the resumption of some of the works at the main street station and the 22 street station. the concerns that was over the report was released was the delay in the actual engineering work. i think what this translates into is concern that the delay that putting off the resumption of engineering represents may not be rofshl by the change in the strategy for delivering the project. i note that even the gateway project, if i read that correctly ended up using a conventional bid for construction, you know, with the -- a convention project delivery framework. so we're not certain where we will end up with this. we will work with you and look

pom's -- - >> i think the region has changed a bit since this project was initiated. as you start to look at a second crossing, i think the comment about how do we prioritize this in the region and then, on the delivery side, it's a bit of the panel felt very strongly that we needed to have a look at this again. i think the idea that john picari laid out, we are in a national competition for federal dollars, and i would argue part of this relook is coming up with a credible funding plan that is going to make it easier to get political

support at every level. right now, the notion of sort of recasting the business proposition around this is a san francisco project. it's part of a regional rail system that is not well articulated that right now. i think that is the core and the recommendations. we did layout in the report a pretty detailed two year plan. we laid out if we start working together now, in 24 months, we can look at a credible funding plans, and we would have a better defined initial phase that i think would be more credible to voters. it would help drive that consensus. >> chair peskin: thank you, mr. fisher. i really appreciate that. all right.

front of you today for allocation. the first group of questions is from the caltrain, the joint powers board from san francisco's member contribution to the caltrain capital budget. there are a host of projects that are shown on your screen. a couple of projects strictly to san francisco. in addition to the state of good repair categories for caltrain and the prop k expenditure plan, there is also a category for the electrification project, so san francisco has a contribution of

$80 million to the project. we as the transportation authority are providing just about half of that funding, and so this is the last tranche of funds, $4.9 million -- this is the last portion of prop k going into the program, and this is to convert the system into an electric system between san jose and san francisco. next, this is the only operating funding that prop k provides in the expend -- expenditure plan for paratransit operations. these are for scheduled group van services, a.d.a. eligible passes, as well as shopping around and vango shuttles for

folks that can access grocery stores and organized trip plan and also some ramp taxi incentives and this is to give a monthly stipend to taxis that have converted their vehicles to ramp accessible vehicles so it provides some supports for monthly operations and for some many for maintenance and operational items. >> this would be open for use in spring 2022 once the construction phase is funded and advances. bayview community based transportation plan, this is

for an additional tranche of funding to complete the funding efforts that are currently underway and are about to be wrapping up for the bayview planning. this is inclusive of the participatory planning property. we are participating in a highlight which enables us to qualify for $600,000 from the m.t.c. to implement the amendations from the plan. so you as the board will need to adopt those projects, and that list will be in front of you the next couple of months. any objection 11, cycle

construction. next request is from m.t.a. for bike to workday. this is for event day services, and you can see the energyizer services on the photo in your screen where there are bicycle repairs and other safety information that is passed out on the day of the event, which is scheduled for may 14, 2020. at the c.a.c. meeting, you heard from chair john larson. there was a recommendation made by the c.a.c. to condition these funds on an equitiable distribution of these energyizer stations around the city, and we have been working with the bicycle coalition to come up with a rhendation of what that looks like. at a minimum, that would be something that the bike coalition will do. i would also point out that we had staff of the coalition,

raul young, who's here today, can certainly speak to how sfbc provides an equitiable distribution of the day events as well as the distribution of planning for the day of the event. next request is for bicycle outreach and partnering. we have been funding this for several years and we will be continuing to do so with the allocation. safer streets allocation. this is for another ten months of the work that we do to oversee the safe routes to psychologicals program. the program was transited this year, so we are continuing to support that programs.

