martin wiggins and i work for treasure island development group. and i wanted to provide you an update on the treasure island initial subphase parks. >> president tsen: martin have you appeared before the board yet? >> no. >> president tsen: i think this is the first time that martin has been before the board in an official capacity. we might talk a little bit about your new role and it's now treasure island development group, it's know longer ticd. >> ticd is still -- i have been here two or three months and i don't know if i can say all the right words. ticd is still an entity. i don't think there is any larger change. so i have been here a few months. i'm formally a licensed or still a licensed but formally

practicing landscape architect. my role is to planning the -- me development and the implementation of the parks and open space. i'm excited about the role i have and i look forward to seeing you in th more in the ner future. >> president tsen: welcome, martin. there is a wide variety of parks and open spaces planned for ybi. we'll be focusing today on the initial subphase on treasure island. that is 15 and a half acres of

parks in the i hav i vicinity ow ferry terminal and a couple of blocks up from that. i jugi just lost the visual. i will move through these as someone who might arrive on the island. initially i will talk about waterfront plaza. it'sed a jay adjacent to the ney terminal and anyone arriving on the island by boat or car or bike on the causeway will move right past or through waterfront plaza. it's a narrow strip of land against the bay's edge. you know one. primary considerations in the park's design is managing the flows of pedestrian and bikes and buses. in it's vicinity there is a bie way and a shuttle and bus bus loading and unloading and there is a ferry demarkcation point and people want to look at the view.

the design consideration and the durability of the design elements. there is a ferry shelter planned. it's a simple structure it's a roof over an open protected area. it's left open right now for flexibility and operations and cueing. i don't have an image of it but it also has a glass screen to protect from wind and salt spray. this is a view underneath a ferry structure looking towards building one. we expect people will move offer of --off the ferry and into the building plaza. there is an intermodal terminal there and there is a bus shelter planned for it and bike parking planned as well. a lot of consideration into the patchinpaving materials.

and signage direct cyclists one way and the pedestrian the other. the design is to keep the planting to a low horizontal move so you keep the great views back to the city. there are some trees for shade and for as wind breaks but really there is really a spectacular view and we wanted to leave that open. in terms of the material choices, they were selected for durability given the heavy pedestrian use. there is some patterning that is sort of derived from the architecture of building one in the striping and then in other places there is stabilized decomposed granite which is a softer surface for walking and biking and some asphalt as well based on the intended usage. furnishings are mainly limited to scenes. scenes -- seatings.

there is a variety of seating option near the water and seating near the ferry shelter and we think people will pause here and need to rest before moving to their destination. in terjin terms of plantinge is native and coastal plant pallets and a couple of trees that are native and well suited. the monterey is native and well suited to the site. that is an overview to the waterfront plaza. i'm probably moving too slowly. building one plaza frames the historic building one and has a landscaped terraces and

negotiating th 7% grade change. and at the top is a paved plaza that is designed for flexible use and seating. this is a view of the site plan showing the terraces. you are framed by two sculptures, and the exhibition has been salvaged and there is also a row of palms that were already present that will be recreated along here the canary island palms. the materials are suited for heavy use. some hardscape pavers and decomposed granite to soften the pallet when we can. furnishings are limited for flexibility. a little fixed seating and small shade straw structures at the tp plaza. and the planting is ornamental

native that are low maintenance and drought resistance and provide an appropriate formal round for that historic building. >> we move to the back of the building of marina plaza. this is a building between platsz onplazaone and the devele back site. and we think people will move further to the east. there is an open plaza pass through the middle and some areas to sit and provide respite and a large viewing to the south with clue views of clipper coved the east span of the bridge. this is a hard scape plaza with materials the same with building one for consistency. in terms of planting it's monterey cypress and a few other tree species for shade and wind resistance given it's windy

location. moving across the street to clipper cove. it's a narrow promenade that has a bike way and pedestrian promenade along the water. there is a row of palm trees and ornamental planltsornamental pla narrow trip. and there is occasionally look out along the way with seating. we have been able to get salvage steel from the old east bay span an those are being fabricated into benches for the park. here is another view to the city and the palm plantings and those are septembe separated. >> moving to the north is cut cl park. this is an open area framed by trees. this provides shade and shelter from the wind and also frames that building and provides a deck around it for some

