so many people. i also want to say that catholic charities being the organization housing this important program is also, you know, i don't know if it is luck, it is hard to say luck when there's so much hard work involved. but this is an organization that the mission of community trusts. the mission of community trust this organization because catholic charities have been doing the hard work and neighborhoods for decades. it is known as a safe place to come where the services will be linguistically and culturally sensitive, where they understand the intersection between several challenges, whether it's someone who is homeless and might be undocumented and might not be in the english dutch and english language speaker, catholic charities knows how to work with

a population and make them feel heard, invested, involved, and left. that is why i am particularly excited today. thank you. thank you so much for doing this important work and to all of the staff, thank you so much. i also just want to say that thank you to both the mayor and to jeff kaczynski for creating this coordinated system, finally , in san francisco, we are not reinventing the -- the wheel every single time interact with an individual. that is going to make the services that we provide so much more effective and meaningful because we will know what has been tried before and what did work, what didn't work, and be able to engage. finally, at the home, to one navigation center and one that has very close -- is very close by, to the shelters in santa maria and santa marta are, and to a new overnight program, the first of its kind that is starting at one avista horace

mann school for the students themselves that are experiencing housing and security or homelessness, knowing that they will be able to work in conjunction with the school, with the principal, with the social workers at the school and those families, and get them housed as quickly as possible, because we know it's criminal for over 2,000 students in our public school system to be homeless. we have to fix that yesterday. can we know that this coordination between the overnight program and catholic charities running the access point in the mission, that we will be able to do that. congratulations and thank you so much. mayor breed for her leadership on supporting coordinated entry, which is really revolutionizing the way that we address homelessness in san francisco. will be able to help more people more effectively and eliminate waiting lists and really direct people towards services and resources that will help them move beyond homelessness or prevent them from becoming homeless and the first place. mayor breed has been a really incredible champion of this and we are very grateful to her leadership, and i also wanted to acknowledge that supervisor ronen has been very instrumental in bringing resources to the entire city, but especially into the mission district, helping raise $10 million at the state level to open up two new navigation centres. and more importantly than that, saying yes to navigation centres in her district and working with her constituents to help them support bringing services like the access point or navigation centres into her district. thank you very much for your leadership.

[applause] >> thank you everyone. good morning. i am the senior division director for catholic charities. it's my pleasure to welcome everyone and open this site. it has been a work of beauty and pleasure to finally have us open i do want to thank our c.e.o. and all the staff who i work with day in and day out to our dedicated to serve our clients in the best way possible. we are an accredited organization. our standard of care follows best practices and we are truly blessed with being able to

provide the best services and the highest quality care for our clients. i also want to say, thanks to all the staff. this focuses us on hope and the tangible ways we can actively hope -- help our vulnerable neighbors thrive with dignity and self-determination. with the city and all of our other collaborative partners, we are focused on problem-solving. solving the problem of homelessness, and ending cycles of homelessness forever. that is our goal at catholic charities. we use problem-solving in our coordinated entry systems in order to end homelessness. we engage everyone in an equitable and community-based, solution oriented practice. where we acknowledge and give people opportunity to stand up

and walk on their own to be empowered to us use our tools so they can sign -- find their way in their lives and support their own children to thrive. i am honored today to introduce a client who we have served through our bayview access point site and our s.f. home homelessness prevention program. our sister program in the bayview has been open for a year now, which is really exciting, and hopefully we will have a birthday celebration there sometime soon. it does the same work. we do outreach in the communities, so we go out teen vans and find families that need our help and bring them into do the problem-solving and the coordinated entry care. his of the client is here today. i think you've already seen her. michelle english. she is a catholic charities client who, with the guidance of our staff and the services at

the bayview access point and s.f. home programs, was able to prevent homelessness, find stability, rebuild her life, and remained with her beloved 8 -year-old daughter, samara. did i get that right? so maia. i knew i would do that. with the stability of a home and a job now, she plans to become a sign language interpreter and pay it forward. please congratulate her and welcome her. [applause] >> how is everybody. first and foremost, i want to say thank you. everybody and jesus, i love you guys so much because without the consistency of it all, i don't feel like i would have accomplished everything. access point and bayview, people