the next request is at the request of supervisor vallie brown for her district; to come up request recommendations how to improve safety and circulation and accessiblity >> excess landfill revenues from former central freeway parcels which the revenue is intended for improving the transportation system within the area. we will be working on that with m.t.a. we will be the lead as the transportation authority on the project, working with the market advisory committee. the crooked street paved reservation system at the request of supervisor stefani using the funds to advance the

system. we are waiting to see what happens by october 13th, which the governor has the ability to take action or not take action to sign or not sign the legislation that is in front of him to create the ability to implement this type of a program, of a paid reservation system. this would fund the full first year of operations, planning for and operating within so there is funding as well as general fund support and support from the anticipated paid fares or reservations from the reservations and the fees generated from the reservations. with that i can answer questions. the project managers are here as well. >> thank you. commissioner brown. >> thank you. supervisor safai wanted me to

make sure it was amended the energy stations were in every district, a couple of them. since he is not here today, he wanted me to really impress on you that a lot of families actually had to walk a far distance. in certain areas of the city, maim on the west side, that couldn't get to those stations and so he wants to make sure all of communities have opportunities, especially back to school when we had the back to school day where riding bikes, things like that, that the bike to workday, there are stations throughout the district. he wanted to make sure. i saw on your presentation that you presented this and said, yes, we recognize that. we are looking at stations throughout all districts. he wanted me to bring that up since he is not here. i also have questions about the

octavia study. i requested to look at the traffic patterns coming into that area because it has become an absolute mess. i have asked enforcement to go there and look at that. i think we also probably need pto officers because it has been a pedestrian bicycle and car mess around there. when i did ask for the study, i also wanted to have it go further west. i notice on your map it does not because what happens is that it is a three lane from stanon coming down. then it bottlenecks. i think this is an issue. i want to see how we can divert traffic away from there, especially if we are looking at closing page off to get on to octavia to get on the freeway and now the haut street

neighbors. how are we looking to divert them before the bottleneck. >> thank you. i am the transportation planner with sfta. the way we are proposing the study is to look at not just the octavia part but the west side. as you said, just to understand who is traveling through octavia at different periods of time. the map is just showing where the congested area is on octavia, as you said, it cues up up north. that is the only reason we have kind of focused on octavia going up to fell, but we will be looking at where people coming from much more upstream, as you said, some of the solution may be diverting the traffic before

octavia. rerouting, diverting traffic are the solutions we will look at. the map is just showing where the existing congestion is on octavia today. >> commissioner fewer. >> thank you very much, chair. i have a few comments. one about paratransit. i wanted to get a little more information about paratransit. i understand that they have a mobility management center. when someone signs up for paratransit is it necessary for them to sign up at the center because through word of mouth this is what i am hearing? >> let me bring up jonathan chang. he is the program manager. that was a question i had. what is the cost of someone taking paratransit, and also the

demographic information about who is actually accessing paratransit. >> first question about mobility on paratransit. mobility manager office operates separate from the paratransit program. they submit application and go through interview and they are accepted. mobility management program is to help all seniors and people with disabilities to help them identify transportation resources and help them kind of figure out which transportation best meets their trip needs. maybe paratransit and having them sign up for people for disabilities, lifeline, maybe having them connect to other transportation systems, but you have to come to a mobility

center. the application is available online in nine different languages. >> you are telling me you must apply for paratransit and go through interview, but you can apply online. is the interview in person? >> when someone applies for paratransit, if they are called in for an interview it is in person and paratransit pays for the trip to the interview and back home. >> the applications and all of the instructions are available in multiple languages. do you have any demographic data on who is accessing paratransit services? >> i don't at the moment. i can get it to you when i get back to the office. >> i would like that language

how english proficient or whether or not another language. >> the preferred language. >> about income level. i think that would be great. i want to say that i see that outreach that you are doing, i also just think that when we collect this data that we would then see sort of if the outreach plan is adequate to meet the community of most need. do any type of surveying around people who have paratransit who access the services of paratransit, do you have any surveys about satisfaction, improvement, on those type of things? >> every year we do a customer satisfaction survey,sure vying 550 riders on the most recent trip and asking about the overall satisfaction with the

