>> good afternoon, commissioners, san francisco land use coalition. i have a question for the commission. before we were struck with this covid-19, the planning department had acquired two fds to survey the san francisco streets for historic resources. they were to complete that survey. my question is if the preservation commission could follow up and maybe you already have the answer, where we are with that survey, and whether or not the impact from the budget shortfall and whatever we are experiencing right now is actually going to impact the completion of that survey. thank you.

revenues. we think we can absorb that we are looking to the implications. the surveys were in the budget funded by the ad back and historic preservation fund. we were ramping up hiring. we hadn't fully staffed those positions. there could be some timing with hiring freezes. the city is not allowing hiring at this point. we hope to ramp that up when we get back to the office. there could be some delay in hiring because of this crisis. we will definitely be back before you to talk about next year's budget. >> your time is up. >> that is all i have. >> okay. if there are no questions. we can move to item 2.

i will make mention in regard to the planning commission. they have successfully held four remote hearings. they have been fairly smooth given the issues associated with remote hearings. last week they considered 701 harrison, and part of the conditions or they amended the conditions of approval directing that the project sponsor work with neighborhood organizations to incorporate the cultural heritage district that project is add adjacent to into the programming of the development. i have no other comments relating to the planning commission. i don't know if there are additional staff reports or

companies are shedding people and people are leaving san francisco. in light of these monumental changes far worse than an earthquake that could have hit california, we need to stop and wait to see the impact. in fact, it behooves us to have the planning department issuing an impact analysis coming from the calamity as covid-19 as we know it before we start looking at any other program that attempts to change or streamline already existing programs. the previous plannings do not hold any more. i encourage you to continue the item and continue this indefinitely. i am in support of the continuance and want to ask it

it was constructed 188 as a single family -- 1878 and was designed in the style as a wedding present for his son. the property is designated as landmark 31 under article 10 of the planning code. it is listed on the national register of historic places. the proposed project is a three story vertical addition at the rear elevation of the main house. the first two stories of the addition will extend nearly the full width of the elevation. third story will extend approximately half the width of elevation and retaining the view at the sides of the house and bay window at the second story and the addition will be notched at the third story to retain the additional window at the second

floor. wood railings will be on the third and fourth stories. plaster at the first story and wood siding upper. three arch windows at all level of the addition. windows will be wood and have a plane trim profile. architectural review committee reviewed the proposed project january 15, 2020. the sponsor has incorporated arc comments and it is supported by staff. department received two letters in opposition from adjacent neighbors. these have been forwarded to the commission. the proposed project is appropriate and consistent with article 10 and complies with the secretary's standards. addition is at the rear of the main house and minly visible from the street. it will remove a substantial

portion of the rear elevation. the first and second stories have been previously altered. this removes one historic window and not to retain the second historic window. there is visibility of the coining, bay window and the roof. the massing and sides and scale is compatible with the house. arch windows with the simple trim and siding proposed is differentiated yet compatible with the sides. the architectural features of house and addition is constructed in a manner to be removed in the future. staff recommends approval. this concludes my presentation. i am happy to answer any questions. the architects or project sponsor team also has a presentation and i will hand it over to them.

few changes would be needed. the house has gone through a few changes historically. it is an intact property to speak for its time. the garden setting for the side of the home is an example of a property not subdivided. previous and future developments changed the environment and the property itself has retained integrity of setting. slide three is the current rear façade built in the 1990s. slide four shows the façade prior to the 1990s addition. many elements were altered. our changes are focused at the rear of the building previously altered areas. interior of the house is original and the changes are focused on previously altered areas at the rear of the house. are we okay as far as changing

slides? >> we are on elements to be removed. >> so those are going to remove previously remodeled elements to clean up those elements. slide six the diagram shows the existing condition at the rear area of the building. it shows looking south. slide 7 shows our proposal for a modest addition. there is very little change being perceived in those two comparative slides. slide 8. the proposed removal of noncontributing changes from the 1990s. many primary features will note be altered. the remains three primary façades are original. slide 9.

the design, scale and character of the project down to the essential form and internal functional areas. this honing involved the input of planning staff and arc guidance. is that proposed or demolition elevation. >> either one. >> i am hoping to show the proposed. those were flipped. we are talking about the proposal and what it encompasses. the addition is simply styled from the ornate architecture to avoid blocking the bay window and uses minimal ow min other m. it is a v groove siding.

strengthening. painting the wood siding and replacing the roof. they are anxious to work on this as we have been planning this project for quite some time. what we are looking to do here as we move forward through these slides, shannon, let's see. i am 30 seconds behind, i suppose. we have been examining the possible impacts this will have on the adjacent properties to be as sensitive as possible. going to slide 10, you can see the existing conditions of the rear building as viewed from the golf street properties. you can see the large building at 1750 vallejo provides an obstruction to light fro from te

east. the next slide shows us the image as it will be viewed from the golf street properties. next slide. from a different angle. you can see in slide 12 the existing and proposed photo. there is a green x identifying where the balcony is at present. that is really the main entry point for the family into the house. this remodel will remove that balcony. there will no longer be the -- that will not be the busy entrance to the house for the kids and family. they will enter on the ground floor. >> that is the time. commissioners may have additional questions for you.

