there's been a little bit about it from junking in the chronicle , but i think it is a really neat project, and obviously, you know, really important project for the city in terms of providing critical emergency response infrastructure. i'm very excited about it. i know port commissioners are as well. chief nicholson mentioned we were at the port commission last tuesday the 14th, unfortunately i had been called in for jury duty, so i wasn't there. i watch the video. they are very, very supportive and poised to approve the m.o.u. next tuesday.

dredging is -- >> it requires much dredging as some of the areas due to the buildup of the float and i don't know if he is able to say more about that but that will be the responsibility of the fire department if that is required. >> again, during our finding, through a maritime consultant, there's a potential for a buildup of cells as jamie explained. if that does occur, we would be responsible for removing the buildup so that the float would still be able to rise and fall

the requirements for this facility. it started out as a larger facility and certain things got moved into -- that were originally in the new facility got moved into the historic fire house. >> i would like to add the actual float is -- it was built to berth all of our maritime vessels so the float itself could not be downsized. but the building was downsized by 7% after initial row marks from bcdc when we first started our project with them. we did reduce the size of the building but the float cannot be reduced because then we would not have the capacity to put all of our maritime assets. >> chief nickolson, who is going

to be the point person on this? have you decided yet? >> what do you mean the point person? >> the new commander to oversee this project from your staff. >> so, our support ser visions,s it our go to and chief rivera on our fire station rebuilds. he has staff that works for him who oversee those -- or intimately involved in whether station 5 or station 16. >> thank you. i was surprised -- i was looking forward to maybe some harsher problems financially for the fire department. in short term, things are looking good. thank you. >> thank you, very much,

commissioner hardeman and thank you in terms of your questions and comments. thank you very much for your comprehensive presentation and update just as a point of information. this will go in front of the board commission when? >> tuesday the 28th of may and our port commission meets at 3:15 every other tuesday. so yeah, this next tuesday. it's scheduled as a consent item so unless one of the commissioners wants to take it off the consent calender and ask questions, we expect them to just vote on it without having a presentation. >> no further presentation because we gave them an informational update last week. >> that calender, with the action item in terms of a motion and a vote. >> correct. and i will say in terms of the timing, the timing is good.

we sort of pushed it out as far as we really can without running into the potential to impact the project schedule. the project team is anxious to get going with actual construction starting i think with some of the demolition work that we talked about at the existing site. obviously, as the chief mentioned, some of the work is done overseas. the window for in water work construction window opens up on june 1st so there's a desire to get going and utilize that window as much as possible. >> thank you, very much mr. hurley and thank you very much chief for being this commissioner. >> yes, chief nickolson, just a quick question on this. why doesn't the commission, the park commission, has to approve the nyu? >> the port commission has to approve it because there's a

ceqa. it's not this isn't for the permit process to move forward. >> do you have something to adhere? >> in general it's been the practice of the department to bring m.o.u.s that involve outside agencies before the commission and not necessarily within other city departments. we have a few for a variety of services with other city departments if that's the desire of the commission going forward in the future, we can definitely suggest thasuggest that but it't practice. >> it's important for our commission to officially endorse and support this m.o.u. don't you? >> they wan support so i would

my first experience was at the end of march on a cruise and it's remarkable. being named after jimmy herman, who i served on the port commission with, i don't know if any of you every saw jimmy herman in action. he was president of the union for many years and many years as a port commissioner, every meeting he would get up for 10 or 15 minutes, stand up, go back and fourth and give a speech to the audience that the port commission, the most wonderful words came out of his mouth but you weren't sure what he said but he sounded really good. >> he didn't have that opportunity but yes. >> having a cruise ship named after him is his first dealings as a maritime person were as working on a cruise ship.

sister marine. this is my report. first i would like to to a intre a couple of people. we've made promotions since i told chief vello down here. we have -- we are promoting an acting assistant chief and she's here tonight. chief lori kaylo, she will be in division 2 moving forward. and then, we're also making some changes in e.m.s. and we have neil with us here tonight and can you stand up, neil. so he will -- he already is working hard for us so that's a couple of changes that we're making. some of the other things that

are happening i happening in oud chill reached out to all the employee groups and meet with them we have made contact with them and we'll be meeting with them. even our chief's association is nothing life again which is great. there's a lot of support in the department. cd2, 3 and myself, we attended the union membership meeting on may ninth. and spoke to the members and had a good reception. just opening up communication. opening up the communication lines so we can collaborate on what we can work together on. we had a labor management meeting with chief vello and

myself and the board of the union local 798 yesterday. that was a productive meeting. cd2, 3 and myself are continuing to visit the fire stations. and we're going to get to every sing of one of them and within the first month. they have made quite a dent to getting around to talk to all the members. i've made it to several stations. station 5, station 7, station 13, aim going to go to station 14 this friday and we also had on the 17th, we had a town hall meeting at station 49 which we got a really good reception and chiefs attended as well.

