district? you are attacking school bus drivers. you don't want the special ed students on uber is that protecting the students in the city and county of san francisco? the fact of the matter is if you want to spend $15,000 on the murals. the reality that money should go to the students and repair the mural. there is something going on in the school district. the wealthiest school district in the world with the wealth we have here and they are cutting the budget for poor working class minority schools. it has to stop. we have to hold th the super tho superintendent responsible.
5:01 am
>> i am nancy tyler. i cam to talk about the mural. i have to ask a question. why isn't every school getting the same amount of money? i mean why are we putting more money in to better neighborhoods? that doesn't seem practical, doesn't seem like it would work right. i am from south florida. they do the same thing in south photograph. -- south florida. the rich parents give to the school and they get more money. it shouldn't work that way. i am here to talk about the murals. if you see my shirt this is from the legacy museum in alabama. it is about the lynching that took plays with african-americans in the last 100 years. it is very famous now in
5:02 am
montgomery alabama. i took my 12-year-old black son with his black father and me to see the museum. he is 12 years old. those murals are nothing compared to what he saw and we talked to him about it. those murals need signage and to explain why the dead indian is there. he is dead because we killed him, the government killed him. that is why the dead indian is there. george washington is there pointing to the west because they are taking the land away from the indians so we have the indians without land and dead, and we have the black people that we have prospered for 200 years with black labor. that is why we are the richest country in the world is black

council is to represent parent voices and perspectives to inform policy decisions and discussions. on wednesday, august 28th the pac held the first meeting. we welcomed the super-been dent matthews to learn about the top priorities of the year and think about the work of the pack and how it connects and supports the strategic goals. pac members started the process of establishing priorities for the year with a gallery walk. we reviewed pivotal u.s. supreme court landmark decisions that still impact education policies today as well as the strategic initiatives and the 2018-2019 priorities. the actions we took to support those priorities last year.
5:06 am
one thing that stood out to pac members was the fact there is no mention of our pre-k students in the sfusd vision 2025. in particular, new pac members wondered why and thought it would be essential to include pre-k students to support and the commitment to the pre-k through third grade approach and alignment to education in our district. pac members will continue the process of defining priorities for the school year at the next pac meeting wednesday, septembe. pac members will establish work plans. we will report more about this process next month.
5:07 am
>> the pac plans to host a table at the enrollment fair on saturday october 19 at the o'connell high school. we encourage families to stop by to get involved with our organization. there has been a staffing change at the parent advisory council. after 7 years the coordinator is stepping down. she is leaving to work directly for the district in the office of family partnerships and will continue to support family engagement in a new and different capacity. we see that michelle is taking over as interim cord natetor. georgia and michelle have worked together for the past two weeks for a smooth transition and support the community in the continuity of our work.
5:08 am
michelle is a long time resident of san francisco and resides in the richmond district. she is a proud advocate. she has spent 10 years operating, expending overseeing out of school time programs at the schools in cole valley, richmond and castro and excelsior. she has partner with the richmond neighborhood center and ymca. she is a former pac member. she is proud to be back and collacollaborate. she worked with the officers and funders to facility the change and we decided to hire an interim coordinator who was familiar to provide a smoother

5:10 am
i personally am thankful for her help and support she provided me and the other pac members the last few years. >> i am ruth. i work at san francisco unified school district in the office of community partnerships. i was the former pac coordinator. this is a surprise to georgia, and she does not like being in the spotlight. while i am celebrating georgia i want to apologize for putting you on the spot. so many people wanted to share thoughts of your work tonight but couldn't be here. i will read a little thing from the advisory meeting. there is a lot of warmth and love from a lot of people.
5:11 am
it has been a joy to work with you, georgia as we all figured out what is l cap and what do we do and actually bring this amazing opportunity to families and school communities to give them space to share their hopes and ideas to make public schools work better. it is amazing to watch you grow the pac. to see you step up i watch you on tv during every board meeting. they are so awesome. she has grown that. i want to make sure that georgia that you realize how much eileen on you as a coach when ever i wonder what is the right thing