get discouraged in the neighborhood and it is not what it is kept up just cracked up to be. the people inside a very welcoming and loving, like you feel welcome and from the time that i've been there and the time that lady has been assigned to my case has been nothing just greatness. when i feel like giving up and finding somewhere to live, they continue to keep pushing. i did some footwork but i owe them everything. they do the majority of the footwork. i don't really know what else to say, but it is a blessing and if we can keep utilizing the things that are out there. just know that you can reach out for help. i am big on pride i was allergic -- working at a homeless shelter the whole time i was home. i don't want to step out on

myself and go ask for help but i asked for help and i received it so the lesson now is i am able to walk into my home with my baby and she's so happy and i'm just thankful. >> everything is done in-house. i think it is done. i have always been passionate about gelato. every single slaver has its own recipe. we have our own -- we move on from there. so you have every time a unique experience because that slaver is the flavored we want to make. union street is unique because of the neighbors and the

location itself. the people that live around here i love to see when the street is full of people. it is a little bit of italy that is happening around you can walk around and enjoy shopping with gelato in your hand. this is the move we are happy to provide to the people. i always love union street because it's not like another commercial street where you have big chains. here you have the neighbors. there is a lot of stories and the neighborhoods are essential. people have -- they enjoy having their daily or weekly gelato. i love this street itself. >> we created a move of an area where we will be visiting. we want to make sure that the area has the gelato that you like.

what we give back as a shop owner is creating an ambient lifestyle. if you do it in your area and if you like it, then you can do it on the streets you like.

>> in november of 2016, california voters passed proposition 64. the adult use of marijuana act. san franciscans overwhelmingly approved it by nearly 75%. and the law went into effect in january of 2018. [♪]

>> under california's new law, adults age 21 and over can legally possess up to 1 ounce of cannabis and grow up to six plants at home. adults in california can legally give up to 1 ounce to other adults. >> in the state of california, we passed a law that said adult consumption is legal. if you are an adult and in possession of certain amounts, you will no longer be tried. you will not be arrested or prosecuted for that. that is changing the landscape dramatically. [♪] >> to legalization of cannabis could bring tremendous economic and social benefits to cities like san francisco. >> this industry is projected to reach $22 billion by the year 2020. and that is just a few years away. >> it can be a huge legal

industry in california. i think very shortly, the actual growing of marijuana may become the biggest cash crop in the state and so you want that to be a legal tax paying cash crop, all the way down the line to a sales tax on the retail level. >> the california medical industry is a 3 billion-dollar industry last year. anticipating that multiplier as 20, 30, 50 times in the consumer marketplace once adult use is really in place, you could go ahead and apply that multiplier to revenue. it will be huge. >> when that underground economy becomes part of the regular tax paying employment economy of the bay area, it not only has a direct impact, that money has a ripple impact through the economy as well. >> it is not just about retail. it is not just about the sensor.

is about manufacturing pick a lot of innovative manufacturing is happening here in san francisco in addition to other parts of the state as well as the cultivation. we should be encouraging that. >> there is a vast array of jobs that are going to be available in the newly regulated cannabis industry. you can start at the top tier which a scientist working in testing labs. scientists working at extraction companies. and you work towards agricultural jobs. you have ones that will require less education and you look towards cannabis retail and see traditional retail jobs and you see general management jobs. those things that are similar to working at a bar restaurant or working at a retail store. >> we are offering, essentially, high paid manufacturing jobs. typical starting wage of 18-$20 an hour, almost no barrier to entry, you do not need an education. >> that means that people who do

