>> good afternoon, commissioners. i'm bruno kantor and represent northeast neighbors on the northeast water front advisory committee. i've seen the project go from its initial stages. i've been impressed by the amount of community outreach to the local organizations and north beach neighbors and new-ag. i was glad to see they came with open ears and eyes and made adjustment to the project as it developed and they were hearing from us, the articulation and i saw a lot of development of the project and appreciate the sponsors brought the project to the community very early in the initial concept phase of the

building. do do appreciate that and think what's resulted is a great project we see as perhaps the broadway embarcadero connection and see it as a gateway to north beach and think this building will suit that role for the project. what else can i say? the arts. teatro zinzanni our community will be stronger if they are support. it's been a fixture in our community for some time and glad to see it come back in the form of the building and it's a world class city and it deserves world class art that along with the park, everything we've seen is doing it for the community. >> commissioner: thank you, next

beauty and the seven glorious hills and the diversity and wildness of what san francisco is. recently, i have been struck by the increased homelessness and rampant gentrification. the congestion and pollution and i have to ask myself, why am i still here? why am i staying here and living here and the millions who visit here, come here? i think it's because the circus may indeed be in town. with your help it can stay in town. that's my reason to speak to you today so thank you so much. they asked reagan in shakespeare's king lear her father why he needs a new one and he's a recently homeless man and he said reason not the need. so thank you for your reasonable consideration of the issue.

pacific avenue regarding emissions related concerns. in order for the project to proceed the commission must grant a conditional use authorization pursuant to sections to allow operation of a wireless telecommunication facility within the district. the department finds the project is on balance consistent with the guidelines and the objectives and policies of the general plan. the proposed facility would be screened by virtue of proposed enclosures. the proposal would not significantly detract from views of the subject building or other surrounding building nor would it detract from the street scape and vistas. the project has design compatible with character and stability of the neighborhood and would constitute a beneficial service. staff recommends approval of a

comment. >> commissioner: we'll take that up next but you did make a request about removing both. >> my comment is about both of them then. good afternoon, commissioners. my name is christi akim. i live at the edge of the mission. a few days ago i learned about the project the at&t macro wireless facility and since it was announced at the commission meeting i wanted to express my concerns. i'm sorry i did not learn about the projects earlier or i would have made input earlier. my concern has to do with the fact that the city is about to embark on 5g or 5 generation

wireless networks. my understanding is at&t is building out a number of what are called 4g, fourth generation the generation wireless network we're currently operating under but these facilities will in turn feed into much smaller facilities located in neighborhoods, small cell towers. my concern is about approving facilities without a city wide plan or a rollout plan for five generation. and the five generation are big issues. it's become a big international issue. there's an international appeal against 5g generation by scientists. they've addressed this appeal to the united nations. the united nations environment program, world health and to

governments. and it has to do with taking taking a cautionary approach to 5g because of a huge number of studies that have been completed, peer-reviewed scientific studies that show serious harmful affects of chronic wireless use with cancers and so forth. i'd urge you to not approve this at the moment until there's a clear idea of where we're going in the city with all these facilities. that's basically my pitch. >> commissioner: thank you. any more public comment? seeing none, public comment's closed. commissioners.

frontage and site has a two-car parking garage and due to the t topography it appears as a one-story structure along that frontage and this would construct a new mixed use building with commercial space along north point street and parking for 28 vehicles and 27 class 1 bicycle spaces. it requires conditional use for a lot within the nc1 district. the project would be constructed to a height of 40 feet and consistent of a ground floor level at which level the accessory parking and commercial space along north point and the residential lobby would be locked. the level functions as a podium and the project with the regular

lot shape and masting the project seeks a rear-yard modification to be considered by the zoning administrator. the north point and larkin building set down to 30 feet in height facade and the setback areas are private decks and a common deck for the larkin building. the project provides the remainder of space through decks and patios and common open space. the department has received considerable opposition from at least 10 different families in the neighborhood. concerns were notable from proper owners of 2925 and 2927 larkin street adjacent to the project site and between the project site and four-story

buildings that front along bay street. neighborhood concerns have focussed on a range of issues including the proposed height and masting and density and unit count, light, hair, privacy and noise impacts and the elimination of a neighborhood parking resource and design and aesthetics. the department met with concerned residents in january and worked with the project team throughout the process to address neighborhood concerns and how it meet design guidelines while still promoting the development. the housing has been modified in materials of the overall site season and project massing and materials and facade expression. without discussing all the changes the most notable include side setbacks along the property line and setback at the rear of the larkin building a rear wall

designed to minimize privacy concerns and areas of set backalong the decks again to enhance privacy and minimize noise. the changes have help the project respond to the constraints of the site and allow for the potential of the building. since publication of the staff report the department has received 25 e-mails in support in addition to the two that were receive the before. it's consistent with the objectives of the general plan and necessary and compatible with the surrounding neighborhood. it will add needed housing and contribute to the affordable housing fund. it's an area well sbifshd

on the mock up you can see the north point building. and panels both on the body of the building and the bay windows in a series of warm tones that reflect the block tones. they range from a lighter gray tone to a darker gray and creamy beige color. we have dark accents at the windrow and trim and it's a base of concrete. the larkin street building has similar materials but just uses two colors with the ground floor with raised residential stoops off the streets and happy to answer questions about the project. >> thank you.

i'm here to speak on the impact on community. i worked with them at 22 fourth street on fourth and market. they also came to me when i was at union square when i acquired the building. they did immediate outreach and worked with me to improve the area and i have worked with them at ghirardelli square and they've engaged with the community and seek out local business to fill their location. i'm here to speak to their community commitment and i think any project that they are pursuing the city of san francisco would greatly benefit from. thank you very much for your time.

>> commissioner: thank you, next speaker, please. >> i'm here representing the chief school across the street from the proposed development. our owner carrie fisher purchased the school in 2011 and it's our third home. we had our two previous locations and we think of gir ar -- gir ar and we look at classes and the catering events we built the business on. and we now have 29 employees on our team. and we're hiring in case anybody wants a cheese job.

we're a woman-owned business and share the story of cheese and other heritage. the reason we moved into ghirardelli's square was the plan to transform it into a marketplace of unique independent businesses you only really find in san francisco. they attract the locals and visitor and we have the san francisco brewing company, subpar mini golf and lots of great shobz. -- shops when they come in they say it's the first time i've been to ghirardelli square in years so we know the plan is working. we've received great feedback and from the russian hill neighborhood association and san

francisco travel. as you may know, good will does not a cheese school make. our business runs on razor thin margins and depend on locals to support us and folks who come to happy hour and come to have lunch on tuesday and leave tips for our awesome team that recommend us to their friends and neighbors. we depend on the neighborhood to support us so we can in turn run a business that thrives that's healthy and profitable and pays our team's health care and offers a 40 1k and advancement in educational opportunities. having 100 new residents across the street from the business would be a meaningful boost to our assist