paratransit service. they are with the broker service quality. we have a coordinating council comprised of consumers and service providers. we meet every six weeks to talk about ways to improve the service, and we have subcommittee meetings each month to focus on a specific transportation mode of the paratransit program. >> how much does it cost to access a paratransit ride? >> for our clients it is $2.50 per trip. for the taxi program, they pay the meter rate. it is subsidized on the user side. for every 6 ther $6 they give te paratransit office we load money to pay important the meter there. >> the taxis, this is sort of an

expensive endeavor for them. >> they pay -- it is subsidized by the city. they give $6. we load $30 on the debit card. it is 80%. is average trip is $13. the user would pay $2 or $2.50 and the rest would be subsidized by the city. >> i would love to see the demographic data and what the surveys are saying and for improve meant but also what is working and i just think when we are looking at this population that it is wonderful and in my district, the largest growing population in my district are seniors, and seeing many more that are slowing down a little bit, and what i have heard from them about paratransit,

inconvenience. you have to request it a day before. the planning part, are there plans to make it more on demand for emergency situations? >> so for the van you have to schedule i day in advance. we have same day service available through taxis. they can request a taxi like the general public. we are also working with by will, a taxi app to have the clients request a taxi through the app. for the van service we are working on an online reservation system. instead of an individual calling they can schedule i online. >> thank you very much. one more question for the bicycle coalition around the

bicycle education and outreach program. >> good morning. are you mr. pick ford? >> i am the deputy director with the san francisco bicycle coalition. >> i was looking at your demographic data on ethnicity and what you collected around your program about bicycle education. i wanted to make sure during your bicycle education program that you are educating bicyclists not to ride on sidewalks, to yield to pedestrians and yield. >> i will refer to the program director. >> supervisor, thank you for your question. to the second part of your question, absolutely. we definitely teach in all of our classes that bicyclists should follow the rules of the

road including staying off sidewalks. everything that is covered under the cbc. can you repeat the question, please. >> i want to say i look at this demographics who is taking your classes, and i don't think it is as racially diverse as it could be. i think we are both on the same page that we want to represent all those in san francisco and have access to the classes to all those in san francisco as this is taxpayers' money paying for this. i want to put a bug? your ear about my concern looking at the racial demographics on this. i understand that a lot of it is -- this is not intentional that it comes out like this. a lot of data in the city and not just these classes, but a lot of data we collect reflects

the same sort of demographic issue we have about accessibility to everyone. some communities are harder to reach. i want to make a note here that i would like to see some improvement around racial diversity and also if you could collect information on age, that would be very, very helpful to me. >> thank you for the question. we do collect information on age in our surveys. it is an optional question for people to answer. it is often incomplete information. your other point is definitely noted. we work frequently with community-based organization partners to facilitate reaching demographics that are more challenging to reach, and coming up this year we have for example classes in partnership with

community-based organizations specifically targeted at specific communities in san francisco, and we expect by the end of the year some of the data you are looking at should change. this is the first part of this contract that we are under right now. because of a lot of the changes that happened to the program to make the classes more accessible, some of the more readily accessible front was front loaded towards the beginning of the contract and more of the classes that required translation and outreach are loaded towards the end of the year. some of that demographicdatda should change by the end of the year. >> thank you very much. >> thank you, commissioner ronen. >> i want to agree with

south of san jose given the line may or may not be electrified. we don't want these down here. they will never get to the transit center. here are the options open to us? whewhen it came through the scog comment, i suggested we procure hybrids which were electrified and to the center and switch to diesel or something in the south. technology moved to the point where they can get down to batteries. they have fuel cells to reharming batteries. going back -- to recharge batteries. >> there are a bunch of trains. for all intense and purposes we

could deploy these trains as soon as testing is completed. the way we do this is thanks to a specification that mentions specific couplers. that can hook up to the existing caltrain. what would actually happen instead of a train heading all the way to san francisco or even more than that, the people. we would have a locomotive waiting for the train and the train would travel to the locomotive and the train would carry down to gilroy and come back. on the way up the train would decouple and carry on to san francisco. i p.it down there for your consideration. >> go ahead, sir. >> supervisors, on proposition

