i think it is important for people with disabilities, as well as able-bodied, to be able to see and to try different sports, and to appreciate trying different things. >> people can come and check out this chairs and use them. but then also friday evening, from 6:00 p.m. until 8:00 p.m., it will be wheelchair basketball we will make sure it is available, and that way people can no that people will be coming to play at the same time. >> we offer a wide variety of adaptive and inclusion programming, but this is the first time we have had our own equipment.

[applause] here is the thing. you would think that we would have an office of emerging technology or some level of technology something lie now especially as you look at the tech industry in san francisco and we see that it is one of the number one growing industries in our city. what we find is that we are reacting to what they do rather than being proactive about creating the kinds of policies that would allow for these technologies to not only thrive in san francisco or be meaningful for the residents. this is a new direction for the city. we don't see a bunch of scooters all over the city and them they have to pick them up and take them to figure out what to do with them, then the supervisors

have to introduce legislation on a rapid pace and we are trying to catch up with technology and implement policies so that we we can have a system in place. not just about regulation. it is about safety. it is about access. it is about developing a system that works so that when people come here with new ideas, which i think are incredible ideas, great ideas, we love to use technology every day on our smartphones. we want to make sure that the impacts of the if he ca of the e not negatively impacting the city. we want the folks creating these things work with us from the onset and not dealing with us because we are coming afterwards. that is what this is about.

i am excited. this will make my job easier. it is going to make every member of the board of supervisors jobbiejob to be easier. we can figure out where it fits in the city bureaucracy. i want to thank all of you for being here today, for this great opportunity, and also i know that there are a lot of folks from labor that are here. i want to thank the labor council and the teamsters and others. [applause] we know that this new emerging technology involves new opportunities for employment, and we want to make sure that

not only are we putting the right policies in place and working hand in hand as partners to provide these opportunities. we are working with labor in the work force to provide job opportunities for the residents of this city. what an incredible day, incredible opportunity and before we sign this legislation, i want to introduce the person who has led this effort from day one, president of the board of supervisors, norman yee. [applause] >> thank you, mayor breed. it is a pleasure to be here to celebrate this today. good afternoon, everybody. i want to thank you all for joining us today in this celebration in establishing what will be the first in the nation, the office of emerging

technology. as mayor breed said, it is amazing that given how rapid innovation has occurred in the last two decades and especially in san francisco that we haven't created this office. now after some thought about what has occurred. it was really the conclusion we made that we need to do this. we need to do this for many reasons because we want innovation to happen in san francisco. we want this to happen, but we want to be part of that. the city wants to be part of emerging technology. however, we also want to make sure whatever is being -- whatever is new is going to have benefits for the city.

benefits for the companies that are creating these things. what is it doing to our infrastructure? what is it doing for our labor movement? what is it doing for the businesses themselves? my conclusion is that it doesn't just have to benefit one part of our society here. whatever comes along could benefit everybody in the city, whether it is business, whether it is individuals that walk down the street, whether it is the labor force that we are creating to implement these innovations, that is what i think we could do. this office when we thought about it, i said is it about regulations only? is that the only thing we are going to do with this office?

as soon as we talk about regulations, there is an image that this office is there just to block things from happening, and nobody in that task force that was created, all 200 people that showed up with that was thinking in those terms. it was really about, no, these are emerging technologies coming in. how can we take advantage of that? how can we work with them? how can the city be part of the innotice vision. this office will be the vehicle for the city to be a partner in innovation. that is how to solve what we are creating. it is about new things coming down the pike, how it is going to benefit san francisco, auhow wau--and how we can regulate hot

happens. i would like to acknowledge everybody on the board of supervisors, my colleagues who all co-sponsored this unanimously. i especially want to thank the supervisors here today for the ceremony. supervisor sa safai,ual ton, fe, mandelman, mar. thank you all for being here today. there are a lot of people from the community from all sorts of organizations, including people from labor, as mayor breed mentioned. doug blog, rudy, kim, there are many companies here, including representatives from sf city, walk sf, teamsters, san

francisco chamber, san francisco labor council, community technology network, microsoft, community living campaign, facebook and so forth. many, many others that i have not named. what i would like to do is thank a few more people that has made this happen. i want to thank mayor breed who had put something in the budget to make sure we could jump start this with staff instead of having to wait another year to get this started. thank you, mayor breed. [applause] i want to recognize the city administrator, naomi kelly.

(applause). when i asked her -- when we thought about this. i said how can we get this done? shall we just create something? she said that is not how to do it. create a task force. get 200 people in the room and have a discussion around this. she said let's get 20 people and 200 people showed up. she handled it very well and the results of those 200 people having a discussion is what we are about today. thank you, naomi. i want to also thank -- (applause). >> i want to thank heime. he is out. he spent hundreds of hours putting this together. the other staff in your office. i want to thank debra lucky.

is she here? she is from public works and of course the head of the department for making valuable contributions for i sight how things work in terms of the department regulations. i want to thank the city attorney who spent countless hours creating this. thank you, tom. [applause] >> again, these type of things don't happen. all of my colleagues on the board of supervisors, including the mayor also knows this. these don't get done unless the staff getting it done. i thank my staff who spent many, many months on this, and i want to thank erica who drove this process. thank you very much.

i don't think it could happen without you. right now what i would like to do before we do the signs is to introduce jessica lehman from the city senior disability action. jessica. [applause] >> thank you. i am honored to speak to community interests in this new office on emerging technology. we know this office will have an opportunity to address a lot of issues facing seniors and people with disabilities when it comes to technology. there have been concerns about safety with scooters on our streets, potentially on the sidewalks, in our crosswalks. people need to get around safely. what does it look like when we share the sidewalk with delivery

robots? we all want space to walk and move around, space to it is, space to enjoy community and connect with each other. we also have a number of opportunities facing us as tech grows. we could put technology to traffic signals to make sure people blind and low vision can get around more easily, have more time for people who need to cross. there is singapore where you hit a button if you need more time to get across. there are new ways to make sure people can get around. i know tech companies have done research occur be cuts, ramps. people in wheelchairs depends on to get around the walks. make we can improve the bus access. the opportunities are endless, and we know that isolation and segregation and silos is a huge issue in the community. we can use the office on

emerging technology to fight that isolation so people can participate fully in the community. the city has an important role to make sure tech is used for the public good. that we can use technology to meet the pressing needs of marginalized communities. we can make sure we have an open process in permitting, addressing new technologies that seniors and people with disabilities, communities of colors that all marginalized communities are involved. people affected need to be part of that process. i have great hope that with this new office we can come together, we can make sure we are building an age and disabilities friendly city, building a community where we all can participate, we all can connect with each other and we all can benefit from that. thank you.