a lot of questions and a lot of back and fourth. i felt it was really helpful, productive and again, there's sort of a ground swell of movement there. we're working on new committees that can come out of station 49 to work on some of the issues there. feeling good about that. we're going to have a pre-tower in jun for the members of station 49 who would like to transition into suppression so they can get on the list for that. budget, budget, budget. we have submitted our enhancement requests to the mayor's budget office. if you recall, we were asked to cut two and a half percent and we pushed back on that because of our increased in call volume and all the increase things that we are committed to doing for the city. we felt it was unsustainable for

us and so we moved forward with some enhancements so that is with the mayor's budget office right now and as you know, we've been having meetings with some of the supervisors with some of the members of the commission and we're moving forward with that and having good conversations, bringing the data, bringing the story to them so they understand and understand where wore coming from. we met with supervisor fewer, supervisor walton and we had a meeting with supervisor peskin. we're doing some promotions. i don't know if you saw e-mails today but there are more

retirements so there's movement in the department. we met with dhr regarding regarding testing and what tests we'll move forward with and in terms of whether we keep the schedule the way it is or if we accelerate things. that is a conversation we're having internally whether we go with a three year or two year with a one-year extension and we are having that conversation internally and we'll have that conversation with local 798 as well. this week, i'll meet with the head of the bicycle coalition. we're on good speaking grounds.

so we're not bashing heads and working on what we can work on together. we all want the city to be safer and there are different things to think about with that today we met with brad rusey, myself and olivia scanlan met with him in regards to the morgado case and he will update all of you in the near future. we're meeting with department of emergency management on our disaster preparations and plans and training moving forward and we are -- we've had a couple meetings with some of our e.m.s. partners and wore meeting with emsa and the medical director for the fire department and medical director of ems moving forward. we also met with the member of

the council of hospitals today. we're not working in a vacuum, they're not working in a vacuum so we need to open up the conversation so we know how we can all best work together with transparency and good communications. and then, just lastly, i know that there are a lot of hopeful people here in the rooms. people hoping to get a job with the fire department. we applaud you for coming to the fire commission meetings and you are certainly welcome here at any time to hear what is going on and to -- if you want to drop off your resume here that's fine or send it to our headquarters. myself approximate m and my coml not meet after the meetings. we're changing things up a little bit moving forward.

>> no, they are not. it's simply the schedule and again, it could certainly have a financial impact on us if we have tests more regularly. by think it can also have a positive operational impact on us in terms of -- i've seen some lists where we've gone all the way through the list and hired everyone on the list and sometimes that is to our benefit and sometimes it's not. moving forward, we can figure out whether we do the three-year test or two-year test with a one-year extension or how we're going to work it. the test with the biggest impact on us is typically the h-20 test because it's what most people tend to take that exam. this is all a discussion that we've just started that we haven't ex to any conclusions

on. again, it's just we're opening up conversations with all sorts of different departments, different aspects, and so nothing has been decided as of yet. >> but the entry level that is continuous testing. >> nothing is changing with the entry level. >> that was my question. >> one other question, you met with the hospital council with david. >> yes. >> he is a really good guy and the hospital council, is there almosroom for our commission for opportunity for our commission to meet with the hospital council? >> i'm sure we could arrange that. absolutely. it was a meet and greet and from where i'm coming from, where the new administration is coming from and let's see how we can work together. i was invited to their meeting in june. i think we have to have these

a number of the people, including the chief was there, and a large group of people that got a commendation from the board of supervisors. congratulations on that too. i am glad you're bringing in people that we don't see in the front row, which is good, other people got to be recognize there i was very happy that that happened and then the other thing was governor knew some, who tried his best to take money out of people's hands when he was here trying to deal with the problems of addictions, and the problems on the street, that he tried his best, but now there are a billion dollars they're in california, and generally getting together and trying to act so that everyone coming to san francisco from the part --

