apply for one time after entertainment event permits. they have decided to apply for a permit to continue hosting their annual outdoor events and give them flexibility to host other indoor and outdoor events year round. due to residential units located above the bar at the direction of director weiland, the senior inspector conducted outdoor sound measurements before tonight's hearing to provide recommendations to you. based on their findings, staff is recommending we categorize entertainment events at zeitgeist is nonspecial events and special events to clearly distinguish the permit conditions for each. for nonspecial events, the senior inspector recommends overwriting the standard m.p.c. and set the sound limit at 88 d.b. measured 15 feet from the nearest loudspeaker because they are sensitive receptors to residential units, closer than 250 feet to the outdoor performance area. the sound limit will be for all nonspecial events.

samples include but are not limited to movie screenings, and dj's and can happen any day of the year between 9:00 a.m. and 10:00 p.m. for standard regulations about sounds for l.l.p. his. for special events, senior inspector roberts recommend setting another sound limit to keep them in compliance. special events will include all events that may exceed the non special event sound limits. examples of special events are including live bands and musicians. the special events sound limit has not yet been determined but inspectors will schedule a sound test to be taken at the onset of the live performance in accordance with this. furthermore, the entertainment commission staff recommends number of special events be limited to 306 per calendar year and can occur between the hours of 9:00 a.m. and 10:00 p.m. for standard regulation of outdoor sound for l.l.p. please note the location of the performance area for special events can help inside with the doors to the patio open, or

san francisco. we are a bar with a large beer garden and kitchen. zeitgeist is a historic legacy business within san francisco within the registry. over the past 30 years, we have had a long history of posting performance events from live music to film screening dj's and other m.c. events during the 80s and nineties. it was a popular place like monks the punk scene during that time. moving forward we have hosted a number of live music events. most recently, we hosted the official tamale lady day celebration on june 23rd, celebrating virginia ramos' life bands played during a saturday afternoon and it culminated with a screening of a documentary about her life. each time we hosted events we have been diligent in obtaining the proper permits from the entertainment commission, staffing events to make sure the safety of our clientele is maintained and informing all neighbors with adequate notice and manager contact information and having managers present to handle issues during the event.

with the limited live performance permit, we intend to continue these practices fully complying with the good neighbor policy. our intention is to host a variety of cultural events and occasional live music. we maintain an excellent relationship with our neighbors, especially the tenants of the hotel above it. >> good luck. >> the deputy director will now introduce the next item. >> thank you, president. the final permit application is for a place of entertainment change in ownership permit for arena sf located at 2565 mission street. previously this establishment held a poe permit and mission streets sports bar. the management team that recently came in and changed the operation is now taking ownership of the business. arena sf operations will remain the same since this management team came in. since changing to arena sf there have been some complaints, but management have been proactive in resolving the problem. we have not received complaints in three now four weeks since they stopped using speakers by the front doors.

story. i've represented jackson for approximately 20 years. he was, along with j. chang and john park, the most successful proximitier into an asian-american clientele. the clientele here remains predominantly asian-american college students and young professionals. mr. chang has thrown large events and a lot of 18-and-over events at many different establishment establishments. mr. chang is here. no longer stuck in traffic. the -- they've moved into l.a. and mr. chang has been doing a lot of parties down in los

angeles. i was lucky to be at the opening of arena k town, korea town, in los angeles in the spring of 2018. that particular venue took off like a rocket ship and is extremely successful and very non-problematic. jackson bought the shares -- or entered into an agreement to start promoting parties at the mission sports bar, and eventually we are now at the a.b.c. with a stock transfer application. but the biggest problem we've had with this particular venue is the first night they opened on a thursday night, 550 people were in line by about 9:00. they have a very large social media presence. they created a media buzz and they do a really good job. if i could have, crystal, the overhead projector for a second. this is a -- i'm going to show you some before and afters.

this is -- let's see here -- why don't we do it on there. the outside was -- that's the former mission sports bar. this is now arena sf. the interior was also revamped. if we could get some interior shots. this is -- this is a fairly large venue. it was actually ms. brown's, probably lieutenant falzon remembers ms. brown about 35 years ago. it's been various places, seven galaxies and most recent mission sports bar. these guys have done a really good job rehabilitates it. they are presently working on rebuilding the back wall on the

second floor because there is a bit of a sound fleed there. we're also looking for ways to dampen the sound as youbleed th. we're also looking for ways to dampen the sound as you open the door because there is a very large condo complex across the street. you should have in your backet a copy of the flyer that was passed out in the neighborhood. i thought it was kind of interesting, these guys, they're pretty thorough but they went around to everybody in the neighborhood and they shot -- if i could have that overhead, crystal. they basically handed out the flyer to everybody in the neighborhood and shot pictures for their facebook. i love it. trying to be a good neighbor,

trying to get people to come to their -- and they put it on all the doorsteps in the neighborhood. gave it out to the cooks. you get the picture. these guys are -- they're really good neighbors. they're trying to be better neighbors and part of the neighborhood. i feel they're doing a great job at it. they host three parties a week, thursday which is an 18 and up. friday and saturday which is 21 and up. it is a bona fide eating place with a type 47 license. they do serve food during the hours of operation. their security is one person per 45 patrons. they've hired j.g. events services, which is bonded and licensed guard service in california.