activities. this is sort of an ariel rendering showing how you can have events in the north -- sorry the east and west side of the chapel. then the view from the trees. and the last part of the first phase is city side waterfront park. this is a multiphase park that will extend from the park to the island where it turns the corner to the north. it's just the first block and a half of that is in the first subphase. the program elements here are the continuation of the bay trail. a large open lawn. some winrow trees that are at an angle. i don't have a pointer but there are angled trees that follow the street grid into the park and extend some wind blocking trees. then a few opportunity for

lookouts because the views are spectacular from here. here is a view from the main lawn back to the city. this is some built in terrace seating along the water's edge. there is some native and coastal scrub habitat that is planned for here as well. an opportunity to be exposed to that. a couple of terraces. this one is inspired by some of the history of the site as exposition. this pattern is taken from i believe the street or the architectal layout of the fair. we have a signage plan that has interpretive opportunities to share some of these things. and then we have a barbecue terrace here. some built in seating and opportunity to bring the family for an afternoon at the park. and that is my last slide. thank you very much. >> president tsen: thank you. it's very exciting to see the design as it develops.

we worked for so many years on this. and i'm really glad that you are finally here for the subphase application. if there is one thing that we have to do, which is really a gift to the public is to make sure that the parks and the open space basically the public relm is done well. it's very exciting to see. we have got rock star, landscape architects who have been involved and i think it's really going to be a place where both residents of the city and as well as the region and as well as internationally will come to see. are there any questions from the board. yes. >> we were privileged to go to new york and we saw world renowned parks. brooklyn bridge park and domino park and hop sing river park.

disabled and seniors we are building treasure island to make sure that their experiences are in fact the signature the best in the country not even the golden gate bridge or golden gate park. we'll have more parks then. even the golden gate park. in your landscape help us again look about that how the disabled and seniors and visually and all of that. maybe sometime when they travel to this park here, what do we do that the other parks in the country are not doing that help to fa sill at thi facilitate ane pressing and moving around. it's something that we talked about in signaling left-hand ant to talk about the park so they know where we are and think about it. we don't have the answer today. but we would like you to entear entertain that at some point. >> president tsen: thank you.

in an participation that the cfd has a ramp up period where it's based on the developed footprint, the dda calls for the develop he were t -- developer o provide a parks and open space subsidy during the years of the program. not the next fiscal year but in fiscal years '21 when we have hill top park completed we will work with the developer to set a maintenance budget for that park and continuing to flo grow in te early years of program as additional parks are completed. >> secretary dunlop: and forward from that where is the funding. >> the community distrikt distrt was adopted from the community facilities districts is a supplemental assessment that

will be placed on all of the new homes developed o on the island. it serves three purposes. it provides for the reimbursement for the physical infrastructure cost to the mass termaster developer. it will stay as a capital cfd for the first 99 years to allow us to establish a capital reserve forese for sea level rie adaptations. then it continues in perpetuity as our ongoing stream of revenue for parks and open space maintenance. that will be an ongoing independent funding source for treasure island for these parks and open spaces. >> secretary dunlop: i know we have gone through this province an -- beforeand it's such an imt

thing. will the cfd take rent money or home purchases or where is the money? >> director beck: it's collected by the city as part of the approximate tax part of the properties. it's a supplemental assessment that is collected as part of the property tax. >> secretary dunlop: thanks. >> president tsen: i would add that the staff and this year the board is to look at what is the plan for governance and ongoing operation and maintenance. we are taking a serious look at that. is there any other questions. yes, mr. supervisor haney. this looks amazing and congratulations to everyone who has done so much to develop these designs and i knee i know everybody is looking forward to being here as soon as possible. i wanted to echo some of the

comments that linda richardson shared in the sense that wondering that we have an opportunity with this space if there were certain models that we look to or designs that we are replicating or sort of how some of the things that real ary are going to make this unique. with that i was wondering, i realize it's sort of a unique situation where there are residents that will be able to benefit flu through these open spaces and people that live there. but what sort of community engagement to get ideas and feedback from residents or others who in terms of what they might want and in terms of design or activities. and connected to that, there are obviously some open spaces and

