>> thank you for that. i am looking forward to this retreat. we do have one more meeting before the retreat, right? we can talk about of a little more there. -- i watched this a news segment on restaurants close and great i don't know if you had a chance to i have noticed a lot of this coverage on small businesses closing in the city is pretty one-sided. i think they tend to focus on greedy landlords and the scorch of millennial's who have changed their habits that are destroying our businesses. i don't think that coverage is fair. i think it might sell ads, but i don't think it is actually fair. i don't think we need to face the role that this building has on our government having the situation for small businesses right now. i have been chicken little. i've been going to a ton of hearings and screaming. i'm like little at the end, when

the sky is actually falling but nobody believes him. for so many years, small business people have been, you know, frustrated and continuous complaining. as i was thinking about it, you know, there is at least five different ways that city hall affects small businesses. right now it is affecting us in ways that are almost impossible to overcome for many businesses. we have fees. we have examples like the outdoor seating fee. if you wanted to have seating in your outdoor space which out of the blue double to $4,500 per year, if you want to have tables and chairs outside of your restaurant. we have taxes, including some very strange taxes. one the city levy calls on secured property. what is on secured property mean? it means anything not secured to the ground. tables, chairs, sofas that they tax you on which is very strange

writing that check every year. for some business people it doesn't seem to make any sense. lavishly there is legislation, like we talked about this new compostable products. they are talking about putting up a fee for her to go boxes right now is city hall. all of these things add up. and then there is things that i think affect us, in our department, which is the permitting process and enforcement from different departments. there is a give and take, and there is a social compact we have as businesses. we pay our taxes and our fees and we try to follow the rules. the city provides basic services. i think, you know, right or wrong there is a sense of right now from a lot of small businesses that the city is not holding up their end of the bargain. there is cleanliness issues. there is serious public safety and public health issues.

i want this a body to constantly think about what our role is. especially around enforcement and permitting. i'm going through permitting right now for two businesses that i have. it is like entering a soviet era maze of bureaucracy that is so frustrating, and so insane sometimes. the main thing is that a lot of the people we come across, in the departments, either treat us with open disdain or indifference. from a business owner standpoint , when you are paying so much and you are doing so much, it is extraordinarily frustrating when you're dealing with permitting or enforcement, and you don't have somebody treating you like a human being. in many ways we are the customer, right? i am actually really proud of this department here. we are the gold standard for treating our permit holders like humans and customers. i want us to continue to be the example of how to treat

businesses and partners to work with businesses who are in understanding roles, and only in rare occasions, where we do have issues that -- with businesses that are not behaving the way that they should. they should be the ones who are reserved for our apathy or disdain. i just wanted to point that out. i think things are about to get worse. we had at least ten restaurants in the last two weeks. my guess would be we could take 30-50 more net loss restaurants. i would guess before february or march, that would be my guest. a lot of the reason that is happening is because of things that are happening in this building. i just wanted to point that out. i will continue to work on it, and i think we should. thank you for hearing me out here. any other comments? all right. is there any public comment on my words?

it was fast-paced, stressful, but the good kind of stressful, high energy. there was a crowd to entertain, it was overwhelming in a good way, and i really, really enjoyed it. i continued working for the grizzlies for the 2012-2013 season, and out of happenstance, the same job opened up for the san francisco giants. i applied, not knowing if i would get it, but i would kick myself if i didn't apply. i was so nervous, i never lived anywhere outside of fridays know, andfridays -- fresno, and i got an interview. and then, i got a second interview, and i got more nervous because know the thought of leaving fresno and my family and friends was scary, but this opportunity was

on the other side. but i had to try, and lo and behold, i got the job, and my first day was january 14, 2014. every game day was a puzzle, and i have to figure out how to put the pieces together. i have two features that are 30 seconds long or a minute and a 30 feature. it's fun to put that altogetl r together and then lay that out in a way that is entertaining for the fans. a lucky seat there and there, and then, some lucky games that include players. and then i'll talk to lucille, can you take the shirt gun to the bleachers. i just organize it from top to bottom, and it's just fun for me. something, we don't know how it's going to go, and it can be a huge hit, but you've got to try it.