k, an important thing is on the website a needs assessment linked to each project. the gels and timelines. anyone can give you a presentation so we see in san francisco, and i give you an example. people hadn't painted crosswalks for three weeks. we talk about zero vision. i had to come and speak two or three times. people from m.t.a. and the crosswalks are painted. if i hadn't done what i did, nobody would take care. i am saying that because in the presentation 90% of it is who you know. who is pushing the project to go

forward. in san francisco with a population of 840 and looking at the aging population and looking at those areas where the poor live, idy get lived and the mentality and physically challenged lived, we see the so-called project managers have no empathy and no compassion. that is putting it bluntly. those factors are not involved in how the funding is done. because they are shy many from this they don't reveal it on a website where people can go read and see what is being done. this reflects on the supervisors. some have their heart in the right place, but most do not. thank you very much.

liveable streets section of the s.f.m.t.a. i am presenting a quick report on great level project we had in central soma and the newly designated youth and family special use district which overlaps the filipino cultural heritage district in central soma. then supervisor kim sought to do extended outreach in soma to see how we could reinforce the cultural heritage of the area, how we could make it a much more youth and family oriented

neighborhood in conjunction with specifically the fulsome and howard project. the work they have done reaching out to engage the public in soma will inform many of our public projects on soma streets. we contracted with the south of market community action network and walk san francisco to reach out to groups in the youth and family special youth district, and betsy carmichael school to look at how we can really enhance and preserve a neighborhood environment while rebuilding the streets to bring them up to current neighborhood standards and looking forward to the development south of market. the budget was very simple.

38,000, 10,000 to carmichael to do their work in the -- to walk sf to work with carmichael. the work was diverse to bring people together for the community. like design a number of community activities. here you see their first group activity, 66 participants. they also worked with the teachers, students and staff at betsy carmichael. they >> along with a number of seniors and the stakeholders that we would expect to see, we saw a couple dozen teenagers

and young adults, which honestly we at the city don't do a great job of getting out to public engagement events, but somcan really did their work here. and you see a group of kids who really had thoughtful responses to what could go on in their neighborhoods to enhance and preserve their character. went to bessie carmichael to promote the neighborhood and walking safe school buses. here you see tenderloin safe passage and families who have banded together to really try to create safety in numbers. one person's crossing the street. they're much easier not to see. five people, and somebody with a fluorescent yellow vest, they're much harder to miss.

part of somcan's work was to develop recommendations for the family and special use district. so from here, i'll show you some photos and bullets of those recommendations. the first ones was public art, which they're already deeply invested in doing. these are some murals that have recently been completed, but somcan would like more of them. another thing is flowers in bike racks. banners and gateways, ways to identify places as places of special interest.

what you see here is an entire mock-up of an intersection under my closed captioning. we would look at doing that probably in between crosswalk lines that are mandated by the state. wrapping utility boxes. you know, we've seen it in other places in the city. it has multipurposes. it has some community value, but it also reduces tagging that some other community boxes offer because once there's art on them, they're more respected. and then more stretches like manila-style jitneys, which i don't believe are publicly funded in manila but obviously are a cultural icon.

i think it will influence other projects in soma. i want to call out not just former commissioner jane kim and current commissioner haney, staff. the somcan leads, angelica and leon really did lion's work. they got the community out and folks engaged in their streets. walk sf current and former staff, and vernon haney who worked with me to close out this project. faron peters, andy kozinski, and jennifer brooks of public works. and then, to paul stanis, our

public that would like to testify on this item, please come forward. >> supervisors, the filipino community has come here again and again to express their concerns on many things. to present the kind of mention that he was surprised that they had teenagers there, and that's because the filipino community, if somebody knows about cultural competency, they have extended family. the teenagers and even the parents participate in these deliberations. but what struck me was the measly amounts given.