again, i think they're doing a good job so far. there's always room for improvement. my clients would love to answer any questions you might have. but what we're requesting tonight is a conditional grant of approval for this place of entertainment. >> who wants to go first? >> okay. so, mr. jackson, we've known each other before you were married, correct, and you are a promoter of 18 and over events. i have to say that when you become a promoter to step up to be a club owner, that says a lot that you're very serious about the business. so i kind of commend you for taking on another spot that's probably another entertainment spot that's dying. maybe the location was a little bit -- they're not used to all

the people. i notice there's going to be a building next door. is that going to be an office space or a housing development? >> from what i heard, i think it's going to be a gym, like a gymnasium. >> so you're not -- since you're doing work, are you preparing yourself for any kind of sound proofing on that wall, you know, to -- for the future? i'm just curious. >> well, on our left side there's actually a building that's already occupied. i think the way our stereo system is set up is kind of like a surround sound, where there's not too much bass that would leak to our front side. i think david would be better to answer our sound issues. >> when we designed this sound system, we took into mind our

neighbors, in the sense where we didn't do a central sound system that most clubs have. where you have two speakers that have to amplify to get to the back of the club. we have 12 speakers in every crevice. we can turn the speakers a little bit lower so we don't need it blasted so loudly. >> i truly believe in surround sound systems. so it sounds to me that you're pretty well -- well, i mean, you've been well trained. >> that's right. i had a pretty good mentor. >> i don't know where to start other than we did have a series of complaints earlier. it seems like you solved those issues already. i think for me, i mean i don't know what else to say until you mess up or something. but i think you're already on the right track. you have surround sound. i think you are conscious about

she came out maybe the second week we opened. do you want to explain that? >> a lot of the complaints came from the residents across the street. obviously we want to be in good relations with them. we met with the property manager. the second week we opened, she was very friendly. i gave her a tour of the venue as well as my personal cellphone number, the business number, as well as my e-mail. i'm in touch with two or three people at her residence in that apartment complex. they text me any time, hey, the crowd is a little too loud. most of the complaints are not the music, it's the people waiting in line or leaving the club at 2 a.m. so we've fixed all those complaints right away. >> also, our number on yelp actually goes to four of our phone numbers. we have it set up on google voice. so just on this last weekend

some of the tenants texted. these guys are busy and that's why multiple people have access to the line. one of the neighbors did complain and said your outside crowd noise was a little bit too loud. immediately i notified all the management and said, hey, we're going to stop the smoking section tonight. so i'm just -- that's an example of us handling complaints instantly, rather than having to go through a third party to come to us. you know, we do invite them to contact us directly so it doesn't have to get past all these steps. so just another evidence of what we're trying to do that has these neighbors call us directly. there's no point of waiting for someone to take action, just call us up because we take noise complaints very serious. >> thank you very much. >> good evening, folks. just a couple of questions. actually, everything looks very

thorough. mr. renney is used to doing this. i thought mr. renney said 45 security per one guard and your package says 25. so i'm just curious what it is. >> that was changed. the first i think two months we -- >> they're both very tight. you're well under the mandated requirement. i'm just curious which it is. >> yeah, so one of the reasons it expanded is because our capacity expanded. i think when we did one per 25, we were under the impression our capacity was 196. so recently it was notified that we were at 396. when we did have the security guards, it was like more than enough. so we just kind of kept it as is. because right now we're at about 12 guards. we're still at a little bit under 45, just to help maintain the line. we have a couple of extra security guards outside to keep the crowd noise down.

we announced a few weeks ago that any event that you attend at chase center, you can basically show your ticket as proof of payment to get on muni and pull up right to the almost front door and walk over and enjoy a good time. and then when you're ready to go, you can hop right back on muni to get back home or wherever you're trying to get to. a year ago we formed a committee to talk about how we were going to be the most transit friendly location when chase center opened, and the warriors have been at the table, ucff has been at the table. the legislators have been at the table. i really want to thank ucsf for being here today and an incredible partner to make sure that people are able to get in

and out this community, whether they're going to the hospital at ucsf or going to class or coming back from mission bay or going to chase center, this neighborhood which basically used to be a railway and empty space has now become a real part of san francisco as an incredible, thriving community, with people, restaurants, places to go and things to do. i've got to tell you, chase center is like the icing on the cake because this is where entertainment is going to happen, this is where the championship warriors nba champions will play right here in san francisco starting this fall for the -- well, actually coming home for the second time in our great city. i'm so excited about what's to come when we open this new center. but today is about really

promoting our transportation plans and how we need to get people around this area safely, securely, efficiently. the thing that people ask about the most, first of all, san francisco has a lot of congestion, but now that we're adding another 18,000 people who are going to visit this area over the course of 220 events, what are we doing? well, we got bike share, we got plans with muni, we have so many incredible opportunities for people to choose the ferry service and transit options first. our goal is to get the word out and to hopefully when we open this amazing place we'll see tons of people getting right off at this platform to attend the first concert here and attend one of the first games happening here for the golden state warriors. i'm excited about this. thank you to the neighborhood for your patience and all the