or if it fails, you just won't do it again. or you tweak it. when that all pans out, you go oh, we did that. we did that as a team. i have a great team. we all gel well together. it keeps the show going. the fans are here to see the teams, but also to be entertained, and that's our job. i have wonderful female role models that i look up to here at the giants, and they've been great mentors for me, so i aspire to be like them one day. renelle is the best. she's all about women in the workforce, she's always in our corner. until they secure day. we've been doing lgbt night longer than most teams. i enjoy that i work for an organization who supports that and is all inclusive. that means a lot to me, and i wouldn't have it any other way. i wasn't sure i was going to get this job, but i went for it, and i got it, and my first season, we won a world series even if we hadn't have won or gone all the way, i still would have learned. i've grown more in the past four years professionally than i think i've grown in my entire adult life, so it's been eye opening and a wonderful

>> treasure island museum. welcome director shiffrin. first of all, i'd like to invite you, particularly to the saturday's fleet weekend lecture in the big idea series. it's about panam and the clippers and their role in helping win world war ii and the pacific. i am really here -- peter can -- what i'm here for is to get you half as excited as i am about this project that i've been working on. you are probably familiar with the math head which was the naval station treasure island weekly newspaper from 1941 until the station closed in 1997. it recorded the life of the island in ways big and small from chances an dances and spors to redevelop the entire island and put housing. this is from 1966, from the mast

head and that year also the death of admiral nimith. week by week, they documented half a century of the life of naval station treasure island. so i'd like to introduce you to second class carolyn brown she worked on the staff of the mast head in 1944 and 1945 and when she stepped down, her colleagues gave her a couple of bound volumes of the the 17 month mast head she worked on. and the museum has -- they were given to the museum two years ago by her daughter. the museum has digitized those issues of the masthead and -- let's see if this works. and you can go online, members of the public can go online to our website and page through issues the masthead and follow

the life of treasure island. i'm working on putting a search function in this but it's just an amazing record of the history of the island and you can go online and browse it at your leisure. the old museum had an almost complete file of mastheads and they are now in the national archives down in san bruno and it's a dream of mine to get the resources to have someone go down there with a scanner and scan the whole half century plus of mastheads and put it up on our website. i've been through some of those issues and it's an amazing, amazing resource. the things you find in there. at least we made a start on it? >> thank you for that report. please come up. >> members of the board, my name is travis lund i'm the executive

director of the treasure island sailing. i intend to give a full report at the island meeting next month i wanted to address a couple of items with you. say in general our over all summer programs are up by 12%. we had a banner year this year. it's been precipitation that's . u.s. sailing was given a gift. i sent a communication about that and i'm sure y'all received it. i wanted to formally invite you in-person to that. it's a 3 million-dollar gift they gave u.s. saling to expand the sport of saling in terms of diversity and bridge the gap between youth and older students. they put brand new boats and they have done that across the country. i have those formal invitations i'll leave with you and that's october 20th from 3:00 to 4:00 and the presentation is from 2:30 to 3:00. we love it if you could make it there. it would be wonderful if you

signage as well as temporary rest rooms and waste reseptic als. this past month, treasure island, one treasure island completed their fourth construction training program and i'd like to invite sherry williams to come up and say a few words about it. >> good afternoon, commissioners. i'm sherry williams with one treasure island and welcome commissioner. we look forward to working with you. so we had our fifth graduation and just for a little background, i know that a lot of you are already familiar was that this construction training program was really for us to provide people that -- with your

support with the development support. this program grew out of a report we did two decades where we looked at what are called nuisance buildings but all the buildings on the island that it would be an opportunity for us to actually create a job training program for people who have various employment, low background in employment and so fourth to actually have hands on experience by taking down the buildings. and about two years ago now, we've joined forces with echo bay, with the support of you all and we have a six-week training program where after the six weeks, they actually graduate and become members of the either local 67 or local 2261. 261. they move from graduation to employment and many of them are

put into positions on the island taking down these buildings. we anticipate many of them will move to other positions on the island as we go vertical on the ilan. island. we're really building a workforce of folks who have had few options really in gaining access to good-paying construction, union-wage jobs and we're creating that workforce so that we can make the job set aside that we set aside for the island many decades ago now. we can make it a real achievable goal. and i am happy to say of the 19 people that graduated, we have 17 have already started and had already members of the union and it was an incredible day because the other component here is almost anticipated positive is that we are really part of the restorative justice movement in