[agenda item read]. >> clerk: this is an action item. >> chair peskin: miss crabb. >> so the regional transportation information program or rtip, as the congestion management agency for sprisk, the transportation authority approves san francisco's priorities for the grant program. before senate bill 1 was approved, this fund source was notoriously unreliable. some cycles, you'd have tens of millions available, some cycles, you'd have nothing. in light of that, about a decade ago, the transportation

board adopted priorities to use for these funds in light of these projects can more readily respond to the unreliability. this is a list of the existing rtpi priorities? the top priority is currently the central subway project? however, that project no longer has any contracts that can receive the rtip funds? so in light of that commitment we are working with sfmta every cycle to identify eligible projects to program the funds to meet that commitment. currently in the 2020 rtip, there is about 7.6 million available for programming? there's 418,000 that's available for planning, programming and monitoring work for both the transportation authority and the metropolitan transportation commission? this is for funding and performing oversight on programs that receive state funding.

the remaining 7.2 million is available for capital projects. so the recommendation before you today is to approve the planning, programming, and monitoring funds as well as commit the 7.2 million in available capital funds to the new fire and life overhaul. if that sounds familiar it's because you heard it last month. you acted to program 17.9 million in prop k funds to the project. the midlife project it's overhaul grades to the subsystems to take advantage of technical advances and such things as reconfiguring the seats on the vehicles. we're recommending to face three of the project because the rtip funds are unavailable till fiscal year 23-25, so

[agenda item read]. >> clerk: this is an action item. >> chair peskin: mr. cordova. >> cheair peskin, commissioner, let me bring up the powerpoint, but we're very excited about continuing this. what we see as a project that is a subset of the major improvements that we're doing on y.b.i. and thank you for your help. angela. i first want to talk about the y.b.i. construction projects to set the context here. right now if you were to visit y.b.i., you would say that mcalla road is closed, and the next project in cue for

construction is the south road alignment that we are about ready to moovalya into construction. we constructed the y.b.i. vista point in coordination with caltrans and the bay area toll authority and we opened it in 2017. it's important to recognize we have other major improvements coming that we are leading which is the retrofit of the bridges on the west side there. gives you an idea of what's good night gone on, what's going on to this point. we're happy to basically just have submitted all the paperwork to caltrans and the federal highway administration for federal funding. we anticipate having that by november and being able to bring that out to construction and award by january. just a couple snapshots here as i indicated. we opened in may 2017.

we're also as part of the south gate project, acquiring the land to take control of titus ownership. we approximately have a couple thousand visitors a month and it's open from dawn to dusk. the funding as i've indicated for the entire set of improvements is a combination of bada, state and local funding, and i should be including tida. if you haven't been there, it is really a quite enjoyable experience, and i encourage going ahead and checking it out there on the island. you know, an important part of the m.o.a. that we have with tida includes shuttle services on the northern end of the island near mercy, and it

brings you up near the vista point area, and we have that running on holidays and saturdays and sundays. also as part of the jobs program, we're currently obtaining 8% of goal in that regard, that we've been able to work with treasure island vendors to meet an 8% use of their jobs program. all of this we're using and requesting reimbursement for the bay area toll authority operations and maintenance, close to $1 million and this is a summary we have in front of you for an additional $640,000 for a total not-to-exceed of 1.595 million. that concludes my presentation and we are requesting approval of the amendment. >> chair peskin: thank you, mr. cordova. where is mr. rabetti?

were found on yerba buena, how are they cataloged? that we in our humanity care to respect the first people, which i know some people care because i always say i talk to supervisor mandelman sometimes and tell him to do the right thing, and he kind of agrees with me. but i have to say that because we can't forget the first people. i'm going to be writing about this because i've cataloged a lot of what happened when caltrans was doing their job, and i had to intervene because people don't know that. they talk about some other tribes, but you do the heavy lifting because of the great spirit and because of our
