>> i will introduce you to our finance minister, and he has a representative to present the audited financial report. jim? >> good afternoon, with me is craig burns, and he is a representative managing the audit this year for the retirement system, and he will present the report to you. >> all right. before i get into my presentation, thank you to the board for the opportunity to present the results of our work back when we are about the audit being completed for the june 30, 2018 and 2017 financial statement, and with that, we have issued two reports, one is a financial statement with the required information, and the second report which is communications the retirement for it. i will start with the financial statement.
5:01 am
as i said, we audited the financial statements as of june 30th, 2018 and 2017, and the financial statements were prepared by management in accordance with the general accepted accounting principles in the united states, and management is responsible for the fair presentation of the financial statements. the auditors were responsible for an audit for obtaining reasonable assurance -- assurance over the presentation of those statements, with reasonable assurance, we don't provide 100% or insurance that would provide a high-level of insurance to make sure they are free of material statements due to error or fraud. we have performed our audit in accordance to the generally accepted standards of the united states, and government audit standards that we talk about when we get into the report to the retirement board. it gives us a little bit more thinking that we have to do in our office.
5:02 am
i will get to the results of the audit right now. we are pleased to announce that we issued an unmodified opinion on the financial statements. we issued our opinion on february 22nd, 2019 of this year, it an unmodified opinion is the highest level of assurance that an auditor or independent audit can give to an organization regarding the fair presentation of the financial statement. it is a testament to the structure and internal control systems. as well as the staff and the management team in place here and preparing the report. it is pretty clean and consistent. we just want to acknowledge their hard work. >> i'm going to go onto the second report that we issued. the first report in here, i mentioned previously that we performed our audit, the very first report is internal
5:03 am
controls. when we do an audit and requirement to government audit standards, we also have to sit -- internal controls related to the preparation of the financial statements. we don't provide any assurance or opinion on them, but if we know or are determined there's been any deficiencies that rise to what we call material weakness or another deficiency, we have to report that to the board. we're happy to report there were no such instances for the year. the second part of this report is it relates to compliance with laws and regulations. in accordance to the government audit, we have to consider if there any laws or regulations that are not in compliance and what it call -- because -- we are pleased to report there were no such instances of noncompliance for the year. and then the last part of the report is required communication
5:04 am
our professional audit standards require us at the end of an audit to communicate certain things of importance to the government his, in this case, the board of retirement. the first thing i will go over here is what we call a qualitative aspect process. the first item, we would like to look at significant accounting policies. they are needed to select appropriate accounting policies. there was only one change of the year that was the implementation of governmental standards. this is implemented not just by those -- [indiscernible] relates to reporting on the first time the foot on the financial statements, the liabilities related to retired homes. other than that, there were no changes to accounting policies, and when we did our audit review , we didn't know any transactions that lacked authoritative guidance.
5:05 am
the last part of the qualitative aspect of accounting practices relates to accounting estimates, and there are certain balances in the financial statements that are very sensitive to estimates that require management here to prepare a financial statement to make -- the most significant items where the fair value of investments and then the actuarial calculations to determine the total pension liabilities which are disclosed in the notes. so we, in order to get comfortable with these items we reviewed the assumptions and the methodologies that management has used in order to conclude that they are reasonable as it relates to the financial statements. we also have a report that we had no difficulties in performing the audit, no disagreements with management, and as far as we are aware, management did not go out to get a second opinion or has that with any other independent accounts on items. we also have no uncorrected mr.
5:06 am
statements for the year. we have a very clean year. with that, i will take any questions. >> board members, questions? >> no, congratulations to the team for their hard work and for producing such a clean audit. this is something i will ask later, but in the report, they were reference is made to policies that exist for interest right risks for custodial credit risk, so i'm wondering if those are common, is it typical, is it something we should be pursuing? >> across the board. some people in the industry don't, and that comes from the accounting standards that say if you don't have a policy, you have to disclose that you don't. >> if there is no further questions, the motion to accept or reject the report is in order i will then call for public comment. >> i move that we adjust the

report. >> is there a second? >> second. >> motion made and seconded. public comment? all those in favor say aye. >> aye. >> opposed? it passes. item 12 will be continued until the may 8th meeting, the finance committee has had a chance to finalize their recommendations, that takes us to item 13, that was item 13, item 14, executive director chuck chuck report -- actually, we do have item 13 which is the annual report, i'm sorry, i circled the wrong number. >> item 12 is continued and item 13 is up. >> review and approve the 2018 annual report. >> the charger requires each department to publish an annual report, and we have the annual
5:08 am
reports that we are presenting to the board for the year ending june 30th, 2018, and we would ask for your approval. to issue this, it will be electronically available on the website. we generally make around 100 paper copies because we do have constituents who want it in a paper copy. we generally will only have it electronically published. >> this is an action item two accept the report. >> i will move it. >> i will second it. >> is there any public comment? motion has been made and seconded to accept the report. those in favor say aye? >> aye. >> opposed. that takes us to item 14. i need to correct my point. we were told that the commissioner would be sworn in on tuesday, but it is actually sworn in on monday this week, and so -- he jumped the gun.
5:09 am
i will say that we have met with him on two occasions, and we are two thirds of the way through on loading, processing, or onboarding process for new commissioners, and so we are very pleased to have him, and very glad he is making time for us to introduce staff to him, and try and brief him as best as we can. >> through the chair, i would just extend my thanks to everybody here, and also that i will -- i am so impressed by how the operation runs for the benefit of these retirees. thank you for having me. >> since you started a day early , we will give you an extra day of retirement commissioner pay. [laughter] >> and the health services system, we got paid. did it go back to 1903?
5:10 am
it was, and when i went on that commission, i asked for my -- >> we get cookies if we are good the devil is in the details and those types and no pay for serving on this board. second item is for those of you who are familiar, there is a court of appeal, a case pending in front of the court of appeals and oral arguments have been set for may 1st. i believe they will start at 1:30 p.m. in the afternoon, and that is in the case related to the retirement board directing staff to pay supplemental cost of living adjustments to the pre 1996 retirees, as a result of the court of appeals finding that prop see, as passed in 2011 was unconstitutional as to the