the sensement of the folks that are entering our program are reentry. we have the public defender be our keynote speakers at this graduation and he is very -- wells patrick ryan who is the owner, the co owner of the echo-based services who has been our key construction training partner in the private sector. i just wanted to share this is something that we can collectively feel very proud of. we are going to troy to ramp it up so as things go vertical there's a lot more demand for workers so we're hoping to have more rounds of training. it's our model and so we just want to be really intentional that we're ready for that when it happens. that is going into 2020, we're

really hoping to have one of these cycles every quarter. so san francisco gets a share of those jobs that will be created and so train people who feed the skills are so important and you know, there's such a lack of skilled labor right now in the construction labor force in san francisco. and in the bay area. so training programs that prepare people. >> if i can, mayor london breed

just recently opened the office of equity, the first in the history of san francisco. let it be known, the treasure one treasure island with the help of treasure island development authority, we are the ones that are now implementing equity. i can attest this workforce training is one of the best. it's the must see. i see our jobs here and if you look at those remotely, we have the expertise to develop treasure island from a new commissioners from everybody here we have the technical expertise. it's opportunities and making sure that the development of treasure island is shared by everyone from the low income, from the disadvantaged and it's

the highlight of everything we do here. this program, we must not only put our efforts in that, we need to keep going. there's a shortage in construction. why are we not having this three or four or five times. the governor on down everybody needs to come into see what a wonderful program we're doing here made available but you all. you all need to be extremely very proud and sherry, for you and your staff, you are doing the work right here. we thank you for your efforts. thank you. >> i just wanted to add to that too. the mayor's office does have a very similar job training program and twice a year and it stated in the past that they are looking to expand that program into a third cycle and perhaps for some synergies to be had

there and in the future of one treasure island looking at expanding the program as well. i believe they're looking for places to actually train as well not just expand the program but looking for appropriate locations for the training which i believe we have a lot of availability on the island. thank you. >> thank you, sharon. i think oewd, you are correct, it's already in the process of outreach to director, you are right. so that collaboration could be a key. it's something very important. >> thank you. we turn to you. >> thank you. just on the subject of the training program, i did want to highlight that one aspect of the training program that has made it particularly successful are the contributions that one treasure island brings to the program. with financial literacy and other life skill programs they incorporate into the curriculum

along with 267 and the contractor. it's a very well rounded program that focuses on barrier removal and prepares the participants for success he in the workplace. returning to my regular report, we had a couple of events. on the great lawn there was a wedding in september and a music event this past saturday, october 5th. and kaiser permanente. on the 28th of this month, cal trans is planning to have a ceremony to dedicate the pier e2

project that we've discussed in the past utilizing the foundation of the old bay bridge to create a public access amenity on the eastern shore of the island. they're supposed to issue their invitations for that event today. all of the board members should be receiving that but we'll make sure to pass it along to all of you as well. the treasure fest was the last weekend in september and we have events in the end of october and november. the treasure fest is reviewing with staff the schedule and feasibility of continuing in 2020 or perhaps taking a year off. there are some construction activities, including the construction of the new sanitary sewer force main and the gas line improvements that will

effect portions of the area, traditionally used by the treasury next year. they're seeing whether it makes sense to schedule around that or perhaps look for an alternative location for that year and plan to return to the island in the future. we had this past weekend, on friday, the muni25 reopened. bus stops at the intersection of clipper cove and avenue of the palms so we have a stop now with immediate access to building one, the marina, as well as the clipper cove beach area. we had some utility issue this past month. on last weekend, we had two separate utility issues.

one was a power outage that effected just one building in the residential area and that was reported at 5:00 a.m. on sunday with service being restored at 10:45:00 a.m. an unrelated, there was a water main break saturday at 10:11:00 p.m. behind the ship shape and cdda was able to respond and complete all repairs by 4:00 in the morning. two relatively small issues with the rapid response times from the puc. peter summerville are also participating in the city wide preparation efforts around the pg&e public safety power shutoffs. planning around that for the

city this time the city is not expected to be impacted by the current around the outage but if the city or in particular as it relates to at this da, oakland e able to put the island onto the generators that we have on the island if they need today interrupt the transmission of power to the island we would still keep the lights on for residents. also, on the power discussions, on october 16th, the public utilities commission will be performing some testing on the submarine cable that connects treasure island so they'll put