welcome. >> thank you. i have a presentation for you. >> did you want to go directly to the laptop? >> not yet. good evening, commissioners. first of all, again, to thank you for chief nicholson for selecting me for this job. never thought i'd be so busy in my life. [laughter] >> i have been to lots of meetings and done lots of business moves and i'm happy to be part of this new team moving the department forward. i want to change things up a little bit for the report. i gave you a copy hence of report, and i will do presentation with the highlights of this report. we can discuss. i have colleagues who can answer any questions that i may not know the answers for. one thing i want to say, by working with them, i really admire what they do every day.

from the feet on the floor putting out fires, we have a good time, we have coffee, respond to fires, and we go home these people were nonstop 24/7, even at night. phone calls, e-mails, 4:00 a.m. in the morning. i do want to commend them for the hard wake they do every day to help this part of the house function properly. they do a lot of work. with that said, i will start with my report. we did not have achieve here for trading. this is a picture i got this morning. they are in new york, they are doing visit to the studies on fire and behaviour. they have major departments from the whole country out there. they are l.a., houston, boston, new york, san francisco, learning about fire behaviour, and hopefully they will bring some things back to west second work for us.

not everything will work, but some things may work. sometimes it works here, too. i'm happy to report their having a good time but they are learning a lot. as you were there, some of you were there, we had our citywide drill in the month of april, and the citywide drill not only helps the community get involved in training, but helps our department practice our battalion control, our earthquake -- earthquake preparedness for our system, and what we do with that is that we prepare our battalion chiefs working together, simulating a natural earthquake, in how we will work with teams together and how information will flow back and forth. twice a year we do this, and we are working to do more exercises to prepare us for that big one. chief nicholson is one of the major focuses on this administration. we are working on that.

this is twice a year. it is a good opportunity to work with them in how they would work and hunting skills that they do every year, but also for us to play with them. as you are well aware, the academy is coming to a closure soon, and they will graduate hopefully 44, and june 14th. they have completed all of our testing. they are completing the state testing, which is required for being a firefighter one academy. they started completing last week their online training, which was one week. they are doing multiple testing training in confined spaces which enhances their skills when they enter the academy. we hope to have 44 graduates on june 14th, and i hope to see you there for that special day. we just finished our second wildlife training. we did three in april. we did three this week. due to the high demand of members wanting to train, about last time it was 145 members, i expect 250 members will be trained this time around.

we are adding three more days in june because of the high amount of people who want to be trained throughout the state. as part of the program for many years, i'm very happy to see the interest that new recruits are coming in and our training for that. this is an exercise that the chief mentioned, but other things are mentioned from the airport. this was a big training exercise we did with the coast guard and multiple agencies on the bay area that came to the airport to help. it is great to have the cooperation of these agencies working together, which is what happened. we are planning a -- this building, and i want to say this project has been great. we are doing nsf p.d. combined drill with us, and working on her skills with active shooters.

we will do that. later in the summer, they will let us do a high-rise fire drill this is a great opportunity to practice those skills, and having the opportunity to work with p.d. combined, and it is great for us. our homeland security department has been working very hard on many projects. special events, coordination, assessor planning, tomorrow we are meeting with staff to hone our skills and start planning more exercises together, which is really important. they are also very involved in the grand process about securing grants. some of the special events, the last report, of course, our surrendering of -- some new commissioners were there. this event that we had on ocean beach, it was very successful. they also do standbys for the ferries and other boats that

come into town. they do a lot of modifications for us. a good project that we are working on recently is the field post- disaster project, which is a project for the city when earthquake an earthquake happens , how will we. [indiscernible] we are working on a plan for that. they do have continuous drills. they are continuing to update the emergency response plan. they updated the stations. there are a number of response procedures. we have updated and are about to give to the station our failure procedures, specifically step-by-step if a failure happens on the radio system, what we have to do, what channels do we have to go to. they are working on the mass casualty policy update, and with the mash -- mass casualty update on how we can support the system

again, one of the grants we are working on right now is the a poor security grant which secures our crews that are out there and we are trying to give them grants, too. we are working very hard. one of the projects we are working on is an advance sign up for e.m.s. personnel so the crews can plan their schedule better. overtime, ahead of time, versus the day before. it will help them plan a little bit. we are trying to figure out a way to make it happen. some of these things came up at the town hall meeting we had. we also doing a review of the open spot promotions. and the chief pointed out a couple of days ago, a few folks are coming. one of the things we are working on with the office is trying to reduce paper waste. we're going to more and more electronic forms. the forms coming up the chain will be electronic from now on. our goal is to reduce paper waste and make it so things don't get lost. this is the hard-working personnel at the offices.

