guys. there is a couple different things going on at jones. the first and not least is we just have had somewhat of a dropoff of business the last few years, and i stepped in as of the beginning of 2018 to run the place again and lit a fire under everyone's collective, you know what, as a result we had a phenomenal year and busy holiday season. there was a lot more activity than a lot of the current neighbors are used to, and what we are trying to manage at this point is sort of the consequences there of. we reached out to all of the folks that have had issues. there are two of them regularly, and we have made very much good

director's report to go over with you. i want to give you an update from the last time you heard from the office of economic and work force development on a piece of legislation the office is helping push through so this is around the small business permit streamlining that he did a presentation on recently. the latest update is that this was recently heard at the small business commission following a staff presentation the small business commission unanimously agreed to up port the legislation. that is great. next it will prebe presented to the planning commission on february 28th before going to the land-use committee in march. we will continue to track this. another piece of legislation that we are currently tracking is a board of supervisors file 190109. this is around cannabis event

permitting. this was introduced on january 29th at the board of supervisors by supervisor mandelman with several cosponsors on this. we will keep you advised where that is in the legislative process. piggybacking on that i will jump to let you know about an event we held on january 28th. this is around cannabis and special events. since dillon rice is out of town tonight. i will update you this is part of his outdoor events network mixer series. this was our most successful event thus far. we had over a hundred attendees. it was bursting at the seams. it was awesome. we had president blieman as

moderator and director elliott, supervisor mandelman, fernando alveri see was on the panel we had q and i with the audience. we will be interested to see how this is implemented locally as we move forward. another program that we are currently working on that we have updated you guys about the last time at our most rent hearing is the 11 districts of entertainment program. i want to thank commissionerca r camino on coming up with the program as well as the name of it. we had the first outing in district one. month by month, january is just district one, district two will be february. we went out with supervisor fewer in her district to a

that first page under new complaints we have one about temple. i wanted to give you a little bit of rundown here. we are working with temple now to address a complaint from 30 floors up on tama in a new development. complaint is mentioning he can feel base from temple anytime. their front doors are open. we have been working with them to establish a new sound limit. their sound limit hasn't been updated in many years. they are looking at further abatement when the door is open in the front as people go in and out to prevent any further complaints in the neighborhood. on the second page we have bar

nua. 561 columbus. we received an anonymous complaint. upon inspection we found pa equipment and in speaking with the operator they do have certain nights with live entertainment. we have done an introductory e-mail between the operator and staff to bring them into compliance. the inspector has visited riptide as a result of a complaint that was anonymous. he found them to be in excess of their internal sound limit, and we are going to be issuing a citation prior to this weekend. sorry not a citation, notice of violation prior to this week end. lone star salon is a new

complaint. 1354 harrison. after a long time without a complaint from a neighbor there, we will send staff talking about the weekend of the 25th, 26th of january. these complaints seem to becoming in when the bar is more crowded. the complaint feels like when there is more people in the venue doors are being left open in my experience inspecting that is what we are seeing on site. inspector foreig has not found e out of compliance. we are going to monitor that. i encouraged the complainant to get in touch with sovino directly. this came in after the fact.

after another long period of silence complaint next door to chapel reached out to staff. director wyland reached out to operators this afternoon. i followed up with a phone call to the housemanger and general manager. we are coming up with a plan to open up lines of communication with the complainant directly between the venue and complaint and come up with a plan to better abate the wall in between the dwelling unit and the venue. new complaint for public works. this is a known complainant followed up again inspector forintino put the complainant in touch with the new manager of public works. we want to make sure the staff

knows the limits and we will continue to monitor that. one thing i did forget to mention. i have sort of in the notes, i put in a new area where you will see either known/action or anonymous/action. i am trying to denote whether or not it is an anonymous complaint or someone who gave us information, someone we know and can follow up with. action is action we took as inspectors in the field. under inspections section. 11 propaganda we followed up with the inspector about their security policies and did an inspection after we received a police report from central station in the office. we did not receive an incident report from 11 propaganda we

made sure they knew our properties on receiving incident reports and had a blank form to fill out. i discussed riptide. inspector sovino is on top of that. they did a full inspection of q with the security plan and found them in compliance this past weekend. notices of violation on jones was issued a citation for violating good neighbor policy no. 7 and violation of permit condition based on the timing of the entertainment they hosted. this is from january 18th, and the inspector issued the notice of violation for good neighbor policy no. 70 january 26 for mission street sports bar. it used to be 12 galaxies and

blue macau and there is a neighbor directly behind the venue we are in touch with directly. we put them in touch with the operator. we are going to follow up to establish new sound limits. it is a long time since they have had a sound limit test. nothing out of the ordinary for ongoing complaints. you will notice another note there are green highlighted areas on the notes and that is anything i added since you received an electronic copy of this report on friday. i don't think i have anything to go into further as far as ongoing complaints. you may have questions there. i will leave the rest for questions you might have.

they are applying for the permit they have a basketball machine and punching bag machine. you will find the signa sure sheets. the fire department told 3910 lounge on january 24th, 2019 to not operate until all fire add standards are abated. the premises was open on february 2 and february 3 and included in your file are the two administrative citations issued for being open along with the instagram and advertisements for super bowl sunday. the officer is here to give a verbal recommendation for permit conditions for the applicant. they have had enforcement issues. the file is an attachment of commissions as well as diagram indicating location of the