>> hi. am i being heard? >> you are, thank you. >> hello. i am daniel and i am afraid i am playing catchup. i am a neighbor of this property. i say catchup because the project has been in the works over three years. i only found out about it in late march. really nobody knows the back of that mansion the way i do. my living room looks right at the back, and we have been here -- well my grandmother was here in 1969 when she bought the house i am living in from the estate of the bursisters. after she died in 1992, i moved in. i can tell you how original the structure is. it is minimally touched. the changes to the back have

been very small. a couple of windows on the main floor that the deck would be exterior. it is pretty much it. the envelope of the entire structure is unchanged and the materials are original. the siding is the same as well. you can get a sense of how this mansion had at the crest of this vallejo street slope. there has beene been the encroa. we still have the allen park right on the next block down here. the report seems to affirm a lot

of the fact this is an original structure. ultimately, i don't understand how it would be appropriate to change this landmark building so significantly. the proposal was to go to maximum allowable for the envelope of the structure, that it would be a change of three stories. three story tall addition. whether the coins is add tained or additions are notched, it will engulf the back and change the proportions and especially the bay window. it is agreed this is remove -- i disagree this is removable. the fact it is not obvious from the front. they thought the landmark status would protect it. a former official from the historical society concur this is is not appropriate.

>> thank you very much. i don't disagree very much with the caller who just called in. i have a number of concerns, and i am going to be requesting we continue this to look at some of these concerns. i will quickly go through them. from the arc, we commented about the cornice at the addition that it was unsubstantial and undefined and that the metal railing at the roof was incompatible. if i look at these drawings, there is almost no difference. the cornice is undefined. there is no detail of it, and all they did was change the wording from metal to wood, but it is a wood ballister. a wood balister would be

different than two thin lines. when i think about what we looked at on the house that is a significant landmark as well, the project sponsor provided an enormous amount of detail. we commented on it, they came back with details in 3-d views of those particular details so this feels very thin. there is not enough for us to judge this. i am very curious about the deck on the roof of the third floor of the addition. we look at the existing condition. there is a fire escape that obviously was not original to the house, of course, but by providing the fourth floor deck two things are happening. one, you have to have the stair out of the window in the roof to get to the deck, which provides a railing that is not too dissimilar to the location from a fire escape.

then especially with wood ballisters you can look at 3.8, the north elevation proposed, the railing in the drawing form already blocks the cornice, the very ornate cornice, which from the ground with even more block it. you know, if it were wood balisters, it would be almost impossible to see the beautiful cornness from the ground -- cornnis from the ground. it is nice to have the view from the outside they have windows to see the same view. i would advocate that the fourth floor or roof of the third floor deck, if we eliminate that and eliminated the railing, that

would be a very positive change on this. i do have a concern as the caller did about the amount that is being removed. it seems like it is fairly substantial. i don't know if any of the original material is going to be retained. on projects i have worked on where we have removed historic fabric of the building we had to retain it on site to honor the secretary's standard 10 so ifnition were changed that material would be would be available. i don't know what is happening there. hold on. just a comment. i know we looked at this at the arc. the back of the house the original back of the house was not symmetrical as witnessed by one day on the east side and no

other days. what we are looking at are the banks of three arched windows on the first and second floor completely symmetrical appropriate for the street view. the rear was much less formal because it had kitchens and other, you know, things on the back that were not the formal rooms of the house. again, you know, i didn't really bring this up in the arc, but i do think it seems odd to me that this has been compatible with what the original is or was. with that, you know, i would like to propose that we continue this. of course, i will wait until any of the other commissioners have commented.

they did piece it up a little bit. maybe it needs to be detailed a little bit better. i am comforttible with the way the cornnis reads and comfortable with the size of the addition and the scale and the symmetry doesn't concern me. it is in the rear and landmarks don't necessarily have to be frozen in time. this is an addition on the rear of the building, which has maxed it out. it has maxed out the back of the building. i think they have refined the scale of it or the details of the masking.

>> commissioner pearlman do you want to respond? >> yes, i was wondering about the comment not having the fourth floor roof deck. i think by eliminating that guardrail and the access from the window or door would actually allow the top of the building to be seen the way it was originally built and the way it has been. obviously, a fire escape is there as a safety reason, but you don't have that any more because there is no way to get off the roof of the third floor addition. i agree with you about the size. that is fine. if you pulled it in a foot or two it would make no difference. i do really feel that the design of the guard rail even at the second floor because that is in

front of the bay window as well as the design of the cornnis other than just basically all that is there are two lines. a detail, some other ways to understand the design of very prominent elements on this relative to the house. the cornice of the main house, the house itself is extremely ornate. i think it is important for the commission to see in detail both the wood guardrail and the cornnis detail. >> ms. ferguson do you want to respond? >> yes, i wanted to remind commissioners that the property owners have an easement over the

neighboring property, and when we were at arc, they did write a letter for you in response to the roof deck at the fourth floor. this would allow them to have that view. >> have access to it? >> can i pop in here? first of all, you can look out the window to see the view from the top floor. there are flour large windows there. they certainly can see the view. i actually don't think a view easement is legal in the planning code. i can leave the city attorney to comment on that, but i don't believe. that is an agreement between neighbors so that when something is built in the view they can prevent a neighbor from building in the view. i don't think it has any bearing

on our judgment of this additi addition. >> mr. johns lynn did you want to pop in? >> yes, one, i agree with commissioner pearlman's assessment in terms of the relationship of the easement to the code. i think the question of visibility of the cornnis is one that is worthy of discussion because as it is, it is visible from maybe two places. the upper windows of the taller adjacent neighbor and perhaps one of the nearby roof decks. otherwise, if the only change that is going to happen was the removal of that rail, the cornnis wouldn't be any more visible but for those two locations.