some of the projects that my support services division working on, we opened station five, a beautiful station. i think you have heard of that. [laughter]. >> station 49, you can see the picture of the palace. we are making good progress on station 49. i wanted to show the graphic of that. we have received 15 ambulances and we are in the final stages of bringing a shelf so -- to be practical for them to be long-term producers the field. we also tested some new ramps to be able to use. the current ramps are -- [indiscernible] we have been working on the plastic hoses.

we need to replace them. they have been working on that project. i really commend them for that. i have included a page that has the status of our apparatus, and i wanted to show this because we are really working hard with the budget office to get it allocated for the year, and you will see on the chart, green is the ten years or less, 1010 to 15 is yellow, in 15 years is red we definitely need the apparatus we will get more this year, but it is up to the mayor's office that this is the need, they understand that and they are supporting us with that. i wanted to show this where you have an update. this is january 19th of what the status is of the apparatus. we do have the community outreach with lieutenant baxter and some of the projects we have been working on.

, your inaugural report. i appreciate it very much. very thorough. a couple of questions. one, have we engaged the grant writer yet? do we have a grant writer on board working to bring in grants to the department? >> we haven't hopped on a person that will want to work for the department yet. we are working on that. there is a pool personnel wanting to work for that salary and the conditions have not been reached yet. >> we are having difficulties recruiting somebody. >> correct. that's unfortunate. >> yeah,. >> interesting. i mean, i'm baffled, actually because the police department has like 12 or 13 grant writers or something. >> no. [laughter]. >> they have five. >> yes, five or six.

>> and we can't get one? >> i'm delighted to see you doing a drill at 333 bush. i know the general manager there it is an interesting building. it is residential and commercial you've got a good mixture. it will be an important building to have that general drill with. i applaud that choice. this oppression feet up -- fleet update, i appreciate this report i think it is important for us as commissioners to know how our fleet is aging. when we talk to the board of supervisors and the mayor, they can better understand the need to continue to replenish our stock, if you will of engines in trucks and everything else, and this gives them a good visual as to what is beyond its useful life and needs to be replaced, because sometimes it is difficult to get that across. the city in general has a very small budget, quite frankly,

overall for replacement of vehicles, citywide. i think the fire department's vehicles are really important. >> i agree. >> and just one quick question on the number of vials, what is the breakpoint between good and not so good, and beyond its useful life in terms of miles put on our trucks and our engines. >> it depends on the station, the miles of the engines. >> assistant deputy chief tony rivera. the mileage is one of the factors that we use when we designate a vehicle for returning status, but there is also engine hours, pump hours, aerial hours, so, for example, maybe there's -- there could be an engine that has not a lot of

mileage, but a lot of pump hours , they have been to a lot of fires, they have responded responded to a lot of incidents, so usually when there is an analysis made prior to removing vehicles from our fleet, the mileage actually is only one component of the decision-making process, so we can't really say, well, at 100,000 miles we will get rid of them, we kind of use it as part of a formula. >> okay. that is very good information. thank you. >> that's it. >> thank you, mr. president. >> thank you, mr. president. thank you to chief the low for your initial report. i wish you much success in your new position. >> thank you. >> i wanted to know more about the class. there will be 44 people graduating, hopefully? >> yes.