5:13 am
georgia's reach extends well beyond the pack and she is a mentor to many generations of leaders, myself included. much of what i learned about being the chair of an organization and running the meeting and leading is by watching her awesome example and how she leads the meetings and is able to engage and get in put from everyone has been perhaps formative to so many of us in the parent advisory committees. it is an honor and privilege and we are excited to continue to work with you. thank you, georgia. >> i am sherry. i am a youth services coordinator at school health. i worked with georgia for about

five years. it is a privilege and honor to work with her. she is an honor to our foster youth. she engages in conversations but at every meeting what about our foster youth? she stood here in front of you. it is hard not to turn back. i appreciate her and i appreciate you, georgia. she is a mentor with the mentoring for success program. she tries to connect with our schools and our students in so many ways. on behalf of the school health we appreciate you and now you are part of our community support department. that is very exciting. thank you. >> on behalf of daniel from the district advisory community good evening. i am sorry i am not here in person.
5:15 am
i trust ruth. tonight i want to celebrate georgia moving to the community partnership team. she is a remarkable friend who i have spent over three years collaborating with to bring together the joint summit the roll she played has made a big difference when it comes to meeting and sometimes exceeding the goals we are tasked to do right by all students. she is active, cheerful and productive and initiatetor, industryious, persistent. al lentetalented. indeed you are a mentor and inspiration to many in the district. we are proud to call you friend and colleague. your contributions will continue to grow. with a grateful heart i say thank you for pushing us all to

5:17 am
i started 10 years ago. also to the other leaders and volunteers who have given volunteered countless hours on behalf of our district students to advocate for an exceptional educational opportunities and experience within our district and so i want to say thank you and to the commissioners i met over the years, and doctor matthews it is good to have our homegrown san franciscoian graduate leading our district and it will be a privilege to me then now join to work on that side to advocate for families and to continue the work over the years. i want to take a moment to say i really want to say thank you to you when i came on in this

capacity you were great to provide and support me and i want to say thank you and acknowledge you carry institutional knowledge and that is so important and you are a vital part to this process. thank you. michelle, welcome back. i know you will do great things. it is an amazing group. another amazing group of pac parents. i am excited for them. thank you. [applause.] >> are there any questions? >> thank you for your service, georgia. >> i just want to extend a thank you. we met about 10 years ago when we were both doing our parent and family engagement, and just appreciate all of the work that
5:19 am
you have put into not only our pac members over the years but really as a district as a whole. i don't see this as a total loss. it is a loss to pac, however, i just know that with you integrating further into the family partnership office it is advancing the institution, dedication and commitment to families, to addvo cassie on behalf of families. thank you and i look forward to our work continuing. >> commissioner collins. >> i want to say thank you as well. as the parent in the district knowing you are there as a resource. you have been a resource to me personally and through me that whole bunch of families. i think about that multiplied by all of the folks you come in contact with. i am excited you will be a

member of our family engagement team. i just really appreciate you and i am really excited for what is going to happen next. >> vice president sanchez. >> thank you for the report. this is going to sound corny. the leader of the pac. at school they stop and stair. in the board meetings we stop and listen. we have listened to you for years. you are such all of the things people have said amazing, bright, thoughtful, broad-minded, forward thinking, keeping us on our toes. i have appreciated your friendship over the years. i think you are at sanchez. then when i was principal at horace man we hosted the indian project you co-staffed.
5:21 am
thank you for your service. i am happy you are re-joining the district. >> commissioner lopez. >> i also want to thank you, georgia, for being so welcoming and helpful through this process. i go a lot of what people are saying. i did have a question about the report. i do want to highlight, and i appreciate you highlighting the fact that we aren't focusing on our pre-k students. we mentioned in the past how it is we have them in settings not developmentally appropriate. we want to hear about the conversations you were having and what can look like when we collaborate in the future regarding this topic. >> good evening. it came up as we were reviewing data and looking at sort of
5:22 am
giving ourselves a context for the work for this year. pac member noticed as we looked at the data pre-k is not included in that. that is understandable. yet if we are talking about pre-k through third what that means it makes sense to look at how could the district include that data in the portfolio to make those comparisons to see where we are going. >> thanthank you for the presentation. are there any appointments to advisory committees by the board? >> on behalf of the students we would like to say thank you, georgia. you have been a huge advocate for student leaders especially
5:23 am
with the partnership and the planning committee. we would like to say good luck and thank you for the work you have done. >> thank you. any appointments to advisory committees? commissioner collins? >> the person i had appointed for the charter committee i would like to appoint linda antoine. >> and i am appointing natalie kim to the charter over site committee. >> okay. section e consent matter can i have a motion and second on the consent calender. >> motion. second. >> i think we did have one public comment on the consent calendar.