i agree completely on the design of the railing, especially the side railing coming down from the window on the roof. it is just a goofy little railing that curves down. the other thing i was thinking about is what this is going to look like in three dimensions. it is a really big mass that is coming out. i am okay with the size of the mass, but it really reinforces the symmetry on it. i agree with my colleague aaron's comments or maybe jonathan. i think it is just too symmetrical, it eliminates the charm that was there, even though remodeled the a symmetry on the rear of the house. i agree the cornnis on the

of the mills act which lowers property taxes from $6 million to $2 million. they submitted this. shannon ferguson was working for them when she prepared the report in 2013. it shows it intact including the rear. now the new report without substantiation because it has been substantially changed. the issue they are benefiting financially from it, and the mills act refers you to the department of interior guidelines which do not allow changes if materials are original or in the former structure made at the landmark. instead this now the whole rear is going to be gutted and moved out. it doesn't give you any leeway to say it is not visible from

calendar that. i want to share my screen with you. a couple slides of helpful information for you. can you see my screen? >> yes, we can, shelly. >> so the department, like the commission, is concerned for the legacy businesses and small businesses generally in light of the impacts of the covid-19 crisis. we like to reiterate commitment to supporting success and stability of legacy and small businesses during the crisis and recovery. we understand they are critical to the health of san francisco's economy. in addition to the overall program update, i will also share about a partnership with the university of pennsylvania that is going to look at the program's impact for small business business over the past

five years. lastly, i want to note that the current crisis is forcing the department to look at priority, staff capacity and impact to the budget. we have to come back with more detailed update on taking into account these impacts and what we might learn from the study we pursued with the university of pennsylvania. expect that in the next couple of months. i want to begin with an overview of the program operations. as of today, the small business commission is not currently authorized to act on the legacy business registry during the covid-19 emergency. their staff is currently serving as disaster services supporting small businesses. their commission has been directed by may or breed to only list items on the again that that are covid related, not including new applications for

the registry. however, the office of small business is relaying support to the four pending legacy business registry applicants and all businesses currently enrolled in the program. the office of small business staff has paused any new legacy business registry application reviews. they began with a hold in february and hope to resume those soon. the reason for pausing the reviewed applications is to review the 137 grant applicati applications. they also needed to use some staff time to prepare their mandated annual report which is due january 1st. there are currently 29 application in the backlog. the oldest is from october.

i could take about five months to clear that backlog in operations. we do not yet fully understand the impact of the emergency on application numbers. we know only two applications have been received since early march. that is a reduction in the number of nominations coming in. we tend to average six. when the shelter-in-place is lifted the office of small business plans to start submitting referrals in batches of five per hearing. we would expect to be pushing forward 10 applications per month. another update to operations would be the marketing plan. it was originally scheduled to start this spring. they had to suspend that to focus on the emergency response.

then, last there, is a contract for the bronze plaque that the legacy businesses can apply for. the contract is in final stages of approval. when full fully executed they et probably in may they will work on the contract deliverable design and planning. i want be to move on to give you an update on what support is available for legacy businesses during the crisis. the office of small business and the city continue to support legacy and small businesses during the crisis by identifying financial and other assistance. i will give you a couple of examples and i can forward information from the updates i receive from their office. first, i want to note that the creative group is offering free

social media services for legacy businesses. osaki is the brand that worked on the tool kit. san francisco heritage is looking to amplify any initiatives or fundraisers that legacy businesses are undertaking such as go fund me, gift cards, sales or any other emotional or marketing as assistance they need. there are several new grant opportunities starting to grant up including the small business grant program, the care small business grant, verizon small business recovery fund and the bay area arts relief fund. these are relatively small in size ranging from 4,000 to

$10,000. the other related efforts to support small businesses in the city, a small business webinar led by may or breed and then to the small business community on april 27th in response to covid-19. the city has formed an economic recovery task force managed by the office of capital planning. they are charged with guiding the city efforts through covid-19 recovery to sustain the unemployment, mitigate unemployment hardships affecting the most vulnerable communities in san francisco and to build an equitable future. they will organize three main policy areas. job support, vulnerable populations and economic development. they held their last meeting on april 24th. the director hillis with other

planning staff are members of the task force, including the district cultural staff to better understands the impact to businesses. lastly, the office of economic and work force development is publishing weekly updates for development partners including grants such as the new neighborhood mini grant fund. a couple of the districts have received those funds.

francisco heritage. i know you are all anxious as anyone to do what you can to help the city in the face of the covid-19 pandemic but in regards to san francisco's legacy businesses, i believe your influence can be of a great help. all of san francisco's businesses, especially the public serving ones such as restaurants, cafes, bars and the like are under tremendous strain and face a very uncertain future. i know the city and state foundations, charitable agency and the general public will keep trying to keep these businesses alive. the severity of this situation demands -- it will out strip any resources found or any money raised and we'll be delayed while surveys and these internships get going and i don't think the businesses can wait. so with the registry, we have a vetted list of businesses that this body and the city of san