2010 to 2015, this was the kama lounge owned by steve lee. it is my understanding there were quite a few problem also. it was then purchased by mr mr. henry chang's father, z chang. there was a bit of language problem, i think, and certain things were happening. they were building a new fire corridor to increase capacity and never got some permits. i was hired on and my marching orders were to clean it up. that is what i am trying to do. as part of that we have applied for a place of entertainment permit for karaoke. this has currently a 4:00 you pan see -- 4:00 you pan -- 4 o 9

permit pending completion of the fire corridor. community outreach on the ninth of january we put posters up around the neighborhood provided a dinner and approximately 10 people showed up early. when we talked to them, we said come early. we had the food out all night and trying to talk to people. there was a petition that has approximately 150 names on it in your file. out of these there are addresses of approximately two-thirds of those folks in the neighborhood. the police will probably be up here tonight with -- if i could get the overhead. this was provided by sfpd.

on that particular block you have 3910 geary boulevard which is the 3910 lounge that is the issue tonight. at the corner 27 incidents at the corner of geary and third avenue is burger king. there are three bars at 2:00 a.m. they all congress gate at burger king and there are problems. 3920 is ireland's 32 club directly in front sitting on the street and to the right of it. if you go in, you go in 30 feet in the front door to 3910 lounge is there. out of the 600 calls for service, i went through a lot of them, and over 50% of them are at 903s and i think the

officer can tell you that is a passing call. they are going by punching it in the computer in passing. if you look in the priority list, i have squared out the a's and b's. 240 is an assault with no weapon. the b is a fight or dispute over here. b is threats. a is a drunk driver. there is only two police reports issued on these 3910. if we could keep that on for a second. 3910 goes on mostly category c, less than 903 passing calls. when we get, however, to ireland's 32, you will notice that three times more police

reporteds than my client had. a lot of a's and serious issues. there is a problem on the block. we are trying to work with our neighbors and see if we can't calm things down. there is another bar on the corner called fizzy's that is bigger than both ireland's and 3910 lounge. i am working next with my client to deal with the assembly permit issues. i think one of those citations -- if you don't be have an assembly permit, and i think inspector falzon is aware of this. if you have less than 49 people it is not really an issue of an assembly permit. you do have a 4:00 you pandency -- 49 without a permit.

well and have an opportunity to ask more questions. thank you for coming. you have unlimited time. >> thank you. take hello everybody. i am currently assigned as permits and events officer and richmond station and the entertainment commission. i have been the permit officer or police officer for five years. i am speaking on behalf of the san francisco police department. i want to say this is my first time with the entertainment commission and i spoke to multiple other officers and only one of them has actually spoken at the hearing. that speaks to how serious they are taking this. third avenue and geary is an issue since i received my role. 3910 geary is one of the main contributors to this issue as

the sheet they talked about earlier. that is the service sheet he showed you earlier. referring to the sheet 903 as he said is a passing call. this is the majority of service calls for 3910 geary. it can be used in numerous applications. 903 would be used when officers are located in high came area where incidents frequently occur or presence can prevent or deter incidents. in the past two years there are 60, 903s. ireland bar has one and third avenue and geary has four. these turn to other calls. the computer system still logs 903. for example, a person drunk in public, fights, medical requests and many more. speaking to officers who work

this area and that night, they have requested medical assistance for those exiting the bar unable to walk, unable to stay conscious or vomiting. they request outside district to respond due to the crowd size. officers assaulted on two occasions in the past year. on one occasion two males in a miss i cal fight. one of -- physical fight. one of those picked up an a frame to strike the officer on the head. crowd management issues where patrons block the sidewalk for half a block in the bar operation and after it closes. officers have not seen security or bar staff outside to aid the crowd. the main time of day we have issues and the main day is thursday night, friday night and saturday night.

3910 thursday is college fest. it is cheap drinks. richmond station has located minors inside the bash. on september 27, 2018, richmond station is not asking for denial of permits they have been operating without permits for a little under a year. on 4/7. they were informed about operating without permits. they were sited by the entertainment commission. that did not deter them. they were informed by the fire marshal on 1/24/2019 to in the open. on 2, 2 and 2 shark/3 they were sited and shut down. on super-bowl events that he previously stated he told the fire marshal and police officer it was private but it was on

these issues with this venue in the future and how will you you build a better relationship with richmond police? >> okay. like i said, since i took over even after the fire alarm -- what do you call that fire marshal hearing? during that last week we passed two roughs so the sprinkler is rough and the fire monitor alarm is rough. after we put up the sheetrocks it could be completed after they check it again. that is already in play. also we already are beefing up security. we heard what richmond station told us we needed to do. we will comply with that and put in more security cameras. it is not like we are not doing anything. the staff wasn't, he said, what

was that word? wasn't complying. i don't know the condition probably they don't know where it was so i wasn't there so i can't really speak on their behalf or what they were thinking. when i take over, we are going to have a staff meeting so everybody will be trained. security has a new security plan they all need to see. even though they are a third-party to know all this stuff, we have to let them know this is what we require on our premises as well. >> this incident with abc there did your staff call you on to ask you to come in, did they let you know about it as it was happening? how were you engaged with that? did you hear about it at the time or later? >> we have the whole thing on video. at the time we applied for abc

they said we are not giving you a temperature. i said why? it was early in the evening there were four or five people in the bar. you saw the bartender behind the bar. they came in and one had a beer in their pocket, and the bartender looked over, you see her look over. they were not in the bar more than 90 seconds. ran around the bar and threw them out. pointed to this. they are talking. threw them out. while the bartender is talking to them, here comes michelle ott, an abc agent sneaking in. what is this? they were thrown out. no citation issued. if they do a citation, we didn't serve the minor or allow them to
