i also have a question about how -- how the privacy might work between the information uploaded to your site and other state agencies. i would be worried about the sharing of information on that. so it sounds good, as long as i would recommend also in san francisco that the default investment is the environmental sustainability and social responsibility fund, if we can have our own options for giving a default, but i think that it's a real problem for people to save. i know it is. there are many books about how to get people to save for the future. and i think with global climate chaos, people don't even think there is going to be a future,

so it's -- it's going to be harder and harder as we go on over the years, but good luck with that, and there's somebody i can do to help with that, maybe. >> thank you. next speaker, please. >> matt howie, small business california. we're proud to have been a very early supporter of this program because we know that small businesses want to be able to provide retirement plans for their employees at a low cost and without exposure to fiduciary liability, and i applaud cal savers for taking the time to put this together and listening to small

businesses and dealing with the issues of small businesses and especially the administration. for your information, the -- besides small business california, i know there are other organizations that support this, but the council of district merchants has endorsed the program, along with the hispanic chamber. and i guess the message to you and to the commission is anything that you can do to get this information out because it's not a high budget market, high marketing budget, and it's going to be word of mouth. and your participation, encouragement in letting small businesses know that this is available, and small businesses getting it out to their employees -- obviously, it's a program for five or more employees, but let other employees know, if you're less than five, that this is

it is for our small businesses that have gross revenues under $50,000. so this is one of those that fits our streamlining goals? it's not a local one, but it's one at the state? and so -- so we've drafted a resolution for you to take action onto direct the city to support it. >> is this just the first-year exemption or is it an exemption for any year that you're under 50,000? >> first year. >> commissioner ortiz? >> i think this is great. especially in the latino community, the first year -- i want to go on record so people understand what happens on the actual ground. so when a latino business opens, they do not want to go through the l.l.c. because of the $800. and by the second here comes -- year comes around, it's going good. it's very hard to ingrain the

opportunity, because it is four hours, it's not a whole day retreat, so we will be limits in terms of the scope of what we want to discuss, but i wanted to just sort of present to you in ideas and then have the opportunity for the commission to express ideas and interests of what you would like to see and have covered with the retreat. so one, we will take a deep dive -- we have -- we can take a deep dive into the budget. we have our list of new business items that we have not yet tackled, so we can take a look at that and prioritize that. and then, the commission -- opportunity for the commission to receive informational briefings, and then from those briefings, provide policy directions in which either

staff or departments are to report back on how best to achieve commission's recommendations. and at the end of the year, i'd like to have a discussion with you all about developing some top two or three policy items for the city to focus onto benefit small business in the upcoming year, so putting that in our end-of-year report. the consideration -- does the commission want to do an annual survey that, then, also the survey results are there as part of the end-of-year report? would the commission like to rye draft its mission -- redraft its mission statement? currently, it doesn't state to the legacy roll and mission the commission has? is that something you would like to include? and then, reevaluating some of

our workload -- the office's workload priorities in light of o.s.b. taking on content responsibility with the business portal. there's opportunity -- but i have some thoughts on reevaluation on some of the projects that we've annually taken on and sort of reevaluating that. i do want to really acknowledge and i'm very pleased with dominica donovan's work from a policy perspective. just like the resolution that the commission adopted today, i do want to do more of that type of work so it raises the profile of the commission, whether we're doing resolutions on local city policies, direction, in addition to state or federal.

so we have, i think, with dominica's skills, the ability to do more policy analysis but some of that will involve some sort of reconsideration of how the commission -- how the commission sort of obtains that information and provides us guidance and the ability to really utilize this meeting to -- to do that. so i'd like to have some conversations -- those are sort -- that's kind of my wish list? so i would like to open it up to -- to you all to hear what -- what you would like to have consideration for discussion and to work on during the retreat -- or planning session. >> commissioner dooley? >> i haven't had a chance to bring this up in new business, but i think this might be a better place for it. my merchant group recently had a large number of pg&e