francisco have designated as the city's identity and culture. grants and other legacy businesses should be a priority. the enrollment in the registry program should make distribution districted to them a fairly straight forward process. in conception, the annual fund for the legacy business registry has remained exactly the same, one million dollars a year. tractor-trailer list of businesses has risen to 230 liting the same amount of money every year and the grant model and can be revisited in streamline but there's still no denying that this extremely popular program is and was before this crisis under funded. it is needed more than ever now to help these small business and these importants to the city. so, i'm asking, heritage is asking that you consider drafting a motion, a

group offer so we have been -- they have been creating adds which go back to the legacy business for the legacy business to post on their social media. but we've been posting it on the office of small business facebook and twitter accounts as well. so that's great. we're giving a little extra advertising for some of the legacy businesses. plus, as of this week, we're going to be starting to do a legacy business showcase on the office of small business e-mails which go out to quite a number of small businesses and people in the city. we are also having a offer from a legacy business. they're offering an addis ababa count and coal hardware is offering 20% off to legacy

businesses. we are still going on the bronze plaque and we can do some planning on that. so, just to let you know about some of the businesses that are -- that have closed, slims closed. they said it was not related to the covid-19 crisis but the timing just worked out that way so they're one of the businesses that closed. cafe closed in december and they're looking for a new space when the crisis occurred so they're still looking for space so we'll see what happens after things start opening up again. we did lose the laundry mat. that is in the richmond district. that closed and that was not related to covid-19. that was just a disagreement they have with the landlord and the timing was such it happened

peskin. we have evaluated the requests that we are presenting to you today, in light of the covid-19 pandemic and the shelter-in-place. and we have confirmed with the agencies that are requesting these funds, sfmta and s.f. public works that these projects continue to be priorities and staff resources are available to deliver the projects, according to the schedules and the materials that you have. and so with that i'm going to pull up my presentation. and we will start with the first request from public works. this is for the replacement of street repair and cleaning equipment that has passed the end of its useful life. and these are pieces of equipment that are compliant with the air resources board and the service date is around this time next year, at the end of june 2021. this request is a request that we see every year from public

works for public sidewalk and curb repair. this is to repair damaged infrastructure that is not caused by street trees. so these are for locations that have -- that have been impacted because of equipment or age or poor original construction to begin with. so there are -- there's a backlog of locations that are shown in your packet of materials for folks watching at home. you can request a public sidewalk repair by calling 311. next request is a funding request that we also see every year from the department of public works. this is for streets and planting. in the past, this category and the prop k expenditure plan has funded both tree maintenance as well as tree planting and establishment with the passage of the prop e tree maintenance fund from the general fun set-aside passed in 2016 street tree maintenance is now funded

through the general fund. so the planting and the establishment of newly planted trees is funded by the prosecution k sales tax. and the locations that have been cleared for utilities, these are empty basins. there was a backlog of locations that was shown in the materials that you have in your packet. there's about 630 locations or so that will be -- that are ready for plant. and public works prioritizes empty basins as well as areas in the city with low canopy cover. similar to the public sidewalk repair requests, members of the public can call 311 for a tree planting. the next two prop k sales tax requests are from the san francisco municipal transportation agency for the residential traffic-calming program. the first request is to design the locations that were accepted into the program from the applications received in june of

2019. there were about 92 locations that came in, or that have been accepted. and so just about about 100 locations with 47 blocks citywide. and these are mostly speed humps and speed cushions, as you can see in the two photos on the screen in front of you. examples of those two types of infrastructure. and a couple of years out, public works -- i'm sorry, m.t.a. will come back to the board around this time next year to request funds for the construction phase. the next request is to evaluate the request that come in to sfmta on june 30th of this year. so this is the planning phase. m.t.a. is not changing the date that the applications are due. they are still due june 30th. however, because of shelter-in-place, they are no longer requiring the petition requirement from households on the block at a minimum of 20 signatures have to come in. that is waived this year.

and so on sfmta's website, under the traffic calming program, you will find the application. by this time it should be modified to state it does not require that. so any individual household can submit the application this year. the next two requests are from the department of public works for prop aa vehicle registration fee funds. they are both for the design phase of these projects, that i'm pleased to present to you today. first is for the western addition pedestrian lighting project. and this will fund new lighting on mccallister street from fillmore to webster and fund additional lighting on fillmore from golden gate avenue to church street. these are recommendations that were in the western addition community transportation plan, which was also in a transportation improvement program or ntip prop k program planning project. so very pleased to see these

projects -- this project advancing. next request is for the potrero gateway loop pedestrian safety improvements. this is for safety improvements at 17th street, vermont street and san bruno avenue, adjacent to the 101 freeway and it will fund a host of very needed improvements to replace making and safety along the u-shape along the 101 freeway. both of these requests are for the design phase, as i mentioned. public works will be requesting construction phase funds for these projects in the future, for the potrero gateway loop project. it will be leveraging a state grant from the affordable housing, sustainable communities program. and requires that construction start i believe it's by the end of 2021. so it has some timely use of funds requirements for the

community-identified priority streets in the western addition, by installing additional pedestrian lights. i also want to note that this lighting plan is one of a number of projects that we're trying to get off the ground and advocate for in the area, including the buchanan mall and the project will include new pedestrian lights and tree trimming on mccallister. as you mentioned, between fillmore and webster and additional lighting and tree trimming on fillmore between golden gate and turk. a lot of work has gone into that. and i just wanted to thank some folks, michelle wu at the department of public works, ms. laforte and mike pickford at the t.a. all of the m.t.a. staff, including those involved with the western addition transportation plan, in particular shada who did a lot of the community outreach for the transportation plan. and also wanted to thank mo magic collective, citizen