>> good evening,, commissioners. i am here today to speak in support of the equity studies resolution. at common advocates we are committed to committed to create racial equities inside the school to make sure especially black, brown, pacific island their students are getting the high quality education that they deserve. the district has done a lot, during my time at cullman over the last eight years to improve and grow in those areas. we've increases in the graduation rate, but we actually still see a huge gap between asian students on black students as far as who is graduated, as well as who was given access to pre- required classes to attend the schools. there still a huge gap there. what most excite me about this resolution is it feels like the board of the district is taken a
5:41 am
new to the things they have set and committed to before. we are really excited about the prospect of supporting the district, in this endeavor to live up to all of their previous commitments. and to be partners in equity and making sure everyone gets a high-quality education. thank you. >> my name is julie roberts. i want to say how exciting the equities studies resolution is. we have a habit of passing great resolutions in san francisco but not necessarily being able to fully implement them. what i think is exciting about this resolution is it goes beyond anything i have seen in terms of comprehensively looking at equity studies throughout all of our curriculum areas.
5:42 am
the partners that are part of this process will help us ensure that in all of our classrooms, all of our students are learning accurate, diverse, inclusive histories that our students are learning about themselves and each other and it will begin to chip away at white supremacy that exist in american public education, as much as in private and charter schools. i'm very excited about this resolution today. i feel like the press should be covering this, in a positive way. i want to thank you for your work. we are asking our educators and our staff to do something differently, we need to give them time, support and community to work together to make sure their are changes happening in the classrooms.
5:43 am
>> hi. i am a parent. i just want to say, this is so much work. i'm really excited about this equity study. i'm representing the s.f. families union. i want to say why it is important. back on august 13, when mark read the letter from my friend, dana. my friend dana went to washington high school, and how they talked about how the only person that they can relate to, in the whole school, was the dead native on the wall. passing this equities studies resolution so that i make and andy and kids, in are district can see in inclusive history that includes them is huge. i want to remind you, a parent that spoke and said that their son is scared to tell you that they are native american, at a san francisco public school. i remember getting into
5:44 am
detention for arguing with a history teacher and telling the history teacher that columbia's -- columbus did discover natives, the natives discovered columbus. i went to detention for this. i had a lot of issues with education. to the point where it affected me that i did not go to college first, i actually went to the military. i am a disabled veteran. i think things would have gone a lot differently, if the curriculum included folks like me, included people of color, indigenous people, filipinos, women, non- binary people. it is the only coloring book, i think every elementary school should have it. and then indigenous peoples history of the united states, a
5:45 am
youth addition. thank you. >> we have some comments by commissioners. >> and ms. herrera. trent and i would like to thank you michelle collins and commissioner lam for this equities study initially. as an immigrant student with immigrant parents, i was not able to learn my own history, and our people's history until i got to high school. i want to thank my equities teacher for teaching me myra history. when i was in elementary school, and middle school, the only thing i was taught about native americans was what they gathered in what they ate.
5:46 am
i was not taught that they were killed. it is very important that students are able to learn that, it is a history and we need to be taught that. even if it is from a small age, we really need to be taught that. we say we are sfusd, and we have an equity lane for our students. this equity education is really important, i am glad that sfusd is trying to implement this. also i'm asking if me and jack can be co-authored in this resolution? >> yes, absolutely. >> other comments from commissioners? vice president sanchez? >> thank you. can i add my name, to? great.
5:47 am
i just want to commend you, both of you, on this resolution. it is a lot we are asking our staff to do. i think it was wise of you to be specific about that, and to essentially say, by doing that that we haven't lived up to essentially the law of the land. when we pass a resolution it is the law of the land. for this resolution to be successful, over the long term, we need to make sure that the various components are adhered to. i appreciate that there is a reporting back.
5:48 am
i just want to be specific about the reporting back to the lord, where it says come on trying to find it again -- report progress on implementation including timeline by the first general board meeting in december of 2019 and report to the equities task force quarterly until full implementation on a biannual basis, or after. when you are saying that, are you saying reporting to the board biannual basis? >> yes. >> can we be specific about that i would say and, report to the board on a the reason i would like to amend it to say that specifically, i mentioned this before in committee, you know, which by and large has been implemented across the district. there have been some shortcomings, of course, but by and large part of the reason it
