i hope you taken into consideration. >> thank you so much. please reach out any time, by the way, to my office, i would love to meet with you. okay, good. thank you. next speaker, please. >> good morning, supervisors. my name is george, i'm the current secretary of the veterans affairs commission, and although i am here obviously supporting the president and vice president, mostly because i don't want to get stuck with any of the work they do, i also wanted to speak out and support today of mr. douglas buller to could not be here because of a family emergency. i have had the honour of knowing doug for about 20 years. he is an exceptional person and one of his strengths, i think as though he is an engineer by trade and has technical and detailed ability, he is really a people person. he engages with people tremendously across all sectors and across all walks, and he has been, up till now, a staunch advocate for lgbt groups as well

as for newly commissioned and listening personnel that occur in the military, and as a vietnam era veteran, that can be a strength for the commission in that he can serve as a bridge between those folks that have come in -- or have needs from the vietnam era, to our post- 911 folks. i say i would like to make fun of him all the time and tell them he is old, with the fact is he brings wisdom and skills that i think could be beneficial for the commission, and could help generally for everyone, and i think most of you, there are a few of you on the rules committee here who are aware of his work and the fact he has been very active in policy here in san francisco. he's been a long time residents, 27 years in the city. i met him when he was at the university of san francisco, and i just wanted to make sure you knew that he does have very strong support here to receive a position on the commission. >> may i ask you a quick question, how many vietnam that's our own the commission

currently? >> actually, i think we only have to watch what right now, three? >> three, great, thank you so much. >> thank you. good morning, as our next speaker comes up, if anyone else would like to speak, please stand in line over here. thank you so much. >> good morning, supervisors. my name is al, i'm a friend of hanley chan. i'm a retired police officer of 34 years for san francisco, and i know of handley and his work as a private investigator. also, as a law enforcement officer, i have been very compassionate towards the veterans. one of the things -- one other thing is i have to say i applaud the service of all these veterans behind me. i've been very enlightened today just hearing all of these different issues concerning the veterans, and i applaud their work also in what they're doing. everyone has a little niche -- in each -- has a little niche in

this field. i'm also a charter president of the san francisco unified lions club. i have been a member of the lions club for 20 years. the lions club is the world largest service organization. we are vested in doing a lot of things for veterans, homelessness, meetings, different projects that are lions club does. also in this district, there are two lions club his that are mainly for veterans. i want to say that lien hanley chan has been a line for three different lions club his and he has followed me along three couple of clubs and done a lot of work with the lions. also, i am a friend of a chinese-american veterans organization. handley is with them also and hasn't a lot of work with them

also. he is a parent, he is involved in a lot of community organizations. i'm also a business owner, a restaurant that i have run for 18 years. he is all around a community advocate for a lot of things. thank you for your time. >> thank you so much hi, good morning. >> good morning, commissioners. my name is linda and i am no stranger to this community. i am a foster parent of 30 years that deals with children with autism and disability, mental disability, i am here because not only because of my background, 42 years in the community activism, but i have a daughter and her husband to served in the navy for 17 great years that my daughter has been separated from our family and her children. i basically raised the grandchild because of the mental

torture that a child goes through. i am coming here as a parent, and as an advocate for hanley chan. i know him personally, i know what he is capable of. my family has a strong history in law enforcement, in military background. my relatives served our community and our nation as well on all levels. i know what mr. chan's background is all about. i know his capabilities, and i know what he can do all around in community services, activism, and his leadership, and i didn't hear it being mentioned today about how the children of military parents are effected, and i am on the level of all veterans, but overall, on a lower spectrum, i know mr.

