whoever i should do that. >> thank you, very much. >> next speaker, please. as you can see, we have a shortage of beds for people that's got mental disabilities here in san francisco. there's study after study to provide permanent housing for people with mental disabilities. objection the selection of redevelopment rules and regulations pertaining to the people in high income brackets but redevelopment rules and regulations with low income bracket people is not being applied, particularly this one where 15% of all apartment building complexes is supposed for for very low and low income bracket people. i gave you examples about twitter. the money that most of these

departments are asking for the amount of tax-free money you give on twitter would pay for all the budget questions that took place before you and here the same response, the shelter system, you do hav don't have eh room. you talk about you have a shelter when you don't. this is a person right here that doesn't have one. you have about 8,000 and 11 homeless people because of the poor management. we got a problem here about san francisco police and other police. they're having a high amount of suicide with themselves. i demonstrated this over and over again. you can build 144 apartment building complex for a mere million dollars.

each building is three-storeys, you can build 27-storey building and build them in each and every one of your districts that are total of 11,770 units and you can house all the people in behavior health service and who you want to help instead of running around in the streets trying to find the people who you claim you want to help. >> next speaker, please. >> good afternoon. members of the committee my name is hung and i represent chinese for action. i want to thank you for your wonderful work. this budget season to make sure we're expanding access and ensuring transparency in this year's budget process. you and your offices have heard from the immigrant voting collaborative.

we're excited and look forward to the proposed spending plan coming out today. we look forward that this spending plan would direct some of these cost savings that have been identified earlier to go towards community initiatives that would benefit marginalized communities in san francisco says it pertains to budget request. we are very -- we're very a tune to the need that exist in san francisco through strategic partnerships with the san francisco unified school direct, the department of elections and our community-based organizations in the collaborative. we've been able to serve 60,000 san franciscos in the five-month ramp up towards the last election. we are very excited to be able to continue to do that work because we have a two-year existing contract with the office of civic engagement. i'm disappointed this was not included in the mayor's proposed

budget but this work is necessary and crucial given the upcoming special elections with the unified school district. trump has continued to stoke terror and fear in the immigrant community and some of these resources would be very important to ensure the safety nets in san francisco remain intact. and our immigrant community feels safe and are able to engage with trusted community-based organizations especially in civic activities like the upcoming census that is happening next year so we look forward to your support for this budget as a whole. thank you. >> thank you, very much. next speaker. >> good afternoon. my name is alma and i'm coming as a representative for mission graduates. we are also part of the immigrant participate parent co. i second a lot of what my colleague talked about. what i want to talk a little bit about is also just talking a little bit about commitment.

and the commitment that our office has made to fund this particular program. on top of that, we really, really want to stress that the work being done has been done on the ground is essential to who we are as a city and the values that we hold as a city. we all know that our city houses many, many immigrants and to be very specific, we were able to reach over 60,000 potential eligible voters who worked with key stakeholders and we worked with key stakeholders to really move this project forward. with the school district, you all and the department of elections why is n is really urgent and currently we know

wanted to bring home a couple things. we've all heard what happened on sunday. we have no reason to believe that number 45 will not, you know, try to advance his promises. whether he can or can't and there's a lot of organizations including the aclu stopping a lot of the xenophobic racist towards this nation as a whole. this is no time for our city to not continue to affirm our values. more than that, to affirm we're leaders. as this country is being put to the test in terms of this nation's values around children and around families, and around people's right to mobility. so, i think the test for san francisco is not our values but about our leading. it's about leading nationally and also internationally. the message of not advancing

these resources, which is not that much. we heard 25% for certain department and their spending and a million dollars niagara falls moving costs for an important institution or a city and what we're talking about is $250,000 for seven community-based organizations who the community trusts, who are ensuring that every person in our city can actively participate in the civic life of our community. most importantly the schools where we're raising our children and educating and we are affirming everyday the values of the city so we anticipate that you will continue to support this collaborative and the funding will be included in the budget and it will send a message that they matter. >> thank you, very much.