it on to generators during that testing period and there will be two short outages effecting ybi only as power is transferred onto the generator and then later in the evening transferred off of the generator. last month, on the 21st, the new art temporary art sculpture was dedicated at the avenue of the palms in ninth street adjacent to the dog park. this is a sculpture that utilizes steel from the bay bridge and the artist was one of those selected by cal trans to utilize that steel. director richardson attended and spoke at the event. also on the 21st, the treasure island community garden held an

equalwanox. from residents that were interested in becoming involved in the community garden they're planning a workday this saturday at the greenhouse adjacent to the ship shape. the surcharge north of california in several areas is complete and the contractor is now in the process of moving that soil to other areas so avenue of the palms in front of building one is now under surcharge and they'll also shortly begin moving soil from the catholic charities housing site where sur chargeses are complete to the adjacent parcel which will be developed to a mercy housing so that site will

be placed under surcharge for construction in 2020. the improvement of soil conditions, particularly cement deep soil mixing under the causeway is nearing it's conclusion and they will reconstruct the causeway up to with the target of moving traffic from eastside of the causeway to the west side of the causeway in march. the contract will repeat that process to excavate and improve the eastside of the causeway. work continues on the new water shortage reservoirs and also in

november, the country transportation authority anticipates putting out to bid the new eastbound off ramp from i-80 and the south gate hill crest interchange. they will be at our i.t. c. meeting next week to provide an update on the scope of that project as well as the via ducts on the west side of the islands. the area has been under surcharge and geo technical work is being completed. the ccdc is also working on finalizing their loan agreement closing with the expectation of mobilizing to begin construction in early 2020, february-march

even though that signal is not a part of the over all art program that is going to be towards treasure island because we're still in the process of causing that. none the less, these are to work by mr. tom lavalin. 22 tons of fabricated steel. never seen anything where they took scraps from the bay bridge and what is very striking with this art is the public interaction. you saw the kids, a lot of children, having great fun. to me, that is indicating what a group is. it creates a career city. when you look around that, you ask all these questions but the thing is it is also even though it's temporary it's only for

the planning code. sending out specific zoning requirements for treasure island establishing high limits, et cetera. there was also a design for development document that was prepared which is an interpretive implementation manual of the requirements incorporated into the special use district provisions of the planning code. those code amendments and the d for d layout the basic land use and development standards for the island and also establish the approval process where the planning department and tida for future development work. the d for d, document and design for development document was approved by the title board and adopted by the board of

supervisors in conjunction with the other project entitlements that were prepared in 2011 and then the planning department also adopted the special use district provisions to the planning code and those were subsequently approved by the board of supervisors. in the d for d and the special use district, title retains planning and development projects on lands subject to the title ends trust and the image on the screen shows both the land use on the island between open space civic use, civic institutional use, mixed use and residential and the hashed area indicates which areas are subject to the trust and which are not. primarily, those areas that are

subject to the trust encloud our historic buildings, building one hangars 2 and 3 but they also include the hotel sites on both treasure island. the planning department has jurisdiction over all vertical developments. for the planning department, and for the other trust lands, as long as proposed projects can form to the requirements of the d for d and the special use district provisions, the review is an administrative function of planning department staff rather than matter for the planning commission and these projects will have been presented to the planning commission as an informational presentation but they're being reviewed at the

staff level at the planning department but we also wanted to bring them here to the title board and to our audience and so they can get an update on the progress of formulation so i'll turn it over to danielle. >> good afternoon. i'm danielle butler and i have to help answer any questions. thank you. we're excited to bring these projects to you and be it a point where we're ready to share them as bob mentioned we have gone to planning with them and we hope to submit for site permit this year. >> we have the full build out this is looking southeast towards the eastern span of the bridge. everything in the forefront is stage one. we have at least conceptual drawings for everything except for the icon tower.

and what is showing the massing. this is just stage one and so you can see that the ferry would be complete and the city side park and all of the 10 stage one buildings. and then this is the buildings that wore bringing to you is the c2 block it's the four buildings clustered there in the middle and there's the swords affordable building that we had a design for and there would be one more affordable building just next to that. at full build out there are 8,000 new homes and 2200 affordable. stage one will have 1,770 with 320 affordable and then the first residents, which includes that c2 block and the two

affordable projects will have 1,045 new homes. here is a bar sell view of stage one and we are looking at the c2 block there in the middle. we'll have two for sale and two rental. c2.1 in the top left will have 26265 units it's a tower. and we have 175 rental units and c2.3 has 114 for sale and the other is 248 rental units with 20 live/work units. here is is another view of stage one in the context of the island. at this point, it's not the focus of today but there will be buildings on yerba buena island. a year ago, we ran an rfp

process and we had a lot of architects respond and we put together an amazing team of the best architects in the bay area. we've had a series of workshops with those architects to all work together. s.o.m. was a master architect who helped give us guidance and cmg helps make sure those designs were coordinated and they attended all those workshops. you will see the two affordable and gonzales and som with edmunds lee those will be in the next block, the second half of stage one. on the right, you see stanley behind the admin building and the block we're focusing on today we have handdel architects and perk inson and david baker architects.

