a percentage because some oh larger than others -- some are larger than others? >> ms. lapitan: yes. when we built the whole project, we built in services staff into the operating building costs so that services couldn't be cut out once things stabilize so that we would value services at the same level as we valued property management and maintenance. we set up -- it came out to about one to 100. people are required depending on the number of units to put that amount of money in their operating budget and have a cost of doing business every single year. the city negotiated with our department to reduce it down to one to 75. they continue to have what is in the operating budget. we put in as a city a supplemental services contract which covers 25 lower staffing ratio plus program costs. any supervision for staff and any indirect cost. the staff themselves are paid for by the building operations

[laughter] >> good morning commissioners and deputy director kauffman. my name is linda lyle. i'm the lead nutritionist with the office on aging. before we present the individual items for request for modification, i wanted to give you highlights and overview of the nutrition program and highlights changes. i have noted in the commission memo we are requesting authorization to modify various grant agreements with a number of our non-profit agencies to provide various nutrition program services. and the total amount for merchandise is $4,687,720 and with the 10% contingency the total is not to exceed

$52,986,931. so, as you know, the nutrition program is an important part of helping to keep seniors healthy and maintain their independence. at many of these senior centers besides the new programs we have many other new activities that help keep them engaged and stay active with a lot of the physical activities and other type of activities. the memo has detail as to where the funding is. in general we basically 87% of this fund is from local general fund and 13% is additional increase in federal funds whether it is ongoing or one time only. so, there are four programs that we are adding back with these increases. the first program is the congregate meals for older adults. these are for seniors 60 years

and older and their partners or spouses regardless of age. with the congregate meal program, we mostly fund lunch programs but we have a few that serve breakfast and a few that serve early dinner program. with this additional funding, we are adding one new site in the district 11 which is the omi district. also we are increasing current service contract for a number of our nutrition providers. in order to meet the demand, we have done a needs assessment and also an analysis to see where those high need districts are and really focus on increasing the funding for those areas. there's a small amount of money to help provide equipment needed for the site expansions. so, in total for the two-year funding these will serve an

additional 761 consumers and approximately another 45, 623 meals. the other program we are adding is congregate meals for adults with disabilities. this is for persons with disabilities age 18-59 and we have seven providers who provide the congregate meals for adults with disabilities. with this, there's increase in service level for two contractors and that is centro latino and russian america. it will serve an additional 212 unduplicated consumers and another 12,632 meals. the third program is the home delivery program for seniors. and it is basically for seniors who are unable to go out to a

congregate meal site because they have some disability or mental disability and unable to go out. the meals are delivered to them either hot, chilled or frozen, depending on their ability and the storage capacity to handle the meals. so, providers do the assessment to see what would be the appropriate meal. there is one time only money. a majority of it is to add three vehicles in order for the providers to expand and add new routes to serve new areas. and also we have increased the service levels, special -- especially to the areas with high needs like the ethnic meals like japanese and chinese meals. both those contractors have added capacity.

also with this hdm, there is assessment needs that are required in order to do quarterly and annual assessments so those fundings are included with this funding as needed for the contractor. with this two year add back, we will serve an additional 238 unduplicated consumers and another 174,058 meals. these are for again home delivery meals for adults under 60 and the highlight for this program is we have added $300,000 in meals and this is from the dignity fund. we also add another $37,000 for

assessment needed for this program. during this two-year add back we will serve additional 258 unduplicated consumers and 150,615 meals. it is home delivered grocery program for adults and for seniors and adults with disabilities. the home delivery grocery program is to provide weekly groceries, supplemental food for seniors who are frail and unable to go to a food pantry to access these foods and they are able to -- but these clients are able to prepare the food at home because either they have a care giver or ishh worker. so, the funding for this is actually quite significant. each year $683,000.

yes. we are targeting services to the high needs areas. through our equity analysis, we have identified the districts involved and also -- so, with this increase, we are able to add back increase during the two years is serve another 991 unduplicated consumers and 21,790 meals annually. the sixth program we are adding back is the food assistance or food pantry program. and this is a weekly supplemental food distribution. and these are for clients that are also low income, need supplemental food and then with this add back, we are adding

serving an additional 507 unduplicated consumers with 31,661 food meals annually. one thing i wanted to note is in the food assistance program, the funding is for two more years. so, there is the annual additional amount of $417,936, which are included in the requested amount. at this time i am happy to answer any questions you might have. >> president serina: thank you very much for that comprehensive review, linda. any questions from commissioners? commissioners pappas. >> commissioner pappas: maybe i missed it. is this independent of san francisco food bank or is it in conjunction? is there any relationship with the food bank? >> so, with the home delivery groceries, we will present the requested amount for modification and the san francisco food bank is one of them. they're actually our major