portion of the program, which is the subject of the item today, about 40% of the funds go to. the transportation authority is eligible for both pots of funds, if you will, as the administrator of the prop k has sent transportation sales taxes, as well as the prop aa vehicle registration fee. and the city and county of san francisco is eligible for the formula and competitive programs, as the administrator of the prop d transportation network company's tax, the t.n.c. tax that passed in november of 2019, as well as self-imposed fees for the portion -- that portion of the transportation sustainability fee. the guidelines for this program -- oh, i'm sorry. let me put it on to the first slide. the guidelines for this program allow for an agency, the eligible applicant, like the city and county of san francisco or the transportation authority, to identify a different entity

as the implementing agency for the projects. and so that agency assumes the responsibility and the accountability for delivery and the use and expenditure of the funds, should that project be successful in receiving a grant. in the first cycle of this program, the c.t.c. awarded $6.7 million to the transportation authority with public works, s.f. public works as the implementing agency for jefferson street improvement phase two. this next funding cycle is for three years of the program. and it will provide just under $190 million over that three-year period statewide to competitive projects. this is -- this broad eligibility for both transit and highway and streets and roads types of projects. but it will only fund the construction phase of the project and it requires a dollar-for-dollar local match.

as well there is also a minimum grant size of $3 million from the local partnership program. so plus the local match, you are looking at a minimum cost of a construction phase of $6 million. the c.t.c. also requires that agents submit these project nominations in priority order. these are just some of the conditions -- or criteria that the california transportation commission uses to establish projects for funding, cost effectiveness, and projects that are ready to go, project that leverage more than the dollar-for-dollar match as well as having air quality benefits and local and regional support as well. we have worked with eligible or potential project sponsors since january in preparation for this call for projects being released. and we received requests to support the nominations of two

projects. we considered the local partnership guidelines and assessed the project status, as well as the potential for the projects to be competitive at the statewide level. and in close coordination with staff from the mayor's office, we recommend submitting project nominations in the following order, as again required by the california transportation commission. so the first priority for the project submissions is the mission geneva safety project. this is a muni-forward and vision zero safety project, that will include improvements on mission street, from geneva to trumbull, geneva from mission. this has a host of traffic signals and new pedestrian crossings and transit bulbs. environmentally cleared through the transit effectiveness project. design is under way in part funded by the prop k funds that were allocated a couple of

months ago. these are on high-injury network and so we are also recommending, along with this request for the priorities, a five-year prioritization program amendment to the pedestrian safety category and prop k for the five-year plan for it. and this is to reprogram funds from the civic center, let's see, grove street civic center project to the mission safety project. this would allow for the local match to be fully funded and increase the competitiveness, c.t.c. requires the funds to be committed at the local level at the time of allocation or at the time of the recommendation and grants awards. and local match also includes

prop b general punt set aside and sustainability fees. the second project priority is the mission landing from the port of san francisco. this is for construction of a sing approximately float to berth ferry landing to provide to the mission bay area. the project has several things going for it, including it is ready to go, design is done. the project is environmentally cleared. reducing vehicle trips -- we

to the south, near the 22nd street station. it's important to recognize that we'll continue to work closely with the power authority. the board adoptioned resolution 1912 back in september timeframe of 2019. in essence identifying what this as we refer to the pennsylvania alignment as the preliminary preferred route. just another pictorial here, as it relates to thought process, undergrounding as i indicated previously. those green arrows show the opportunity to reopen the street network in essence, which would be a very large benefit to the city.

let's get into more of the technical thought process here, as we move forward. this is a major thought tunnel in es pence. we're going to take a look at alternatives, as it relates to you believing. set up a risk management system in that regard and take a look at the overall cost and funding for the project. with the goal in essence of identifying alternatives that we would further evaluate in the future environmental processes. let's talk about the procurement process. we issued a request for proposals in the february timeframe, received proposals in april, went through an interview process with in essence our partners as i had indicated previously.

providing the emergency operations center with various staffing needs such as drivers of trucks and accounting staff to assist them in this crisis. >> have you obtained additional space for the city to use during this crisis? >> yes. the crisis has actually required numerous transactions, and so we help basically the department of public health, the department of human services, and the department of homelessness determine where they can put the services that they need. so, for example, if they need a testing site or if they need a building -- a vacant building to put supplies or if they need to put some trucks, we will help them locate that office building or that property based on their factors that they need. we will then contact the landlord or the property owner of the space or the building

owner decides they want, and then, we negotiate the terms that they need, whether it's a permit or a lease, we'll help the city attorney draft that agreement. >> nice. so can you talk about how some of our iconic buildings, such address the palace of -- such as the palace of fine arts, has been repurposed during the pandemic? >> certainly. the city needs as much space as it can use during this pandemic, and the department had to relocate to moscone south convention center so that we could do social distancing as required by both the city and the state. we have hundreds and hundreds of staff people working on this covid-19 crisis. all of the department of public health and the departments of homelessness and human services, including several other hundred people, they need

several different sites. they need testing centers, they need shelters for the homeless, those with the covid-19 virus, those who need a place to stay after they get out of the hospital. so we've been assisting them with places to stay. you mentioned the palace of fine arts. it has over 100,000 square feet of space. it could it -- we were going to use it as a shelter, but now, we're going to use it for different needs. we're going to negotiate a different lease so that the city can use it for this crisis. we're using the bill graham civic auditorium and tfor the deployment of ambulances. the fire department needed additional supplies, so we're

using it for that service. >> that's great. i also understand you have a staff of custodians, electricians, janitors and other support workers. how are they helping the city? >> we could not be more thankful for our civic and engineering staff under our real estate division. they have been working 24-7 since this crisis began, not only doing their daily responsibilities to keep the public buildings open and operating for the city staff continuing to go into the office but also because once the crisis started, several memos came down as to additional cleanings and how to do disinfecting, and we have to do the c.d.c.s recommendation does. so not only do they do -- recommendations. so not only do they do their regular cleaning, they are also

