university of california at santa cruz and i was also an artist. i've been on the board of galleria, a curator, and the founder of the digital mural project at galleria. i've come to see the importance of holding space for latino artists, especially when we are not allowed in certain cultural institutions to express ourselves and our cultural values. it is truly heartbreaking to see , and i can't put into words the fact that we are -- we have been evicted. we have not moved on as the owners stated to, we have been evicted and not being given a long term lease, and a point where we are in between spaces. so what i wanted to speak to you today is the importance of the billboard and the public billboard on the side of the building, which i think it is valuable. since 1975, the hosted hundreds

of artists to create temporary artworks from issues of native american art, black artists, queer artists of color count they have all painted murals there. we have had teenagers, youth create works at that site. topics on the aids epidemic, to healthy eating, immigration, queer visibility and important issues that have been raised. i believe that my ask is that the community preserve the site and continue to work with us as a community to continue with that presence on 24th and bryant. thank you for your time. >> thank you. >> good afternoon. i am one of the lucky few that still get to live in the mission i also work at dance mission theatre at 24th and mission, and im and s.f. native. agrippa 23rd and bryant which is a block away from a what was, as of last month, galleria. i want to add my voice to those that are in favor of the landmark designation. i am not latina, this space, this corner has had a profound effect on how my sense of art, culture, diversity, social activism has been shaped. as a city, as a rapidly changing city, it is important to take this step to commemorate the building and say this is something that s.f. values. we value art, we value culture, we value and see and respect the latino community as a fundamental fabric of the community, especially during a time when the administration in d.c. is actively trying to marginalize it and erase it.

politicized through the arts at a very young age as an early teenager, and growing up, my early years in college before i moved here, galleria was the place, and coming here, it was a mecca to me and so many people. so many artists have been supported by galleria and has come with doors have come through galleria. not just locally, and nationally , but internationally. this space is known. that corner is iconic. nationally it is recognized. you can go to any -- everyone recognizes this space. not just the organization, but the physical space and what it means to us as a community, as a greater community. not just the san francisco community, but a new larger national, and international community. and especially in times when we are literally -- the government is trying to erase s.

francisco. for the past five years, san francisco heritage, in partnership with the historical society has co-authored the citywide latino historic context study. the first complete 500 page draft is now complete and has been submitted to the planning department and peer reviewers for their feedback. it includes a many mentions of galleria, including over two dozen. by any objective measure, we feel back heritage feels that galleria is among the city's most significant latino community organizations, or community organizations period. it is significant and it transcends the function as a gallery. it is an early supporter of the merrill movement in san francisco, an incubator for community organizations such as brava and culture clash, as well as an early supporter of date of the dead festivities.

as well as michael rios who is still with us now. i know he wanted to be here today as well. i think that brooke actually touched on exactly what is the choice before this commission today, which is the weighing of public and private benefits. this is really something that will have a tremendous ripple effect across the entirety of a neighborhood that is really under siege. i was addicted -- evicted from my place in the mission, so that is why i can no longer walk to galleria. this is about strengthening the fundamental basic assets of the cultural district. it was one of the first in the city to be founded, and really build out the systems. the benefits to the property owner are there as well. there's a lot of people that come to my office and often want historic reservations.

it has been a brutal process to decide what the future will look like for galleria. we understand, and today we are here to ask for the acknowledgement and investment in creating a place marker for our institution of 50 years, almost close to 50 years, and to acknowledge that this rich legacy, it has been a one person movement. they've created geniuses and every term of the words. all the way up to macarthur genius is all the way up to the young artist that are here today who are also geniuses in their own sense. so i also want to take a moment to acknowledge the family. it is the first time i ever see them and i am thankful to see them here, and willing to start a real conversation after almost six months of trying to reach them. we hope this continues.