activities on treasure island right now. is there a sense that some of these spaces have been designed to ensure that those activities can continue with kind of an input from some of the folks who are using open spaces or would like to use open spaces currently and in the future on treasure island. >> president tsen: please. >> director beck: supervisor haney i will answer as best as i can. i don't have a full history on the project. i believe the larger pro investigatprojectentity entitlement went through a solicitation process and i believe with this would have happened -- well i'm not totally sure of the dates, but there is a process that it went through. now there are some projects, or some of the parks in the master

plan that haven't been developed very far, particularly some of the sports, there is a sports park on the east side, about 40 acres and we intend to, when we get around to designing that to have more input. and to answer the second part of the question there are parks and open space users that we want to encourage to be stewards of these new parks and bring life to them in their sense of opener open -- ownership and activation. those are groups we want to bring in and take a role in the parks as they open. in terms of models that we are to look to, i think some of the individual landscape architects and you are right, we have the parks in the first phase were designed by a number of local but nationally known landscape

architects cmg who is a representative here today andrea cochrane and landscape societies and office of cheryl barton and walter hood all designed the parks. i think some of them probably do seencould speak to individual ms given the typology of their parks. i can't answer it beyond that. is there anything else i can try to address that i didn't. >> president tsen: i would say i knew that you are new to the process as the representative of ticd. but we have had numerous meetings and hearing and community meetings on the parks. but, bob, would you like to make some statement about this? >> just expanding on the entitlement process and the development plan for the island. as part of the 2011 transaction

and entit entitlement documentse are a number of feeder documents for that process that are designed for development that looks at primarily looks at the verlt calvertical development as out guidelines for the new residential housing and vertical on the island. arounand part of that was the ps and open space plan. the framework that martin had at the beginning of his presentation shows the distribution with not only with this phase but across treasure island in total, of the many spaces are planned for the future. the cityside park of which the largest of the parks that martin

presented on today, we used to have the great lawn on the west side of the island and it's been reduced some what. but the cityside park really continues and expands that kind of heavy use open space on the west side of the island that has his to bhistorically been there. and other areas on the east side of the islands is where the recreation fields are going to be. it's represented in a lot of the images as a set of four baseball didiamonds or four softball diamonds. while it's depicted that way the open space plan does call for it to be a multi-use recreational l field and to continue the programs of the gaylec football

haney's question about community engagement and i wanted to remind there are institutionized forms of feedback. the citizen advise advisory boas been meeting since the late '90's on a monthly basis. and every month tida host as community meeting and every month there is a service provider meeting for operators who are now currently on the island. individual service providers meet with their tenants. i'i wouldn't be surprised if thi village does that as well. but i can't speak to that. once a month there is a youth meeting. i wanted to add to the institutionized ways that community engagement occurs on treasure island and that has been happening since the late

90's. >> president tsen: natalie thank you so much for that. anymore is comments from the public? >> no. item no. 9. subphase review. supervisor hainey and chair and members of the board. i just wanted to give you an update. our last meeting was on the 9th of january and we said that the subphase application for the third subphase was going to be submitted friday following the meeting. and i wanted to provide an update on the initial review of that. so it did come in as scheduled on the 11th and our target

review frame is to complete the agency review of this within 90 days. that would be followed by the actual permit submittals from treasure island community development with the target of having street improvements and subdivision maps for the next phase of work for the first quarter of 2020. as of today, we have received comments from all but one reviewing agency. from the six agencies that have gotten their comments in, we have a total of 47 comments. this is a huge improvement from the initial why two subphase applications where we had two departments that individually had more than 47 comments. and a few hundred comments in total. and it's been a learning process boaboth for the developer and te

community or the reviewing agencies and so i think there is just a lot more certainty going to this application. based on initial review of the comments received, there are many dments tha -- comments thae readily addressed and will be incorporated into the updated submittal. the primary area of interagency comment review has to do with the design of the individual intersection. we have a new turning radius from the fire department that were used in preparing this subphase application and the impactses of those turning radisi and it's with mpa and

public works and fire. and we had a meeting yesterday with several of those agencies to begin the process of resolving those comments. and we'll have a follow-up discussions going forward with the anticipation of revising and resubmitting the application in march for final review and approval in april. the other areas that builds on the basis and design submittal and the subphase is the design of exceptions. design imeptions ar -- exceptioe requested when it's not possible to achieve design in the subregulations. for us that has to do with the utility separations the puc through the subdivision regulations sets forth