>> commissioner peskin: ms. laforte, good morning. >> good morning, commissioners. anna la fort deputy director for policy and programming. i'm pleased to be with you today. i'll just start with some base remarks, as requested by chair peskin. we have evaluated the requests that we are presenting to you today, in light of the covid-19 pandemic and the shelter-in-place. and we have confirmed with the agencies that are requesting these funds, sfmta and s.f. public works that these projects continue to be priorities and staff resources are available to deliver the projects, according to the schedules and the materials that you have. and so with that i'm going to pull up my presentation. and we will start with the first request from public works. this is for the replacement of street repair and cleaning equipment that has passed the end of its useful life.

and these are pieces of equipment that are compliant with the air resources board and the service date is around this time next year, at the end of june 2021. this request is a request that we see every year from public works for public sidewalk and curb repair. this is to repair damaged infrastructure that is not caused by street trees. so these are for locations that have -- that have been impacted because of equipment or age or poor original construction to begin with. so there are -- there's a backlog of locations that are shown in your packet of materials for folks watching at home. you can request a public sidewalk repair by calling 311. next request is a funding request that we also see every year from the department of public works. this is for streets and planting.

in the past, this category and the prop k expenditure plan has funded both tree maintenance as well as tree planting and establishment with the passage of the prop e tree maintenance fund from the general fun set-aside passed in 2016 street tree maintenance is now funded through the general fund. so the planting and the establishment of newly planted trees is funded by the prosecution k sales tax. and the locations that have been cleared for utilities, these are empty basins. there was a backlog of locations that was shown in the materials that you have in your packet. there's about 630 locations or so that will be -- that are ready for plant. and public works prioritizes empty basins as well as areas in the city with low canopy cover. similar to the public sidewalk repair requests, members of the public can call 311 for a tree planting. the next two prop k sales tax

requests are from the san francisco municipal transportation agency for the residential traffic-calming program. the first request is to design the locations that were accepted into the program from the applications received in june of 2019. there were about 92 locations that came in, or that have been accepted. and so just about about 100 locations with 47 blocks citywide. and these are mostly speed humps and speed cushions, as you can see in the two photos on the screen in front of you. examples of those two types of infrastructure. and a couple of years out, public works -- i'm sorry, m.t.a. will come back to the board around this time next year to request funds for the construction phase. the next request is to evaluate the request that come in to sfmta on june 30th of this year. so this is the planning phase. m.t.a. is not changing the date

that the applications are due. they are still due june 30th. however, because of shelter-in-place, they are no longer requiring the petition requirement from households on the block at a minimum of 20 signatures have to come in. that is waived this year. and so on sfmta's website, under the traffic calming program, you will find the application. by this time it should be modified to state it does not require that. so any individual household can submit the application this year. the next two requests are from the department of public works for prop aa vehicle registration fee funds. they are both for the design phase of these projects, that i'm pleased to present to you today. first is for the western addition pedestrian lighting project. and this will fund new lighting on mccallister street from fillmore to webster and fund additional lighting on fillmore from golden gate avenue to

church street. these are recommendations that were in the western addition community transportation plan, which was also in a transportation improvement program or ntip prop k program planning project. so very pleased to see these projects -- this project advancing. next request is for the potrero gateway loop pedestrian safety improvements. this is for safety improvements at 17th street, vermont street and san bruno avenue, adjacent to the 101 freeway and it will fund a host of very needed improvements to replace making and safety along the u-shape along the 101 freeway. both of these requests are for the design phase, as i mentioned. public works will be requesting construction phase funds for these projects in the future, for the potrero gateway loop project. it will be leveraging a state

community, through the western addition community base transportation plan from 2017. and this project, in the fillmore, will improve pedestrian safety, enhance community connections to recreational spaces, and help with the overall walkability of community-identified priority streets in the western addition, by installing additional pedestrian lights. i also want to note that this lighting plan is one of a number of projects that we're trying to get off the ground and advocate for in the area, including the buchanan mall and the project will include new pedestrian lights and tree trimming on mccallister. as you mentioned, between fillmore and webster and additional lighting and tree trimming on fillmore between golden gate and turk. a lot of work has gone into that. and i just wanted to thank some folks, michelle wu at the department of public works,

transportation commission, that rewards local jurisdictions that received approval of taxes or fees, that have been imposed on transportation. there is a formula portion of the program for 60% of the funds and then also a competitive portion of the program, which is the subject of the item today, about 40% of the funds go to. the transportation authority is eligible for both pots of funds, if you will, as the administrator of the prop k has sent transportation sales taxes, as well as the prop aa vehicle registration fee. and the city and county of san francisco is eligible for the formula and competitive programs, as the administrator of the prop d transportation network company's tax, the t.n.c. tax that passed in november of 2019, as well as self-imposed fees for the portion -- that portion of the transportation sustainability fee. the guidelines for this program