place. what makes little polk unique, i think, first of all, it's a great pedestrian street. there's people out and about all day, meeting this neighbor and coming out and supporting the businesses. the businesses here are almost all exclusively independent owned small businesses. it harkens back to supporting local. polk street doesn't look like anywhere u.s.a. it has its own businesses and personality. we have clothing stores to gallerys, to personal service stores, where you can get your hsus repaired, luggage repaired. there's a music studio across the street. it's raily a diverse and unique offering on this really great street. i think san franciscans should shop local as much as they can because they can discover things that they may not be familiar with. again, the marketplace is

come out and install the new line and the new fire line. >> the project got kicked off by two of our a gms, steve and eric. they recognized the need for improving this process. they pulled together the project and selected the team members and asked me to lead the effort. >> on c cd there is permit and no parking signs and installing the service, having water caught at the check off and pave. >> it is a lengthy application process with manual tracking. for construction because we communicate with ccd we have to stay in touch with ccd to inform the customer for updates. >> at one time there was three separate visits to activate the fire service.

water quality and gate manment and then gate man would go back. now the gate man goes one-time, one visit and it is done. >> we dissected the process and looked for ways to streamline the process and use technology to make the experience smoother and what we are building is an online portal for customers to apply without coming downtown and they can get updates. >> with the online application everything is there. it is built in condition logic with tracking to communicate with the customer without having to take notes. >> we want to tell you these are 10 steps and you are on step three or four. >> we streamlined the process. we knocked it down to 65 days. the goal is half of that. from the time you make application to put the check on the table to the time we pave

meet, to laugh, and it's just an amazing place to be. there's a number of different exhibits. there's food, wine, cocktails, and the idea, again, is to give people an opportunity to enjoy what really is, you know, one of the great civic faces in america. when you look from the polk street steps, and you look all the way down the plaza, down market street, daniel burns' design, this was meant to be this way. it's really special. >> the city approached us off the grid to provide food and beverages at the event as kind of the core anchor to encourage people who leave a reason to stay. >> it's really vibrant. it's really great, just people walking around having a good time. >> this formula is great food, interesting music, and then, we

wanted to have something a little more, so we partnered with noise pop, and they brought in some really fun games. we have skeeball, we also have roller skating lessons, and we've got a roller skating rink. >> if you're a passion jail skeeball player like me, and you're deciding whether you're just going to roll the ball up the middle or take a bank shot. >> our goal is to come out and have fun with their neighbors, but our goal is to really see in the comments that it's a place where people want to hold their own public event. >> i think this is a perfect example of all these people working together. everybody's kind of come together to provide this

support and services that they can to activate this area. >> there's no one agency or organization that really can make this space come alive on its own, and it's really through the collective will, not just of the public sector, but both the public and our business partnerships, our nonprofits partnerships, you know, neighborhood activists. >> i really like it. it's, like, a great way to get people to find out about local things, cuisine, like, it's really great. >> it's a really good environment, really welcoming. like, we're having a great time. >> we want to inspire other people to do this, just using a part of the plaza, and it's also a good way to introduce people if they're having a large scale event or small

we work a lot with homeless, visitors, a lot of people in the area. >> what i like doing is posting up at hotspots to let people see visibility. they ask you questions, ask you directions, they might have a question about what services are available. checking in, you guys. >> wellness check. we walk by to see any

individual, you know may be sitting on the sidewalk, we make sure they are okay, alive. you never know. somebody might walk by and they are laying there for hours. you never know if they are alive. we let them know we are in the area and we are here to promote safety, and if they have somebody that is, you know, hanging around that they don't want to call the police on, they don't have to call the police. they can call us. we can direct them to the services they might need. >> we do the three one one to keep the city neighborhoods clean. there are people dumping, waste on the ground and needles on the ground. it is unsafe for children and adults to commute through the streets. when we see them we take a picture dispatch to 311. they give us a tracking number

and they come later on to pick it up. we take pride. when we come back later in the day and we see the loose trash or debris is picked up it makes you feel good about what you are doing. >> it makes you feel did about escorting kids and having them feel safe walking to the play area and back. the stuff we do as ambassadors makes us feel proud to help keep the city clean, helping the residents. >> you can see the community ambassadors. i used to be on the streets. i didn't think i could become a community ambassador. it was too far out there for me to grab, you know. doing this job makes me feel good. because i came from where a lot of them are, homeless and on the

street, i feel like i can give them hope because i was once there. i am not afraid to tell them i used to be here. i used to be like this, you know. i have compassion for people that are on the streets like the homeless and people that are caught up with their addiction because now, i feel like i can give them hope. it reminds you every day of where i used to be and where i am at now.