handley would be the person that could cover all the bases for the needs of all of our veterans, all of our families and their needs, and i want to thank you today for hearing me out. i had to come as a mother of a daughter of 17 years, she and her husband in the navy, the difficulties that they are going through with their family, mental disability, placement of schools, relocating from place to place. please give him that opportunity to be that advocate. >> thank you. >> thank you so much. next speaker. >> hello, my name is raymond, i am here to say that i wholeheartedly support hanley chan for the veterans affair commission. that is it. >> thank you. closed. okay, you have given us an impossible task this morning. first of all, i just wanted to thank you all so much first for your service to the country, it is complicated because i am a person who does not like to cs go to war ever, and i am a peace activist, and it pains me to see sometimes the reasons that our federal government sends us to war, and then i am deeply, deeply concerned with how this country often treats veterans when they come back from war. i don't think we do nearly enough at any level of government for our veterans after being recruited heavily

into the armed services, and then putting your lives at risk and separating yourselves from your families and your communities and your children to then come back and not be welcomed and given any and all support that you so much deserve , is something that pains me, and to hear you all speak, and your brilliant ideas and your willingness to serve yet again your local government and community by applying to be on this position, and use your knowledge and your passion for the veteran community to make sure that everyone is okay, and that nobody is left behind is really absolutely inspiring. i just want to thank you all so very much for everything that you have done, for your country, and now for san francisco by

willing to serve on this commission. i would appoint every single one of you who spoke today. i wish we had enough seats because, the talent in this group is extraordinary, and it is not something that we always see when we have applicants for commissions, that we have a list of people that literally i could appoint at every single one of you, but -- i want to turn it over to my colleagues, but i would just say that i would personally love to see the reappointment of our two incumbent commissioners, "i think who have been doing an excellent job and having that continuity on the commission i think is really important, so that is the one thing i will put out there before i turned it over to my colleagues as we are faced with this incredibly difficult decision before us.

supervisor walton? >> thank you. i just wants to, of course, accident -- extent may thank you to all the veterans here today, and also say it is good to see so many people interested in serving and supporting and helping our veterans, if this is not an easy decision to make, but i did want to thank everyone for coming out today. >> supervisor mark? >> thank you. i just wanted to echo my colleagues' sentiments in sincere thank you to all the applicants and the veterans here today in all of your service to our country and your willingness to serve our city and the va commission. as somebody who is family a lot of veterans, and many of my close friends are veterans, the issues that you all spoke spoke to today very close to me

personally, and they're also so important to the city, like supervisor walton, i'm about three months into this new role on the board of supervisors, and we have been dealing with a lot of big issues here in the city, from the housing affordability crisis, homelessness, public safety, and our justice system, and i think the issues, and especially the veterans community, your issues aren't -- haven't really been identified and prioritized at the level that they really should be in our city, and all of your issues are very connected to the other big issues that we are dealing with, as you spoke to so eloquently today, so again, thank you so much, and this is very much a learning opportunity for me, just to starts getting more of a deeper understanding of the issues for the veterans

applicants, i had a little bit of different notes. i felt like christopher mcdonald's really would bring important life experience around housing that i think are very important, and then even though he wasn't here to speak for himself, doug bullard, the applicant. i think he also brings a tremendous amount of experience here in san francisco, and also his leadership with the jrotc program within our schools, being such a leader on that important program. >> okay. [laughter] >> i was also blown away by mr. tucker. this is an impossible situation.

so i'm trying to figure out how to move forward. it sounds like we have at least two commissioners who are supportive of sorry, so in addition to christopher mcdonald's and doug bullard, who are the other two commissioners? >> i had stephen martin pinto and hanley chan bring a wealth of experience. >> got it. so let's do this. it sounds like we have agreement to move forward with positive recommendation stephen martin pinto to seat seven and hanley chan to seat 11. am i getting this right? >> nine. nine is what i recommended. >> okay.