-- oh, i'm sorry. let me put it on to the first slide. the guidelines for this program allow for an agency, the eligible applicant, like the city and county of san francisco or the transportation authority, to identify a different entity as the implementing agency for the projects. and so that agency assumes the responsibility and the accountability for delivery and the use and expenditure of the funds, should that project be successful in receiving a grant. in the first cycle of this program, the c.t.c. awarded $6.7 million to the transportation authority with public works, s.f. public works as the implementing agency for jefferson street improvement phase two. this next funding cycle is for three years of the program. and it will provide just under $190 million over that

three-year period statewide to competitive projects. this is -- this broad eligibility for both transit and highway and streets and roads types of projects. but it will only fund the construction phase of the project and it requires a dollar-for-dollar local match. as well there is also a minimum grant size of $3 million from the local partnership program. so plus the local match, you are looking at a minimum cost of a construction phase of $6 million. the c.t.c. also requires that agents submit these project nominations in priority order. these are just some of the conditions -- or criteria that the california transportation commission uses to establish projects for funding, cost effectiveness, and projects that are ready to go, project that leverage more than the dollar-for-dollar match as well as having air quality benefits and local and regional support as well.

we have worked with eligible or potential project sponsors since january in preparation for this call for projects being released. and we received requests to support the nominations of two projects. we considered the local partnership guidelines and assessed the project status, as well as the potential for the projects to be competitive at the statewide level. and in close coordination with staff from the mayor's office, we recommend submitting project nominations in the following order, as again required by the california transportation commission. so the first priority for the project submissions is the mission geneva safety project. this is a muni-forward and vision zero safety project, that will include improvements on mission street, from geneva to trumbull, geneva from mission. this has a host of traffic

signals and new pedestrian crossings and transit bulbs. environmentally cleared through the transit effectiveness project. design is under way in part funded by the prop k funds that were allocated a couple of months ago. these are on high-injury network and so we are also recommending, along with this request for the priorities, a five-year prioritization program amendment to the pedestrian safety category and prop k for the five-year plan for it. and this is to reprogram funds from the civic center, let's see, grove street civic center project to the mission safety project. this would allow for the local match to be fully funded and increase the competitiveness, c.t.c. requires the funds to be

committed at the local level at the time of allocation or at the time of the recommendation and grants awards. and local match also includes prop b general punt set aside and sustainability fees. the second project priority is the mission landing from the port of san francisco. this is for construction of a sing approximately float to berth ferry landing to provide to the mission bay area. the project has several things going for it, including it is ready to go, design is done. the project is environmentally cleared.

>> i'm glad we're finalizing the design and hopefully begin construction on this corridor work in 2021. and so everyone knows, there is a small portion of this work, some of the improvements that could begin as soon as we get the award. but it's many crosswalks. it's traffic signals. it's crosswalks, it's ball bouts, it's moving transit stops. it's essentially bike improvements. this is an extremely, extremely important project. and probably one of the largest investments that the city will have made in district 11 in terms of infrastructure, in the last 50 years. totaling over $20 million.

continue that effort. and the key goals in improving street connectivity and safety, overall train operations and really what we're looking at is basically undergrounding the caltrans system from in essence 4th and townsend, 4th and king to the south, near the 22nd street station. it's important to recognize that we'll continue to work closely with the power authority. the board adoptioned resolution 1912 back in september timeframe of 2019. in essence identifying what this as we refer to the pennsylvania alignment as the preliminary preferred route. just another pictorial here, as it relates to thought process,

undergrounding as i indicated previously. those green arrows show the opportunity to reopen the street network in essence, which would be a very large benefit to the city. let's get into more of the technical thought process here, as we move forward. this is a major thought tunnel in es pence. we're going to take a look at alternatives, as it relates to you believing. set up a risk management system in that regard and take a look at the overall cost and funding for the project. with the goal in essence of identifying alternatives that we would further evaluate in the future environmental processes. let's talk about the procurement

process. we issued a request for proposals in the february timeframe, received proposals in april, went through an interview process with in essence our partners as i had indicated previously. and went ahead and established a $1 million budget, not to to exceed a goal of 20%. we received five proposals and we interviewed three teams. the highest ranked firm was mcmillen jacobs association. our recommendation is to award a professional services contract to mcmillen jacobs, not to exceed $1 million for the rail tunnel planning services and to authorize executive director to negotiate the payment terms.

railroad in san francisco is important, especially from a safety standpoint. as this is engineered, the 22nd street station needs to expeditiously made a.d.a. accessible. this plan has precedent. the idea of under grounding railroads in cities is not new. considered that in new york city, there is a four-track main line called the park avenue railway. and it runs into a legendary and historic train station called grand central term 23458, and it has 700 train movements a day. caltrans has the potential of increasing its volume. so we want tounder ground it expeditiously, so we can eliminate these great crossings and have a more seamless rail transportation in our great city. thank you. >> commissioner peskin: thank