here is another view of stage one. our methodology was to build out one entire block. so we'll have the ferry complete, the waterfront plaza or an area just in front of the ferry complete in front of the admin building. the cultural park and then the entire block so it feels like one finished area so if construction going on on either side at least that whole area will feel finished. this ised garage entry off the 7 seas and the main building entry is off of kervas which is this street. the main building entry will be at the corner of the shared public way. the tower is 31-storeys. there's a podium level on the seven seaside that is seven

levels and there's four levels on the other side that you will see a better image of. there's 265 units and the reason for the stepping and the height is to conform with the design for development document that bob just mentioned. here is a view of the main entry. that's looking at the shared public way and tower in the background. you can see that from the seventh level to the fourth level. on the seventh level, there's the amenity deck so there's a pool, awe lounge, fitness center and kitchen. another view on the right. and a building on the left. we're look at it from the mid lot easement side with the power otoweron the back. here is a closer view of the shared public way unit.

you can see the brick around the podium and the use of wood to warm it up a little. all of the architects have and have seating to engage the public and then some sort of wall or fencing to. >> here is a view from the cultural park looking back towards the building and this is 1750 rental units. you can see the step in height so it's 70 feet along seven seas and 40 feet along the shared public way. we are proposing retail at the corner about 1500 square feet of retail and the resident lobby would be on the eastern side of

that lobby. this is the shared public way and you get a better view of the stoop. this is the take on the stoop with concrete steps to allow for seating and landscaping for privacy. a closer view of those stoops. you can see the sahtu metal panels, balcony on the fourth floor for the residents on that units. this is a view from seven seas so we would be standing looking back. although there's not a main entry on this side of the building, we didn't want it to feel like the back of a building because this is a main thorough fair so we think they did a nice job in respond to go that request. on the top floor, we are -- we think they'll be amazing and unobstructed views looking back

to the easter span of the bay bridge. next we have c.23. here the garage entry is off of the mid block easement between their building and david baker's and the main building entry off of kervas. and the view from city side park looking back towards the building. this is 114 for sale units. they have the step in height as well so we have 60 feet on this side along city sides parks and with flats in between and it reads like a 2003-storey building as you come across the water. here is a view at the intersection of david baker building looking at the garage

entry for 2.3 and here is a view of the main entry. to the left would be the resident lobby and to the right is the mail room. and a view of the shared public way. the units they have there are 4. this is what they've done with the stoops. they've done a nice job with landscaping and steps. again privacy for the residents and a way to engage with the public. finally we have c2.4. we are proposing to seek a change in our horizontal approval to extend avenue of the promise so it goes all the way to brew ten. right now it stops ated mid block easement but we're proposing to extend that street so we can have the garage entry off of that street and across from the future hotel that won't be built out for a little while. instead of having it across from the cultural park. main building entry is across

from the cultural park. this is a view looking at the building from that park. the tower is 19-storeys and it's four-storeys along the shared public way and six on the city side on the western side. there's a fitness center on the fourth flor on the corner of the shared public way and amenity deck on the sixth floor with an amazing roof deck with views back to the city. here is a view from that extension of avenue of the palms and brewten looking at the building that's the resident lobby on the bottom floor and a double height space on the sixth flor for the amenities. closer view of the shared public wake these are the live/work units so we do have to confirm with the stoop requirement. they did have landscapeing and seating again privacy for the residents and engaging with the

public. this would be across the street from the retail space. and an areaal view so you can see the pop out of the unit on the fourth floor and the sixth floor deck we're proposing. these are this is looking back towards the tower and it gives you an idea of the feel of the shared public way and what the pallet will be. and just another view of that shared public way. and then i don't know, let's see if i can get this to work. this is something that s.o.m. put together so you can get a feel for what it would be like to be on the street.
