there's two amendments also coming from the department of the environment, and i've introduced them. this is the page 4, line 5, zero waste facilitator means persons -- persons serving exclusively in the business. deputy city attorney, i have one question for you. what is the meaning -- it's going to sound silly, but in public comment, we heard a question about the word exclusively. what does that mean before us, zero waste facilitator means someone serving exclusively in the business of. >> mr. givner: that means in the context of this ordinance that that's that person's only job for the large refuse

some of them have multiple spots, and in some cases, in some of the conversations with the city, they have a facilitat facilitator servicing three different buildings, so it's multifaceted in that regard. >> president cohen: that's actually really helpful, because i was trying to understand that a little bit. you can have one facilitator, they'll come to my business, work three hours, and then go to your business and work three hours, right? >> supervisor safai: absolutely. >> president cohen: and another question about facilitators, i believe there's some kind of certification. is there a certifying entity? >> supervisor safai: well, i know that the department of the environment and many entities that work with them, i gave the example in affordable housing, the group green streets, they work with residents to train them to do this work in the building service industry, they have staff that work with the

janitors' union that work with them and train them and get them ready. the department of the environment has trainers that go out exclusively in the industry. so some of this has to do with safety and all different aspects that pertain to the job, and understanding the rules and regulations of what goes where and how things are sorted and so on and so forth. >> president cohen: all right. so i'm going to go back to the amendment before you, page 4, lines 5, and also page 6, lines 23,024. zero waste facilitator means a person serving in the -- and that's the change. and then, the second, the director shall review and revise these guidelines as needed and small -- these are

>> the next episode of stay safe, we have alicia johnson from san francisco's department of emergency management. hi, alicia thanks to coming >> it is a pleasure to be here with you. >> i wonder if you could tell us what you think people can do to get ready for what we know is a coming earthquake in san francisco. >> well, one of the most things that people can do is to make sure that you have a plan to communicate with people who live both in and out of state. having an out of state contact, to call, text or post on your social network is really important and being able to know how you are going to communicate with your friends, and family who live near you, where you might meet them if your home is uninhab hitable. >> how long do you think that it will be before things are restored to normal in san

francisco. >> it depends on the severity of the earthquake, we say to provide for 72 hours tha, is three days, and it helps to know that you might be without services for up to a week or more, depending on how heavy the shaking is and how many after shocks we have. >> what kind of neighborhood and community involvement might you want to have before an earthquake to make sure that you are going to able to have the support that you need. >> it is important to have a good relationship with your neighbors and your community. go to those community events, shop at local businesses, have a reciprocal relationship with them so that you know how to take care of yourself and who you can rely on and who can take care of you. it is important to have a battery-operated radio in your home so that you can keep track of what is happening in the community around and how you can communicate with other people. >> one of the things that seems important is to have access to your important documents. >> yes, it is important to have copies of those and also stored

them remotely. so a title to a home, a passport, a driver's license, any type of medical records that you need need, back those up or put them on a remote drive or store them on the cloud, the same is true with any vital information on your computer. back that up and have that on a cloud in case your hard drive does not work any more. >> in your home you should be prepared as well. >> absolutely. >> let's take a look at the kinds of things that you might want to have in your home. >> we have no water, what are we going to do about water? >> it is important for have extra water in your house, you want to have bottled water or a five gallon container of water able to use on a regular basis, both for bathing and cooking as well as for drinking. >> we have this big container and also in people's homes they have a hot water heater. >> absolutely, if you clean your hot water heater out

regularly you can use that for showering, drinking and bathing as well >> what other things do people need to have aren't their home. >> it is important to have extra every day items buy a couple extra cans of can food that you can eat without any preparation. >> here is a giant can of green giant canned corn. and this, a manual can opener, your electric can opener will not be working not only to have one but to know where to find it in your kitchen. >> yes. >> so in addition to canned goods, we are going to have fresh food and you have to preserve that and i know that we have an ice chest. >> having an ice chest on hand is really important because your refrigerator will not be working right away. it is important to have somebody else that can store cold foods so something that you might be able to take with you if you have to leave your home. >> and here, this is my very own personal emergency supply box for my house. >> i hope that you have an

alternative one at home. >> oh, i forgot. >> and in this is really important, you should have flashlights that have batteries, fresh batteries or hand crank flashlight. >> i have them right here. >> good. excellent. that is great. additionally, you are going to want to have candles a whistle, possibly a compass as well. markers if you want to label things if you need to, to people that you are safe in your home or that you have left your home. >> i am okay and i will meet you at... >> exactly. exactly. water proof matches are a great thing to have as well. >> we have matches here. and my spare glasses. >> and your spare glasses. >> if you have medication, you should keep it with you or have access to it. if it needs to be refrigerated make sure that it is in your ice box. >> inside, just to point out for you, we have spare batteries. >> very important. >> we have a little first aid