>> okay. at your next report, i guess by then they will have graduated. >> yes. >> if you can give us the breakdown of the class, how many men, how many women and so forth and so on. that is always helpful to us. we want to maintain as diverse a department as we possibly can. also, i wanted to know about this particular warning sign as a tsunami hazard zone. where is that posted? >> we are doing outreach of the community that are affected. what we did, and what i'm talking about is we updated our policies for our crews in the stations what they have to do in case of a synonymy warning that is about to land. basically, where do they have to

go, areas that will be affected, what stations need to be evacuated, and what they have to do afterward. but then we did a community outreach for all the areas affected, and the west side of town that would be affected, and we had members of the city college going out and giving flyers to members of the community in case of that happening. >> i see. this is not posted, it is handed out? >> yes. >> okay. very good. >> i refer to that in the training update. our crews's policy was updated. >> okay. they were letting me know that they are all over the arena. [laughter]. >> i have only seen them in a few places, so i wondered exactly where they were, you know, and how far apart they are , that sort of thing. >> they are on the west side of

the different folks going down the line have done this past month, and as the new chief, you are joining the fleet. under mayor lee, we started taking a little turn for the better, but it seems like we are slowing down, but doesn't seem like we are keeping that momentum going now, so i'm glad to see that you are working -- making the commission aware of our responsibility making another push. it is our responsibility. that we haven't seen these numbers recently, all of us know where we were a few years ago, and how getting some of the fleet replenished has happened, especially with the ambulances and the few engines and trucks,

but this obviously shows how far behind we are. we have to get on with it and thank you for bringing it to our attention. good job. the one thing i wanted to bring up is i don't see chief ellie here. the airport, talked about the 17 % increase that we have seen in the last report, it seems like barton the airport are picking up a big portion of that -- it seems like bark -- seems like part and the airport are picking up a big portion of that dealing with the homeless in the street people lounging overnight they are trying to vacate them, and they had one of the new stations last night showed how they're doing that with quite a number of police officers giving tokens and directions to these folks that we were getting off late last -- late last night to try and sleep at the airport.

the department physician. the photographs, as well. the differentiation in terms of the various departments, all of the commissioners have made remarks towards the vehicles. i am a basic guy, so i wouldn't have been able to understand color codes with differentiation it makes it very easy. when we go through to the supervisors, it makes it easier for us to show data in front of them, to be able to back it up as well. i appreciate the competence and nature of the report, but i also appreciate the summary within the slide presentation to condense everything as well. at one point i thought with chief nicholson with the new command force, gorilla reminds me that it will take a little

commissioners meeting with the supervisors regarding the upcoming budget and the conversations have been very, very good and really encouraging i just wanted to share that. >> thank you very much. i want to acknowledge all of the other commissioners. your name is also on the roster. >> i hate to steal your thunder, but before i say, i will say it was president mikado down on the shore, getting his seat wet will the drill. i was standing up in the catwalk , try not to bother anybody, but it was an amazing watch. you can see everything pretty clear sunny up on the sidewalk. i particularly enjoyed the helicopter.

that -- and all those trainees jumping in the water and doing their rescues. very good, congratulations. it was well done. looks like nobody got hurt, i hope, and it was very, very worthwhile to attend. good job. >> thank you very much. at this particular point, i want to make a few comments, piggybacking off of the other commissioner's comments on the search and rescue drill. chief cochrane was there. it was just amazing, and a privilege for this commissioner to walk with you on the beach to go up through the swimmers, and get educated in terms of how we deal with it. it is interesting because things have been modified in a sense that there were two rescue teams there, commissioners. we were able to witness the methodology in terms of a group that goes in and a secondary group behind in terms of the

swimmers if there is some issues of being tired or the surf being challenging. that was just great to see. it was great to be able to meet the members of the surf rescue. that coordination with chief sonoma, the sonoma county sheriffs, with the helicopter, it was nice to be able to spend it with chief cochrane and the communication and all of a sudden, the helicopter becomes a real factor. it comes across the beach. it was better than spider-man, that is what most of us talked about. it was amazing in terms of that. it really was amazing, commissioners, is the rapport between the department and the members from the sonoma check -- sheriffs and the enthusiasm. and the participation of our members to go out there and be a

victim, watches helicopter hover around, drop a line, pick the guy up, bring him to the beach, amazing, and the enthusiasm afterwards and the debriefing was really, i was pumped. i am just a spectator. i just wanted to say -- no, i think the commissioner has that covered with his abilities in terms of the water. i just wanted to say how much i enjoyed that drill as well. thank you very much for that experience. i wanted to report it to the commission. the other thing i wanted to report, i think this is more of a request, when we are able to do the high-rise drill on june 8 th, can you please send a memo to the commissioners so we can be part of that terms of timing? the last high-rise drill i was in was because the chief was still there and we were able to witness all of that with the active shooter that will be there