workers -- staff come in, and the main question was -- and was answered in the negative, why none of the departments coordinator even look at each other's schedules for when they're doing projects -- street projects, construction, and how that is a huge impact on small businesses when a number of them happen at the same time? we urged them with everything we could to say you've got to do this, you've got to coordinate, but i don't think they're going to, so i think that's something that we as a commission should be putting forward because it's a mess out that a lot of the -- there a lot of the time with many of the private contractors, the retrofit. it has a huge impact on our business corridors. >> okay. commissioner laguana. >> so i will second commissioner dooley's comments,

and to that, i'll add i know i'm new here, but i'm going to have newbie eyes, and there's some benefit to that. one thing i noticed is you and i talked about, regina -- and it's a pattern i observe on another board that i sit, which is i feel like the communication with our constituents could be more effective and more impactful and more contextual, and i think our -- even like what you just proposed, would be dramatically more effective if we had a -- a more meaningful and direct way of communicating with our constituents. and so i would like to take the time to sort of analyze that a

little bit. i think it goes beyond just having an e-mail list, it's an e-mail list that's delineated by the types of interest that these businesses would be likely to have. it may be a text list. some people are more responsive to getting a text, would actually prefer to be communicated with in that manner. and i know just even listening tonight on the board, as sort of different areas of our constituents, they might not want to hear about, for instance, if they're way high up in an office building, the -- the parabulations of city agencies is kind of lost on them. but if they're a latino business up on the 34th floor, maybe some of this other stuff is relevant. so my -- i don't think any effectiveness flows out of anything without having a good communication strategy, and i'd

like to see some improvements in the overall communication strategy. >> any other -- any others? commissioner zouzounis? >> yeah, i'd like to second both of those comments. i think the resolution based process can definitely -- there's a lot of new business items that have that intent, and i think that we can give ourselves more specific information that can help city staff, so i'm looking for that direction. and i'm going back to commissioner laguana's comments. earlier on, we wanted to do

sector-based comments. like, right now, the i mmigran commission is having discussions over immigrants wiring money, and i think it would be helpful to have discussion does over different sectors, so i -- discussions over different sectors, so i think that might be a strategy, too. >> okay. any others before we go onto public comment? okay. anybody from the public like to make a comment on item number eight? seeing none, public comment is closed. >> so commissioners, thank you, and i will work with the president and vice president to

start drafting the agenda. i just have to bring up, i am going in for some pretty major surgery on april 4? and so i'm not quite sure where i will be at, and i don't know if i can sit for four hours, but i will make every effort to be there as much as possible. >> next item, please. >> item nine, director's report. update and report on the office of small business and the small business assistance center, department programs, policy and legislative matters, announcements from the mayor, and announcements regarding small business activities. discussion item. >> so before you is the director's report, again, just an update on the check lists that have been filed. it's still a pretty significantly low number?

an issue that was brought up at the s.f. chamber city hall day on march 1, there were questions on -- and a request for clarification around the path of travel that is required to be noted on the check list from muni stops to commercial space entryway? so this does need to be reevaluated. this is something that d.p.w. has been insistent upon, but is likely outside of the scope and the intent of the accessible business entrance program. and so i'm just bringing it to your attention that this is something that our office will be working on with director hui, and -- and all the agencies that are involved. i mean, just -- in a very sort of quick snapshot. if the muni -- if the muni stop is at one end of the block, and

at the other end of the block, this business needs to, you know, make some changes at its entryway, well, there's a number of businesses in between the muni stop and that business, and so each one of these businesses along the way and their check list -- i shouldn't sachak list, but property owners and their check lists have to serve documents how they're going to make the path of travel accessible, which is not what the ordinance is, and then who ultimately ends up being responsible for that path of travel. so i think what was heard at the s.f. chamber is this is causing confusion, and -- and i think it's probably as a result of it, is sort of property owners may be a little reluctant because that is a high, high, high cost if you have to, you know, do the sidewalk of half the block. so -- and as i said, that was not the initial intent of the

legislation. so that will need to be -- we'll be work on that through the accessible business entrance program interagency group. other issues, we've been starting to hear about lawsuits, accessible lawsuits regarding lack of accessibility on websites. so this is something that our service needs to sort of wrap its head around to understand and then add that as another element of guidance around accessibility for when businesses are opening and, you know, what they should be asking their web designers, if they're working with web designers or platforms to ensure that they're accessible. >> can i just ask for a little more information -- accessible