>> okay. , i am a project manager of bridge housing, and it has been my pleasure to work on this project for 2.5 years, and it is so exciting to see us breaking the ground and getting started. i am really thrilled. you will hear a lot of fabulous things about this project from other speakers, but the one thing i thought i would focus on is the transit-oriented nature of the project. so of course, the barge line is running underneath us. we have tons of bus lines in the neighborhood. we will provide 260 bike parking spaces in the building. over on the side of the project, we will have a pedestrian walkway that will allow and provide a new pedestrian connection between the block here and provide space for gathering and events, and then

we have a fantastic bike program for youth that is specifically oriented towards latino youth in the mission. that will be called too. and part of our financial support that we got for the project will go towards improving bike lanes in the neighborhood, sidewalks, and the 22 fillmore line. it is not just an affordable housing project, it is a transit investment project which is really neat. every bridges c.e.o. was really excited about this event but she caught a bug. everyone seems to be sick these days. she couldn't wake it -- make it. she sends her regards. i just wanted to take a moment offer appreciation to some of the people who have made this possible. there's dozens and dozens of people who have worked on the project, but i wanted to thank a couple folks. first, sam, michael, john, you are codeveloper us.

you guys are literally breaking the ground. this is your sight, so thank you for everything you are doing. i'm a architect -- architects. you have designed a beautiful, beautiful building that will make the mission -- enhance the beauty in the mission. cindy, kevin, jenny, mara, kate for the mayor's office of housing. you are our partner. we talk all the time and it is a pleasure to work for you. heather, eileen, joshua and amy, rebecca, alexa, jamie, alley, justin, doug, our construction manager, and david, thank you for everything we -- you do. it is now my great pleasure to welcome london breed. we are grateful for everything you are doing to create more affordable housing in the city. mayor breed? >> thank you. it is about time. i am so excited to be here to see the housing that we have promised this community. we stood here, you remember, in 2012 when i was going to washington d.c. to convince h.u.d. to support our neighborhood preference legislation. one of the things that you said to me loud and clear, we are fighting for affordable housing, but we have to make sure that residents in this community have a fighting chance of getting access to the units that are being built in this community. with your support and so many leaders in this community, not only do we get them to change their mind and support a neighborhood preference legislation, we finally got the steak to support a 25% preference which will happen with this particular project because of state funding. it is a huge victory.

155 units, and 40 of those units will go to homeless families, and that is also equally exciting because we know -- [applause] >> we know that we need more affordable housing, and i have to tell you, i'm excited about the fact that we just broke ground on two family housing projects, over 200 more units and a hundred 55 units here. we are just getting started on making sure that we are making an investment in the future of san francisco because we know we have not done our fair share of not only building enough housing in san francisco, the building enough affordable housing for families, i am excited about this project. [applause] >> and i am excited that we were able to work with the school

district to purchase this property, that we were able to work with the school district to make sure we had an underutilized site for the purposes of developing housing. we knew in san francisco bureaucracy years, it would take a long time to get housing built , and so the interim use was a navigation center where we were able to provide support to so many people in our homeless community. i know we have a lot more work to do to get housing built in san francisco, but working with nonprofit developers like mission housing and bridge, i know the best is yet to come. the work that you do to not only help build affordable housing, but what you do to work with the community and create and maintain communities so critical to the survival of so many of our neighborhoods and we are truly grateful for your work and your partnership of working

together to make this incredible project happen. i am also looking forward to making sure that when we go to voters this november that we build affordable housing and teacher housing, and that we put a bond for 100% affordable housing on this november ballot. [cheers and applause] >> we can't just say we support affordable housing and not provide the resources necessary to build it and get it done. we have to do more and we have to do that over san francisco. i'm committed to continuing the work that i know we need to do in order to make sure that these 155 families who are going to be moving into this place have a safe and affordable place to call home where they have access to transit and great community resources, and i would also like to thank the office of housing and the office of homeless services because with the

families that will be moving in, they will have wraparound support services. thank you to just sit kaczynski for the work they will do. to keep them housed and provide them with resources to support and the hope that they need for a better future in san francisco thank you, all soma. [applause] >> i would like to take this opportunity to introduce the mayor of the mission, roberto hernandez who is not only an incredible, dedicated advocate for this community, and as i said, he has been a fighter for so many years, and he has said to me, time and time again, we have to make sure that people who need access to the housing are here in the mission, that they have homes, that they are able to be part of their

community, and so he is helping, along with so many of you to make that a reality. ladies and gentlemen, roberto hernandez. >> i want you all to stand up. you have been sitting too long. here in the mission, everything we have is because we have fought for it. we have fought for every single thing, so i will just -- for those of you who have not been part of the movement, today you will be part of the movement. i will baptize you and i will baptize you like i have for so many, and we will clop very slowly and then very fast, and we are going to -- usually we say -- [speaking spanish] -- >> we will say -- [speaking spanish] >> all right.

