francisco travel. as you may know, good will does not a cheese school make. our business runs on razor thin margins and depend on locals to support us and folks who come to happy hour and come to have lunch on tuesday and leave tips for our awesome team that recommend us to their friends and neighbors. we depend on the neighborhood to support us so we can in turn run a business that thrives that's healthy and profitable and pays our team's health care and offers a 40 1k and advancement in educational opportunities. having 100 new residents across the street from the business would be a meaningful boost to our assist -- success.

>> i'm here representing peter and monica lee who live at 2927 larkin the highlighted property immediately adjacent to this site. and with the original proposal for the site by jamestown we were very concerned about the impacts on their privacy, light and air and we've met with planning and with jamestown multiple times and they -- i'm happy to say have been responsive to our concerns and we appreciate they listened to us and made meaningful modifications. and as mr. perry pointed out, there were modifications to the

everything we wanted is done. could you explain to us the idea about marking with 37 units and 26 spaces. are we picking up people from the neighborhood to be able to park or does this location require 7.5? >> the parking will be unbundled and not tied to a particular unit. we made a commitment because there's parking at ghirardelli square proper any neighbor displaced will be offered a spot at the same monthly rate they have currently. the garage currently could hold maybe 100 cars. there were 48 and it's been under utilized in its currents

the request is for conditional use authorization to establish a 1,116 square feet cannabis retailer at the ground floor of a two-story mixed use building with two dwelling units on the upper floor. the applicant is defined by the office of cannabis. it's been proposed in review for at least three years initially as a medical cannabis dispensary and the project proposes an onsite consumption lounge to be reviewed for the department of public health prior to for ventilation. and onsite consumption is f

generally allowed unless state the planning commission have noted there are facilities serving youth within 600 feet of site as expected in a dense city such as san francisco. a list of such site and distances was provided in the executive summary for the hearing. the facility's designed to have a check-in and waiting area at the front facade and the consumption lounge at the year to reduce the visibility of products on the sidewalk. in terms of public outreach the public sponsor met received a formal endorsement at the february 7 meeting. additionally the department has received 111 form letters in support and 39 petition signatures in support of the application. the department is not aware of any opposition to the project. in addition to the normal section 303 findings for approval, there is a specific finding for cannabis retail

detailed in the motion. a key consideration in such finding is the geographic distribution of cannabis retail uses throughout the city and concentration of cannabis retail and medical cannabis uses within the general approximate -- proximity of the use. while cannabis storefront already concentrated in the eastern versus western neighborhoods there's no existi existing storefronts in the b bayview. as the project complies with the planning code and general plan, integrates elements to reduce exposure product to minors the department recommends approval of the project. this concludes my presentation and i'm available for any questions. >> clerk: thank you. project sponsor?

>> i want to say thank you it's been a long three year through this process and it's been ben firm. hello, commissioners, i'm rodney hampton jr. here born and raised in san francisco and raised in bayview hunter's point and here with my partners and my mother, gail hampton and my architect as well. they're standing in the back and more importantly with the community and cdx supporters. please stand. thank you. i'm one of many residents of the bay view hunter's point community whose life was directly impacted on the war on drugs. i'd like to go back 27 years from now. 18th birthday, a day before my 19th i was arrested for possession of sales of marijuana on bayview hunter's point.

good and bad. the good thing was i wasn't shot. i remember police officers calling down and running down the block from up the street and doing a massive raid. immediately me being scared i stuck my hands in my hands to remove the other marijuana sacks i had at the time to throw away. all i'm hearing at the time is his hands are going in his pocket, don't shoot. the weed is under the car. i was squared. driven squared. forward 27 years today, i'm 46 years of age, a sponsor, an owner, ceo of cdxx a cannabis and consumption lounge in the center of bayview hunters point and this is the beginning of equity and healing.

i'd like to thank folks who brought this together and thanks the h.r.c. commissioner and people like cheryl davis and past supervisor malia cohen for pushing equity and supervisor warren to making sure equity is working in district 10 and thank the bayview community for embracing me and the equitable healing power of cannabis. with that said, i would like to let you know that we believe cdxx and request first and community and compassion and caring for our customers and bayview residents. we home to rehumanize those disenfranchised by the war on drugs and be mindful how our

>> clerk: thank you. any more speakers? come on up? >> good afternoon. my name is ruth morales. i just moved into the neighborhood so i just met rodney. i jog in the morning and at first i didn't notice it because it's like a really small place from the outside and then i started looking in the window and i saw the art and i was fascinated just with that in itself. it's like a gem. the art he displays is cultural art and african and with all the gentrification the african population is down to less than 3%. i feel it's my duty to support him. i call it the art gallery.

it's a place of healing and positive. i popped in one day because the door was open and he introduced himself to me and he was really friendly and now i make it a thing every mourning when i i jog i pop in and i see people coming and going and he's very welcoming. i've seen him correct people with their language. i look at him and i think he's a very positive person. i think the youth need to see someone like that. i feel like it's a gem and feel like we need to be supportive especially where we're at now like where people small businesses are being driven out and corporations are moving in. i'm totally supportive.

i like medicine for the people, by the people. i think he's doing a lot of good for the people for the community and the artwork you have to go in and see it. it's amazing. the youth needs something to look up to and say hey, yeah, like i have this rich history. let me look into who i am and where i come from and let them feel proud of themselves and look at rodney and say, wow, i want to be like him. i can become successful and can do things the right way. there is hope. there's a lot that can emerge from this. there's so much more. for youth, it's a positive

the cultural started at arts mission. this was the first set of grant money that the arts commission had to give away. by 1998, it was not only the cultural equity grant program

but the cul actual center that happened. it meant that communities of color went from zero to like four or five million a year. just over a very short period of time. >> instead, we focused on building the arts community. the queer arts community. and out of that came fresh meat and radar and queer women of color media arts project and the transgender film festival and those organizations, some of

those people are like part of the landscape now. whereas, in the year 2000, they didn't exist. it was artists who raised the questions about equality, about gender, sexuality being different than gender. we think about it in our own life what we've seen go on here in the last 30 years. to see why the arts are important. they're worth investing in. >> i think it really is important to have government funding that is specifically targeted at people who live and work on the margins. it's so easy to overlook what those. before they can start the race, just getting to that starting block can be very, very difficult for cultural reasons, the queer cultural center asked me if i wanted to apply and they would help me apply. >> if you are white and you work in a black community and you are racist, you need to be -- >> i thought ok, well, i'm doing a writtenning. san francisco is so full of writers. what are the chances. i wasn't banking on it but when i found out, that i got the grant, it meant one, a group of

people who were experts in the field, believed in me. for an artist, that's the hardest thing. cities flourish when they have a creative class. when they have a layer of artists who are creating space and energy that supports other artists and attracts people who are fans of the arts. as long as there are young people in the city who are interested in our future, who are going to have strong and progressive and van guard arti artists. >> i cannot imagine my own work and organization's work can be possible without the support from san francisco arts commission. i feel like to share those voices and to be the voice for those and to be the neighbor of

those voices is something that we can be very proud of for the city. i'm very grateful and at the same time very proud that we are are among our peer organizations. i feel like if i imagine 25 years from now how this san francisco arts commission will be, the san francisco arts commission has become a people's commission. i think that would be a huge legacy to leave behind.