excluding the champs is $64.02, that is what the daas funding is. we have breakfast programs which cost less. it is under $4. lunch and dinner is higher and the other program is home delivered meals. for seniors the range -- because we have providers that provide two meals a day which is more efficient. the cost is actually lower and brings down the average cost lower. but if it is a one meal per day provider, the average cost is around $6.80. around there. that's delivery cost and food

and staffing. for the adults with disabilities it's slightly lower because many of those meals are more frozen meals so they cost a little less in terms of preparation and delivery costs. any other questions? >> vice president loo: i just want to make one general comment. as i reviewed the nutrition program, i found out that the -- are subsidizing quite a bit. that's why i said if it is not for the ageing seniors not doing the fund, we would not be able to serve that many clients in the city of san francisco. so, i think the non-profit organization should be commended for doing what they're doing. >> absolutely. >> president serina: absolutely correct. and i would also like to add

that one of the things that's come out of the dignity fund oversight committee is the need to reach out to adults with disabilities and it is encouraging to see that there's more funding targeting that specific population because we have some new commissioners who may or may not be aware of this, but the congregate meal programs do a great deal more than just supply new trishal needs -- nutritional needs. friendships are formed. if we can engage adults with disabilities in this type of activity, everyone benefits. i want to commend the department for this really terrific program. with that, any other comments or questions from commissioners? any from the public? okay. >> so, i'm going to present -- bring up my colleague, lauren, to present centro latino's individual agenda for

trying their best. they're trying to serve and at the same time they need to raise extra money to serve what the expectation is. >> correct. glide does use a lot of the food bank. they have a lot of the food from the food bank is free to non-profits if they are a member. so, they take advantage of those resources to keep the costs down. they use a lot of volunteers. that's how they are able to also reduce the costs. >> president serina: thank you. any other comments or questions? >> do you have a particular set number to provide more meals? did you come up with a number what that would be? estimate? >> no. actually in the appendix a, it has the service units that is increased. let me take a look at that. so, on page four of the appendix

the services program weeks to improve the knowledge, skills, and performance of the deal as a funded case managers through clinical supervision and training. building up the success of the current model, the clinical collaborative is expanding its service model to incorporate a d.r.c. staff into the consultation and training services. this expansion comes as a response to community feedback, and is a request by cases to provide additional training in clinical support to the staff. these programs have experienced an increase in clients coming into their centres with more complex needs. such as substance abuse and mental health issues. having access to additional training in clinical consultation around these issues and others may arise in the day-to-day work with clients and will be of great benefit to the staff themselves on the clients they serve to receive this additional supports. as a result of this expansion,

the collaborative has added the following new service objectives they will be adding six adr c. clinical group consultations per fiscal year. they will provide clinical collaborative services to a minimum of 14 adr c. staff for each fiscal year, they will provide a minimum of four community-based trainings per fiscal year two case management and adr c. staff, and finally, they will provide a minimum of four multidisciplinary consultations to participating agencies. in addition to the service expansion, the collaborative is looking to increase staff by hiring an additional half time clinical consultant and add a 0.2 f.t.e. educational specialist that will assist with outreach efforts, and recruitment, and also to remind individuals of upcoming trainings and consultations. additionally, a long time

>> hi. my name is carmen chiu, san francisco's elected assessor. when i meet with seniors in the community, they're thinking about the future. some want to down size or move to a new neighborhood that's closer to family, but they also worry that making such a change will increase their property taxes. that's why i want to share with you a property tax saving program called proposition 60. so how does this work? prop 60 was passed in 1986 to allow seniors who are 55 years and older to keep their prop 13 value, even when they move into a new home. under prop 13 law, property growth is limited to 2% growth a year. but when ownership changes the law requires that we reassess the value to new market value. compared to your existing home, which was benefited from the -- which has benefited from the

prop 13 growth limit on taxable value, the new limit on the replacement home would likely be higher. that's where prop 60 comes in. prop 60 recognizes that seniors on fixed income may not be able to afford higher taxes so it allows them to carryover their existing prop 13 value to their new home which means seniors can continue to pay their prop 13 tax values as if they had never moved. remember, the prop 60 is a one time tax benefit, and the property value must be equal to or below around your replacement home. if you plan to purchase your new home before selling your existing home, please make sure that your new home is at the same price or cheaper than your existing home. this means that if your existing home is worth $1 million in market value, your

new home must be $1 million or below. if you're looking to purchase and sell within a year, were you nur home must not be at a value that is worth more than 105% of your exist egging home. which means if you sell your old home for $1 million, and you buy a home within one year, your new home should not be worth more than $1.15 million. if you sell your existing home at $1 million and buy a replacement between year one and two, it should be no more than $1.1 million. know that your ability to participate in this program expires after two years. you will not be able to receive prop 60 tax benefits if you cannot make the purchase within two years.