[speaking spanish] [cheers and applause] >> you may have your seat back. >> i have a couple of stories about this place. in the eighties, here in the mission, there was a lot of -- [speaking spanish] >> some of you might not know what that is, with those of you do know what it is. they were dropping out out of school, not because they wanted to drop out, but they were being suspended and they were being expelled from school at that time. i had the honor of being the leader at the rural alternatives program, at that time, the superintendent -- i went to bob one day and i said, you are losing over $896,000 a year

because of all these young people that are being expelled. how about we make a deal. you give me 1950 mission for 1 dollar a year, and nobody will know that i am only paying 1 dollar a year. just let everyone know i leased it. we will call it -- [speaking spanish] >> i have worked with some professors from stanford to develop a curriculum, and i gave him the curriculum. the curriculum was about reading , writing, math, and science in biology, and it all revolved around a little brighter, how to build a low rider and how low riders work, let me tell you, bob was not too serious about what i was telling him, but when i said about low writing, all of a sudden he got really excited and he started, and literally the whole curriculum had me sit there for 20 minutes while he read the whole thing. he said, i love it, let's build

low riders, and let's make money for the school district while we're at it. he gave us this site. we had numerous people. how many people are here from rap today? there is a whole lot of people. there's a couple of teachers who were here back in those days. great. and then you have phoenix continuation school. and when my sister was talking, this is a healing ground, we took dropouts, people who the schools not want, when you fell behind, and you couldn't keep up academically. i know that feeling because i was one of those.

i could not keep up academically so phoenix was a great school that was here and healed a lot of people. we were here, and we send her off with a building to wash -- a blessing to washington bill c2 demands that they make sure our people got preference, which i believe should be 100% preference because here in the mission, we have had 10,000 people who have been evicted. all the housing that we are building, you should be 100% for our people for american unity, and most importantly, when you talk about 8,000 latinos, all those latinos come back, just like all the african-americans should come back to hundred's points, bayview, onto the western edition. they were promised that and that promise was not kept. >> i want to end by saying, we are going to continue fighting and we will fight and we will fight and fight because we need 2400 units of affordable housing

to have some equity and justice in our community, i want to thank all the mirrors -- the warriors from our mission for all the times a volunteered your time for all the times you marched and we marched and we protested, and i know some of you are always schedule get arrested with me, but that's okay. i always have the lawyer and the bishop with me, and i always have failed money. i told you i have bail money, and i look forward to having the contractor that has been hired. they told us to be responsible through this project. i want to make sure this contract hires latinos and hires people from this neighborhood. i also want to -- [applause] >> i also want to make sure that what we built here, we built across the street, and that means no monster in the mission, absolutely no monster in the mission. , it has to be just like this, and we are going to fight and fight, and fight against that monster. and last, i want to thank sam, the white guy, come here, sam, come here, this is the white guy i said i love this white guy. i said i am baptizing him to make him brown. you will turn brown, brother, you will turn pink, but i love him because you know what? marsha, come here. this sister is from nicaragua. [cheers and applause] these two are my heroes because both of them, for over ten years , along with the board of directors, struggled because there were people in the safety that defended mission housing, they didn't want to mission housing be around no more, and you know what, there was a

problem, but they fix problems, look at city college, there is a problem. it got fixed, but nobody wanted to fix mission housing, they just wanted to see a closed, and these two people are my angels and for ten years they stuck it out and rebuilt it and fixed it and made it happen. so thank you very much. i love you both. [cheers and applause] >> i would like to welcome supervisor hillary ronen from bernal heights and portola. [applause] >> good afternoon, everyone. welcome -- look at this gorgeous day for this groundbreaking. the fourth in the mission recently, there is two or three more people to come by the end of this year. that is seven projects. seven buildings that will be