in what way? >> like, like, banks, we have to be handicapped accessible on websites, so that means -- >> oh, okay. >> -- if somebody's blind, and they're on the computer, they should be able to hear or touch, depending on what type, of what you're seeing or hearing, so a lot of it has to do with that. >> so the -- just to add a little extra information on that, it started with a lawsuit against winn-dixie. filed a lawsuit against my company on friday, and you can't miss a single drop-downfield. you know, the -- you should really carefully audit your websites and we should probably audit ours, as well, because

they really get -- it just takes missing one dot. that's all it takes. >> yeah. >> so this definitely is a new area? and the government just, like, commissioner adams, with the banking industry, has had the title ii requirement around websites has been established for a while. so there's very -- through our training, working with the website, there's very specific requirements. but it is -- fortunately on the government side, we do have our department of technology and the citywide web master making sure that our sites are accessible, but i think for a lot of small businesses that is tough, right? >> tough. >> so i think -- >> and expensive. >> so -- but it is just another new area. and again, i mean, regardless, we want to make sure -- i think

it's good for business to make sure that your website is accessible as possible? just understanding what the requirements are, what to ask for, so that if you are working with somebody, that they do have the knowledge and experience and/or if there's platforms that you're purchasing, that it's always the questions to -- asking the experts. legacy business. so at the next meeting on march 25 -- or 25, i believe it is, rick will be presenting on the business assistance grant. we finalized the grants. we have a good idea as to what we are going to be budgeting for each full-time employee. this will -- to rick will provide that presentation on the budget allocation, but we want -- i do want to include --

and this may carry forward into the retreat, but to start developing some policy -- or to start having some policy discussions and solicit recommendations from you both on the short and long-term considerations for the program and the entire historic preservation grant. and then, we'll take that feedback, develop some proposals of which we will then bring back before the commission to take action on in terms of final direction. again, it is about allocation and funding, and -- and we will need your recommendation because at a certain point, we either ask for more money or we deal with just the understanding of a limited allocation amount. and then, we've been -- as we've been -- dominica and i

have been continuing working with the various department around the active space. it's more complicated than anticipated, so in really working between planning and d.b.i., we're getting close to sort of finalizing the nuances that the businesses have to go through to legalize themselves in that space. small business week is may 6 through the 11. through -- we're aligning ourselves this year with national small business week. the downside of that is there is a resolution that -- in regards to the board of supervisors honoree program, there is a resolution with the board of supervisors that the a.p.i. recognition is done the first tuesday of may, so taking a look at the board's schedule, i worked with the president of the board's staff, and we

determined that we're going to do the small business honoree program the tuesday before small business week. that will help us -- we'll be able to again sort of market and promote -- >> it won't be so crazy, either. >> it won't be so crazy. >> so what date is that? >> that is april 30. >> april 30. >> april 30? >> mm-hmm. and then may 6 is inspire s.f. with the panel speakers. we're getting down to finalizing our speakers, so i'll probably be able to let you know in the next 1.5 weeks, working as we did in the having a group of small businesses speak and be interviewed. may 8, the morning of may 8, just start say probably around 8:30 or 9:00 is the mayor and small business awards.

take place in the green room, like it did last year. may 11, o.s.b. is sponsoring the sidewalk market fee waiver. the council of district merchants organizes a marketing program around this. many of them said they still want the ability to have the fee waiver. that's something that they look forward to, so i'm working to just do outreach to the merchants to make sure that they get their form in to me so that we can get the legislation pretty much done and passed by the time -- small business week. and that will come before you for recommendation probably the first week of april. and then, there will be the regular affiliate partner event.