not have college educations, working-class people, will have an opportunity to have a job at cultivating cannabis plants. there's a whole wide array of job opportunities from the seedling to the sale of the cannabis. [♪] >> last year, they said 26 million people came to san francisco. >> the tourism industry continues to be very robust here and the city and county of san francisco is about a billion-dollar industry. >> if we use a conservative cannabis user adoption rate to 15% that means 4 million tourists want that means 4 million tourists want to purchase cannabis. and we need to be ready for th them. >> in 2015, as adult use legalization efforts gained momentum in california, the supervisors created the san francisco cannabis state legalization task force. this task force offered to research and advice to the supervisors, the mayor and other city departments. >> we knew that adult use legalization was coming to the

ballot and stat that would bring with it a number of decisions that the city would have to make about zoning and regulation and so forth. and i decided at that time, at a know it was a great, that rather than have a fire drill after the ballot measure passes, as suspected it would, we should plan an event. so i authored a task force to spend a year studying it and we made it a broad-based task force. >> we prepared ourselves by developing a health impact assessment and partnered that with key stakeholder discussions with washington, oregon, colorado, to really learn lessons from their experience rolling out both adult and medicinal cannabis. >> within days of the passing of the proposition, ed lee called on agencies to act decisively.

>> he issued an executive order asking the department of public health, along with planning and other city departments to think through an internal working group around what we needed to do to consider writing this law. >> we collectively, i would say that was representatives from g.s.a., as well as the mayor's office, met with a lot of departments to talk through what prop 64 and the implementation of prop 64 it meant to them. >> the mayor proposed an office of cannabis, a one-stop shop for permits allowing operators to grow and sell cannabis. >> he wanted a smart structure. he wanted a regulatory structure that ensured that kids didn't have access and community's were safe and that consumers were safe. and he wanted to ensure, more importantly, it was a regulatory structure that encouraged diversity and inclusivity. >> this is an office that will be solely charged with a duty of wanting not only the policies

that we create, implementing and enforcing them, but also executing the licenses that are needed. we're talking about 20 different licenses that will put us into compliance with what is happening on the state level. >> this is a highly, highly regulated industry now, at this point. we have anywhere from 7-10 departments that will be working with these industry participants as they go through the permitting process. that is a lot of work at a loss of coordination. we are creating a permitting process that is smart and is digital. it is much easier for the user and for community input, and is less mired in bureaucracy. >> for the first time ever in san francisco history, standalone licenses are available for all aspects of the nonretail side of the cannabis industry. now, a cultivator can go in to the department of building

inspection and to the department of health and say, with this first registered and temporary license, and then what will eventually be a permanent license, this is the project, this is what i am going to do. >> very rarely in city government do we interact with industries that are asking to be regulated. these guys want to be regulated. they want to be compliant. they want to work with the city. that is rare. >> san francisco has created a temporary licensing process so that the pre-existing operators here in san francisco can apply for a temporary state licensed. >> we have taken teams of up to 12 inspectors to inspect the facility twice a day. we have been doing that with the department of building inspection and the department of public health. and the fire department. >> it is really important for the industry to know that we are treating them like industry. like manufacturing. like coworkers pick so that is

the way we are approaching this from a health and safety and a consumer protection network. this is just the way practice happens with restaurants or manufacturing facilities. >> because there are so many pieces of industry that people haven't even thought about. there are different permits for each piece. you have to set up a permitting system for growing, for manufacturing, for testing. for delivery. for retail. you have to make sure that there is an appropriate health code. certainly the regulation of alcohol in terms of restaurants and retail it's probably a model for how this industry will be regulated as well, both on sale and consumption. >> it is completely uncharted territory. there is a blessing and a curse with that. it is exciting because we are on a new frontier, but it is very nerve-racking because there's a lot at stake. and quite frankly, being san

francisco, being the state of california, people are looking to us. >> we hope that cannabis does become more of an accepted part of society in the same way that alcohol is, the same way coffee is. >> it is a very innovative fear, particularly around manufacturing. san francisco could be an epicenter. >> san francisco can be a leader here. a global leader in the cannabis movement and set a bar just to other communities and cities and states and this nation how it is done. >> the legacy bars and restaurants was something that was begun by san francisco simply to recognize and draw attention to the establishments. it really provides for san francisco's unique character. ♪ >> and that morphed into a request that we work with the city to develop a legacy business registration. >> i'm michael cirocco and the owner of an area bakery. ♪ the bakery started in 191. my grandfather came over from italy and opened it up then. it is a small operation. it's not big. so everything is kind of quality that way. so i see every piece and cut every piece that comes in and out of that oven.