100% affordable housing for everybody. [applause] from everybody with formerly homeless families, to the working-class families that are making minimum wage in the city and county of san francisco, and thank you to mayor breeds. a lot of them will be people that came or were raised and born right here in the mission district. thank you very much for your groundbreaking neighborhood preference legislation. it means the world to this neighborhood, it truly does. i just want to say how proud i am to be the supervisor of the mission district. this is the most, if not one of the most, the most special neighborhoods in this amazing city of san francisco. and the reason is, we have one

of the most engaged communities in the entire country. they don't just accept the status quo and let things continue to happen when 10,000 latino individuals and families are displaced for the community, they fight and they fight, and they fight to make sure that we we build affordable housing again, and if there is not enough affordable housing in the market, they fight and they fight, and they fight, until there is enough affordable housing in those projects. and it is not just affordable housing. when there's 260 people living in tents in the street, they welcome navigation centers into the neighborhood and say there is a better way, there's a kinder way, there's a more dignified way for people to get their issues figured out until they can get stable housing, and we will not let them die on the streets. we will bring them inside.

[cheers and applause]. >> when vendors write down the street are trying to make a few extra bucks on the weekends and neighbors are complaining and the police come to criminalize them, the mission builds up and gets permanent from the safety to get a dignified alley and tables where people can sell their art center crafts of the extra things that they find to make an extra buck. this is the most incredible neighborhood because all of the people in this neighborhood that were born and raised here, some who moved in and just want to be part of the magic, like myself, they make it so special. i want to say, congratulations to bridge and mission housing. congratulations to the mission district, but really, congratulations to the bad ass mission community, and you know who you are. we are looking at your faces in

the crowd for making the magic that you make happen in this neighborhood all the day -- all the time. now i have the pleasure of introducing one of those rock stars, what do you call him, white boy? white boy, sam. [applause] >> i want to thank all the great people at mission local for calling me that in the rating. thank you, i appreciate that. i don't know what to say. roberto took michael. >> speaker-10: now, okay. so five years ago, i was driving to my hometown of fresno, california. i was driving there because i was supposed to go down and convince the city council to let mission housing out one of about four or five projects in many

years. we're on the brink of bankruptcy , and i was naïve enough to think that i wasn't in over my head, and i definitely was, and i would not be here now , we would not be here now if it wasn't for marsha and our team and the mission housing board of directors then and now, for believing in us, and believing that nothing was going to get fixed overnight, but that it was going to get fixed, and so today we stand on this ground for -- on this acre of land in the middle of san francisco that represents so much, it represents a place where 156 low-income families are going to live, sooner than later. we stand on a site were low income artists will have studios , where there will be a gallery to sell their wares. we stand on a site where mission neighborhood center is going to provide head start and early head start to the low income kids of this city. [cheers and applause]

but most importantly, at least to me, i guess, we stand on a site that represents mission housing develop into corporations delivering on a promise and i don't mean a promise we meet i mean the one we made in 1971 when mission housing was created. we promised to be an anchor to the community and we promised we would have support for everyone who needed it, and this is what that looks like, and so today we stand on mission housing delivering on that promise and being the community development corporation that the mission deserves. and so with that, i just have a few things because we wouldn't be here without a bunch of help on -- along the way. first and foremost i would like to thank and. >> i love you, i love being told i don't know what i'm talking about by you all the time. you are usually right. her leadership with the project goes back so far, seven, ten years. the program and the community driven at low income income artist studios and gallery, and i think what is the most important about her, not just her leadership and vision for these things, but she is not just going to go away when we build the building, for better or worse, she will be there with us along the way, and it is good to know we have the community supports. i really appreciate it. i am really excited to announce mission housing is partnering with success centers. roberto, not only will we be hiring latinos and locals who