requirements for the separation between individual utilities and each other and the curbs at the side of the street. a lot of these are intended for the ease of access for ex-is ca evacuatioex---excavation and frt maintenance. and sometimes the separation between the sewer and the potable water lines are separation that are set down by the state for health and safety researcreasons. the initial review was held last friday for the design exceptions. and most of the request exceptions are continuations of situations that occurred in the initial subphase for instance in california on it's first block and continued into the second and third and fourth block of california. the final approval of any granted exceptions won't come

until the permit phase beginning that process so there are no surprises down the road. some of the things that cause us to have or the developer to have to request design emption exceps the number of utilities that they are trying to place in the right of way. when you compare treasure island with the rest of san francisco, we have a separate san fairy sewer and the rest of the city those are combined. we alsos have reclaimed water distribution system that is not present and the rest of the city. and then because of the flatness of treasure island, and the water table, a lot of our storm water and waste water collection systems don't travel by gravity very far before they to go into a pump station and have to be pumped. wove forced mains that are

sometimeaddedto some streets ane supplemental fire water systems that the fire department hats requested. those forced mains and supplemental water are not on every block but they do boapt exist in california and avenue c so that the impact of both of those are felt in those streets. and then on some other streets we dao hav do have the 20-foot e garden street or the wind row ww streets bar there is less to work with to start with. sfwlonchtthey do have a water lr to a manhole than dictated by the subdivision regulations or a

potable water line that is three feet off the curb. those are the nature of what three exceptions are. going forward with the subphase application, the subphase application is approval under the ministerial act under the design review and procedure application. it doesn't come to the board like major phase applications do but we will continue to bring up updating ifes going forward. the target is to approve it within 90 days. we are looking at mid april as an approval target. the subphase application with the base of design informs the permit submittals and that they will be provided by full

so many of them have to give approval to the process that we do here. we have this engagement that our staff and also the developing partners are engaged in. they are really behind all of the entitlements and significant milestone that we have here. so we have the subsequent application and all of the others were able to capture this, so when we move forward you are going to need a supervisor and everybody else to duplicate and make sure that this momentum continues because of significant milestones that written to treasure island. there are significant milestones that are written to move this project forward. if you could move that around and to let them know that we do appreciate the partnership and cooperation. >> director beck: we will

definitely memorialize that. as you were commenting it caused me to recall in 2015 when the first two initial subphase applications were submitted the city was going through the process of doing an update of the city wide subdivision regulations. because the city all of the reviewing agencies that review our documents were engaged in that process we had not yite bee --yet been able to adopt the treasure island regulations. in some ways treasure island community development and the agencies reviewed the subphase application before the rule book was written. that is one of the things that really generated a lot of comments and responses. and so, having those not only the city wide subdivision regulations but the treasure

us. but they are dedicated to infrastructure review. so they don't have day jobs where they are operating water pump stations for cdd and then trying to work in agency review. they are dedicated to sr to revf these documents. >> would you say they would need more funding for staffing? do you see any improvements to the other agencies vis-a-vis treasure island for it to happen more thoroughly or fast are? are -- faster? i'm just wondering. as an out growth of 2017 an executive director to help expedite the review of these submittals. there has been a number of process improvements that have been put in place including the

an early in lieu or any in lieu payment is that your household is required to vacate their existing unit. that they would not be no longer be eligible for a transition unit or replacement unit in the new development or unit purchase assistance option which is under the transitional housing rules and regulations. the unit persistence option and the evaluation is call -- calculated the same way the in lieu is calculated it's the same figure it would be in a different period of time. you take the cash now and leave the island you want to be eligible for the down payment in the future. you could be on the remarketing list. if you want to come back in the

future you will be eligible for the premarketing process. how the in lieu payments are calculated? it's dependant on the size and composition of the household. it considers only the individuals residing in the household at the time of the dda. there are few exceptions. a spouse tha marries a household member. would be considered eligible. there are licensed caregiver or a spouse or a child that came into the household afterwards would be considered benefit eligible. but if the individual with whom they had a relationship was no longer in the unit they would not be linked to an eligible member. the financial values come from