met meta's doing a partner event, renaissance, the golden gate business association has its annual mega contact. so the chamber of commerce is doing an event. the sfcta wants to do something. main street launch is working on an event. sf geller center does their annual awards, bayview merchants, and then bunker labs, which is a veterans organizations will be doing a mixer, as well. i -- we do not have an asian american mixer this year. tong from the s.b.a. is not going to be able to work on that, so perhaps, commissioner yee riley, you and i might be able to have a conversation in the next couple of days to see if there are any ideas you have since you helped organize those events. >> i didn't know she's not

going to do it this year. >> yeah. >> talk to her. >> the s.b.a.s role and involvement has had to shift some based on the federal requirements of how they can participate in activities. and then moving on legislatively, the key legislation that's still before the -- will come before the commission at the april 8 meeting is supervisor brown's legislation around the acceptance of cash by brick and mortar businesses. there is -- they're working on substitute legislation or amending legislation that i think she plans to -- she plans to -- their amendments that she -- there are amendments that she plans to make, so we'll be hearing that on april 8. and then, the vacant and abandoned commercial storefronts, i reported last time that the land use

committee did not accept the commission's recommendations. it's having its first reading at the board of supervisors tomorrow. and then, state legislation, phil ting has introduced a bill, ab-161 that's going to require electronic proof of purchases. this may be one again that we have the commission adopt a resolution to urge the city possibly not to support it. there's a whole host of problems, but its primary reasoning is that the receipt paper is toxic, so the census is that perhaps it's better that we focus on the manufacturers of the receipt paper? not all businesses have internet connection, not all business' p.o.s. systems are connected to the internet, and we really should be putting the responsibility on the receipt manufacturer?

you know, it's organically sort of happening for those that have square and p.o.s. systems, that businesses are asking whether you want a receipt or have it e-mailed, so there is a reduction in litter. but i think the cost to small businesses to comply with this is not the right direction to go to achieve our environmental goals. so there is some reachout to phil ting's office. there is one other element. last year, governor brown signed the california consumer privacy act, and so there might be some potential conflicts with that particular act in mandating businesses to obtain e-mails. so -- but this may be

lamb and that's how i got here today something special to have a female here a male dominated field so i think that it is very special to have women and especially like it is going at it you know i'm a tiny girl but makes me feel good for sure. >> the sad thing the building is sold i'm renegotiating my lease the neighborhood wants us to be here with that said, this is a very difficult business it is a constant struggle to maintain freshness and deal with what we have to everyday it is a very high labor of

business but something i'm proud of if you want to get a job at affordable housing done nasal you need a good attitude and the jobs on the bottom you take care of all the produce and the fish and computer ferry terminal and work your way up employing people with a passion for this and empowering them to learn

the cultural started at arts mission. this was the first set of grant money that the arts commission had to give away. by 1998, it was not only the cultural equity grant program but the cul actual center that happened. it meant that communities of color went from zero to like four or five million a year. just over a very short period of time.

>> instead, we focused on building the arts community. the queer arts community. and out of that came fresh meat and radar and queer women of color media arts project and the transgender film festival and those organizations, some of those people are like part of the landscape now. whereas, in the year 2000, they didn't exist. it was artists who raised the questions about equality, about gender, sexuality being different than gender. we think about it in our own life what we've seen go on here in the last 30 years. to see why the arts are important. they're worth investing in.

[♪] >> i think it really is important to have government funding that is specifically targeted at people who live and work on the margins. it's so easy to overlook what those. before they can start the race, just getting to that starting block can be very, very difficult for cultural reasons, the queer cultural center asked me if i wanted to apply and they would help me apply. >> if you are white and you work

in a black community and you are racist, you need to be -- >> i thought ok, well, i'm doing a writtenning. san francisco is so full of writers. what are the chances. i wasn't banking on it but when i found out, that i got the grant, it meant one, a group of people who were experts in the field, believed in me. for an artist, that's the hardest thing. cities flourish when they have a creative class. when they have a layer of artists who are creating space and energy that supports other artists and attracts people who are fans of the arts. as long as there are young people in the city who are interested in our future, who are going to have strong and progressive and van guard arti

artists. >> i cannot imagine my own work and organization's work can be possible without the support from san francisco arts commission. i feel like to share those voices and to be the voice for those and to be the neighbor of those voices is something that we can be very proud of for the city. i'm very grateful and at the same time very proud that we are are among our peer organizations. i feel like if i imagine 25 years from now how this san francisco arts commission will be, the san francisco arts commission has become a people's commission. i think that would be a huge legacy to leave behind.
