retiree plan rates and premium contributions presented by mike clark from aon. >> mike clark, aon. our final rate presentation is for the kaiser multistate regional plans. if you turn to page 2, you'll see the total number of covered members, so this is both retirees and dependents, early retirees on the left, medicare on the right. you can see it's not a great abundance of population, but certainly members who appreciate the ability to elect these plans. and you'll also see the 2020 rate change actions, which range anywhere from a reduction of 4.5% to increase of 5.7% among the rate renewals, three regions times two population sets. so in total, a very favorable

rerenewable position by kaiser on these plans for 2020. page 3, just reminds that these plans were introduced in 2018. as an option for retirees living in the regions. page 4, the figures that i just reviewed add up to a 1.2% decrease overall for early retirees across the totality of the three regions and a 3.2 increase for medicare retirees. these are entirely community rated. there is a small population, so no experience plays into the determination of the rates. they're entirely community rated. and as we talked about earlier, the rate cards also include the v.s.p. basic vision premiums and the stability fund charge. pages 5 and 6 are the same reminders as before on the varying levels of employer

contribution and the retiree plans. pages 7 and 8, display the rate card and rate changes for the washington region. similar charge presented on slides 9 and 10 for northwest. and then finally similar charts are presented on 11 and 12 for the hawaii region. so ultimately, the rate cards that i'm asking for approval on today are contained on slides 7 for washington, 9 for northwest, and 11 for hawaii. so with that, on page 13, it is recommended that the health service board approve the kaiser permanente rates and premiums for the multistate regional rates for early retirees and medicare retirees as contained in this presentation for the

affordability. i know our small businesses are struggling. the city is finally making the kinds of investments that i hope will make a difference in your everyday lives as you work in this great city. i was born and raised here and i grew up in public housing. you know, my grandmother, when we were kids, she would make us go out and clean up. she would always say clean it up. ike like mama, why, would want to clean up. you know how kids are. we would should i look, it's our responsibility to keep our community clean. now here, take this bucket and put water and soap and clean up. you know, at the time as a kid you are like i don't want to do this but then, as you get older, it's just a part of who you are. i find myself doing it in my community, doing it where i used to work at the african american culture complex and really feeling good about the investment that i've made and also the example that i've set for other young people to be better stewards of san francisco. so what you all are out there are doing is not just picking up

trash and erasing graffiti and painting, you all are stewards for san francisco. you are taking care of the city. you all are showing how much you love san francisco and other people when they see you doing what you are doing, they're less likely to drop that trash on the ground and actually take it to the trash can. it does make a difference. so i want to thank all of you and all the community business districts and the people who are out there every single day. i especially want to thank the department of public works and the many thousands of employees because they are out on the streets everyday. downtown street teams and so many other folks trying to keep san francisco clean, green and beautiful. i love our city. i know you all love this city. thank you for showing your love by taking care of san francisco today for this amazing event.

we work a lot with homeless, visitors, a lot of people in the area. >> what i like doing is posting up at hotspots to let people see visibility. they ask you questions, ask you directions, they might have a question about what services are available. checking in, you guys. >> wellness check. we walk by to see any individual, you know may be sitting on the sidewalk, we make sure they are okay, alive. you never know. somebody might walk by and they

are laying there for hours. you never know if they are alive. we let them know we are in the area and we are here to promote safety, and if they have somebody that is, you know, hanging around that they don't want to call the police on, they don't have to call the police. they can call us. we can direct them to the services they might need. >> we do the three one one to keep the city neighborhoods clean. there are people dumping, waste on the ground and needles on the ground. it is unsafe for children and adults to commute through the streets. when we see them we take a picture dispatch to 311. they give us a tracking number and they come later on to pick it up. we take pride. when we come back later in the day and we see the loose trash or debris is picked up it makes

you feel good about what you are doing. >> it makes you feel did about escorting kids and having them feel safe walking to the play area and back. the stuff we do as ambassadors makes us feel proud to help keep the city clean, helping the residents. >> you can see the community ambassadors. i used to be on the streets. i didn't think i could become a community ambassador. it was too far out there for me to grab, you know. doing this job makes me feel good. because i came from where a lot of them are, homeless and on the street, i feel like i can give them hope because i was once there. i am not afraid to tell them i used to be here. i used to be like this, you know.

i have compassion for people that are on the streets like the homeless and people that are caught up with their addiction because now, i feel like i can give them hope. it reminds you every day of where i used to be and where i am at now. >> working with kids, they keep you young. they keep you on your tones -- on your toes. >> teaching them, at the same time, us learning from them, everything is fulfilling. >> ready? go. way to support women entrepreneurs in particular in san francisco. it was very important for the mayor, as well as the safety support the dreams that people want to realize, and provide them with an opportunity to receive funding to support improvements for their business so they could grow and thrive in their neighborhoods and in their industry. >> three, two, one! >> because i am one of the consultants for two nonprofits here for entrepreneurship, i knew about the grand through the renaissance entrepreneur center, and through the small business development center. i thought they were going to be perfect candidate because of their strong values in the community. they really give back to the neighborhood. they are from this neighborhood, and they care about the kids in the community here. >> when molly -- molly first told us about the grant because she works with small businesses. she has been a tremendous help for us here. she brought us to the attention of the grand just because a lot

of things here were outdated, and need to be up-to-date and redone totally. >> hands in front. recite the creed. >> my oldest is jt, he is seven, and my youngest is ryan, he is almost six. it instills discipline and the boys, but they show a lot of care. we think it is great. the moves are fantastic. the women both are great teachers. >> what is the next one? >> my son goes to fd k. he has been attending for about two years now. they also have a summer program, and last summer was our first year participating in it. they took the kids everywhere around san francisco. this year, owner talking about placing them in summer camps, all he wanted to do was spend the entire summer with them.