kit. >> and lots of different kinds of batteries. and another spare flashlight. >> so, alicia what else can we do to prepare our homes for an earthquake so we don't have damage? >> one of the most important things that you can do is to secure your valuable and breakable items. make sure that your tv is strapped down to your entertainment cabinet or wall so it does not move. also important is to make sure that your book case is secure to the wall so that it does not fall over and your valuable and breakables do not break on the ground. becoming prepared is not that difficult. taking care of your home, making sure that you have a few extra every-day items on hand helps to make the difference. >> that contributes dramatically to the way that the city as a whole can recover. >> absolutely. >> if you are able to control your own environment and house and recovery and your neighbors are doing the same the city as a whole will be a more resilient city. >> we are all proud of living in san francisco and being

and other great things which are good for the department. i would like to see the next fire chief continue down the path of close integration with the police and sheriff. as the person who responded to the june 2017 active shooter event, i can tell you from personal experience it is essential. we need to continue training together. as these things become more and more common we need to be able to react in the best possible manner to deal with such a situation. also, as a native i am interested in having a chief dedicated to hire more people from san francisco and the bay area. people like myself born and raised here are passionate about the city. we care a lot and want to get involved in the community and want somebody with those traits. as a 16-year-old veteran of the

residential neighborhoods not protected with unlimited water. this is not currently in your 10 year plan. they will be updating this in january. the new chief should make the awss expansion a top priority. second the new chief must be able to effectively demonstrate independence and stand up to the sfpac who fail to provide projects that guarantee firefighters with enough water to fight earthquake fires. the p.u.c. has its own agenda to replace the water mains with bonds and call it co-benefit to use our drinking water to suppress waters instead of water from the ocean to do their jobs.

when i put in the sunshine request to see the fire department standards for a new pipeline from sunset reservoir your department did not have any stampedes to sends me and referred me back to the p.u.c. this is not okay that you demand the standards to give your firefighters the maximum backup they need through high pressure, high volume pipes. right now you are relying on water in the sun set reservoir to fill three needs. one by law to share the water with 27 peninsula cities who are joint owners of the water. two to fight post earthquake fires and three provide drinking water. this is a lousy deal for those in the western and southern parts of the city. they may own the assets. you are the only beneficiary in the system. please demand your rights.

hire the further from 1906 the closer to a repeat. historyid should be the greatest teacher. we never learn a lesson. in 1906, the day after the earthquake and fire the united states navy show up at the foot of van ness avenue here with 1,000 firefighters and five miles of hose. they used those massive desem engines to pump the saltwater that stopped the fire or we would have lost the entire western edition only 14% of the city was saved. in 1989 a system created in 1906 the auxiliary water supply and portable water supply system that went online six days before the earthquake saved a repeat. for the fire department pumped

5.5 million-gallons of saltwater to stop the fire. you have one you have the biggest housing units in the city. there are six engine companies and 24 firefighters and 10 people. no saltwater, no diesel pumps. we expect 34 firefighters to stop the fire in the sun set richmond district that is impossible. the bodies lost in paradise and the camp fire were horrified 83 people were killed. we lost 500 people on sixth street between howard and harrison who burned alive when there was no water to stop the fire. the only thing to stop the fire is massive diesel pumps and saltwater. these young firefighters standing to get in to back up to

characteristics that i think we can agree on and i have heard with the water supply folks imagination. i have heard imagination, firefighter experience and knowledge of our job, vision, strength, leadership integrity, humor. these are things everyone in the next agree we want our next chief to have. allow me to be more specific. i am going to ask you to consider three additional areas of focus that i would like our new chief to direct their attentions and funds to. we all know the mission of the san francisco fire department is to protect lives and property of the citizens of this great city. it also states to provide a work environment prioritizing health

continued growth of our training division. that in my mind including a focus on all ranks and divisions. with a commitment to find the funding and to start t to envision maybe to ask the rank and file to envision the design for state of art facility we know is coming up in the near future. i don't really need that. third. >> your time is up. this is your point. >> lastly, i want a leader able to work together to collabor arraignment with other organizations in the city. that is so important with other organizations of the government in the city and with every rang and division. that person needs to have sat there to understand what it means. if you can't work with other

i am a little disappointed. maybe this is not the right way to do this we didn't hear from more members. i know the fire department like members of the police department are never short of an opinion, and those opinions are really important to this commission. we as a economics before we decide need to figure out a way to really gauge the temperature and the needs of the members of the department because this clearly didn't work. there weren't enough opinions here. i thank the people that did take the time to show up. i don't think it is a very good cross section of the members of the department. i can tell you myself over the next two to three weeks i will pop into the various stations and ask the members to give them an opportunity to directly communicate with me. i will encourage since there are