5:49 am
has been successful it is specifically mandated that the board be updated twice a year. we are always being reported to on it, and we are giving the information on the statistics. it's really helpful to us as a board, as we make decisions for the future of the district. if you would be more specific about that that would be great. there is a referencing september 2019, which is right now, could you move that out a bit, because you can say it's just not gonna happen. again, thank you for the resolution. >> other comments? >> i just want to thank the
5:50 am
community partners, and district staff. this is truly a collaboration, and i'm really excited about the next phase of this work as other commissioners have raised it. the district, we have put forward many policies over the last decade, and over ten years now, that really haven't had that fully realized, that is the intentionality, as you saw come around the composition. not only of the community task force. how important it is to have an integration, and the clean district staff moving with community at the same time and then going back to the accountability of reporting back to the board of education. this is very personal to me, and thank you for sharing. i was in asian-american studies major, in undergraduate studies.
5:51 am
i'm the first of my family to go to college. >> has a daughter of immigrants i did not know my own history. to see this, for my children and their peers, to be able to have this as a roadmap and the guiding principles of values starting in pre-k and through their whole entire educational experience in students with us as a district, through 12th grade. i am so, and honored to be able to be one of the cosponsors and co-authors today. again, this would not have happened without community, and really the community partners have been doing this work for many, many decades and for the time i have been here in san francisco. thank you. >> i just want to echo this. the reason why i ran for board of education, weaves because i was very inspired by the work that happens in the district.
5:52 am
at the same time, it seemed to be very opt in, i would have it at once i did not at the other. every school, every teacher there needs to be creativity, folks need to feel like they're invest in themselves in the work. making sure it was happening for all kids. when my kids went to the new system our income the shows were in classes that only red authors that were european american. it positioned my kids and a very and as one of the public commenter said, we hope to bring up, when do i get covered in the curriculum? it positions you as an aggressive, or a disrupter. automatically, when students aren't already included by adults in the curriculum, or on the walls of the building. when you have to bring that up, it creates conflict.
5:53 am
i feel like, as a board and a district, we as adults, kids don't have an advocate for their own responsibility in our schools. i am very grateful for the folks that have collaborated on this. i'm also grateful for the folks that have been doing this work for 20 years and on, for the teachers for social justice who are doing this work despite the support they get or don't get. they doing this work as they study teachers across the district toward doing this work. students and peer resources folks who are doing this work, and educating folks about our histories, and educating folks on self-love, and self-knowledge and showing us how to have solidarity with sound and other. i really want to thank and respect our leadership in the district. nikki, the superintendent, and all of the folks who really gave us feedback, and i feel are
5:54 am
really excited about this partnership. the san francisco human rights commission and our external partners in our community organizations like coleman advocates. all of these other folks that are willing to show up, and help us build our capacity. this is the time right now. it is more important now than it ever has been. i am very excited that our district, as it always does is leading the way. when i talk to educators across the country, they are amazed at the work we're doing doing. this is one more step. thank you all for the support. i am very excited as we move forward. >> any other comments? seeing none. roll call vote. julie roberts. >> good evening. my name is jason miller, i'm from the law offices and we represent the vast majority of the charter schools in the state of california. proud to be here today represented new schools of san francisco. usually i'm here talking about sensitive matters, this is a procedural matter. new school of san francisco has not submitted a material revision. they submitted a renewal to the charter petition. therefore, the consideration of the charter revision is not applicable. material revision is eight tram of art that requires a charter school is proposing additional sites. in this case, there are no additional sites being proposed. to the extent that this was a big u.s. in law recently, it has

been clarified in case on pending legislation in the senate right now. commissioner chapman will speak in a moment, to how the school is and always has been a k-12 school, one is building up and adding a grade per year. so, therefore, even if these additions are not considered part of the normal expansion. this will not be considered a material revision by law. i submitted legal opinion today to legal counsel. i have separate copies for the whole board here as well, if you like to review it. thank you very much. >> good evening, commissioners. thank you for your review of our petition for renewal, including our program development to middle school and the revision of our lottery to families who qualify for free and reduced price lunch. there continues to be confusion about our request to extend our grades, i would like to use this opportunity to clarify for the public record are and continued