>> he has strong women in his life, so he really appreciates it. i think that carries through and i appreciate the fact that there are more strong women in the world like that. >> i met d'andrea 25 years ago, and we met through our interest in karate. our professor started on cortland years ago, so we grew up here at this location, we out -- he outgrew the space and he moved ten years later. he decided to reopen this location after he moved. initially, i came back to say, hey, because it might have been 15 years since i even put on a uniform. my business partner was here basically by herself, and the person she was supposed to run the studio with said great, you are here, i started new -- nursing school so you can take over. and she said wait, that is not what i am here for i was by myself before -- for a month

before she came through. she was technically here as a secretary, but we insisted, just put on the uniform, and help her teach. i was struggling a little bit. and she has been here. one thing led to another and now we are co-owners. you think a lot more about safety after having children and i wanted to not live in fear so much, and so i just took advantage of the opportunity, and i found it very powerful to hit something, to get some relief, but also having the knowledge one you might be in a situation of how to take care of yourself. >> the self-defence class is a new thing that we are doing. we started with a group of women last year as a trial run to see how it felt. there's a difference between self-defence and doing a karate class. we didn't want them to do an actual karate class. we wanted to learn the

fundamentals of how to defend yourself versus, you know, going through all the forms and techniques that we teaching a karate class and how to break that down. then i was approached by my old high school. one -- once a semester, the kids get to pick an extra curricular activity to take outside of the school walls. my old biology teacher is now the principle. she approached us into doing a self-defence class. the girls have been really proactive and really sweet. they step out of of the comfort zone, but they have been willing to step out and that hasn't been any pushback. it is really great. >> it is respect. you have to learn it. when we first came in, they knew us as those girls. they didn't know who we were. finally, we came enough for them to realize, okay, they are in the business now. it took a while for us to gain that respect from our peers, our male peers. >> since receiving the grant, it

has ignited us even more, and put a fire underneath our butts even more. >> we were doing our summer camp and we are in a movie theatre, and we just finished watching a film and she stepped out to receive a phone call. she came in and she screamed, hey, we got the grant. and i said what? >> martial arts is a passion for us. it is passion driven. there are days where we are dead tired and the kids come and they have the biggest smiles on their faces and it is contagious. >> we have been operating this program for a little over a year all women entrepreneurs. it is an extraordinary benefit for us. we have had the mayor's office investing in our program so we can continue doing this work. it has been so impactful across a diversity of communities throughout the city. >> we hope that we are making some type of impact in these kids' lives outside of just learning karate. having self-confidence, having discipline, learning to know

estate. thank you chair peskin i appreciate your courtesy in taking this item out of order. i'm here before you seeking your positive recommendation on a resolution authorizing a master lease of the property generally known as yerba buena gardens bordered generally by market street, 4th street, folsom street and 3rd street which can be seen on the slide up on the display. the agency developed and managed the yerba buena gardens using a block grant or cbg funds and they manage the valuable asset over 40 years. the agency was resolved by law on february 1, 2012 and the

successor or ocii was required to dispose of all the agency's property including the gardens. in may of 2018, the board of supervisors authorized the resolution authorizing the transfer of oci to the city. it occurred june 27 of 2018. the gardens is currently under the jurisdiction of the real estate division which has been managed it on an interim basis until such time as a master tenant composed of community stakeholders and city staff can take over on a long-term basis. the goal was to develop a long-term lease with a master tenant to manage the garden as a single unified asset. under this proposed lease, there is no fiscal impact to the city. its brings us to the master lease before you today.

the tenant under the proposed master lease is a yerba buena garden conservancy with a permanent board to be comprised of eight board members and five representatives right now it's composed of city representatives. the permanent board will take over upon the final approval and execution of the proposed lease. the term runs from the time it's approved to september 1, 2061 or approximately 42 years. the base rent is $1 per year. the tenant is obligated to operate and manage portions of the garden all as set forth in the lease. in addition to managing the leases there are also requires

to manage the property manager which for a long period of time has been mjm. however, the conservancy will have the ability to continue that relationship or seek new property management. if approved by the board today with a positive recommendation this will go before the full board tomorrow for review and approval. if approved the mayor will sign it within 10 days and the lease is anticipated to take effect on or before july 1 in time for the 234u -- the 24th, before the

find the gardens aren't maintained to the high level we expect, we need the flexibility to be able to modify provisions of the lease in order to respond with the parameters set forth in the resolution. i'd make to take away that flexibility to address that issue and be left with either a termination of the lease or remedy for default. i just want to put that on the table for your consideration. >> commissioner: to say to my colleagues and you and your department, look, this is a 123-page lease without dozens of pages of exhibit. i get that relative to the history and support that. maybe the way to deal with this and i'm looking at deputy city senior gibner is to put in language that gives the board the right to re-open.