i want to touch on the architecture. there are some remaining elements in these buildings that are quite notable from an architectural standpoint, i think that this building is landmark just worthy of landmark status. i want to mention that some of the tools the city has our real. the mills act is a very real tool that provides tremendous benefit to the property owner over a period of years, and it could be used for -- i read the letter objecting to this. one of the comments had to do with concerns about making repairs on an old building the tool addresses exactly that. i would like to see those

repairs be able to be made to because that will maintain the building, make it viable in the community, and viable as a investment for the property owner. one of those benefits would be with or without the mills act and improving the vertical siding that was added to the corner portion of the building, and replacing what are probably now very leaky, windy aluminum windows with a much better period of appropriate windows. the mills act is a very real tool that many people are very grateful to have and used in preserving their buildings. >> thank you. >> i think it would be positively thrilling to think that we would be instrumental in

providing leadership and moving a process forward to designate this site as a landmark, this building. i was just thinking, you know, i have been on the commission for almost nine or ten years now, and land marking has traditionally been very focused on the building, and we have gradually evolved, looking at all the enemy -- elements that go into that, not just the architecture, but i think this time, more than ever, we see so much there that is significant. i have to say thank you for the eloquence of the folks who spoke today, and the inspiration, and i was there and i do have to say that i was tremendously inspired by -- i went to a funeral at stf months ago, and i got off the bus further up on the mission

i was overwhelmed by the response of marcus books and this response today is almost identical in the power of galleria and what has done for the community. in response to commissioner black, it is already a historic resource. so the process has already started whether we initiate it or not. it has already started. there are means and methods for the owner. i do want to acknowledge the owner. it was very sad to me that i read about a protest in front of their home. again, i don't know all the facts, and i won't comment on it , but it is sad that that was the interaction. there was some kind of negative interaction. i want to acknowledge that apparently the owner did not raise the rent, and extended --

but i do have a couple things i would like to add. i am saddened. there is one difference between this project and the marcus books a project, and that is the new owners had bought the property and auction without any knowledge. and so there was some struggled there peerk but this is a property where the owner has been in a relationship for 47, 48 years with this tenant. it saddens me that this is where it has ended. and we created the legacy business program and our whole purpose was to provide an avenue for the land owners and their tenants to come together and to have a mutual and beneficial relationship, so i hope that there can be some healing on that. i feel very saddened. i'm very appreciative of the owner showing up and coming and speaking to us and letting us

know your view, and as others have said already, we want to hear from the community in general. i would definitely be in support -- i am in support of the nomination, and i would be in support of initiating it. i do have one technical question i don't know if we want to get into this, but the tile and the billboard on the front, they are listed as character defining features, on my question is, because of that and any kind of alterations to character defining features that would not be able to be done on an administrative line. is that correct class. >> not exactly. the delegation does allow for storefront alterations to be reviewed at the staff level. the bulkhead would be incorporated into that. the billboard structure, or the sinus structure is a different

matter. it is such a prominent feature. certainly by starting this process we are not prohibiting change to it, but we are putting a process where if there are alterations to it, it would have to be reviewed by this commission. >> could i ask one more thing relative to that class. >> the interior issue is a big issue. if the galleria is not there and the owner wants to rent that, that might want to be a part -- that might be a problem. maybe they could get two tenants in there because there are essentially two buildings and then they would have to put in some kind of devising while. again, is that something that this would be an impediment to because we will say that the interior is a character defining feature class. >> i don't believe so. i would remind you that as character defining features, is more a list that they can be considering.

the application, and that the following features to be safeguarded. the restaurant interior dating from the 1950s, sixties and eighties, the collection of original paintings, the mahogany bar, neon signs, the devotion to local products and suppliers, and classic cocktails and live jazz music. that takes us to our second applicant. the bakery located at 521 clement street. the bakery as a family owned bakery founded in 1913 by a german immigrant name oswald schubert. the business originally operated at 1014 fillmore street under the name of golden west bakery, and renowned for its quality selection of traditional german cakes and pastries. in 1948, the business move to its current location on clement street. in 1995, after almost 30 years of baking, they were -- it was sold to two german brothers. as of the fourth generation of

business program for april through september, 2018, including major accomplishments, business assistance services, the legacy business historic preservation fund, marketing and promotions, and major upcoming activities. major accomplishments from april through september included adding 19 businesses to legacy business registry, finalize the rules and regulations for the legacy business registry, translated the legacy business program resources and buck into chinese, spanish anti- gallic -- and tagalog. we conducted outreach to city departments, commissions, committees, task forces to

encourage them to patronize legacy business to the greatest extent possible. we issued the business assistance grant for fiscal year 2018, 2019 in english, chinese, and we received 105 business assistance grant applications for fiscal year 18 and 19. i think it says 103 in the report but we found a couple more. they did two together in a couple of instances. it is 105. we created an annual reapplication process for the rent stabilization grant, process 14 rent stabilization grant applications for that period, issued the legacy business program annual report for fiscal year 17-18, finalized the legacy business program logo with a contractor, issued nine press releases, tweeted 13 tweets, and posted nine entries on facebook about legacy businesses and the program.