have lived here, what we will be having youth build programs at all of our sights for the first time in 20 years. we will get these kids the works thank you. [applause] there you are are. i see you over there. a former director before that. i am not an easy executive director to manage, i am sure. i see things publicly that i probably shouldn't. there is all of these projects with -- products with twitter. i know that i have your support, and i know that you connect -- believe there is a message of the method to the managers madness. there is no way we would have come this way if we hadn't known

if the directors had ever back. you are not going to track things, you will not strive for something that might be out of your reach unless you know if all people will catch you. thank you very much. >> you took me back years, wrapped school. this place, this land has touched so many lives, from a public school, to community alternative school, and now in the future, it will be an early head start and head start facility for 42 children. but before i say anything else, i would appreciate it very much. i would like to clarifies one thing. mitchell chris bell, you mentioned everybody that will be here accept mission neighborhood centers, and you forget the most important thing. that mission neighborhood centers is a codeveloper. we don't develop plans, because we don't. we develop young minds to do better in schools. that. we are co- developers. we couldn't be codevelopers if it weren't for an amazing team. that team is with us this afternoon. i would appreciate it if you could please stand up, please. [applause] >> these are the talented, committed, dedicated, knowledgeable, skilled skilled, amazing folks that give mission neighborhood centers head start. the reputation, the great reputation that we have. thank you, staff. thank you very much. i want to say that every dream, whether it is this particular development, or any other development that our city will be introducing in the years to come needs a champion, a team of

champions, it needs an architect , it needs a developer, but has to have one fundamentally the individual onboard, without that person, nothing will happen, so in this instance, i have to insist that the individual responsible for years to come, and for the city to benefit from affordable housing is none other but may or london breed. [applause] may or london breed mayor london breed. >> it starts with you. so far, i have to say, what i have witnessed is a steady hand on your behalf, strategic thinking, indefinitely a true advocate in identifying how the city can in the future build additional affordable housing. it starts with you and then the rest will follow. we will dream. [applause] >> i also need to identify one individual and make a correction

there just isn't in the mission community -- [speaking spanish]. >> we forget there is -- [speaking spanish] >> i am appointing her as of right now, it is none other than and cervantes. >> she has so skilfully, and detailed, just mastered to be able to design many of our new facilities, so she is not just an architect, per se, academically speaking and professionally speaking, she is also an architect in identifying and working with community issues, and of course, more than anything else, community politics, i just love her. don't we all do that. so thank you for being by our side, by being our true partner,

and then lastly, we will introduce 42 slots to this facility and we will provide infant preschool services and i am hoping that just like most of our sights were read provide family resources that we will be able to rely on the family resource center to extend their services on-site and there is at least one of the board members here who is nodding his head yes i look forward to developing an m.o.u. before i retired to mission neighborhood centers. everyone, thank you very much i will now introduce the executive vice president and group head for wells fargo.

[applause] >> thank you. >> thank you very much. is a pleasure for me to be here this evening. to be part of this small project that has a big impact. at wells, we try to be involved in affordable housing throughout the country and especially here in san francisco and the bay area, given that we are headquarters here. to think about this project that really touches me is not only we are providing affordable housing , but his touching kids when they are really young, to have a head start, to have childcare, to have all the wraparound services that they need, those are the type of projects that we really like being involved with, when we had the opportunity to get involved with this project, with bridge and mission, we jumped at the chance and we were very fortunate to be able to be partners with them. and as the mayor and others are

trying to get more things built here in san francisco, we want to be part of that as well. it is important for us being based here and employees working here that we be involved with helping to solve the problem. we are involved with affordable housing throughout the country. and it brings something special to me when i'm able to be at projects like this that are having an impact, because as a person who grew up in a single-family household, i lived in the projects. i lived in the projects like this when i was young and a small town in virginia. these are things that are crucial and important to me. it is my pleasure to have the opportunity to be part of this. i will not repeat all the wonderful things that have been said, but most of all, i want to say thank you to mission, thank you to bridge, thank you to the mayor and everyone else who has been involved to help get this

project done. it is our pleasure to play a small part in helping all those folks to bring affordable housing here as well as all the other services that will be done here, and with that, i will keep it short and sweet. i would like to introduce -- are you going to take over?