so i was trying to think of something pithy to say that would be appropriate for this day. this is what i'll say in four words: this is the station for dub nation. all right. this is ride, this journey, has been long in coming. i was just talking to rick wells about how it was eight years ago when i was serving as president of the san francisco board of supervisors, i got a call about the possibility that the warriors might move to our great city. a lot as happened over that time. i remember asking him the question: how are we going to move 18,000 people in and out games this many times a year? today we announced we unveiled part of the solution to that blue-and-gold question. i want to also along with the mayor thank so many folks that were responsible for the day, starting with the mayor and her team at muni, along with our contractors and our engineers,

our builders. of course to the warriors for your vision of what an amazing venue could be about. ucsf, thank you for not only your science but also partnership. i want to thank a moment to thank the neighborhoods, the neighbors, our transit advocates for bringing us to where we are today. i want to take a moment to thank the legislature and the bay area voters who last year passed regional measure 3, which is over $4 billion of transit and congestion funding to help ensure that we are building the best transit system in the world here in san francisco. let me also mention today is a ribbon cutting, but this is not going to be the last transit stop ribbon cutting. as i mentioned when we were moving forward with regional measure 3 it was suggested to me and my colleagues that we also invest in a ferry system that includes a future mission bay ferry stop. if all goes well, in 2021, we

will hopefully do a ribbon cutting there as well with the temporary option, as mayor breed just reminded me. let me just close by saying that we all know that the greatest 21st century cities have great transit. we know we have more work to do in san francisco, but this is one of the major stops to ensuring that we have great transit here in san francisco and here in the bay. go dubes. with that, it's my honor to introduce someone who needs no introduction. someone who has overseen three championships over the last five years, the the of the golden state warriors. >> thank you. another great day. we have been on this journey for about seven years now. i know it's a distant memory, but we had some press conference on pier 3032 about seven years

ago accepting the mayor's invitation to bring the warriors back to san francisco. obviously a lot has happened since then. two people up here -- actually, all of them, but two in particular at that point in time were critical to this project david chu in his former role at the board of supervisors was one of the first advocates for this project. it seems really easy now that it's all done. at the time he took some arrows for us and there were some times when it wasn't the easiest position to be taking. david, we owe you a great debt of gratitude and the support you gave us then in guiding us to our new home at mission bay. i'm going to introduce this guy in a moment, but i want to say something about him before i do. chancellor hagad has been an amazing partner in getting this project done. through the time that i have known him, which initiated with this project, i've come to

respect what an incredible steward you are for this amazing institution. he's a really good negotiator too. i will tell you that. he was -- you know, we had a common vision, but we had to figure out how to get there. the getting there was the part that chancellor hagood was so instrumental in making happen. mayor breed before she was mayor was a supporter. she even came with us to china a few years ago to see the warriors play there. she has -- since the time she has been in office has been an inbelievable advocate in focusing in on what it's going to take to make this project successful for the city. i think her encouragement is what resulted in our muni program. remember that, your ticket to any event at j center is our ticket on muni. free transportation on muni the day of the event.

that's an incredible opportunity. i think it's not only going to be great for getting people familiar with muni on muni. i think it's going to bring a lot of people to muni that have never tried it before because of the guests from outside the bay area and outside of san francisco who now will have an experience with muni that hopefully they'll repeat over and over again. i think, mayor, you've assured us that tom has made sure with all this demand that we're creating, that the service is going to match that demand, right? isn't that what you told me? thanks to each and every one of you. you deserve to be up here. we're less than a month away from cutting a ribbon and welcoming our first event, metallica and the san francisco symphony. what else would you do in san francisco on september 6. thanks to all of you. i'm going to turn this over to

chancellor sam hagood. >> thank you, rick. let me welcome you all here the medical center and university here. we're delighted to be welcoming the equally world class warriors to be our partners. it has been a journey as rick mentioned, but i am confident that everything is in place to make this a spectacular success not just for mission bay, but san francisco. at ucsf we strongly believe in the mayor's transit policies. we run our electric shuttle services to keep our patients, staff, students out of cars. we promote the use of transit whenever we can. that includes allowing city employees to access our transit to zuckerberg san francisco general hospital. i would like to especially thank

the mayor, who from day one has made a commitment to the opening of the chase center and the operations of the chase center the great success that i know it will be. with the cooperation of the m.t.a. for their terrific work on this new pavilion. my office is just here. i can actually see this transit center and see the chase center from my office. i believe i'll be looking directly into rick's office. we'll be able to monitor very carefully how this all works, but we're very excited about welcoming the warriors to our neighborhood. i thank the members of the ucsf community, but the broader community who have tolerated a lot of construction including our own construction and the warriors and the transit. it will all be over soon and we'll be able to enjoy the fruits of everyone's labor. thank you for being here. it's a very, very exciting day. tom. >> thank you, chancellor.