[laughter] >> in april through september, the symbol under semiannual column in the middle, we received 26 legacy nominations, 25 applications, and 25 applications and fees which are $50 per applicant. the historic preservation commission reviewed 18 applications in the small business commission reviewed 19 applications and lifted all 19 businesses on the legacy business registry. since the program began, which is the last column in the chart, there have been 200 nominations, 186 applications, and 8600 application fees received. 149 applications were reviewed by h.p.c., and 148 businesses were listed on the registry of the one application you review that has not yet gotten listed on the registry is s.b. 40

or 10.5 were nonprofit organizations. for that 148 legacy businesses listed on the registry as of september 30th, 81.8% of them were for-profit businesses, and 18-point 2% were nonprofit organizations. for the city as a whole, it is estimated that 94-point 3% of the establishments are for-profit businesses, and 5%, 5.7% are nonprofit organizations for business assistant services, the legacy business program has provided technical assistance to 21 unduplicated clients and 255.2 hours of consulting picks that the program launched, the business program has served 95 unique clients in 842.4 hours of consulting. the office of small business is conducting outreach to city

eligible -- eligible legacy businesses applying. there was an average of 16 full-time equivalent employees per applicant, and an average grant payment of just over a thousand dollars. the total grant payments were slightly over $625,000. for the semiannual period from april to september, we paid 14 rent stabilization grants to landlords legacy businesses. the average square footage of the 14 applicants was about 2600 square feet, and the average grant was about $12,100. this reporting period, we designed our new logo for the legacy business program and with a design firm which was presented to you on november 7 th.

there were 36 press articles about legacy businesses on the legacy business program for the semiannual period, including rebranding of the san francisco wholesale produce market, red and white fleet operating eco- friendly ferries, finding a new home, limiting restaurants and preserving industrial space in the mission. the 100th anniversary of the st. francis fountain, in the 50 th anniversary of specs, general articles like the approval of the gay and leather cultural district in soma are included because they mention the legacy business program. there were articles about a bakery, jack next place, eddie's café, latino cultural district and fight -- v.i.p. grooming. and an article in the night the harold mentioned the legacy business program.

they cover specs in castro, both legacy businesses, and victoria bakery, which is not a legacy business, but they did mention the program in the article. the business program was also mentioned in an article about a threatened café in vancouver. the legacy businesses were featured in articles about the bayview, formerly called but your town and city wide. new additions to the registry were full just featured in an article, and they relit their neon sign and elbow room was to close at the end of the year. the office of small business to 13 tweets about the legacy business program between april and september. three shown here, four more in april and may. two in june, and a couple in august, including one with a

we have approved and finalized 90% of them. i am just working on the brochure today. we have a brochure, we have a plaque, we have a certificate for legacy businesses, we have postcards, point-of-sale stickers, we have the logo, not only in english but we have it in seven different languages, we have style guides and a guide for the office of small business as well. this is all beings finalized big will start reviewing the things. the powerpoint presentation are presented today is in the new styling of the logo. we would like to get the certificate out and finalized so we can start getting that to all the legacy businesses that have been added to the registry. i would say over the next couple of weeks we will say everything and release the logo to the legacy businesses. >> what is the plan for telling

the legacy businesses about this and that there is this packet and all this other stuff that you have gone to a great deal of trouble to create for them. will you have seminars, will there be teaching, how will this get into the hands of the businesses in such a way that they will know what to do with it other than put it by the cash register? >> you mean how will they implement it clasping a great, how will they do it? >> they will be able to download the logos. we have a style guide for them that explains what the logo is, what the funds are, how to use the logo properly, what to do with the logo. then we also have a guide for social media. they will know how to use it on facebook and also twitter, and some other social media like

that. we have a whole guide on how they can use the logo so they would be able to do that properly. >> is one of your things going to be how to talk to your landlord to get the building owner to bolt this plaque to the side? >> there will be a large plaque. it is really beautiful. they can put it on the outside of the building or the inside if you want to put it on the inside of the businesses well. it will be fine for both. if they need help navigating that, we can provide them with assistance. they know that if they need help with anything at all from a- z-letter, they contact us, and we send them over to the small business development centre, which is in the economic and workforce development building, and we provide them with assistance. it could be on anything at all. this will be one of the things that we can provide them with. >> that sounds great. thank you. >> out of curiosity, will include a vinyl window sign