>> thank you. >> let's talk about managing anxieties during this pandemic. what types of issues are people facing at the moment? >> there are a number of issues and i really want to point out that this is affecting everyone and has come on very quickly. so it is normal. if you are not experiencing some anxiety, something is a touch off because this affects us all. i think some of the main ones are our health and worried about getting the virus and our developing serious complications. i think for a lot of people who are single, living alone, in isolation, has been very difficult. i think being in close quarters with people who we normally have some space from now are together 24/7. that's produced a lot of stress

and anxiety. that loss of connection with others. we already addressed. and having kids home. for a lot of people. >> yes, absolutely. what are the other problems that they might have? >> i think without that dynamic, the good things are not a problem. it is the difficulties we have. and when we're together 24/7, again it's like hooking everything up to an amplifier. >> so, what kind of problems could be created from working home from home, perhaps for the first time in your career? >> a lot of people are not used to working at home and a working at home just isn't the same. for one thing, there is a lack of social interaction. some people find that that affects them greatly. some people are actually finding they're getting more

work done at home without distractions from work. the lack of structure is probably the most common. we see it here with work at the office. people are kind of watching. we know that our schedule is, suddenly you're at home and you are on your own. >> absolutely. if those are some of the issues people are facing, what are some of the techniques people can use to overcome their anxiety? >> caller: i think there are many. one of the first is how managing and keeping track of your thinking, we think and talk to ourselves a lot. that's normal. we have a dialogue with ourselves often and we need to monitor that a bit. people tend to ruminate versus problem-solve. that is they tend to worry about all the things that might go wrong. and what i suggest is, look, there are things that can go wrong, but ruminating about the

worst-case scenario is not going to be very productive. sit down, figure out what the things are that you have to deal with and try to problem-solve. i think any of the self-control techniques for anxiety can be helpful. and there are dozens of them. the common ones are meditation, relaxation techniques, yoga, for example and another is diaphragmattic breathing. if you google that, you can learn diaphragmattic breathing in about 10 minutes online. it's incredibly simple and it is a really nice way to reduce anxiety in the moment. self-control procedures, exercise. whether if you're fortunate enough to have equipment at home, that's great. if you're not, get outside and go for a walk, keep your safe

distance, of course. but you need to be active. that's helpful. >> i think people marry be dealing with information overload at the moment. how do you suggest people manage that? >> i was just going to say that. i think it is really important to kind of limit the information you get. not in terms of accuracy. i think in terms of accuracy, you want to identify a few sites where people are coming with evidence-based information and scientific information so you can form yourself well. once you've informed yourself, you need to not be watching all day long. i've talked to people who are mesmerized from the tv and a it keeps that anxiety going so you need to limit your viewing for sure. this can be stress for people who have economic concerns and

worried about their family and friends and loved ones who are essential workers. what would you suggest they do to help manage anxiety and stress? >> there is a number of things. one of major ones for depression is behavioral activation. simply, it really means that people will tend to not be depressed as a number of reinforcing activities to engage in. whether it is hobbies, you read, you listen to music, you crochet, you -- whatever. these kinds of things are very important so you want to make sure that you're engaging in activities that literally make you feel better as opposed to sitting around ruminating, worrying about the worst-case scenarios that might happen. >> what about trying to do some self-development? >> yeah. it's a very interesting time. i've talked to a couple of my own clients who are finding, in

a very positive way, that this isolation, while at first can generate a lot of anxiety, particularly if you're just not good at living alone. for a number of people, it's giving them a chance to sit back and really think about what is important in their lives, what are the priorities. i think that maybe if there is any silver lining in this epidemic, it's really forcing all of us to kind of rethink what's really important. >> indeed. you know, though, at the same time, there are people who are feeling very lonely at home. how would you encourage them to overcome that? >> you get online. facetime, skype, zoom, like what we're doing right now. you can stay connected. it's very possible. most connections are important. we are social critters and we need that connection. i think for people who don't have those options, pull up

photos, take a look at pictures of family. you need to stay connected. and it's very important. >> and finally, do you have any suggestions that are specifically for families? >> yeah. well, again, i think one of the interesting things that's come about from all of this, is i talked to families on video is they're obviously spending more time together. while it's a bit awkward, particularly for parents who are in the house working a lot. it's a chance to really deepen relationships and spend more good, quality time together. i think parents really need to step back and kind of plan their day a little bit. not micro manage it, but have some ideas. can the family play games together? a lot of people i talked to, they're even together as a family for the first time. so i think there are a number of things that people can do.

i think it is qulaouzful for the families to take five, 10 minutes and say how did the day go? i talked to someone in the phone book before we started who said they noticed what time of day all their anxiety kind of comes together and they start sniping at each other. now they're taking a few minutes at tend of the day to say, ok, how are we doing? >> i think they need modeling good behavior, something you can do within the family, too, to try to -- >> that's right. i think that's relevant. very relevant to how children are going to do. most of the research from crises, particularly things we can't control showed that children do as well as their parents do. so i think it is important for parents to think about how they're react aing and they stay calm because whatever they

do is modeling, coping for their children. so, that can be very useful. it can also be problematic. >> when we talked earlier, you mentioned that acknowledging that your kids are afraid is important. >> yes. i think that ties to your last question. i think modeling -- you know, it's not incompatible with saying, yeah, you know, mom or dad is a little nervous, too. it means a lot of stuff is going on, but we're going to be ok. we're going to stay together. we have our time together. we're going to be safe. we'll -- fill in the blank. so you can do both. you can re-assure but in a realistic way that once the kids know it's normal to be anxious in these times. >> thank you for coming ton show, doctor. i really appreciate the time you've given us. >> you're welcome. thank you for having me. >> and that is it for this episode. we'll be back with more