>> i'm leslie cirocco-mitchell, a fourth generation baker here with my family. ♪ so we get up pretty early in the morning. i usually start baking around 5:00. and then you just start doing rounds of dough. loaves. >> my mom and sister basically handle the front and then i have my nephew james helps and then my two daughters and my wife come in and we actually do the baking. after that, my mom and my sister stay and sell the product, retail it. ♪ you know, i don't really think about it. but then when i -- sometimes when i go places and i look and see places put up, oh this is our 50th anniversary and everything and we've been over 100 and that is when it kind of hits me. you know, that geez, we've been here a long time. ♪ >> a lot of people might ask why our legacy business is important. we all have our own stories to tell about our ancestry. our lineage and i'll use one example of tommy's joint. tommy's joint is a place that my husband went to as a child and he's a fourth generation san franciscan. it's a place we can still go to today with our children or grandchildren and share the stories of what was san francisco like back in the 1950s. >> i'm the general manager at tommy's joint. people mostly recognize tommy's joint for its murals on the outside of the building. very bright blue. you drive down and see what it is.

they know the building. tommy's is a san francisco hoffa, which is a german-style presenting food. we have five different carved meats and we carve it by hand at the station. you prefer it to be carved whether you like your brisket fatty or want it lean. you want your pastrami to be very lean. you can say i want that piece of corn beef and want it cut, you know, very thick and i want it with some sauerkraut. tell the guys how you want to prepare it and they will do it right in front of you. san francisco's a place that's changing restaurants, except for tommy's joint. tommy's joint has been the same since it opened and that is important. san francisco in general that we don't lose a grip of what

san francisco's came from. tommy's is a place that you'll always recognize whenever you lock in the door. you'll see the same staff, the same bartender and have the same meal and that is great. that's important. ♪ >> the service that san francisco heritage offers to the legacy businesses is to help them with that application process, to make sure that they really recognize about them what it is that makes them so special here in san francisco. ♪ so we'll help them with that application process if, in fact, the board of supervisors does recognize them as a legacy business, then that does entitle them to certain

financial benefits from the city of san francisco. but i say really, more importantly, it really brings them public recognition that this is a business in san francisco that has history and that is unique to san francisco. >> it started in june of 1953. ♪ and we make everything from scratch. everything. we started a you -- we started a off with 12 flavors and mango fruits from the philippines and then started trying them one by one and the family had a whole new clientele. the business really boomed after that. >> i think that the flavors we make reflect the diversity of san francisco.

we were really surprised about the legacy project but we were thrilled to be a part of it. businesses come and go in the city. pretty tough for businesss to stay here because it is so expensive and there's so much competition. so for us who have been here all these years and still be popular and to be recognized by the city has been really a huge honor. >> we got a phone call from a woman who was 91 and she wanted to know if the mitchells still owned it and she was so happy that we were still involved, still the owners. she was our customer in 1953. and she still comes in. but she was just making sure that we were still around and it just makes us feel, you know, very proud that we're

carrying on our father's legacy. and that we mean so much to so many people. ♪ >> it provides a perspective. and i think if you only looked at it in the here and now, you're missing the context. for me, legacy businesses, legacy bars and restaurants are really about setting the context for how we come to be where we are today. >> i just think it's part of san francisco. people like to see familiar stuff. at least i know i do. >> in the 1950s, you could see a picture of tommy's joint and looks exactly the same. we haven't change add thing. >> i remember one lady saying, you know, i've been eating this ice cream since before i was born. and i thought, wow! we have, too. ♪
